		<section id="H2497A1DC04C94F89ADE7A78B11D59CDC" section-type="section-one"><enum>1.</enum><header>Limitation on retirement of KC–10 aircraft</header>
			<subsection id="HCA1D613E02D5459398B500C0F19EE5DD"><enum>(a)</enum><header>Limitation</header><text>None of the funds authorized to be appropriated or otherwise made available for the Department of
			 Defense may be obligated or expended to retire, prepare to retire, or
			 place in storage any KC–10 aircraft until each of the following occurs:</text>
				<paragraph id="HC6AF018AF4F04E5280163A343DA34071"><enum>(1)</enum><text>The Secretary of the Air Force certifies to the congressional defense committees each of the
			 following:</text>
					<subparagraph id="H1F85691431E04F11BDB881E5DCA65FFA"><enum>(A)</enum><text>The four KC–46A test aircraft are all built and fully operational including their air refueling
			 capability.</text>
					</subparagraph><subparagraph id="HDF80A4B484844A1396D75212132010A0"><enum>(B)</enum><text>The initial 18 KC–46A aircraft have been delivered to the Air Force in a fully operational capacity
			 by 2017.</text>
					</subparagraph><subparagraph id="HF13B7EF3A5D44F5AB5FBC6919038E2E8"><enum>(C)</enum><text>The KC–46A aircraft has achieved full operational capability.</text>
					</subparagraph><subparagraph id="HB01BF0AC35124849BF9399217E64108B"><enum>(D)</enum><text display-inline="yes-display-inline">A sufficient number of KC–46A aircraft exists in the inventory of the Air Force to fully meet the
			 air refueling and cargo support capability and mission requirements of the
			 combatant commands.</text>
					</subparagraph></paragraph><paragraph id="HD19D7FAC7480401699C14FB2BA9DF33D"><enum>(2)</enum><text>The Comptroller General of the United States submits to the congressional defense committees a
			 report setting forth the following:</text>
					<subparagraph id="H738F528F7DD34C6383A3587160F21633"><enum>(A)</enum><text>An assessment whether each certification under paragraph (1) is comprehensive, fully supported, and
			 sufficiently detailed.</text>
					</subparagraph><subparagraph id="H9EF9A200DFF3493F832EB8D083A277BD"><enum>(B)</enum><text>An identification of any shortcomings, limitations, or other reportable matters that affect the
			 quality or findings of any certification under paragraph (1).</text>
					</subparagraph></paragraph></subsection><subsection id="HD0026999919240809B66355F76987039"><enum>(b)</enum><header>Deadline for submission of comptroller general report</header><text>The report of the Comptroller General under paragraph (2) of subsection (a) shall be submitted not
			 later than 90 days after the date of the submission of the certification
			 referred to in paragraph (1) of such subsection.</text>
			</subsection><subsection id="HF029A3049A534A25A6C747FE5181B45F"><enum>(c)</enum><header>Congressional defense committees defined</header><text>In this section, the term <term>congressional defense committees</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/10/101">section 101(a)(16)</external-xref> of title 10, United States Code.</text>
