		<legis-type>A BILL</legis-type>
		<official-title>To require the Federal Housing Finance Agency to establish a 6-month moratorium on foreclosure of
			 mortgages guaranteed by Fannie Mae or Freddie Mac on homes of individuals
			 who have lost Federal unemployment insurance as a result of the expiration
			 of such program, and for other purposes.</official-title>

		<section id="H5267286963AC4A63BB54B043F61377EA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Foreclosures Due to Congressional Dysfunction Act of 2014</short-title></quote>.</text>
		</section><section id="HF1658341E9794D48ACCEC84448D858D6"><enum>2.</enum><header>Mortgage foreclosure moratorium</header>
			<subsection id="HD948F0BA6A444662B97ACAE38B3AF027"><enum>(a)</enum><header>Moratorium</header><text display-inline="yes-display-inline">The Director of the Federal Housing Finance Agency shall prohibit mortgagees of eligible mortgages
			 under subsection (c) from initiating a foreclosure, whether judicial or
			 nonjudicial, or taking any action in furtherance of a foreclosure already
			 initiated, including any foreclosure sale, with respect to any eligible
			 mortgage during the foreclosure moratorium period under subsection (d) for
			 such eligible mortgage.</text>
			</subsection><subsection id="H289E0ECF8EB542AB913A82930F8F4C9D"><enum>(b)</enum><header>Treatment of mortgage payments due during foreclosure moratorium period</header>
				<paragraph id="HCFB8A2E3FC064A669AF7F08CB0C5F181"><enum>(1)</enum><header>Deferral of mortgage payments; interest due</header><text display-inline="yes-display-inline">The Director shall provide that, during the foreclosure moratorium period with respect to an
			 eligible mortgage—</text>
					<subparagraph id="H97C08F3F742C46B79465E9E767D54726"><enum>(A)</enum><text>the term of the mortgage shall toll;</text>
					</subparagraph><subparagraph id="H297E5A3D3C764C3E8107C4614ABC1D97"><enum>(B)</enum><text>any payments of principal and interest due under the mortgage shall be deferred; and</text>
					</subparagraph><subparagraph id="H09F78B5C880542B392996807045FD533"><enum>(C)</enum><text>interest on outstanding principal due under the mortgage shall continue to accrue at the rate
			 provided for under the mortgage.</text>
					</subparagraph></paragraph><paragraph id="H475143F9401B4584B4DD86EA9CA344C7"><enum>(2)</enum><header>Resumption of mortgage payments; amortization of interest accrued</header><text>The Director shall provide that, upon the expiration of the foreclosure moratorium period with
			 respect to an eligible mortgage—</text>
					<subparagraph id="HAEB9CFCF53334100AB0FCC07666884D8"><enum>(A)</enum><text>the term of the mortgage, and the responsibility of the mortgagor to make payments of principal and
			 interest due under the mortgage, shall resume; and</text>
					</subparagraph><subparagraph id="H97371706CCB541058DCFA7B97E50E74F"><enum>(B)</enum><text display-inline="yes-display-inline">any interest accrued pursuant to paragraph (1)(C) shall be amortized, and payable, over
			 the remaining term of the mortgage.</text>
					</subparagraph></paragraph></subsection><subsection id="H4FD0D1A3447147C7B673C4CA5E4B093D"><enum>(c)</enum><header>Eligible mortgage</header><text>An eligible mortgage under this subsection is a mortgage that—</text>
				<paragraph id="HC052703A6B3C4F89B46911D9030F350F"><enum>(1)</enum><text>is owned, held, securitized, or guaranteed by the Federal National Mortgage Association or the
			 Federal Home Loan Mortgage Corporation;</text>
				</paragraph><paragraph id="H36CF83A335814E4ABA1F14BBCA0054FB"><enum>(2)</enum><text>is a mortgage on a 1- to 4-family residence that is the principal residence of the mortgagor;</text>
				</paragraph><paragraph id="H7DBCEFF8226143B89880BF3C1DBB7774"><enum>(3)</enum><text display-inline="yes-display-inline">was current with respect to payments of principal and interest, and any taxes, insurance, and other
			 amounts required to be paid in escrow, that were due under the mortgage as
			 of the beginning of the foreclosure moratorium period with respect to such
			 eligible mortgage; and</text>
				</paragraph><paragraph id="HB45FDFF30995436D902AFA123B3A5BDD"><enum>(4)</enum><text display-inline="yes-display-inline">has a mortgagor who—</text>
					<subparagraph id="H00E7F06AA36A4C1CBD28442CF20C2E9F"><enum>(A)</enum>
						<clause commented="no" display-inline="yes-display-inline" id="HAF3CA871C72D453DB624603E9036A0B7"><enum>(i)</enum><text display-inline="yes-display-inline">received extended compensation or additional compensation for a week of unemployment ending at any
			 time during the 7-day period ending January 1, 2014;</text>
						</clause><clause id="H6C2C5418DC8C44F188EC09DFE1032558" indent="up1"><enum>(ii)</enum><text>has exhausted all rights to regular compensation under the unemployment compensation law of a State
			 at any time during the period beginning January 1, 2014, and ending on the
			 date of enactment of this Act and has remained continuously unemployed
			 throughout such period; or</text>
						</clause><clause id="HC870465061DB4574AE3B34AB92832314" indent="up1"><enum>(iii)</enum><text>exhausts all rights to regular compensation under the unemployment compensation law of a State at
			 any time during the period beginning on the date of enactment of this Act
			 and ending on July 1, 2014; and</text>
						</clause></subparagraph><subparagraph id="HC0A9BC012969482EA21FDF7ED718BB04"><enum>(B)</enum><text display-inline="yes-display-inline">as of the beginning of the foreclosure moratorium period with respect to such eligible mortgage,
			 has a ratio of debt to income, as determined in accordance with such
			 requirements as the Director shall establish, that was greater than 40
			 percent.</text>
					</subparagraph></paragraph></subsection><subsection id="H1768A79BF9FA4439B5D2B2A3D8E0CB90"><enum>(d)</enum><header>Foreclosure moratorium period</header><text display-inline="yes-display-inline">The foreclosure moratorium period under this subsection with respect to an eligible mortgage shall
			 be the 6-month period beginning upon—</text>
				<paragraph id="HA55C38B2803D403ABFA2E061109F9837"><enum>(1)</enum><text>in the case of an eligible mortgage of a mortgagor described in clause (i) or (ii) of subsection
			 (c)(4)(A), the date of the enactment of this Act; and</text>
				</paragraph><paragraph id="HAC4C6E9556C4448597BFD09C41C4542A"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of an eligible mortgage of a mortgagor described in clause (iii) of subsection
			 (c)(4)(A), the date on which such mortgagor exhausts all rights to regular
			 compensation under the unemployment compensation law of a State.</text>
				</paragraph></subsection><subsection id="H45BAB11849144959884CA0C5CAC491C9"><enum>(e)</enum><header>Definitions</header><text>For purposes of this section, the following definitions shall apply:</text>
				<paragraph id="H87223881FD0E40B6AA9556C1AAF35CF5"><enum>(1)</enum><header>Director</header><text display-inline="yes-display-inline">The term <quote>Director</quote> means the Director of the Federal Housing Finance Agency.</text>
				</paragraph><paragraph id="H98C041CA3EE142A8821A19CAA618B3B1"><enum>(2)</enum><header>Eligible mortgage</header><text>The term <quote>eligible mortgage</quote> means a mortgage that meets the requirements of subsection (c).</text>
				</paragraph><paragraph id="HAECDAEBAA14F449D8A036C84CA294A18"><enum>(3)</enum><header>Foreclosure moratorium period</header><text>The term <quote>foreclosure moratorium period</quote> means, with respect to an eligible mortgage, the period specified in subsection (d) for the
			 mortgage.</text>
				</paragraph><paragraph id="HFF53E7E9FA264559AD69DA73D779E1AC"><enum>(4)</enum><header>Mortgagee</header><text display-inline="yes-display-inline">The term <quote>mortgagee</quote> includes, with respect to an eligible mortgage, any creditor, servicer, or holder of such eligible
			 mortgage, and any other person acting on behalf of any such creditor,
			 servicer, or holder.</text>
				</paragraph><paragraph id="H3381917F83A94D9D84F29ACBBEB22511"><enum>(5)</enum><header>Regular compensation; extended compensation; additional compensation</header><text>The terms <quote>regular compensation</quote>, <quote>extended compensation</quote>, and <quote>additional compensation</quote> have the meanings given such terms in section 205 of the Federal-State Extended Unemployment
			 Compensation Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/26/3304">26 U.S.C. 3304</external-xref> note).</text>
				</paragraph></subsection></section></legis-body>
