App. 102(a)(1)(B)</external-xref>) is amended in clause (iv) by striking <quote>$15,000</quote> and inserting <quote>$25,000</quote> and by striking clauses (v) through (ix) and inserting the following new clauses:</text>

App. 102(d)</external-xref>) is amended by redesignating paragraph (2) as paragraph (3) and by inserting after paragraph (1) the following new paragraph:</text>

<paragraph id="HE0B8CD05663444AD9B164593574EAFA6" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Section 101 of such Act (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/101">5 U.S.C. App. 101</external-xref>) is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" id="HD9D2B49370FB4A41B8D44BD96C1E6AD8" display-inline="no-display-inline"> 
<subsection id="H90EA9D11BBA444CD997847D3FA77C10A"><enum>(j)</enum><text display-inline="yes-display-inline">In addition to any other report required to be filed by a Member of Congress or officer or employee of the Congress, each such individual is required to file a quarterly report on April 30, July 30, October 30, and January 30 of each year covering the preceding calendar quarter if that individual (or the spouse or any dependent child of that individual) purchased, sold, or exchanged any property described in subsection (a)(5) valued at not less than $250,000 during that calendar quarter. For any such transaction of not less than $250,000, such report shall contain all of the information required under subsection (a)(5).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HA20E82BE888A4BA68241B78639BA8C67" indent="up1"><enum>(2)</enum> 
<subparagraph id="HD1936FAEAB184CC5A3EB5EBA2DCFDD5B" display-inline="yes-display-inline"><enum>(A)</enum><text>Clause 1 of rule XXVI of the Rules of the House of Representatives is amended by inserting <quote>(a)</quote> after <quote>1.</quote> and by adding at the end the following new paragraphs: </text> 
<quoted-block style="OLC" id="H7186302E90694057BF47F94024990E92" display-inline="no-display-inline"> 
<rules-paragraph id="HB408623DD7F643E9A0BCB5472567E6CC"><enum>(b)</enum><text display-inline="yes-display-inline">If any report is filed with the Clerk for a calendar quarter pursuant to section 101(i) of the Ethics in Government Act of 1978, the Clerk shall compile all such reports sent to the Clerk by Members and have them printed as a House document, which shall be made available to the public, as soon as practicable.</text></rules-paragraph> 
<rules-paragraph id="H3703E9170367410DB19F40CEE89DB9E9"><enum>(c)</enum><text display-inline="yes-display-inline">Each individual required to file a report with the Clerk under title I under the Ethics in Government Act of 1978 shall file and maintain such report in electronic form.</text></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H6AE5E210C1B1472989CCD9942A0722F0" indent="up1"><enum>(B)</enum><text>Comparable language to be added by the Senate.</text></subparagraph></paragraph></subsection> 
<subsection id="HAFE9AB77466448B08C21374115087A0B"><enum>(c)</enum><header>Availability on the Internet of reports filed under this title with the Clerk of the House or the Secretary of the Senate</header><text display-inline="yes-display-inline">Section 103 of the Ethics in Government Act of 1978 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/103">5 U.S.C. App. 103</external-xref>) is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" id="HAF23C06EDFB64F838CD0815685736F5E" display-inline="no-display-inline"> 
<subsection id="H5BB1508AE98F43D3B3CC9FD2FDF8850D"><enum>(m)</enum><text display-inline="yes-display-inline">The Clerk of the House of Representatives and the Secretary of the Senate shall each make available any report filed with them under this title (whether the report is filed in paper or electronic form) within 48 hours of the applicable submission deadline on the website of the Clerk or the Secretary, as applicable, in a searchable, sortable, downloadable, machine-readable format.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HD511CCF63571421EBB61F2B35300BE52"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to reports filed for calendar years or calendar quarters beginning after the date of enactment of this Act.</text></subsection></section> 
<section id="H089CA69AE4CD44D79B829B20F77B73A9"><enum>102.</enum><header>Greater disclosure of travel reports</header> 
<subsection id="H71B026D6238B496CA4F0E0B4D7857252"><enum>(a)</enum><header>Foreign travel</header><text display-inline="yes-display-inline">Clause 8(b)(3) of rule X of the Rules of the House of Representatives is amended by adding at the end the following new sentence: <quote>Within 48 hours after any such report is filed with the chair of a committee, the chair shall post the report on the Internet site of the committee in a searchable, sortable, downloadable, machine-readable format.</quote>.</text></subsection> 
<subsection id="HE2208CAC19D8426B98D8399F08DEE019"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply to travel commencing after the date of enactment of this Act.</text></subsection></section> 
<section id="H4604BC70C65A46CFA660AA297A215CDA"><enum>103.</enum><header>Greater disclosure of gift reports</header> 
<subsection id="HE385D805E46346FEAFBC67E52BD4938C"><enum>(a)</enum><header>Requiring Clerk of the House To Post Reports on Internet Not Later Than 48 Hours After Receipt</header> 
<paragraph id="HB9D4001B710042BF8EF22E46816FE763" display-inline="yes-display-inline"><enum>(1)</enum><text>Clause 5(b)(5) of rule XXV of the Rules of the House of Representatives is amended—</text> 
<subparagraph id="H9BB08ACA83AC4D04A3756A8F2930CEE3"><enum>(A)</enum><text>by striking <quote>shall make available</quote> and inserting <quote>shall post on the public Internet site of the Clerk and otherwise make available</quote>; and</text></subparagraph> 
<subparagraph id="HB8AC657DE073489A8D9E6ECD7B76D99C"><enum>(B)</enum><text>by striking <quote>as possible</quote> and inserting the following: <quote>as possible, but in no event later than 48 hours,</quote>.</text></subparagraph></paragraph> 
<paragraph id="HC8F7D5A4BAE44BA980D6CEEDE968223C" indent="up1"><enum>(2)</enum><text>Comparable language to be added by the Senate.</text></paragraph></subsection> 
<subsection id="HB5D2804A521B415F9F80E61F778B80FC"><enum>(b)</enum><header>Effective Date</header><text>The amendment made by subsection (a) shall apply with respect to reports filed on or after the date of the adoption of this resolution.</text></subsection></section> 
<section id="H429BCD41CB5E4FC0BA160970F41392A8"><enum>104.</enum><header>Greater disclosure of earmarks</header> 
<subsection id="H75A8BA0EEBD34DC5946C838E2D8EC2D3"><enum>(a)</enum><header>Electronic disclosure by Members</header> 
<paragraph id="H485A0DF5DA034EFEADF1348CA570E5B7" display-inline="yes-display-inline"><enum>(1)</enum><text>Rule XXIII of the Rules of the House of Representatives is amended by redesignating clause 18 as clause 19 and by inserting after clause 17 the following:</text> 
<quoted-block style="OLC" id="HCC0648C39522408A9DBFE25A94AA0E9E" display-inline="no-display-inline"> 
<rules-clause id="H60DBD5A5DE29428C9A1931B9C935DDA5" indent="down1"><enum>18.</enum><text display-inline="yes-display-inline">A Member, Delegate, or Resident Commissioner who requests a congressional earmark, a limited tax benefit, or a limited tariff benefit shall, within 24 hours after making such request—</text> 
<rules-paragraph id="H07849C05002E4FAAA3179027638BB656"><enum>(1)</enum><text display-inline="yes-display-inline">post on his or her public website for the remainder of the Congress the following—</text> 
<rules-subparagraph id="H2D3AF89D410E45E68544D832EA80E68C"><enum>(A)</enum><text display-inline="yes-display-inline">the name and address of the intended recipient;</text></rules-subparagraph> 
<rules-subparagraph id="H3891D35A685F434D952870C0ED1100AF"><enum>(B)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></rules-subparagraph>

<rules-paragraph id="HAAC4A68388E0467EAC5009D07B210BE5"><enum>(3)</enum><text display-inline="yes-display-inline">identify each request as having been submitted to the committee of subject-matter jurisdiction; and</text></rules-paragraph> 
<rules-paragraph id="HE7C2957C14F3433D90C878B15CCCFA9F"><enum>(4)</enum><text display-inline="yes-display-inline">display on the homepage of such website a hypertext link that contains the words <quote>Earmarks</quote>, <quote>Appropriations Requests</quote>, <quote>Limited Tax Benefits</quote>, or <quote>Limited Tariff Benefits</quote> and that directs to such webpage address, and maintain that link for at least 30 calendar days after the last such request is made during the Congress.</text></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>

<rules-paragraph id="HFCC3F16CF4F04DA19074E0C6D32C2435"><enum>(A)</enum><text display-inline="yes-display-inline">the bill name;</text></rules-paragraph> 
<rules-paragraph id="HF5E416A672D942DC893D229CC0CF10D9"><enum>(B)</enum><text>the name, State, and district of that individual;</text></rules-paragraph> 
<rules-paragraph id="H68ED7A70079E428B840D6356ABFE9AEC"><enum>(C)</enum><text>the name and address of the intended recipient;</text></rules-paragraph> 
<rules-paragraph id="H1AEDEDF998694163BDCC939DC568FE6C"><enum>(D)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></rules-paragraph> 
<rules-paragraph id="HF9E31D444FDD445A9D7F638F040ED738"><enum>(E)</enum><text>the requested amount (only in the case of congressional earmarks); </text></rules-paragraph> 
<rules-paragraph id="H1C5CA665D5724D6BA718A99F149AE983"><enum>(F)</enum><text>a brief description; and</text></rules-paragraph> 
<rules-paragraph id="H5A442E9192DE4AFC91AF5197AA4C3229"><enum>(G)</enum><text>the applicable department or agency of the Government, and the account or program (if provided to the committee in the request);</text></rules-paragraph><continuation-text continuation-text-level="subsection" indent="subsection">and is in a downloadable format that is searchable and sortable by such characteristics.</continuation-text></rules-clause> 
<rules-clause id="H457594ABDFFB44279D082F461B826970"><enum>(2)</enum><text>Any written statement received by a committee under clause 17(a) of rule XXIII shall be posted on the earmark disclosure webpage of the committee.</text></rules-clause> 
<rules-clause id="HE3FB8916ECB542E3B9986F60F617FAD1"><enum>(3)</enum><text display-inline="yes-display-inline">The earmark disclosure webpage of a committee shall list the names of any Member, Delegate, and Resident Commissioner who requests a congressional earmark, a limited tax benefit, or a limited tariff benefit and link directly to their webpage addresses referred to in clause 18(2) of rule XXIII.</text></rules-clause> 
<rules-clause id="HE08A845651EE44EF8314CEDD5ACF9BDD"><enum>(4)</enum><text display-inline="yes-display-inline">The earmark disclosure webpage of a committee shall post the information required under subparagraphs (1) through (3) within one week of receipt, and shall maintain that information on that webpage for the remainder of the Congress.</text></rules-clause> 
<rules-clause id="H5691493E0F944E289743BE8334C3BB85"><enum>(5)</enum><text display-inline="yes-display-inline">For purposes of this paragraph, the terms <term>congressional earmark</term>, <term>limited tax benefit</term>, and <term>limited tariff benefit</term> shall have the meaning given them in clause 9 of rule XXI.</text></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H3D5E541E36B04C25B9DE2F4857321E23"><enum>(c)</enum><header>Point of order</header><text display-inline="yes-display-inline">Clause 9 of rule XXI of the Rules of the House of Representatives is amended by redesignating paragraphs (e), (f), and (g) as paragraphs (f), (g), and (h), respectively, and by inserting after paragraph (d) the following: </text>

<subsection id="HE5A6C754F3AA40F8817B47CB9CC80F55"><enum>(d)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to requests for congressional earmarks, limited tax benefits, and limited tariff benefits made after the date this resolution is agreed to.</text></subsection> 
<subsection id="HE32B1FED23BC46F1B85D592E6C168578"><enum>(e)</enum><header>Centralized database for earmarks, limited tax benefits, and limited tariff benefits</header> 
<paragraph id="H4A0D928A500D461588DF7D243ADCA467" display-inline="yes-display-inline"><enum>(1)</enum><text>The Clerk of the House of Representatives, the Secretary of the Senate, and the chairs of the Committee on Appropriations of the House of Representatives and the Senate shall collaborate to create one centralized database where all requests for earmark, limited tax benefits, and limited tariff benefits are available on the Internet in a searchable, sortable, downloadable format to the public. The data available to the public for each earmark should include—</text> 
<subparagraph id="H877FE60F38A2429FA200DD709C8AE9D8" indent="up1"><enum>(A)</enum><text>an identification of the bill into which the earmark is to be inserted;</text></subparagraph> 
<subparagraph id="H37168D96A6784FC4B4CD49D28B39074A" indent="up1"><enum>(B)</enum><text>the name, State, and district of the Member of Congress requesting the earmark;</text></subparagraph> 
<subparagraph id="H37BED894882647FFA8DED713BBC0289C" indent="up1"><enum>(C)</enum><text>the name and address of the intended recipient;</text></subparagraph> 
<subparagraph id="HEA3E20F12E494CD3B974CB093073B383" indent="up1"><enum>(D)</enum><text>whether the intended recipient is a for-profit or not-for-profit entity;</text></subparagraph> 
<subparagraph id="HAB4130C9E6794D64B919237CBC7F36AD" indent="up1"><enum>(E)</enum><text>the requested amount (only in the case of congressional earmarks);</text></subparagraph> 
<subparagraph id="H1C7E61F58A66412F95783F4D1F389A5B" indent="up1"><enum>(F)</enum><text>a brief description of the earmark; and</text></subparagraph> 
<subparagraph id="H01E1C42318EB4CEBB5D74CA75B6B46BC" indent="up1"><enum>(G)</enum><text>the applicable department or agency of the Government, and the account or program (if provided to the committee in the request).</text></subparagraph></paragraph> 
<paragraph id="H60032EAEB76A43F39338E1BB9167923E" indent="up1"><enum>(2)</enum><text>The centralized database for earmarks referred to in paragraph (1) shall be implemented within six months after the date of enactment of this Act.</text></paragraph></subsection></section> 
<section display-inline="no-display-inline" section-type="subsequent-section" id="H4FF831D4105645018A4E92CCD4184629"><enum>105.</enum><header>Online posting of disbursements from Members’ Representational Allowance</header> 
<subsection id="H7255E1E64B3D4732AE5F14AFF5C9FA2A"><enum>(a)</enum><header>Requiring Posting</header> 
<paragraph id="HA5511FF1211D4E55BB843FF35CCBDB3A"><enum>(1)</enum><header>In general</header><text>With respect to each session of a Congress (beginning with the second session of the One Hundred Thirteenth Congress)—</text> 
<subparagraph id="H60329EC7B3E84BE4B31E5D913AED50AE"><enum>(A)</enum><text>the Chief Administrative Officer of the House of Representatives shall post on the official public Internet site of the House of Representatives a machine-readable statement showing each disbursement made from the Members’ Representational Allowance during that session, and include as part of the statement hyperlinks to information on the amount of such disbursements which are attributable to each specific Member of the House of Representatives; and</text></subparagraph> 
<subparagraph id="HF00FC5159C0F41EDB94105CEFC0ECA40"><enum>(B)</enum><text>except as provided in paragraph (2), each Member of the House of Representatives shall include on the Member’s official public Internet site a hyperlink to the information provided on the House of Representatives site under subparagraph (A) with respect to the disbursements made by the Member.</text></subparagraph></paragraph> 
<paragraph id="H5921C672FD544472980E7460321FAC48"><enum>(2)</enum><header>Exception for former Members</header><text>Paragraph (1)(B) does not apply to any individual who is not a Member of the House of Representatives at the time the Chief Administrative Officer posts the statement described in paragraph (1)(A).</text></paragraph></subsection> 
<subsection id="H12FB750770A146DBA631147028CFB4AE"><enum>(b)</enum><header>Source of Information</header><text>The information provided on the House of Representatives site under subsection (a)(1) shall be based on the reports of disbursements for the operations of the House of Representatives which are submitted by the Chief Administrative Officer under section 106 of the House of Representatives Administrative Reform Technical Corrections Act (<external-xref legal-doc="usc" parsable-cite="usc/2/104b">2 U.S.C. 104b</external-xref>).</text></subsection> 
<subsection id="HC5B0C78EFEFC49CC98A1612F9CF497A6"><enum>(c)</enum><header>Deadlines</header> 
<paragraph id="H827FEB7E54E04DA0A22B4F7E5FD6E5A2"><enum>(1)</enum><header>Chief Administrative Officer</header><text>The Chief Administrative Officer shall post the information required under subsection (a)(1) with respect to a session of Congress not later than 30 days after the publication of the final report of disbursements for the operations of the House of Representatives (as described in subsection (b)) for that session.</text></paragraph> 
<paragraph id="HD836D13D01404C82A382EB19CD7771CA"><enum>(2)</enum><header>Members</header><text>Each Member of the House of Representatives shall meet the requirements of subsection (a)(2) not later than 5 days after the Chief Administrative Officer posts the information required under subsection (a)(1) with respect to a session of Congress.</text></paragraph></subsection> 
<subsection id="H70D86CDCAC05435EB6C1A2BA95F43293"><enum>(d)</enum><header>Member Defined</header><text>In this section, a <quote>Member of the House of Representatives</quote> includes a Delegate or Resident Commissioner to the Congress.</text></subsection></section> 
<section id="H53AA33B69CA64F0DB7328D1EEDD58607"><enum>106.</enum><header>GAO study and report on effects of written requests by Members of Congress for funding of projects</header> 
<subsection id="H5C9F865787AD4069B8BDD6C5A5051D50"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General shall conduct a study of the effect of written requests to carry out and provide funding for projects and activities which are submitted to offices of the executive branch by Members of Congress on the decisions made by such offices regarding the funding of those projects and activities.</text></subsection> 
<subsection id="HFF6160441A0943EE95D03E160A533318"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall submit to Congress a report on the study conducted under subsection (a).</text></subsection></section> </title> 
<title id="H401EE5869E1045B39F1874A474C0CC56"><enum>II</enum><header>Enhancing Public Access to the Work of Congressional Committees, Legislation, and Votes</header> 
<section id="H93971F57C2424B56A5AAA5E8CFD4AD23"><enum>201.</enum><header>Increased transparency of committee work</header> 
<subsection id="H32398ECBCB57474CAC3CF3AAE4942FCF"><enum>(a)</enum><header>In the House of Representatives</header><text>Clause 1 of rule XI of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text>

<rules-subparagraph id="H09D2AB6AA7D7427693B6DA6C33B9AA42" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">For each hearing and markup for which information is posted under subparagraph (1), the committee shall post on its Internet website within 45 days the following: the topic, related legislation, testimony of witnesses, opening statements of the chair and ranking minority member, transcripts, and audio and video recordings.</text></rules-subparagraph> 
<rules-subparagraph id="H12EFC4B77D4B4A658AB0F5EE3A4F4607" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">Within 24 hours after a committee or subcommittee orders any bill or resolution to be reported, the committee or subcommittee, as applicable, shall post on its Internet website all amendments that were agreed to, except for technical and conforming changes authorized by the committee or subcommittee.</text></rules-subparagraph></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection>

<subsection id="H0CF6E7B401D64167B8A06CD26B7A931F"><enum>(a)</enum><header>Additional duties of the Clerk of the House and the Secretary of the Senate</header><text display-inline="yes-display-inline">The Clerk of the House of Representatives and the Secretary of the Senate shall post on the public Internet site of the Office of the Clerk or of the Secretary, respectively, a record, organized by the name of each Member or Senator, in a structured data format, of the recorded votes of that Member or Senator, including the roll, date, issue, question, result, and title or description of the vote, and any cost estimate of the Congressional Budget Office related to the vote.</text></subsection> 
<subsection id="H01E2DC1D8D3F4769BE63C602CDFD894D"><enum>(b)</enum><header>Web link</header><text>Each Member shall provide a link to the Clerk of the House of Representatives of a list of recorded votes from that Member’s website, and each Senator shall provide a link to the Secretary of the Senate of a list of recorded votes from that Senator’s website.</text></subsection> 
<subsection id="HADC9E657CA7944AEA0BA14630454E457"><enum>(c)</enum><header>Definition</header><text>As used in this section, the term <term>Member</term> means a Representative in Congress, a delegate to Congress, or the Resident Commissioner from Puerto Rico.</text></subsection> 
<subsection id="HE1B697BD864840B88D807F5CB89F8AC0"><enum>(d)</enum><header>Effective date</header><text>This section shall apply to recorded votes occurring after the date of enactment of this Act.</text></subsection></section></title>

<section section-type="subsequent-section" id="HECD6103875404005ABBD64A35E6F342D" display-inline="no-display-inline"><enum>301.</enum><header>Short title; findings</header> 
<subsection id="H75DC144F4ACF44DEB31D039706FBA5EB"><enum>(a)</enum><header>Short Title</header><text display-inline="yes-display-inline">This title may be cited as the <quote>Public Access to Congressional Research Service Reports Resolution of 2014</quote> or the <quote>Congressional Research Service Electronic Accessibility Resolution of 2014</quote>.</text></subsection> 
<subsection id="H148BD8CEAE044D87850917AD1A4E2927"><enum>(b)</enum><header>Findings</header><text>Congress finds the following:</text> 
<paragraph id="H2AE21F9EFA19422FAEE7D2A70FC31F81"><enum>(1)</enum><text display-inline="yes-display-inline">The Congressional Research Service, a special reference unit within the Library of Congress, offers invaluable research and analysis to Members of Congress on all current and emerging issues of national policy.</text></paragraph> 
<paragraph id="H7BB34AA446674AC9B7D7746BD5BFB3C4"><enum>(2)</enum><text>The Congressional Research Service staff of approximately 700 employees, including lawyers, economists, reference librarians, and social, natural, and physical scientists, are governed by requirements for accuracy, objectivity, balance, and nonpartisanship.</text></paragraph> 
<paragraph id="H441995C6F9B34DF384DF0419059D6B13"><enum>(3)</enum><text>The Congressional Research Service has a responsibility to ensure that Members of Congress have available the best possible information and analysis on which to base the policy decisions the American people have elected them to make.</text></paragraph> 
<paragraph id="H2339F5D59DCC4C98A4FAD1D46F9EDD3E"><enum>(4)</enum><text>It is often burdensome, difficult, and time-consuming for citizens to obtain access to objective and nonpartisan policy analysis on issues affecting their interests.</text></paragraph> 
<paragraph id="H7015F745AE3745AE8F295F022CA68950"><enum>(5)</enum><text display-inline="yes-display-inline">It will enhance our democracy to provide citizens with access to unbiased and accurate CRS documents on legislation and other critical issues before Congress.</text></paragraph>

<subsection id="HE0D563F25ACE48198706675E377331DF"><enum>(a)</enum><header>Establishment and Maintenance of Database of information</header> 
<paragraph id="H8F614E3A1E254177BE7459C103922F27"><enum>(1)</enum><header>In general</header><text>The Clerk of the House of Representatives, in consultation with the Director of the Congressional Research Service, shall establish and maintain a centralized, searchable, bulk downloadable, electronic database consisting of—</text> 
<subparagraph id="H29C4DAC6A99F45CB9C41F9D4B52C27E3"><enum>(A)</enum><text display-inline="yes-display-inline">all of the information described in paragraph (2) that is available to Members, officers, employees, and offices of the House of Representatives through the Congressional Research Service website; and</text></subparagraph> 
<subparagraph id="HAE3348297FEB47A78E4FEFAA15171D14"><enum>(B)</enum><text>in accordance with subsection (b), an index of the information described in subparagraph (A). </text></subparagraph></paragraph> 
<paragraph id="H16D2B0C29E4941339F2F12EB3BED4C3E"><enum>(2)</enum><header>Information described</header><text>The information described in this paragraph is as follows:</text>

<subparagraph id="HCFE3B0E60D414D30A174628E593BD473"><enum>(B)</enum><text>the dates of initial release and updates (if any); and</text></subparagraph> 
<subparagraph id="H62161E086BC64D7A9BF49A68C94AE563"><enum>(C)</enum><text>the Congressional Research Service division or divisions that were responsible for its production.</text></subparagraph></paragraph> 
<paragraph id="HE740A0333F8D4DE2B61C92B5FA74D67E"><enum>(4)</enum><header>Updates</header><text display-inline="yes-display-inline">The Clerk, in consultation with the Director, shall ensure that the information in the database under this subsection is updated automatically and electronically to reflect the availability of new information and updates to existing information described in paragraph (2).</text></paragraph> 
<paragraph id="HDBF0200D364C4FC7BBEB34792145AEAD"><enum>(5)</enum><header>Initial information</header><text>The initial establishment of the database under this subsection shall include all of the contents described in paragraph (1) as of the date on which this resolution is agreed to.</text></paragraph></subsection> 
<subsection id="HC9EC4222B5CB4EA1AF90DFBE7D646A7E"><enum>(b)</enum><header>Index of database information</header><text display-inline="yes-display-inline">In addition to the database under subsection (a), the Clerk, in consultation with the Director, shall establish and maintain contemporaneously a website containing a searchable, sortable index of all of the information in the database in both human-readable and machine-readable formats (such as XML) that includes for each issue brief, product, or report in the database—</text> 
<paragraph id="H87EEA0A6FE00468FA0CFD77BA20F7754"><enum>(1)</enum><text>the name and identification number;</text></paragraph> 
<paragraph id="H28BE1D755D5747FA80BD06D9C5A4E056"><enum>(2)</enum><text>the dates of initial release and updates (if any); and</text></paragraph> 
<paragraph id="H495407EC538B4FDD89AA4B19F8608190"><enum>(3)</enum><text>the Congressional Research Service division or divisions that were responsible for its production.</text></paragraph></subsection> 
<subsection id="H64DFC94EBA1A498282C14CBD713FB355"><enum>(c)</enum><header>Limitations</header> 
<paragraph id="H61189418792B49EF9F7CB887D3287F52"><enum>(1)</enum><header>Confidential information</header><text>Subsections (a) and (b) do not apply to—</text> 
<subparagraph id="H84DFC47770DD4B6EAEDBCCE1645437F2"><enum>(A)</enum><text>any information that is confidential, as determined by—</text> 
<clause id="H028EB865B9444EE4A8E5D42538AED0F0"><enum>(i)</enum><text>the Director, or</text></clause> 
<clause id="H820D31C8DCB54D6388FA028263EDC30C"><enum>(ii)</enum><text>the head of a Federal department or agency that provided the information to the Congressional Research Service; or</text></clause></subparagraph> 
<subparagraph id="H7E1F075BC0C945D3B95948E8F98FB799"><enum>(B)</enum><text>any document that—</text> 
<clause id="HF413BDB2649E428C9492642D3FCC4D20"><enum>(i)</enum><text>is the product of a confidential research request made by a Member, officer, employee, or office of the House of Representatives;</text></clause> 
<clause id="H6CA4529F9D854140AE858918A0685FA1"><enum>(ii)</enum><text>has not been distributed to any individual or office other than the individual or office making the request; and</text></clause> 
<clause id="H4CB1FA09AB2549E9B17060CAD4CA22A6"><enum>(iii)</enum><text display-inline="yes-display-inline">is not intended for distribution to any person other than the individual or office making the request.</text></clause></subparagraph></paragraph> 
<paragraph id="HAEFE3922FE304D77B98F181A44DA740E"><enum>(2)</enum><header>Redaction and revision</header><text>In carrying out this section, the Clerk, on the basis of information provided by the Director, may—</text> 
<subparagraph id="HAA57FAC555DE4C289761DE5A22CA9A7B"><enum>(A)</enum><text>remove from the information included in the database (including from the issue brief, product, or report itself) the name and contact information regarding an employee of the Congressional Research Service;</text></subparagraph> 
<subparagraph id="H39638F97EAE9432E91B11B79D947A297"><enum>(B)</enum><text display-inline="yes-display-inline">remove from the information included in the database (including from the issue brief, product, or report itself) any material for which the Director determines that including the information on the database may infringe the copyright of a work protected under title 17, United States Code; and</text></subparagraph> 
<subparagraph id="H2CEA36746436473C9C67553A7FBAEF9F"><enum>(C)</enum><text display-inline="yes-display-inline">make any changes in the information included in the database (including from the issue brief, product, or report itself) that the Director determines necessary to ensure that the information is accurate and current, except that if the Clerk makes any such change with respect to any material in the database, the Clerk shall indicate in the database (with such notation as the Clerk considers appropriate) that more current information is available with respect to the material than the information provided in the database.</text></subparagraph></paragraph> 
<paragraph id="H65C0666FD88F4E29811D171BADAE3D95"><enum>(3)</enum><header>Method of redaction</header><text>The Clerk shall carry out any redaction under paragraph (2)(C) in a manner which removes the least amount of material necessary to carry out the purposes of the redaction.</text></paragraph> 
<paragraph id="HF872D190E39D425DB9DE29D356F7B85D"><enum>(4)</enum><header>Assistance from director for automatic redaction</header><text display-inline="yes-display-inline">The Clerk shall consult with the Director to ensure the availability and implementation of such technology as may be necessary to facilitate the automatic redaction of information under this subsection.</text></paragraph></subsection> 
<subsection id="HD83C12BAEC584CC88A20D057B8639071"><enum>(d)</enum><header>Furnishing of necessary information</header><text display-inline="yes-display-inline">The Clerk shall consult with the Director to ensure that the Clerk is provided with all of the information necessary to carry out this section in such format as the Clerk considers appropriate.</text></subsection></section> 
<section id="H283E8DED8AEE434A80ED6BE81ACA39FA"><enum>303.</enum><header>Other methods of public access</header> 
<subsection id="H17925DD247864DDD9B044E3C5335E624"><enum>(a)</enum><header>Access Through Websites of Members and Committees</header><text display-inline="yes-display-inline">Each official public website of a Member of the House of Representatives, a committee of the House of Representatives, or a joint committee of the Congress shall permit members of the public to use the website to obtain the information contained in the database established under section 302, in the same manner and to the same extent as Members, officers, employees, and offices of the House of Representatives may obtain such information through the Congressional Research Service website.</text></subsection> 
<subsection id="HE7FAAB2FF4D944BEA042F30902527EE2"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Subsection (a) shall be carried out in accordance with regulations promulgated by the Committee on House Administration of the House of Representatives.</text></subsection></section> 
<section id="HE38B05BD792F4D63B3548278EFCC5188"><enum>304.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title—</text> 
<paragraph id="H9361C787DDA44DF4B4B2253107E107F7"><enum>(1)</enum><text>the term <term>Clerk</term> means the Clerk of the House of Representatives;</text></paragraph> 
<paragraph id="HF0A65C0737FD4211A4A21A592F47DC57"><enum>(2)</enum><text>the term <term>Director</term> means the Director of the Congressional Research Service; and</text></paragraph> 
<paragraph id="H734E1BB1A4C84CF0A8D6C19B3A7318BA"><enum>(3)</enum><text>the term <term>Member of the House of Representatives</term> includes a Delegate or Resident Commissioner to the Congress.</text></paragraph></section> 
<section id="H25CF1EF76ADF43A6A72CE50F42E841B7"><enum>305.</enum><header>Effective date</header><text display-inline="no-display-inline">This title shall take effect upon the expiration of the 6-month period which begins on the date of the enactment of this Act, without regard to whether the regulations described in section 303(b) or any other regulations have been promulgated prior to the expiration of such period.</text></section></title> 
<title id="H8763707F2A1540F4894FD30932D42FA9"><enum>IV</enum><header>Lobbying Disclosure</header> 
<section id="HD3A6B8F0EF7B4C809BA4353C8D7D977A" section-type="subsequent-section"><enum>401.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote>Lobbyist Disclosure Enhancement Act</quote>. </text></section> 
<section id="H1AFD08CAD53F40A39F7B237DCD024737" display-inline="no-display-inline"><enum>402.</enum><header>Modifications to enforcement</header> 
<subsection id="HF014D7815A16417B9DA6A6788196F130"><enum>(a)</enum><header>Lobbying Disclosure Act Task Force</header> 
<paragraph id="HEF9C9739AE3B4AA4B9F3779F6DA346AE"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Attorney General shall establish the Lobbying Disclosure Act Enforcement Task Force (in this subsection referred to as the <quote>Task Force</quote>).</text></paragraph> 
<paragraph id="H166DC6F284A24C7DB0E55D541375851D"><enum>(2)</enum><header>Functions</header><text display-inline="yes-display-inline">The Task Force—</text> 
<subparagraph id="H68B6ABAD12674C39BB6AE706093BD564"><enum>(A)</enum><text display-inline="yes-display-inline">shall have primary responsibility for investigating and prosecuting each case referred to the Attorney General under section 6(a)(8) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1605">2 U.S.C. 1605(a)(8)</external-xref>);</text></subparagraph> 
<subparagraph id="H5516E51E495649FCBC8AAC633B75973C"><enum>(B)</enum><text display-inline="yes-display-inline">shall collect and disseminate information with respect to the enforcement of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1601">2 U.S.C. 1601 et seq.</external-xref>);</text></subparagraph> 
<subparagraph id="HFAA3BDDF9C1A48C38B5643196E5D12AA"><enum>(C)</enum><text display-inline="yes-display-inline">shall audit, at a minimum on an annual basis, and as frequently as deemed necessary by the Task Force, the extent of compliance or noncompliance with the requirements of the Lobbying Disclosure Act of 1995 by lobbyists, lobbying firms, and registrants under that Act through a random sampling of lobbying registrations and reports filed under that Act during each calendar year; and</text></subparagraph> 
<subparagraph id="HF20D2CB2A34A4BC48B06A8CDB2B7B892"><enum>(D)</enum><text>shall establish, publicize, and operate a toll-free telephone number to serve as a hotline for members of the public to report noncompliance with lobbyist disclosure requirements under the Lobbying Disclosure Act of 1995, and shall develop a mechanism to allow members of the public to report such noncompliance online.</text></subparagraph></paragraph></subsection> 
<subsection id="HEE98DE0029374F6D860D6FD3F66AAA54"><enum>(b)</enum><header>Referral of cases to the Attorney General</header><text display-inline="yes-display-inline">Section 6(a) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1605">2 U.S.C. 1605(a)</external-xref>) is amended—</text> 
<paragraph id="H6190C6265F6643FAA68C69F50F6843DE"><enum>(1)</enum><text>in paragraph (8), by striking <quote>United States Attorney for the District of Columbia</quote> and inserting <quote>Attorney General</quote>; and</text></paragraph> 
<paragraph id="H7E1A34A0740A4DF7958B7D121935D5EC"><enum>(2)</enum><text>in paragraph (11), by striking <quote>United States Attorney for the District of Columbia</quote> and inserting <quote>Attorney General</quote>.</text></paragraph></subsection> 
<subsection id="HD0021EE7D9D649A8942FC35C1C76626B"><enum>(c)</enum><header>Recommendations for improved enforcement</header><text>The Attorney General may make recommendations to Congress with respect to—</text> 
<paragraph id="H77C58E9820F04D9CA5DDCA2ABC5CA941"><enum>(1)</enum><text>the enforcement of and compliance with the Lobbying Disclosure Act of 1995; and</text></paragraph> 
<paragraph id="HBBEAF48687AE48CC9880294971685680"><enum>(2)</enum><text>the need for resources available for the enhanced enforcement of the Lobbying Disclosure Act of 1995.</text></paragraph></subsection> 
<subsection id="HACF0A16E86A4433E8F638CF6D3E2C4B1"><enum>(d)</enum><header>Information in enforcement reports</header><text>Section 6(b)(1) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1605">2 U.S.C. 1605(b)(1)</external-xref>) is amended by striking <quote>by case</quote> and all that follows through <quote>public record</quote> and inserting <quote>by case and name of the individual lobbyists or lobbying firms involved, any sentences imposed</quote>.</text></subsection></section> 
<section id="HD96A9C5A869D4D0DB349F672A1FFD2E6"><enum>403.</enum><header>Definition of lobbyist</header><text display-inline="no-display-inline">Section 3(10) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1602">2 U.S.C. 1602(10)</external-xref>) is amended by striking <quote>, other than an individual</quote> and all that follows through <quote>period</quote>. </text></section> 
<section display-inline="no-display-inline" id="H059A8936AB824D62917736C812F2E7D5" section-type="subsequent-section"><enum>404.</enum><header>Expedited online registration of lobbyists; expansion of registrants</header><text display-inline="no-display-inline">Section 4(a) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1603">2 U.S.C. 1603(a)</external-xref>) is amended—</text> 
<paragraph id="H8A6DD6C81FD14FEDAE4061AA5CBAB7B4"><enum>(1)</enum><text>in paragraph (1)—</text> 
<subparagraph id="H52136CC521B04C2D9A6A66D3ADB4E7AC" display-inline="no-display-inline"><enum>(A)</enum><text>by striking <quote>45 days</quote> and inserting <quote>10 days</quote>;</text></subparagraph> 
<subparagraph id="H36AB46F120444003A5E8BF08D60AAEB0"><enum>(B)</enum><text>by striking <quote>, or on the first business day after such 45th day if such 45th day is not a business day,</quote> and inserting <quote>, or on the first business day occurring after such 10th day if such 10th day does not occur on a business day,</quote>; and</text></subparagraph> 
<subparagraph id="HCF1A760570574C4D95B4564CCFC13092"><enum>(C)</enum><text>by inserting <quote>online</quote> after <quote>shall register</quote>; and</text></subparagraph></paragraph> 
<paragraph id="HA2CE6E05DFF74AA89B5C32F66ACAC27F"><enum>(2)</enum><text>in paragraph (2)—</text>

<quoted-block style="OLC" id="H8AC7FF7E332142F19A3658C6D9349603" display-inline="no-display-inline"> 
<subparagraph id="H0C0279FA77444C5EA55869CC995CB3B1"><enum>(B)</enum><header>Threshold for certain organizations</header><text display-inline="yes-display-inline">In the case of an organization whose employees who are lobbyists engage in lobbying activities only on behalf of the organization, the organization is required to register under this subsection only if the lobbying activities of each such employee includes or is expected to include more than one lobbying contact.</text></subparagraph><after-quoted-block>. </after-quoted-block></quoted-block></subparagraph></paragraph></section> 
<section display-inline="no-display-inline" id="H242BD2B818A74AD383FE5B6B9CBBD4BD" section-type="subsequent-section"><enum>405.</enum><header>Disclosure of political contributions</header><text display-inline="no-display-inline">Section 5(d)(1) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1604">2 U.S.C. 1604(d)(1)</external-xref>) is amended—</text> 
<paragraph display-inline="no-display-inline" id="H82D695E7B4BA40D7B460F9FD90B40E90"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>30 days after</quote> and all that follows through <quote>30th day is not</quote> and inserting <quote>20 days after the end of the quarterly period beginning on the first day of January, April, July, and October of each year, or on the first business day after such 20th day if such 20th day is not</quote>; and</text></paragraph> 
<paragraph id="HC0E1AACB582C43EEB962B9E1889992AE"><enum>(2)</enum><text>by striking <quote>semiannual period</quote> each place it appears and inserting <quote>quarterly period</quote>.</text></paragraph></section> 
<section id="HED8C2827E48B462E83A1D0E0ECF41633"><enum>406.</enum><header>Identification numbers for lobbyists</header><text display-inline="no-display-inline">Section 6(a)(3) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1605">2 U.S.C. 1605(a)(3)</external-xref>) is amended—</text> 
<paragraph id="H64230D9F5C5F44AC90AC53E3C764E61C"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text></paragraph> 
<paragraph id="HD2263AA74377453FAF8745CA66C10CCB"><enum>(2)</enum><text>by adding <quote>and</quote> after the semicolon the end of subparagraph (B); and</text></paragraph> 
<paragraph id="H302170DB724247898EFBD2D3C2F879F5"><enum>(3)</enum><text>by adding after subparagraph (B) the following:</text> 
<quoted-block style="OLC" id="HBAF2B5EB2D3F46E7886CEC7B9320E8FF" display-inline="no-display-inline"> 
<subparagraph id="HA14D65CDF92B4875B59E9ADCB4CC7946"><enum>(C)</enum><text display-inline="yes-display-inline">a system that assigns an identification number for each lobbyist for whom a registration or report is filed under this Act;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HE34C57AAEC784A35AE9196DAE84E9B86"><enum>407.</enum><header>Ethics training for lobbyists</header> 
<subsection id="H84D92296B561417DA7F393E68CC0FA31"><enum>(a)</enum><header>Required ethics training</header><text display-inline="yes-display-inline">Any individual who is a lobbyist registered or required to register under section 4 of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1603">2 U.S.C. 1603</external-xref>) shall—</text> 
<paragraph id="H8AFC30AE5ECB4850B4363B8CEC667115"><enum>(1)</enum><text>complete ethics training described in subsection (b)—</text> 
<subparagraph id="H213EE5FD681C41968CABF3C85EE64F36"><enum>(A)</enum><text>not later than 6 months after the individual is first employed or retained for services that include one or more lobbying contacts; and</text></subparagraph> 
<subparagraph id="HBFD53D6E1C8D4A098AF9FB50BCF148E6"><enum>(B)</enum><text>at least once in each 5-year period during which the individual is registered or required to register under section 4; and</text></subparagraph></paragraph> 
<paragraph id="H7AA5AD443F22464CA7F417F991B8E6AF" display-inline="no-display-inline"><enum>(2)</enum><text>submit to the Clerk of the House of Representatives and the Secretary of the Senate certification of the training completed under paragraph (1).</text></paragraph></subsection> 
<subsection id="H076E200D38574ADAB75F8BEA4810A264"><enum>(b)</enum><header>Qualified training</header><text display-inline="yes-display-inline">The Ethics Committee of the House of Representatives and the Select Committee on Ethics of the Senate shall jointly—</text> 
<paragraph id="HFBCF3CDF69A44857AA6840A2F32B038E"><enum>(1)</enum><text>determine the curriculum and certification requirements for the ethics training for individuals described in subsection (a);</text></paragraph> 
<paragraph id="H7E282C40A00F4F979BF970ED267036E8"><enum>(2)</enum><text>approve those educational institutions, professional associations, or other persons who are qualified to provide such ethics training;</text></paragraph> 
<paragraph id="H71FDA03659844C6DA46CAFBE9C740D7A"><enum>(3)</enum><text>determine the maximum fee that may be charged for the ethics training; and</text></paragraph> 
<paragraph id="H50569AD39C24440EAEE19A5077078EB4"><enum>(4)</enum><text display-inline="yes-display-inline">provide oversight of the ethics training program established under this section in order to determine the quality of instruction in, and the administration of, the training program.</text></paragraph></subsection> 
<subsection id="HDC1B738E4F5144F096C479F73E09C2A3"><enum>(c)</enum><header>Responsibilities of Clerk and Secretary</header><text display-inline="yes-display-inline">The Clerk of the House of Representatives and the Secretary of the Senate shall—</text> 
<paragraph id="H067E0003C6CC4216814147708EC5642E"><enum>(1)</enum><text display-inline="yes-display-inline">collect and review for completion and accuracy the certifications of ethics training submitted under subsection (a)(2); and</text></paragraph> 
<paragraph id="H4AAB91C0588645E5A27EF89DBBD70A15"><enum>(2)</enum><text>post on the websites of the Clerk and the Secretary, with respect to each individual required to complete ethics training under this section—</text> 
<subparagraph id="H511C9287B5384561A13FC240004599A5"><enum>(A)</enum><text>whether the individual has complied with such requirement; and</text></subparagraph> 
<subparagraph id="HC68F3569F24A4C739FE99A49451BA3EC"><enum>(B)</enum><text>the certifications submitted by the individual under subsection (a)(2).</text></subparagraph></paragraph></subsection></section> 
<section id="HF650948BC5DB429FA3A523B9B23DFC38"><enum>408.</enum><header>Estimates based on tax reporting system</header><text display-inline="no-display-inline">Section 15 of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1610">2 U.S.C. 1610</external-xref>) is repealed.</text></section> 
<section display-inline="no-display-inline" id="H5038ED2C249D4834B4B4D2C84E53CABC" section-type="subsequent-section"><enum>409.</enum><header>Effective date</header> 
<subsection id="H2A630A02452447439ACAC95C4489D8EF"><enum>(a)</enum><header>Section <enum-in-header>402</enum-in-header></header><text display-inline="yes-display-inline">Section 402 and the amendments made by that section take effect upon the expiration of the 90-day period beginning on the date of the enactment of this Act.</text></subsection> 
<subsection id="H9D0BB32E4BFE4A58895EE8EBEAE2CE2C"><enum>(b)</enum><header>Sections <enum-in-header>403, 404,</enum-in-header> and <enum-in-header>405</enum-in-header></header><text>The amendments made by sections 403, 404, and 405 shall take effect on the first day of the first quarterly period described in section 5(a) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1604">2 U.S.C. 1604(a)</external-xref>) that begins after the end of the 90-day period beginning on the date of the enactment of this Act.</text></subsection> 
<subsection id="HCEF588E044524940A037F1EBC4B47CC3"><enum>(c)</enum><header>Section <enum-in-header>406</enum-in-header></header><text>The amendments made by section 406 shall apply to any registration or report that is filed under section 4 or 5 of the Lobbying Disclosure Act of 1995—</text> 
<paragraph id="H88D289568D474495856E085D56F8759E"><enum>(1)</enum><text>on or after the 90th day after the date of the enactment of this Act; or</text></paragraph> 
<paragraph id="H1E62D6E87E2B4226B3630DCBE9D21C2F"><enum>(2)</enum><text>before such 90th day, if such registration or report is, as of such 90th day, being retained under section 6(a)(5) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1605">2 U.S.C. 1605(a)(5)</external-xref>).</text></paragraph></subsection> 
<subsection id="HEE6349A05EA44BEB82C8164CA8F8F054" commented="no"><enum>(d)</enum><header>Section <enum-in-header>407</enum-in-header></header> 
<paragraph id="H654AD46630724F359F7EB568FE72101F" commented="no"><enum>(1)</enum><header>In general</header><text>Section 407 shall take effect upon the expiration of the 1-year period beginning on the date of the enactment of this Act.</text></paragraph> 
<paragraph id="H67A6F11C2F5B401D80086B2999EE56FD" commented="no"><enum>(2)</enum><header>Current lobbyists</header><text>In the case of individuals who are registered under section 4 of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1603">2 U.S.C. 1603</external-xref>) as of the effective date under paragraph (1), the ethics training required under section 407(a)(1) shall be completed not later than the end of the 6-month period beginning on the effective date under paragraph (1) of this subsection, in lieu of the date specified in section 407(a)(1). </text></paragraph></subsection></section> </title> 
<title id="HF9C91EB986424B4F90F9FB04F1F138BC"><enum>V</enum><header>Transparency in Federal contracting</header> 
<section id="H3A463F5F1E83468FB48F3BB22F661A0B"><enum>501.</enum><header>Improving application programming interface and website data elements</header>

<paragraph id="HB707E67898AB4CC49A54EFB332638895"><enum>(4)</enum><header>Congressionally directed spending item</header><text display-inline="yes-display-inline">The term <term>congressionally directed spending item</term> means a provision or report language included primarily at the request of a Member of Congress providing, authorizing, or recommending a specific amount of discretionary budget authority, credit authority, or other spending authority for a contract, loan, loan guarantee, grant, loan authority, or other expenditure with or to an entity, or targeted to a specific State, locality, or congressional district, other than through a statutory or administrative formula-driven or competitive award process.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HABD101CAC13B4880A614DF548371DE07"><enum>(2)</enum><text>in subsection (b)(1)—</text> 
<subparagraph id="HA7BE5457D85D496F80B9C29365D222F6"><enum>(A)</enum><text>in subparagraph (F), by striking the period at the end and inserting semicolon; </text></subparagraph> 
<subparagraph id="HDF9975FE4C1E44EEAE4FE98C20621A91"><enum>(B)</enum><text>by redesignating subparagraph (G) as subparagraph (J); and</text></subparagraph>

<subparagraph id="H4A1E09A9D8B44836975D8D24DCD1B444"><enum>(H)</enum><text>after January 1, 2015, for all contracts, subcontracts, purchase orders, task orders, lease agreements and assignments, and delivery orders—</text> 
<clause id="H257B75AA512F41F4A184CBC82C547A5A"><enum>(i)</enum><text>information about the extent of competition in making the award, including the number of bids or proposals determined to be responsive during the competitive process, and if the award was not competed, the legal authority and specific rationale for making the award without full and open competition;</text></clause> 
<clause id="H601569D92F3D405CA1383BC60764B440"><enum>(ii)</enum><text>the full amount of money that is awarded under a contract or, in the case of lease agreements or assignments, the amount paid to the Government, and the full amount of any options to expand or extend under a contract;</text></clause> 
<clause id="H6188372D887B41ED91202B6F4E08D85E"><enum>(iii)</enum><text>the amount of the profit incentive, such as award fees;</text></clause> 
<clause id="H43D8ABE91EE44E53A9650B94C7B5234E"><enum>(iv)</enum><text>the type of contract, such as fixed price, cost plus pricing, labor hour contracts, and time and materials contracts;</text></clause> 
<clause id="H8E1D1FE642074E06A54CF00ADD9BE394"><enum>(v)</enum><text>a permanent link to the original solicitation or notice and the solicitation ID;</text></clause> 
<clause id="H3FEE3C48FC264D76A798A772834A05E7"><enum>(vi)</enum><text>an indication if the contract is the result of legislative mandates, set-asides, preference program requirements, or other criteria, and whether the contract is multi-year, consolidated, or performance based; and</text></clause> 
<clause id="HCD3BF0CE9A484B989B2426D6435B14E4" commented="no"><enum>(vii)</enum><text>an indication if the contract is a congressionally directed spending item; </text></clause></subparagraph> 
<subparagraph id="HBE32B3F127CD4D95AC2C454E7C4020A3" commented="no"><enum>(I)</enum><text>after January 1, 2015, for all grants, subgrants, loans, awards, cooperative agreements, and other forms of financial assistance, an indication if the funding is a congressionally directed spending item; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="HF463C173DFCD4015B8B564AAA8887D70"><enum>(b)</enum><header>Effective date</header><text>Except as otherwise provided, the amendments made by subsection (a) shall be implemented not later than 6 months after the date of the enactment of this Act.</text></subsection></section> 
<section id="HD8202896FF2B42CCBD95456179D0F52A"><enum>502.</enum><header>Improving data quality</header> 
<subsection id="HD1CCC82ED72640E8A8581C2A18EAE818"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/282">Public Law 109–282</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note), as amended by section 501, is further amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="HC61B24B9BB774969A5272B8121D626A1" style="OLC"> 
<section id="H1D01C904ECEB440A8A4EF4D322C2CF12"><enum>5.</enum><header>Improving data quality</header> 
<subsection id="H352B17890B844CFAAB12C73DF943B6B4"><enum>(a)</enum><header>Inspector General data audit</header><text display-inline="yes-display-inline">Each Inspector General shall annually audit for the previous fiscal year the data used on the website created by this Act for the relevant Federal agency of the Inspector General, in compliance with generally accepted Government auditing standards, and submit a report on such audit to the Director of the Office of Management and Budget that includes at least the following:</text> 
<paragraph id="H2201A8CD92214FBBB2A39FCE1FD10DC6"><enum>(1)</enum><text>A review of data used for the website to verify accuracy of the data and assess the process used for improving data quality.</text></paragraph> 
<paragraph id="H3C11609021CE4CC4BAAC61BA6D0D8621"><enum>(2)</enum><text display-inline="yes-display-inline">A review of a statistically representative sample of Federal awards to determine whether Federal agencies have appropriate measures in place to review data submissions under this Act for accuracy and completeness.</text></paragraph> 
<paragraph id="H487D660107BB4A22B17F622F1BB1F055"><enum>(3)</enum><text>An identification and report on new standards that Inspector General recommends for implementation by agencies to improve data quality. </text></paragraph></subsection> 
<subsection id="H2CBBFD9A427E439F897B667E1D2B2A2E" commented="no"><enum>(b)</enum><header>OMB report</header><text display-inline="yes-display-inline">Not later than April 1 of each year, the Director of the Office of Management and Budget shall make each report submitted under subsection (a) for the previous fiscal year available to the public, including a review of the findings of the audit and recommendations to improve data quality, through the website created by this Act.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> 
<section id="HB94FA417BBB44524A20EF9C7FC3DCF1B" commented="no"><enum>503.</enum><header>Requirements relating to reporting of award data</header> 
<subsection id="HEBFC19A782CC4EE7A32B69CA33930CEB" commented="no"><enum>(a)</enum><header>Revision of guidance</header><text>The Director of the Office of Management and Budget shall revise the Office’s guidance to Federal agencies on reporting Federal awards to clarify—</text> 
<paragraph id="H6004D9D9E431426C9080FA08808D5C85" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">the requirement that award titles describe the award’s purpose; and </text></paragraph> 
<paragraph id="H9D17DECEF44C40B59C936929ECA03A0B" commented="no"><enum>(2)</enum><text>requirements for validating and documenting agency award data submitted by Federal agencies.</text></paragraph></subsection> 
<subsection id="HF5875BB7EE8A40B9B4F1E1CFE472BF85" commented="no"><enum>(b)</enum><header>Inclusion of city information</header><text display-inline="yes-display-inline">The Director of the Office of Management and Budget shall include information on the city where work is performed in the Office’s public reporting of the completeness of agency data submissions.</text></subsection></section> 
<section id="H09AACBE24BF8401FB6CE2834B59DE118"><enum>504.</enum><header>Recipient performance transparency</header> 
<subsection id="H5B8AEB36CCF849F48A2D76A14EC2A8FD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal Funding Accountability and Transparency Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/282">Public Law 109–282</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note), as amended by sections 501 and 502, is further amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H2071D77BDA22428F849A55A0453049F1" style="OLC"> 
<section id="H34B5272ABB3744DC98068107C5A4D3AE"><enum>6.</enum><header>Recipient performance transparency and past performance</header><text display-inline="no-display-inline">The Director of the Office of Management and Budget shall ensure that the unique identifier required in section 2(b)(1)(E) that is used to link information about the entity receiving the award on the searchable website is also used to link information about that entity on the Federal Awardee Performance Integrity Information System.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H231C7650E58045558A6E6ED6714AEFB6"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall be implemented not later than June 30, 2014.</text></subsection></section> 
<section id="H098A6F4DDC814F8CB898E6F45C604C75"><enum>505.</enum><header>Improvement of Federal Awardee Performance and Integrity Information System Database</header> 
<subsection id="H81503877CD5F4F43AF8D7D297D2D0F72"><enum>(a)</enum><header>Requirement To include in database 10 years of information on certain persons awarded Federal contracts or grants</header><text display-inline="yes-display-inline">Section 872 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/110/417">Public Law 110–417</external-xref>; 122 Stat. 4555) is amended in subsection (c) by striking <quote>5-year</quote> and inserting <quote>10-year</quote>.</text></subsection> 
<subsection id="H60F6D677A3A14A5690BD2423DEDABFC4"><enum>(b)</enum><header>Requirement To include information in database regarding certain judgments and settlements</header><text>Section 872 of such Act is further amended in subsection (c)(1) by adding at the end the following new subparagraphs: </text>

<section id="HC0E37A970D3D491DA71E9BE948D182F3"><enum>506.</enum><header>Federal contractor compliance</header> 
<subsection id="HD51397FA0F954F99846B812075105AFF"><enum>(a)</enum><header>Self-Reporting requirement</header><text>Subsection (f) of <external-xref legal-doc="usc" parsable-cite="usc/41/2313">section 2313</external-xref> of title 41, United States Code, is amended to read as follows:</text>

<subsection id="H1BE72174380B4DE28525E1F6C5F6966C"><enum>(f)</enum><header>Self-Reporting requirement</header> 
<paragraph id="H0EA3074E0A2849AB9B5CB9B4A9EF4D71"><enum>(1)</enum><header>Contracts in excess of simplified acquisition threshold</header><text>No funds appropriated or otherwise made available by any Act may be used for any Federal contract for the procurement of property or services in excess of the simplified acquisition threshold unless the contractor has first made the certifications set forth in section 52.209–5 of the Federal Acquisition Regulation.</text></paragraph> 
<paragraph id="H51BC0015CA9D436EB6BB955E48251ECD"><enum>(2)</enum><header>Contracts in excess of $500,000</header><text>No funds appropriated or otherwise made available by any Act may be used for any Federal contract for the procurement of property or services in excess of $500,000 unless the contractor—</text> 
<subparagraph id="HF53EB3AF6C7248B9AD6382C977B5F606"><enum>(A)</enum><text>certifies that the contractor has submitted to the Administrator the information required under subsection (c) and that such information is current as of the date of such certification; or</text></subparagraph> 
<subparagraph id="H544FBFF6587A400B82FAEF0D839661C5"><enum>(B)</enum><text>certifies that the contractor has cumulative active Federal contracts and grants with a total value of less than $10,000,000.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HBC007D6ADF864BA7A7FB5663EBA5A576"><enum>(b)</enum><header>Periodic inspection or review of contract files</header><text>Section 2313(e)(2) of such title is amended by adding at the end the following new subparagraph:</text> 
<quoted-block id="HF63ADB7CEDAC44068878B73CB7B663E1" style="OLC"> 
<subparagraph id="H23B4085A8D6C4CADA7BF6EFBF3FA031B"><enum>(C)</enum><header>Periodic inspection or review</header><text>The Inspector General of each Federal agency shall periodically—</text> 
<clause id="HA7E9BB73088E4F218648539E0ADA7E32"><enum>(i)</enum><text>conduct an inspection or review of the contract files required under subparagraph (B) to determine if the agency is providing appropriate consideration of the information included in the database created pursuant to subsection (c); and</text></clause> 
<clause id="H13E15DC9B16042948351A2557C845844"><enum>(ii)</enum><text>submit a report containing the results of the inspection or review conducted under clause (i) to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Government Reform of the House of Representatives.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HD8654E638EE845A4AE4F73B2B94575EC"><enum>(c)</enum><header>Annual report</header><text>The Comptroller General of the United States shall annually submit a report to the appropriate congressional committees describing the extent to which suspended or debarred contractors on the Excluded Parties List System—</text> 
<paragraph id="H2B823D41B1E049698A85D094E09718C1"><enum>(1)</enum><text>are identified as having received Federal contracts on USAspending.gov; or</text></paragraph> 
<paragraph id="H785C4BB5359B477F8FEF0D21F5E3E009"><enum>(2)</enum><text>were granted waivers from Federal agencies from suspension or debarment for purposes of entering into Federal contracts.</text></paragraph></subsection></section> 
<section id="H487113198F3546C5861B1C608C355CAE" commented="no"><enum>507.</enum><header>Improving access to information disclosed on lobbying activities</header> 
<subsection id="HAD306F029AF943A79607E0784F666A04"><enum>(a)</enum><header>Information filed with the Administrator of General Services</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/1352">Section 1352(b)</external-xref> of title 31, United States Code, is amended—</text> 
<paragraph id="H00E1CF67C4EF45BD9A5DFDA28B14694F"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>file with that agency</quote> and inserting <quote>file electronically with the Administrator of General Services</quote>; and </text></paragraph>

<paragraph id="HC1E3ABA0A09D47ED9EC1138CB9F0CB79"><enum>(7)</enum><header>Database required</header><text display-inline="yes-display-inline">The Administrator of General Services shall establish and maintain an online database that is made available to the relevant agency and accessible by the public that contains information disclosed pursuant to this subsection that is searchable, sortable, machine readable, and downloadable.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H65A3FA9EA20144978C7D6A9980123A1E"><enum>(b)</enum><header>Deadline for database</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Administrator of General Services shall establish the database required by paragraph (7) of <external-xref legal-doc="usc" parsable-cite="usc/31/1352">section 1352(b)</external-xref> of title 31, United States Code, as added by subsection (a).</text></subsection></section></title> 
<title id="H3379ACF95CDE4C93B1ED52C3C695C1FE"><enum>VI</enum><header>Executive Branch Transparency</header> 
<section id="HF80AF08F65E84F338812E8A84999C1E9" commented="no"><enum>601.</enum><header>Requirement for disclosure of Federal sponsorship of all Federal advertising or other communications</header> 
<subsection id="H4E4AEF51A2AA45E3AA00364040A82115" commented="no"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Except as provided for in subsection (b), each advertisement or other communication paid for by an agency, either directly or through a contract awarded by the agency, shall include a prominent notice informing the target audience that the advertisement or other communication is paid for by that agency.</text></subsection> 
<subsection id="H57782D1077E849238CEFC535243ADB67" commented="no"><enum>(b)</enum><header>Exceptions</header><text>The requirement in subsection (a) shall not apply to an advertisement or other communication—</text> 
<paragraph id="H5FBC79D15C1D4252AAE9D253CE2F1E0A" commented="no"><enum>(1)</enum><text>that is 200 characters or less; or</text></paragraph> 
<paragraph id="HDD27A220DD6C4C10B6658E68AA59B606" commented="no"><enum>(2)</enum><text>that is distributed through a short message service.</text></paragraph> </subsection> 
<subsection id="H75B286974821470D9CD4658A5B477AAB" commented="no"><enum>(c)</enum><header>Advertisement or other communications defined</header><text display-inline="yes-display-inline">In this section, the term <term>advertisement or other communication</term> includes— </text> 
<paragraph id="HD85B733528F24B308552F6D7B2DBA6AB" commented="no"><enum>(1)</enum><text>an advertisement disseminated in any form, including print or by any electronic means; and</text></paragraph> 
<paragraph id="H5981C6BA34194779900A04F1AC9AAD76" commented="no"><enum>(2)</enum><text>a communication by an individual in any form, including speech, print, or by any electronic means.</text></paragraph></subsection></section> 
<section id="H12D01A0D518547528135FD2CE7556FF0" commented="no"><enum>602.</enum><header>Improving access to influential executive branch official’s visitor access records</header> 
<subsection id="HADFB345EB2D74BD2909677563B9E3642" commented="no"><enum>(a)</enum><header>Disclosure of White House visitor access records</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, and monthly thereafter, the President shall disclose to the public all White House visitor access records for the previous month that are redacted in accordance with subsection (c). </text></subsection> 
<subsection id="HB025B7E1D539486DB2C98134C748C928" commented="no"><enum>(b)</enum><header>Disclosure of agency visitor access records</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, and monthly thereafter, the head of each agency shall disclose to the public all visitor access records for the previous month for such agency head that are redacted in accordance with subsection (c).</text></subsection> 
<subsection id="H89AA3F02CDE44AA685F2E62734AC3019" commented="no"><enum>(c)</enum><header>Information not disclosed</header><text display-inline="yes-display-inline">The President under subsection (a), and the head of the relevant agency under subsection (b), as the case may be, may determine to not disclose the following information pursuant to this section:</text> 
<paragraph id="HC5E6B1A76AAB4359BCAC2227DD3970EC" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">Any information—</text> 
<subparagraph id="H379353DB3ECE4FAA808A8508FC6572A2"><enum>(A)</enum><text>that implicates personal privacy or law enforcement concerns (such as date of birth, social security number, and contact phone number);</text></subparagraph> 
<subparagraph id="H17A39DE28E3048D988595EF5A34944F0"><enum>(B)</enum><text>that implicates the personal safety of White House staff (including daily arrival and departure); or</text></subparagraph> 
<subparagraph id="H199CFBEBA8904331926DBFA0009BCFEB"><enum>(C)</enum><text display-inline="yes-display-inline">whose release would so threaten national security interests that it outweighs a strong presumption in favor of the public’s interest in disclosure.</text></subparagraph></paragraph> 
<paragraph id="HEEC6A6DE37094703A2DB8C2C3073B538"><enum>(2)</enum><text display-inline="yes-display-inline">For a non-renewable period of up to a year, any information related to purely personal guests of the first and second families), but only if the executive branch’s interest in protecting an unfettered consultation conducted in secret strongly outweighs the public’s interest in an accountable Government free of corruption and political influence.</text></paragraph> 
<paragraph id="HFA95A5E095B144B4917B50318F8A7B1A"><enum>(3)</enum><text>Any information related to a small group of particularly sensitive meetings (such as visits of potential Supreme Court nominees).</text></paragraph></subsection></section> 
<section id="HFD18BC0DB05D467F8463D158BAB9606B" commented="no"><enum>603.</enum><header>Improving access to budget justifications by the Office of Management and Budget</header> 
<subsection id="HB365B31E36B84F8B8ED4688EFE5FD8DB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Beginning with the budget for fiscal year 2016, not later than 24 hours after the date on which the President submits the budget under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105</external-xref> of title 31, United States Code, the Director of the Office of Management and Budget shall make all budget justifications available online in a searchable, sortable, machine readable, and downloadable format and any electronic version of the budget shall provide a link to each budget justification by the Office of Management and Budget.</text></subsection> 
<subsection id="HF94320AD943740568F24389090FD025E"><enum>(b)</enum><header>Definition</header><text>As used in this section, the term <term>budget justifications</term> refers to the documents an agency submits to the Committees on Appropriations of the House of Representatives and Senate in support of its budget request. <section id="HC1A04C48C2534CB1959C555AD86F84F9" commented="no"><enum>604.</enum><header>Improving rulemaking disclosure for the Office of Information and Regulatory Affairs</header> 
<subsection id="H2A0202562E754C2B8DB3840F69DAD627"><enum>(a)</enum><header>Inclusion in the rulemaking docket of documents and communications related to the implementation of centralized regulatory review</header><text display-inline="yes-display-inline">As soon as practicable, and not later than 15 days after the conclusion of centralized regulatory review for a draft proposed or draft final rule, the Administrator of the Office of Information and Regulatory Affairs shall include in the rulemaking docket the following:</text> 
<paragraph id="H2BC3B492AE0D4F1D9DFEEA4006A89DF1"><enum>(1)</enum><text display-inline="yes-display-inline">A copy of the draft proposed or draft final rule and supporting analyses submitted to the Office of Information and Regulatory Affairs for review.</text></paragraph> 
<paragraph id="H32937F577CD049B099DD84FF4F18819F"><enum>(2)</enum><text>A copy of the draft proposed or draft final rule that incorporates substantive changes, if any, made to the rule as part of implementing centralized regulatory review.</text></paragraph> 
<paragraph id="HA74EB899A16A40CB91F07A57B06E1529"><enum>(3)</enum><text>A document describing in a complete, clear, and simple manner all substantive changes made by the Office of Information and Regulatory Affairs to the draft proposed or draft final rule submitted by the agency to Office for review.</text></paragraph> 
<paragraph id="HD4BAB099FCB647C3963EE4AC089D95CB"><enum>(4)</enum><text>A copy of all documents and written communications (including all electronic mail and electronic mail file attachments), and a summary of all oral communications (including phone calls, phone conferences, and meetings), exchanged as part of the implementation of the centralized regulatory review between or among any of the following:</text> 
<subparagraph id="H7E61C3D4EC96401F86DC12E27B48692E"><enum>(A)</enum><text display-inline="yes-display-inline">The agency responsible for the rule. </text></subparagraph> 
<subparagraph id="HBC87C215120E48F8A8ACDFED29025081"><enum>(B)</enum><text>The Office of Information and Regulatory Affairs. </text></subparagraph> 
<subparagraph id="HA422EA6E57EB4F5CA0E9C6FAF62F1F1A"><enum>(C)</enum><text>Any other office or entity within the Executive Office of the President. </text></subparagraph> 
<subparagraph id="H3CE1BC8F8EF3404ABFD4CE71D492F650"><enum>(D)</enum><text>An agency that is not the agency responsible for the rule.</text></subparagraph> 
<subparagraph id="H9126A113BB1347958069B01D4A82D3C7"><enum>(E)</enum><text>An individual who is not employed by—</text> 
<clause id="H760AB223167C4301A683708089E40899"><enum>(i)</enum><text display-inline="yes-display-inline">the executive branch of the Federal Government; or</text></clause> 
<clause id="HE5018A429E8A4398BBC6F9EC811E1BF0"><enum>(ii)</enum><text>an agency that is not the agency responsible for the rule. </text></clause></subparagraph></paragraph></subsection> 
<subsection id="H4BA9B282B9EA4F5DB7E6B2AC421BA52C" commented="no"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> 
<paragraph id="HE82C7ADC64674088980CF973A986A77C"><enum>(1)</enum><header>Centralized regulatory review</header><text display-inline="yes-display-inline">The term <term>centralized regulatory review</term> means the institutional process of Presidential oversight of individual agency rules governed by Executive Order 12866 (58 Fed. Reg. 51735; relating to regulatory planning and review), or any successor to such Executive order.</text></paragraph> 
<paragraph id="H31B66E6B23BF4F8689CDC393B91C4094"><enum>(2)</enum><header>Rule</header><text>The term <term>rule</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5, United States Code.</text></paragraph></subsection> 
<subsection id="H8D75B24200B849398F8D57D9D05BB8B5"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to preempt or displace the disclosure requirements under any other provision of law affecting administrative procedure, if such requirements are not inconsistent with the requirements of this section. </text></subsection></section> 
<section id="HEADD29C6016D445C8038ABCBCC712975"><enum>605.</enum><header>Improving E-filing data collection and distribution for non-profits</header> 
<subsection id="HF3EF655858AC48F0BDC88B22A079F6B0"><enum>(a)</enum><header>Mandatory electronic filing</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/6033">Section 6033</external-xref> of the Internal Revenue Code of 1986 is amended by redesignating subsection (n) as subsection (o) and by inserting after subsection (m) the following new subsection:</text>

<subsection id="HAB0D9D56D812412F9622388FD6AA5576"><enum>(b)</enum><header>Inspection of electronically filed annual returns</header><text>Subsection (b) of section 6104 of such Code is amended by adding at the end the following: <quote>Any annual return required to be filed electronically under section 6033(n) shall be made available by the Secretary to the public in a database that is searchable, sortable, machine readable, and downloadable.</quote>.</text></subsection> 
<subsection id="HA1E6D5787B834CB1A38588A30156B0EA" commented="no"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after the date of the enactment of this Act.</text></subsection></section> 
<section id="H5773E5E24A7449D28040554E906751BC"><enum>606.</enum><header>Improving ease of online access to registration information from agents of foreign principals</header> 
<subsection id="H51A41352158F4D27A8A6F1CB910CDA36"><enum>(a)</enum><header>Improving Online Access</header><text display-inline="yes-display-inline">Section 6(d)(1) of the Foreign Agents Registration Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/22/616">22 U.S.C. 616(d)(1)</external-xref>) is amended by striking <quote>in a searchable, sortable, and downloadable manner</quote> and inserting <quote>in a format which is directly searchable, sortable, downloadable, and machine-readable</quote>.</text></subsection> 
<subsection id="H1585AA0FD2A64F7795A31D6C53521AAF"><enum>(b)</enum><header>Effective Date</header><text>The amendment made by subsection (a) shall take effect upon the expiration of the 30-day period which begins on the date of the enactment of this Act.</text></subsection></section>

<paragraph id="H2CEAE881E2D246EFB70E16405491AEB9"><enum>(1)</enum><header>Database of completed FOIA requests</header><text display-inline="yes-display-inline">Each agency shall make available all materials contained in the agency’s completed response to a request under <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552</external-xref> of title 5, United States Code (in this section referred to as a <quote>FOIA request</quote>) in a structured database or in a searchable, sortable, downloadable, machine-readable database within 2 months after the date the FOIA request was completed.</text></paragraph> 
<paragraph id="HCE422B56BCC34F0FB4214F9E0BF07E77"><enum>(2)</enum><header>Electronic format</header><text>All information is presumed to be available in an electronic format as described in paragraph (1) unless the agency demonstrates that excessive cost would place an undue burden on the agency. </text></paragraph></subsection> 
<subsection id="H7B77158E2ABC46CDAC69915644976C46"><enum>(b)</enum><header>Public availability</header><text>All information included in the agency’s completed response to a FOIA request shall be made available to the public electronically and without cost through each agency’s website.</text></subsection> </section>

<subsection id="HD4525974E8B4424397D920A702F5B92A" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States, in consultation with the Judicial Conference of the United States, shall conduct a study on the effect on the Supreme Court of the United States of video recording oral arguments before the Supreme Court, and making those video recordings publicly available on the Internet website of the Supreme Court at the same time that they are recorded, including the effect on costs, and on the atmosphere of such arguments. </text></subsection> 
<subsection id="H2BA1BC2756DD4B3BA9F83D5119BCCAB3" commented="no"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress the findings of the study conducted pursuant to subsection (a).</text></subsection></section> 
<section id="H26EEC88E1FC94F15BF490E98AA9BAEF0" commented="no"><enum>802.</enum><header>Audio recording of Supreme Court proceedings</header><text display-inline="no-display-inline">The Chief Justice of the United States shall ensure that the audio of an oral argument before the Supreme Court of the United States is recorded and is made publicly available on the Internet website of the Supreme Court at the same time that it is recorded. </text></section> 
<section id="H2CE9D771A4534711B3B00D19DA5B9839" commented="no"><enum>803.</enum><header>Availability on the Internet of financial disclosure reports of judicial officers</header><text display-inline="no-display-inline">Section 103 of the Ethics in Government Act of 1978 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/103">5 U.S.C. App. 103</external-xref>), as amended by this Act, is further amended by inserting at the end the following: </text>

<section id="HCE408C2985A84C67999EAE0631A31EF1" commented="no"><enum>804.</enum><header>GAO audit of PACER</header><text display-inline="no-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall conduct an audit of the public access to court electronic records system maintained by the Administrative Office of the United States Courts, and shall submit to Congress, the Administrative Office of the United States Courts, and any other appropriate Federal agency or office, a report that contains the results of the audit, along with any recommendations for improving the public access to court electronic records system. </text></section></title> 
<title id="H16B14D32A4B04693BD2E37E9068C5DA7"><enum>IX</enum><header>Enforcement</header> 
<section id="H15991E72AE2F498FA4F2A1A856705A29"><enum>901.</enum><header>Audits by the Government Accountability Office</header>
