		<official-title>To direct the Federal Trade Commission to revise the regulations regarding the definitions for
			 funeral industry practices.</official-title>

		<section id="HD90E0D1742DF4CCFA6EF30F4741C2C8A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funeral Rule Improvement Act of 2014</short-title></quote>.</text>
		</section><section id="H75B4F3F7B720465CA325EFAC9589F5D8"><enum>2.</enum><header>Revision of regulations regarding funeral industry practices required</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Federal Trade Commission shall
			 revise the definitions in <external-xref legal-doc="usc" parsable-cite="usc/16/453">section 453.1</external-xref> of title 16, Code of Federal
			 Regulations in the following manner:</text>
			<paragraph id="H2798DD258360496B87E87607DD6D828C"><enum>(1)</enum><text display-inline="yes-display-inline">By amending the definition of <quote>funeral provider</quote> to read as follows: <quote>A <quote>funeral provider</quote> is any person, partnership, trust, or corporation that sells or offers to sell funeral or burial
			 goods or services to the public.</quote>.</text>
			</paragraph><paragraph commented="no" id="HA634A434468D46F3947905A80EC75113"><enum>(2)</enum><text>By further amending the definition of <quote>funeral provider</quote> to except each of the following:</text>
				<subparagraph commented="no" id="HB55AE8E40C2D45559A3E883E86E9FAC5"><enum>(A)</enum><text>Any religious denomination, middle judicatory, house of worship, or similar religious organization.</text>
				</subparagraph><subparagraph commented="no" id="H385FB80A3D4A49858F3C89B4B39AF47A"><enum>(B)</enum><text>Any State or political subdivision of a State.</text>
				</subparagraph><subparagraph commented="no" id="HC532F2B49C784FE1A431EECFFE767C78"><enum>(C)</enum><text>Any cemetery that has 25 or fewer burials per year.</text>
				</subparagraph><subparagraph id="H1358A002F9E9478DA3521BEACFE16820"><enum>(D)</enum><text display-inline="yes-display-inline">Any entity described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(13)</external-xref> of the Internal Revenue Code of 1986 (26 U.S.C.
			 501(c)(13)).</text>
				</subparagraph></paragraph><paragraph id="HEEDC60D7C0D049718C59417982186E7F"><enum>(3)</enum><text display-inline="yes-display-inline">By amending the definition of <quote>funeral services</quote> to read as follows: <quote><quote>Funeral or burial services</quote> are any services that are sold or offered for sale directly to the public for use in connection
			 with either: (1) the care and preparation of deceased human remains for
			 burial, cremation, or other final disposition or (2) the arrangement,
			 supervision, or carrying out the funeral ceremony or final disposition of
			 deceased human bodies.</quote>.</text>
