		<section id="H58A8A39C8E9848FE90C999F7EEDDC346" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds as follows:</text>
			<paragraph id="H650463F9D86C4A1C8559C02553BBC21C"><enum>(1)</enum><text display-inline="yes-display-inline">The tourism industry that is driven by the Ozark National Scenic Riverways is the economic backbone
			 of the surrounding area. Promoting tourism and public access to Federal
			 lands goes hand-in-hand.</text>
			</paragraph><paragraph id="H2BF3FEB893E041378A8BB28E67703037"><enum>(2)</enum><text display-inline="yes-display-inline">The Ozark National Scenic Riverways should be managed primarily to preserve and protect the
			 historical recreational uses of the river, including canoeing, kayaking,
			 floating, horseback riding, camping, boating, fishing, trapping, hiking,
			 gigging, swimming, hunting, and other recreational activities that have
			 been performed within the park since its creation.</text>
			</paragraph></section><section id="HDFD12CF5020942A69F6798E619F4DBD9"><enum>2.</enum><header>Administration of Ozark National Scenic Riverways</header><text display-inline="no-display-inline">Public Law 88–492 (<external-xref legal-doc="usc" parsable-cite="usc/16/460m">16 U.S.C. 460m et seq.</external-xref>) is amended as follows:</text>
			<paragraph id="HA1237106050D4C72B2061E8F0AF624BF"><enum>(1)</enum><text>In section 1, by inserting <quote>preservation of historical recreational activities,</quote> after <quote>caves,</quote>.</text>
			</paragraph><paragraph id="H6C28712C447E4358A22EA66602B36856"><enum>(2)</enum><text>In section 5, by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HC5754C17AA684FA0B88D41074566C734" style="OLC">
					<subsection id="H0DDC047AF1404FE39B03E2269F7D0FED"><enum>(c)</enum><header>Zones</header><text display-inline="yes-display-inline">Except as provided by subsection (b), the Secretary may not designate management zones in the Ozark
			 National Scenic Riverways, including but not limited to <quote>Developed</quote>, <quote>Resource-based Recreation</quote>, <quote>Natural</quote>, <quote>Primitive</quote>, <quote>Mixed-use River</quote>, <quote>Seasonal Mixed-Use River</quote>, and <quote>Nonmotorized River</quote> zones.</text>
					</subsection><subsection id="HAA2E83DCF37C49B7804042F21819EE8C"><enum>(d)</enum><header>Horseback riding</header><text display-inline="yes-display-inline">The Secretary shall manage the Ozark National Scenic Riverways in a manner that allows the public
			 to engage in recreational horseback riding in areas of the park
			 traditionally used for that purpose.</text>
					</subsection><subsection id="H5AB1A7E4877043EFB947EE6007B337AA"><enum>(e)</enum><header>Access to the river</header><text display-inline="yes-display-inline">The Secretary shall manage the Ozark National Scenic Riverways in a manner that—</text>
						<paragraph id="H0829168318CA4565AAAAFACF1F674F31"><enum>(1)</enum><text>allows maximum public access points to the riverways within the park for traditional recreational
			 activities such as fishing, canoeing, kayaking, boating, swimming,
			 gigging, and floating;</text>
						</paragraph><paragraph id="HF81A0586C9B54CCEA59FA8F784DFC327"><enum>(2)</enum><text>does not require a permit for a river baptism;</text>
						</paragraph><paragraph id="H564656F0B90B467BBB9644276A41DC4E"><enum>(3)</enum><text display-inline="yes-display-inline">does not include the Ozark National Scenic Riverways as part of a <quote>National Blueway,</quote> or other similar program, as described in Secretarial Order No. 3321 issued by the Secretary of
			 the Interior on May 24, 2012, with respect to the establishment of a
			 National Blueways System; and</text>
						</paragraph><paragraph id="HA414E54D09D741E1BBD245A88F1DB6D1"><enum>(4)</enum><text display-inline="yes-display-inline">does not manage lands within the Ozark National Scenic Riverways as though they were specifically
			 designated as wilderness by Federal law absent such a designation.</text>
						</paragraph></subsection><subsection id="H396EA910482942D1A0858D750AA994D8"><enum>(f)</enum><header>Use of motorized vessels</header><text display-inline="yes-display-inline">The Secretary—</text>
						<paragraph id="H9FE7C06554FA46178EFEE7E1E4402835"><enum>(1)</enum><text>shall manage the Ozark National Scenic Riverways to allow the use of motorized vessels in a manner
			 that is not more restrictive than the use restrictions in effect on
			 November 21, 2013; and</text>
						</paragraph><paragraph id="HE01E29E52B5E4EE4B633C89DD6379C62"><enum>(2)</enum><text display-inline="yes-display-inline">may manage the Ozark National Scenic Riverways to allow the use of motorized vessels in a manner
			 that is less restrictive than the use restrictions in effect on November
			 21, 2013.</text>
						</paragraph></subsection><subsection id="HB553EF22718648A78B3CB76CE70387F8"><enum>(g)</enum><header>Congressional wilderness designation</header><text>No area contained within the Ozark National Scenic Riverways shall be eligible for congressional
			 wilderness designation under the Wilderness Act of 1964 (Public Law
			 88–577).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HFBAED0A76E764C3CA3B05AE74E1C3CC6"><enum>(3)</enum><text>By amending section 6 to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HDA118CD8FF764C129222E742C8AB93EC" style="OLC">
					<section id="H45D37D3713964F0C967487964E53D031"><enum>6.</enum><header>Administration</header><text display-inline="no-display-inline">The Secretary—</text>
						<paragraph id="H806D75EFBB9547618CC656EDE3CF8D31"><enum>(1)</enum><text>shall manage the Ozark National Scenic Riverways in a manner that is not more restrictive than the
			 provisions of the general management plan for the Ozark National Scenic
			 Riverways in effect on November 21, 2013, to the extent that those
			 provisions are consistent with the Act and other applicable Federal law;
			 and</text>
						</paragraph><paragraph id="H3527B98DAF604F22A9B52603165FDB2A"><enum>(2)</enum><text display-inline="yes-display-inline">may manage The Ozark National Scenic Riverways in a manner that is less restrictive than the
			 provisions of the general management plan for the Ozark National Scenic
			 Riverways in effect on November 21, 2013, to the extent that those
			 provisions are consistent with the Act and other applicable Federal law.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section></legis-body>
