		<section id="H4DE3C50FD000410689179C8F666CA68D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Traumatic Brain Injury Care Improvement Act of 2014</short-title></quote>.</text>
		</section><section id="H0A6221A455914851907078159CFA9272"><enum>2.</enum><header>Extension and modification of pilot program on assisted living services for veterans with traumatic
			 brain injury</header>
			<subsection id="HFE7D16E6C6B842A39829FA78EDCBB58E"><enum>(a)</enum><header>Modification of report requirements</header><text display-inline="yes-display-inline">Subsection (e) of section 1705 of the National Defense Authorization Act for Fiscal Year 2008
			 (<external-xref legal-doc="public-law" parsable-cite="pl/110/181">Public Law 110–181</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1710C">38 U.S.C. 1710C</external-xref> note) is amended to read as follows:</text>
				<quoted-block id="H2661BD29FCE4472784E3CE1A5D9A0933" style="OLC">
					<subsection id="HDE9117A7BB0543FE912F0FD3204A44E7"><enum>(e)</enum><header>Reports</header>
						<paragraph id="H1F8B99EE6A904D96BB48B054C7D99F1E"><enum>(1)</enum><header>Quarterly reports</header>
							<subparagraph commented="no" id="H604AAECE59574288810F06E3835DDF20"><enum>(A)</enum><header>In general</header><text>For each calendar quarter occurring during the period beginning January 1, 2015, and ending
			 September 30, 2017, the Secretary shall submit to the Committees on
			 Veterans’ Affairs of the Senate and the House of Representatives a report
			 on the pilot program.</text>
							</subparagraph><subparagraph id="HF6A849BB1E874C30A4F09DEE27C11F28"><enum>(B)</enum><header>Elements</header><text>Each report submitted under subparagraph (A) shall include each of the following for the quarter
			 preceding the quarter during which the report is submitted the following:</text>
								<clause id="H8EDE8BDD067448C5AD293A180C767774"><enum>(i)</enum><text>The number of individuals that participated in the pilot program.</text>
								</clause><clause id="H9FA0ACC59B9F44CF8B620B076BF6AC96"><enum>(ii)</enum><text display-inline="yes-display-inline">The number of individuals that successfully completed the pilot program.</text>
								</clause><clause id="HDF39C251FD2D4802857028C9A298BAE1"><enum>(iii)</enum><text>The degree to which pilot program participants and family members of pilot program participants
			 were satisfied with the pilot program.</text>
								</clause><clause id="H8D7C1313A1514988A0798E013AC8AC34"><enum>(iv)</enum><text>The interim findings and conclusions of the Secretary with respect to the success of the pilot
			 program and recommendations for improvement.</text>
								</clause></subparagraph></paragraph><paragraph id="HA6256FA228D248EC9A371384081BEA3E"><enum>(2)</enum><header>Final report</header>
							<subparagraph id="H2918BAB292864589A4F47A01F31F7594"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the completion of the pilot program, the Secretary shall submit to the
			 Committees on Veterans’ Affairs of the Senate and the House of
			 Representatives a final report on the pilot program.</text>
							</subparagraph><subparagraph id="HF2EA675B46124A9AA5EEFE8944BA9E16"><enum>(B)</enum><header>Elements</header><text>The final report required by subparagraph (A) shall include the following:</text>
								<clause id="HF52B025994C047D78AD7E4A76D0DE2B3"><enum>(i)</enum><text>A description of the pilot program.</text>
								</clause><clause id="H44579F906F19412C85D5B2BC77DFB219"><enum>(ii)</enum><text>The Secretary’s assessment of the utility of the activities carried out under the pilot program in
			 enhancing the rehabilitation, quality of life, and community reintegration
			 of veterans with traumatic brain injury.</text>
								</clause><clause id="HE828F9AA50B0441F84243434CBBF7163"><enum>(iii)</enum><text>An evaluation of the pilot program in light of independent living programs carried out by the
			 Secretary under title 38, United States Code, including—</text>
									<subclause id="H7CD25208C5D147B58DA5D0902570FF54"><enum>(I)</enum><text display-inline="yes-display-inline">whether the pilot program duplicates services provided under such independent living programs;</text>
									</subclause><subclause id="HCC455143FFE44B48AF2E2DFF81047012"><enum>(II)</enum><text>the ways in which the pilot program provides different services that the services provided under
			 such independent living program;</text>
									</subclause><subclause id="HB153D25508AE4476B188BE0F3CF9BEBE"><enum>(III)</enum><text>how the pilot program could be better defined or shaped; and</text>
									</subclause><subclause id="H44BD01656C7846C2892FB638A17F4AEA"><enum>(IV)</enum><text display-inline="yes-display-inline">whether the pilot program should be incorporated into such independent living programs.</text>
									</subclause></clause><clause id="H348D033314F64313A3DCAAC11B6CF014"><enum>(iv)</enum><text>Such recommendations as the Secretary considers appropriate regarding improving the pilot program.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC19B4185E6954995B2112A9D872625BF"><enum>(b)</enum><header>Definition of community-based brain injury residential rehabilitative care services</header><text>Such section is further amended—</text>
				<paragraph id="H0CF1C159005E4DA69982E0E63DE5930F"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">assisted living</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">community-based brain injury residential rehabilitative care</header-in-text></quote>;</text>
				</paragraph><paragraph id="H9DDADCD2F8F74D2FAD432CA498DAF505"><enum>(2)</enum><text>in subsection (c), in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Assisted Living</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Community-Based Brain Injury Residential Rehabilitative Care</header-in-text></quote>;</text>
				</paragraph><paragraph id="HDAAE47DFB3D945A4A91C8336B2C17C24"><enum>(3)</enum><text>by striking <quote>assisted living</quote> each place it appears, and inserting <quote>community-based brain injury rehabilitative care</quote>; and</text>
				</paragraph><paragraph id="H267D5DBF6D9A4858BBFC3E2EAD6E0855"><enum>(4)</enum><text>in subsection (f)(1), by striking <quote>and personal care</quote> and inserting <quote>rehabilitation, and personal care</quote>.</text>
				</paragraph></subsection><subsection id="HFE0C12B697764D738B4DED2EF9B8C844"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date of the enactment of this Act.</text>
			</subsection><subsection id="H629E6550A6E749BE9A57399F089E6B23"><enum>(d)</enum><header>Prohibition on new appropriations</header><text display-inline="yes-display-inline">No additional funds are authorized to be appropriated to carry out this Act and the amendments made
			 by this Act, <pagebreak></pagebreak>and this Act and such amendments shall be carried out using
			 amounts otherwise available for such purpose.</text>
