		<section id="HDD36AE519CD0431D875B4D464ADA12ED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice for Crime Victims Act of 2014</short-title></quote>.</text>
		</section><section id="HE584690D88F243429CDD1F918AD1F4BF"><enum>2.</enum><header>Crime victims' rights</header>
			<subsection id="HCE0BD120D9B74566AB65194AED3CC447"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/3771">Section 3771</external-xref> of title 18, United States Code, is amended—</text>
				<paragraph id="HF0838F2E663049DBAD63D05D669A993E"><enum>(1)</enum><text>in subsection (a), by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HA68D15054F964A24BD2F85B36B3DF7E7" style="OLC">
						<paragraph id="H2D91F99BE33B498BADA6C5E707CDC0CD"><enum>(9)</enum><text>The right to be informed in a timely manner of any plea bargain or deferred prosecution agreement.</text>
						</paragraph><paragraph id="H7B78C6C61E0B41E48E9699C806156DBC"><enum>(10)</enum><text>The right to be informed of the rights under this section and the services described in section
			 503(c) of the Victims' Rights and Restitution Act of 1990 (42 U.S.C.
			 10607(c)) and provided contact information for the Office of the Victims'
			 Rights Ombudsman of the Department of Justice.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2A0F0FEEA4A448F8AAB9DA3FC32C9B6C"><enum>(2)</enum><text>in subsection (d)(3), in the fifth sentence, by inserting <quote>, unless the litigants, with the approval of the court, have stipulated to a different time period
			 for consideration</quote> before the period; and</text>
				</paragraph><paragraph id="HC6FDABECCA68479099F0189E929C0F45"><enum>(3)</enum><text>in subsection (e)—</text>
					<subparagraph id="H2FD0F111F33345BF850AF618DE7E8930"><enum>(A)</enum><text>by striking <quote>this chapter, the term</quote> and inserting the following: “this chapter:</text>
						<quoted-block display-inline="no-display-inline" id="H34621AF34D7A47D8B602581DABAC0477" style="OLC">
							<paragraph id="HC2205B46CBAB41AB8659DAB5C32255D8"><enum>(1)</enum><header>Court of appeals</header><text>The term <term>court of appeals</term> means—</text>
								<subparagraph id="HA798C8EFF7344B5DBEA8E7DC61B8E961"><enum>(A)</enum><text>the United States court of appeals for the judicial district in which a defendant is being
			 prosecuted; or</text>
								</subparagraph><subparagraph id="HC167E1216AD54483B541B42FB0E1C45F"><enum>(B)</enum><text>for a prosecution in the Superior Court of the District of Columbia, the District of Columbia Court
			 of Appeals.</text>
								</subparagraph></paragraph><paragraph id="HF95245544A054D609C2BCC8C855198AD"><enum>(2)</enum><header>Crime victim</header>
								<subparagraph id="HDCDF1357DD4341A9A6B82AB5125B9EF9"><enum>(A)</enum><header>In general</header><text>The term</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HDE5CD945CBBD4AFAA789DE0FB1EECF44"><enum>(B)</enum><text>by striking <quote>In the case</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HFB118A1D41F74523BD9CF51846A89381" style="OLC">
							<subparagraph id="H88CC9A683A974DA596EA41D6A1885255"><enum>(B)</enum><header>Minors and certain other victims</header><text>In the case</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H09616858458C4A0980E581DF8C677F3E"><enum>(C)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H541BCC63E67F4F7993B729147FFE266F" style="OLC">
							<paragraph id="HD454516C092F4B45B55E69F2B209F0D1"><enum>(3)</enum><header>District court; court</header><text>The terms <term>district court</term> and <term>court</term> include the Superior Court of the District of Columbia.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H7E5EC2040CE642D0850793F914C2B576"><enum>(b)</enum><header>Crime victims fund</header><text>Section 1402(d)(3) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601(d)(3)</external-xref>) is amended—</text>
				<paragraph id="H7C6489A7E6864C20B40B97A9571EB507"><enum>(1)</enum><text>by inserting <quote>(A)</quote> before <quote>Of the sums</quote>; and</text>
				</paragraph><paragraph id="HB28B28C8A3C04BB997ABDF2E23694C5E"><enum>(2)</enum><text>by striking <quote>available for the United States Attorneys Offices</quote> and all that follows and inserting the following: ‘‘available only for—</text>
					<quoted-block display-inline="no-display-inline" id="HF9821C84B031465AA7C1107AF4944D36" style="OLC">
						<clause id="HD9EC4A7D48324EE79A7E558E7A8CF295"><enum>(i)</enum><text>the United States Attorneys Offices and the Federal Bureau of Investigation to provide and improve
			 services for the benefit of crime victims in the Federal criminal justice
			 system (as described in 3771 of title 18, United States Code, and section
			 503 of the Victims’ Rights and Restitution Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/10607">42 U.S.C. 10607</external-xref>))
			 through victim coordinators, victims' specialists, and advocates,
			 including for the administrative support of victim coordinators and
			 advocates providing such services; and</text>
						</clause><clause id="HE364321353E240F19E003245ADB26E09"><enum>(ii)</enum><text>a Victim Notification System.</text>
						</clause><subparagraph id="H57516C2E27B64999839389DBEE6370C1"><enum>(B)</enum><text>Amounts made available under subparagraph (A) may not be used for any purpose that is not specified
			 in clause (i) or (ii) of subparagraph (A).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H916BE6FCB66D49ACB1123E1F86CE7AE8"><enum>(c)</enum><header>Appellate review of petitions relating to crime victims' rights</header>
				<paragraph id="H1D48537CDDDE44ACA24E3DB29BE6C219"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3771">Section 3771(d)(3)</external-xref> of title 18, United States Code, as amended by subsection (a)(2) of this
			 section, is amended by inserting after the fifth sentence the following: <quote>In deciding such application, the court of appeals shall apply ordinary standards of appellate
			 review.</quote>.</text>
				</paragraph><paragraph id="H0577AE10E1DD4B439D41820D7AFB83F8"><enum>(2)</enum><header>Application</header><text>The amendment made by paragraph (1) shall apply with respect to any petition for a writ of mandamus
			 filed under <external-xref legal-doc="usc" parsable-cite="usc/18/3771">section 3771(d)(3)</external-xref> of title 18, United States Code, that is
			 pending on the date of enactment of this Act.</text>
