		<section id="HEF763402120A4A008C9201D0D75652A8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Social Media Working Group Act of 2014</short-title></quote>.</text>
		</section><section id="H9752750D65814634A81A87BB6D14E637"><enum>2.</enum><header>Social media working group</header>
			<subsection id="HFC2A0281CF6D4E028F0AC894380493F8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title III of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/181">6 U.S.C. 181 et seq.</external-xref>) is amended by adding at the
			 end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HF2D8446DD2774291B190574FE0BCBA0F" style="OLC">
					<section id="H4FFC5D4FD655490EA2E161FA23113F54"><enum>318.</enum><header>Social media working group</header>
						<subsection id="H8A2972866AB34A199D37BA1F0ED95B3D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish within the Department a social media working group (in this section
			 referred to as the <quote>Group</quote>).</text>
						</subsection><subsection id="HF15C89CCB3D5403BB9CA9E4FE17E8537"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">In order to enhance information sharing between the Department and appropriate stakeholders, the
			 Group shall provide guidance and best practices to the emergency
			 preparedness and response community on the use of social media
			 technologies before, during, and after a terrorist attack.</text>
						</subsection><subsection id="H629D252BE4E249259B1C2D9FB0CE8A3A"><enum>(c)</enum><header>Membership</header>
							<paragraph id="H8D8632A265B34301BBD4DE41D16600DC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Under Secretary for Science and Technology shall serve as the permanent chairperson of the
			 Group, and shall designate, on a rotating basis, a representative from a
			 State or local government who is a member of the Group to serve as
			 co-chairperson. Membership of the Group shall be composed of a cross
			 section of subject matter experts from Federal, State, local, tribal, and
			 nongovernmental organization practitioners, including representatives from
			 the following entities:</text>
								<subparagraph id="H998347A43C5746A09254AA7F3E195550"><enum>(A)</enum><text display-inline="yes-display-inline">The Office of Public Affairs of the Department.</text>
								</subparagraph><subparagraph id="H07559B49BE3241F6B5B4376A3D04C586"><enum>(B)</enum><text>The Office of the Chief Information Officer of the Department.</text>
								</subparagraph><subparagraph id="HAEFCCF9FFA99457D9E1441733A0652C3"><enum>(C)</enum><text>The Privacy Office of the Department.</text>
								</subparagraph><subparagraph id="HCD4EC648BD6F4A4192857D63F9611F40"><enum>(D)</enum><text>The Federal Emergency Management Agency.</text>
								</subparagraph><subparagraph id="HD52653A5B61147EE874A2630AC164F31"><enum>(E)</enum><text>The American Red Cross.</text>
								</subparagraph><subparagraph id="H5EDCEAB735954CF1ACBAA62E67A37B02"><enum>(F)</enum><text>The United States Forest Service.</text>
								</subparagraph><subparagraph id="H4F0B0DD242E2455BA2633319D9A70A56"><enum>(G)</enum><text>The Centers for Disease Control and Prevention.</text>
								</subparagraph><subparagraph id="H1DB1B931C2184139BCDD4DA2DE481378"><enum>(H)</enum><text>The United States Geological Survey.</text>
								</subparagraph><subparagraph id="H2CA4FF04A2BF4920A4ACA4CAD746E3F6"><enum>(I)</enum><text>The National Oceanic and Atmospheric Administration.</text>
								</subparagraph></paragraph><paragraph commented="no" id="HB2C27993133145129F942D4B6D1DEC6D"><enum>(2)</enum><header>Additional members</header><text display-inline="yes-display-inline">The Under Secretary for Science and Technology shall appoint, on a rotating basis, qualified
			 individuals to the Group. The total number of such additional members
			 shall—</text>
								<subparagraph id="HB44D5A56FC6442129DEFCB318421FA11"><enum>(A)</enum><text>be equal to or greater than the total number of regular members under paragraph (1); and</text>
								</subparagraph><subparagraph id="HF3463C6AD0F340A5AFEB5E1B54E727E9"><enum>(B)</enum><text>include—</text>
									<clause id="HE0DE92B719E44A78B0295D110F35296D"><enum>(i)</enum><text>not fewer than three representatives from the private sector; and</text>
									</clause><clause id="H10A0EA8490D44C94A23A8E5F43E47DA5"><enum>(ii)</enum><text>representatives from—</text>
										<subclause commented="no" id="HFBA667A6140843238494AB7780B452BE"><enum>(I)</enum><text>State, local, and tribal entities, including from—</text>
											<item id="HDDEFFCD6379247F5898A8B5BF99F6F1D"><enum>(aa)</enum><text>law enforcement;</text>
											</item><item id="HA42D7FAAE6A64514BF7AEAAA9503C0A3"><enum>(bb)</enum><text>fire services;</text>
											</item><item id="HC22B201ECFD84EB89DCEA6D166D9730F"><enum>(cc)</enum><text>emergency management services; and</text>
											</item><item id="H5FE4A494E04B4BFFBB2EAC2DF981DC0A"><enum>(dd)</enum><text>public health entities;</text>
											</item></subclause><subclause commented="no" id="HDBFB376D10264975A3B817A4B0F58D72"><enum>(II)</enum><text>universities and academia; and</text>
										</subclause><subclause commented="no" id="H9F97F42E537748D6B8579D8BA9D2CD78"><enum>(III)</enum><text>non-profit disaster relief organizations.</text>
										</subclause></clause></subparagraph></paragraph></subsection><subsection id="H9B4ABB6DEFBC46059450F1CE40942EC1"><enum>(d)</enum><header>Consultation with non-Members</header><text display-inline="yes-display-inline">To the extent practicable, the Group shall work with existing bodies in the public and private
			 sectors to carry out subsection (b).</text>
						</subsection><subsection id="H77C29C615F5840149B1836DFED7E4DC0"><enum>(e)</enum><header>Meetings</header>
							<paragraph id="HD975779E5CFB49E4A854C9BE651E6B0C"><enum>(1)</enum><header>Initial meeting</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this section, the Group shall hold its
			 initial meeting. Such initial meeting may be held virtually.</text>
							</paragraph><paragraph id="H54E0524E1A054345B2F2FB2688612545"><enum>(2)</enum><header>Subsequent meetings</header><text>After the initial meeting under paragraph (1), the Group shall meet at least twice each year, or at
			 the call of the Chairperson. Such subsequent meetings may be held
			 virtually.</text>
							</paragraph></subsection><subsection id="H4C2EBA24580F4178A45C32A39AD99BF0"><enum>(f)</enum><header>Nonapplicability of FACA</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Group.</text>
						</subsection><subsection id="HB5E09AFF008B409EBCAF32716552C32C"><enum>(g)</enum><header>Reports</header><text>Not later than March 30 of each year, the Group shall submit to the appropriate congressional
			 committees a report that includes the following:</text>
							<paragraph id="HEF9B51E975054818869D40C42E5CD062"><enum>(1)</enum><text>A review of current and emerging social media technologies being used to support preparedness and
			 response activities related to terrorist attacks.</text>
							</paragraph><paragraph id="H0C808C489BAC413281DF9D7C3B12FA7C"><enum>(2)</enum><text>A review of best practices and lessons learned on the use of social media during the response to
			 terrorist attacks that occurred during the period covered by the report at
			 issue.</text>
							</paragraph><paragraph id="HBFCB4702B56F4088AA5503B219E89556"><enum>(3)</enum><text>Recommendations to improve the Department’s use of social media.</text>
							</paragraph><paragraph id="H843E726A11CA4849A9AD934CE77C3F9E"><enum>(4)</enum><text>Recommendations to improve information sharing among the Department and its components.</text>
							</paragraph><paragraph id="HE50BF76AB0D047488D2A0B8C0BB945B1"><enum>(5)</enum><text>Recommendations to improve information sharing among State and local governments.</text>
							</paragraph><paragraph id="H7FF9A81044CA46D0A3AACE767CF48A26"><enum>(6)</enum><text>A review of available training for Federal, State, local, and tribal officials on the use of social
			 media in response to a terrorist attack.</text>
							</paragraph><paragraph id="H8E91D0DD0C3041D9AC1AD3448450850E"><enum>(7)</enum><text>A summary of coordination efforts with the private sector to discuss and resolve legal,
			 operational, technical, privacy, and security concerns.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDFD55293E01044FF90D6EA90D2DFE1FA"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting
			 after the item relating to section 317 the following new item:</text>
