		<section id="HF0E51CE2CE144F4D9C41E2613B8B2854" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Jazz Preservation, Education, and Promulgation Act of 2014</short-title></quote>.</text>
		</section><section id="H13B782C934374545A845050E25222C00"><enum>2.</enum><header>National Jazz Preservation Program</header>
			<subsection id="H3DC0BF0937B7436D85DA19DB203C827F"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established a National Jazz Preservation Program, to be carried out by the Secretary of
			 the Smithsonian Institution through the Director of the National Museum of
			 American History and in collaboration with other Smithsonian museums, to
			 preserve knowledge and promote education about jazz.</text>
			</subsection><subsection id="H86491D736226476D942600776D79C2BF"><enum>(b)</enum><header>Program components</header><text>Under the National Jazz Preservation Program, the Secretary of the Smithsonian Institution shall—</text>
				<paragraph id="H5A0995DCCB8346BF9E7738EBD8C4AD26"><enum>(1)</enum><text>record audio and video interviews with leading jazz artists;</text>
				</paragraph><paragraph id="HD37D6D787F16431CAC698C745121D70F"><enum>(2)</enum><text>acquire and preserve jazz artifacts, and interpret the artifacts through activities such as
			 exhibitions and performances by the Smithsonian Jazz Masterworks
			 Orchestra;</text>
				</paragraph><paragraph id="HD5CA849C318F40C8AE13173A6BEAB41B"><enum>(3)</enum><text>continue to recognize Jazz Appreciation Month;</text>
				</paragraph><paragraph id="HB9CE65BFB8734AB7AFBB93051265BA10"><enum>(4)</enum><text display-inline="yes-display-inline">establish, with governmental agencies, universities, museums, and community-based organizations
			 with jazz archival collections, collaborative agreements for the sharing
			 of jazz artifacts; and</text>
				</paragraph><paragraph id="HF4A13C8B612A43218500F8F81C8074C0"><enum>(5)</enum><text display-inline="yes-display-inline">encourage, consult with, and engage in capacity building with community-based and regional
			 organizations with the potential to establish jazz archival collections.</text>
				</paragraph></subsection><subsection id="HEC4AA78B6F424963B8EFB8BDA08A8065"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $2,000,000 for each of fiscal
			 years 2015 through 2017, to remain available until expended.</text>
			</subsection></section><section id="H4B31A328A7514CB39AF41A2CC030B87D"><enum>3.</enum><header>Jazz education in elementary and secondary schools</header><text display-inline="no-display-inline">Section 5411(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7243">20 U.S.C. 7243(b)</external-xref>) is
			 amended—</text>
			<paragraph id="HA2ABB88EC94D4ADBB11565E2A455C268"><enum>(1)</enum><text>by redesignating paragraph (9) as paragraph (10); and</text>
			</paragraph><paragraph id="H65A4564F66054CA688FF78FFCC023588"><enum>(2)</enum><text>by inserting after paragraph (8) the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF069F6ABCC7B467D99293DC40A00295E" style="OLC">
					<paragraph id="HABA15FFFF454410180B53CEC5A24EF4F"><enum>(9)</enum><text display-inline="yes-display-inline">Programs to promote jazz education, which may include—</text>
						<subparagraph id="HD39194F13D35461FAA7A2A4C43804502"><enum>(A)</enum><text display-inline="yes-display-inline">a Jazz Artists in the Schools program to provide support for State arts agencies to bring jazz
			 artists to elementary and secondary schools in collaboration with local
			 educational agencies;</text>
						</subparagraph><subparagraph display-inline="no-display-inline" id="HE9424E7D3CFA483BAC7B23D11806BF5B"><enum>(B)</enum><text>a program for—</text>
							<clause id="HFF49D394190B42B18BB4F4AF12DD789A"><enum>(i)</enum><text>the development by jazz artists and educators of lesson plans and other educational materials about
			 jazz;</text>
							</clause><clause id="HABBEB6A84D854962B66545914A926DF0"><enum>(ii)</enum><text>the distribution of such educational materials by organizations that may include the National
			 Endowment for the Arts, educational institutions, State and local arts and
			 cultural organizations, or non-profit organizations; and</text>
							</clause><clause id="HB5A81785D6C1445CB57BE54F44D54113"><enum>(iii)</enum><text>teacher training on jazz education by jazz artists and educators; and</text>
							</clause></subparagraph><subparagraph id="H6483E8F4D34547AA92191A6455E45256"><enum>(C)</enum><text>an Ambassadors of Jazz program to send jazz musicians, and jazz orchestras from secondary schools,
			 abroad to perform for diverse audiences on missions of goodwill,
			 education, and cultural exchange, in collaboration with the Secretary of
			 State.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HCC32871E31244CECAD288DE32DBAC823"><enum>4.</enum><header>National Jazz Appreciation Program</header>
			<subsection id="H2A97D6E60485483CB6F598E1EDA23905"><enum>(a)</enum><header>Establishment</header><text>There is established a National Jazz Appreciation Program, to be carried out by the Secretary of
			 the Smithsonian Institution through the Director of the National Museum of
			 American History and in collaboration with other Smithsonian museums and
			 affiliates, the National Endowment for the Arts, and the National
			 Endowment for the Humanities, to further the appreciation of jazz music
			 throughout the Nation.</text>
			</subsection><subsection id="H3133900816574D90890693C6E0923723"><enum>(b)</enum><header>Program components</header><text>Under the National Jazz Appreciation Program, the Secretary of the Smithsonian Institution shall
			 establish a series of jazz performances at Smithsonian affiliates
			 throughout the Nation that provides broad geographic access to jazz and
			 supports public appreciation for the diversity of jazz music.</text>
			</subsection><subsection id="H827967FFC29E4D968C82EB9680D18CCF"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $1,000,000 for each of fiscal
			 years 2015 through 2017, to remain available until expended.</text>
