		<section id="H96E6C2A167A2436C939073663A5BF755" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Trade Adjustment Assistance Act of 2014</short-title></quote>.</text>
		</section><title id="HCC52510694CB4A2F97F7982D588AC9A0"><enum>I</enum><header>Application of provisions relating to trade adjustment assistance</header>
			<section id="H499955362110481AA66681ABE24280A4"><enum>101.</enum><header>Application of provisions relating to trade adjustment assistance</header>
				<subsection id="H59B1199C15544AAEA1FD76CF13AED7C6"><enum>(a)</enum><header>Repeal of snapback</header><text>Section 233 of the Trade Adjustment Assistance Extension Act of 2011 (<external-xref legal-doc="public-law" parsable-cite="pl/112/40">Public Law 112–40</external-xref>; 125 Stat.
			 416) is repealed.</text>
				</subsection><subsection id="H4A6AFD6AE59B4E97B9E45B5A7403F552"><enum>(b)</enum><header>Applicability of certain provisions</header><text>Except as otherwise provided in this Act, the provisions of chapters 2 through 6 of title II of the
			 Trade Act of 1974, as in effect on December 31, 2013, and as amended by
			 this Act, shall—</text>
					<paragraph commented="no" id="HE66DAFAA2A2A4CFC8BFD042684547012"><enum>(1)</enum><text>take effect on the date of the enactment of this Act; and</text>
					</paragraph><paragraph id="H7CB1D77FCF9D42498C6DAD6256F7A120"><enum>(2)</enum><text>apply to petitions for certification filed under chapter 2, 3, or 6 of title II of the Trade Act of
			 1974 on or after such date of enactment.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H7909E270DA314F7C8892BED66C0A778D"><enum>(c)</enum><header>References</header><text>Except as otherwise provided in this Act, whenever in this Act an amendment or repeal is expressed
			 in terms of an amendment to, or repeal of, a provision of chapters 2
			 through 6 of title II of the Trade Act of 1974, the reference shall be
			 considered to be made to a provision of any such chapter, as in effect on
			 December 31, 2013.</text>
				</subsection></section></title><title id="HBAEF2D2232CE4FFEADDD15109392F358"><enum>II</enum><header>Extension of trade adjustment assistance program</header>
			<subtitle id="H35EF61FB067E4F298E2997C02F72E9B9"><enum>A</enum><header>Extension provisions</header>
				<section commented="no" display-inline="no-display-inline" id="HCDD9EB294FF84CDFA266C992F3990114" section-type="subsequent-section"><enum>201.</enum><header>Extension of termination provisions</header><text display-inline="no-display-inline">Section 285 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2271">19 U.S.C. 2271</external-xref> note) is amended by striking <quote>2013</quote> each place it appears and inserting <quote>2020</quote>.</text>
				</section><section commented="no" display-inline="no-display-inline" id="H2C0AB068A5F54309BBA5F4FE3ED42FD4"><enum>202.</enum><header>Training funds</header><text display-inline="no-display-inline">Section 236(a)(2)(A) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2296">19 U.S.C. 2296(a)(2)(A)</external-xref>) is amended—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="HE956B7082A97436EA5C19EE909F12D19"><enum>(1)</enum><text>in clause (i), by striking <quote>and 2013</quote> and inserting <quote>through 2020</quote>; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H51118A803C2C48CCAE172C74BC529653"><enum>(2)</enum><text>in clause (ii), by striking <quote>2013</quote> each place it appears and inserting <quote>2020</quote>.</text>
					</paragraph></section><section id="H87F98E15441B47FE868B1C5F9C60D3E9"><enum>203.</enum><header>Reemployment trade adjustment assistance</header><text display-inline="no-display-inline">Section 246(b)(1) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2318">19 U.S.C. 2318(b)(1)</external-xref>) is amended by striking <quote>2013</quote> and inserting <quote>2020</quote>.</text>
				</section><section id="HB1CFEDB7EBA14FF983474E0C1033CFD4"><enum>204.</enum><header>Authorizations of appropriations</header>
					<subsection id="H1BC631437F10455BA6E23753ADF0C172"><enum>(a)</enum><header>Trade adjustment assistance for workers</header><text>Section 245(a) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2317">19 U.S.C. 2317(a)</external-xref>) is amended by striking <quote>2013</quote> and inserting <quote>2020</quote>.</text>
					</subsection><subsection id="H6C14D02917F046B5BD25D4E89B809FA0"><enum>(b)</enum><header>Trade adjustment assistance for firms</header><text>Section 255(a) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2345">19 U.S.C. 2345(a)</external-xref>) is amended—</text>
						<paragraph id="H3BD8201E1AB54C5395EB8ADC5072EF51"><enum>(1)</enum><text>by striking <quote>$16,000,000</quote> and inserting <quote>$50,000,000</quote>;</text>
						</paragraph><paragraph id="H284D6B84E25540D391739514B91BD98E"><enum>(2)</enum><text>by striking <quote>and 2013</quote> and inserting <quote>through 2020</quote>;</text>
						</paragraph><paragraph id="HECF5B5F978D744E6A5B128FF382F3ABA"><enum>(3)</enum><text>by striking <quote>$4,000,000</quote> and inserting <quote>$6,250,000</quote>; and</text>

						</paragraph></subsection><subsection id="H9F0365F7306C46E1BD151D6B9A4BE53B"><enum>(c)</enum><header>Trade adjustment assistance for communities</header><text>Section 272(a) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2372">19 U.S.C. 2372(a)</external-xref>) is amended—</text>
						<paragraph id="HABF8A2B2C4F74AC48117388F51E0DB34"><enum>(1)</enum><text>by striking <quote>and 2010</quote> and inserting <quote>through 2020</quote>; and</text>

						</paragraph></subsection><subsection id="H513639E99C124BA496B03D1EC80C42CA"><enum>(d)</enum><header>Trade adjustment assistance for farmers</header><text>Section 298(a) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2401g">19 U.S.C. 2401g(a)</external-xref>) is amended—</text>
						<paragraph id="H65B6868B585940528CAE59D231C7D7C5"><enum>(1)</enum><text>by striking <quote>and 2013</quote> and inserting <quote>through 2020</quote>; and</text>

					<subsection commented="no" id="H7C1F59D9BA6E44979420EC70D50E72A1"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 247 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2319">19 U.S.C. 2319</external-xref>) is amended—</text>
						<paragraph commented="no" id="H7FBF80356D58480489F2CE87AB517545"><enum>(1)</enum><text>in paragraph (3)—</text>
							<subparagraph commented="no" id="H6C3CD602B1B840C5AC2E73BCABF45EAB"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>The</quote> and inserting <quote>Subject to section 222(d)(5), the</quote>; and</text>
							</subparagraph><subparagraph commented="no" id="HE5787E1DB8CD49E8942554DFB0508A4A"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>or service sector firm</quote> and inserting <quote>, service sector firm, or public agency</quote>; and</text>

								<paragraph commented="no" id="H189003B6C5A4456B99646F14E14068FB"><enum>(19)</enum><text display-inline="yes-display-inline">The term <term>public agency</term> means a department or agency of a State or local government or of the Federal Government, or a
			 subdivision thereof.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" id="H9D8DF89096A04C34AD12601C33FAE902"><enum>(b)</enum><header>Group eligibility requirements</header><text display-inline="yes-display-inline">Section 222 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2272">19 U.S.C. 2272</external-xref>) is amended—</text>
						<paragraph commented="no" id="HFB4E7A4BA53C4D5C844AA641DAF3702D"><enum>(1)</enum><text>by redesignating subsections (c), (d), and (e) as subsections (d), (e), and (f), respectively;</text>
						</paragraph><paragraph commented="no" id="H55E622389FCF4DC0AAB6A19F0C90980C"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text>
							<quoted-block display-inline="no-display-inline" id="HFFDF9006E84F4A50A19B9C77E9C6F3C8" style="OLC">
								<subsection commented="no" id="H7B32DD3BF85A4B5FA021BFCF9F75901F"><enum>(c)</enum><header>Adversely affected workers in public agencies</header><text display-inline="yes-display-inline">A group of workers in a public agency shall be certified by the Secretary as eligible to apply for
			 adjustment assistance under this chapter pursuant to a petition filed
			 under section 221 if the Secretary determines that—</text>
									<paragraph commented="no" id="H39E1A68BF929484C91CBDB753CBA5CAE"><enum>(1)</enum><text display-inline="yes-display-inline">a significant number or proportion of the workers in the public agency have become totally or
			 partially separated, or are threatened to become totally or partially
			 separated;</text>
									</paragraph><paragraph commented="no" id="H80B2BB2F229E4CECB3B128A1E2C07788"><enum>(2)</enum><text>the public agency has acquired from a foreign country services like or directly competitive with
			 services which are supplied by such agency; and</text>
									</paragraph><paragraph commented="no" id="H6F2CFAAFB8B74A57A0A519AFF5D3F4B3"><enum>(3)</enum><text>the acquisition of services described in paragraph (2) contributed importantly to such workers’
			 separation or threat of separation.</text></paragraph></subsection><after-quoted-block>; </after-quoted-block></quoted-block>
						</paragraph><paragraph commented="no" id="HCCF6BF315031479DB645EA8845DF5228"><enum>(3)</enum><text>in subsection (d) (as redesignated), by adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="H35A2D7B0409846F490DEA32FDF3EAC64" style="OLC">
								<paragraph commented="no" id="H97D56816D6AE4CC48502338CDE1BB8D5"><enum>(5)</enum><header>Reference to firm</header><text display-inline="yes-display-inline">For purposes of subsections (a) and (b), the term <term>firm</term> does not include a public agency.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
						</paragraph><paragraph commented="no" id="H25625E3796204EA4A1B04F515C23F0DA"><enum>(4)</enum><text>in paragraph (2) of subsection (e) (as redesignated), by striking <quote>subsection (a) or (b)</quote> and inserting <quote>subsection (a), (b), or (c)</quote>.</text>
						</paragraph></subsection></section><section id="H05D50C81533B4528B6E2D748622E7530"><enum>212.</enum><header>Limitations on trade readjustment allowances</header>
					<subsection id="H7BF7AFA158DC469FB1B7EAF1B369F54E"><enum>(a)</enum><header>Limitations</header><text display-inline="yes-display-inline">Section 233(a) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2293">19 U.S.C. 2293(a)</external-xref>) is amended—</text>
						<paragraph id="H445B0F2894B64036883D7C538E6E51C1"><enum>(1)</enum><text>in paragraph (2), in the matter preceding subparagraph (A), by inserting after <quote>104-week period</quote> the following: <quote>(or, in the case of an adversely affected worker who requires a program of remedial education (as
			 described in section 236(a)(5)(D)) or a program of prerequisite education
			 (as described in section 236(a)(5)(E)) in order to complete training
			 approved for the worker under section 236, the 130-week period)</quote>; and</text>
						</paragraph><paragraph id="H4CF846AA87B84482948C26FAC4B51E99"><enum>(2)</enum><text>in paragraph (3), in the matter preceding subparagraph (A), by striking <quote>65 additional weeks</quote> and inserting <quote>78 additional weeks</quote>.</text>
						</paragraph></subsection><subsection id="H4E35037AB06A4D11A090CBA612D97824"><enum>(b)</enum><header>Payment of trade readjustment allowances To complete training</header><text>Section 233(f) of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2293">19 U.S.C. 2293(f)</external-xref>) is amended by striking <quote>13</quote> each place it appears and inserting <quote>26</quote>.</text>

					<subsection id="H0B9662B3BF2E4705A9FB8E2A46DE3C5E"><enum>(a)</enum><header>Job search allowances</header><text display-inline="yes-display-inline">Section 237 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2297">19 U.S.C. 2297</external-xref>) is amended—</text>
						<paragraph id="HE278A73C8FA04661B42566FA7A0AFDBA"><enum>(1)</enum><text>in subsection (a)(1)—</text>

							<clause commented="no" id="H3C5017FAF7D84CB684535486C8D24FE3"><enum>(i)</enum><header>Criteria if a determination has not been made</header><text>If, as of the date of the enactment of this Act, the Secretary of Labor has not made a
			 determination with respect to whether to certify a group of workers as
			 eligible to apply for adjustment assistance under section 222 of the Trade
			 Act of 1974 pursuant to a petition described in clause (iii), the
			 Secretary shall make that determination based on the requirements of
			 section 222 of the Trade Act of 1974, as in effect on such date of
			 enactment.</text>
							</clause><clause id="HF7714E3D07EF4DD29781868DFDFEB9F4"><enum>(ii)</enum><header>Reconsideration of denials of certifications</header><text>If, before the date of the enactment of this Act, the Secretary made a determination not to certify
			 a group of workers as eligible to apply for adjustment assistance under
			 section 222 of the Trade Act of 1974 pursuant to a petition described in
			 clause (iii), the Secretary shall—</text>
								<subclause id="H9D320F42D0C94561BEF73595D00D250F"><enum>(I)</enum><text>reconsider that determination; and</text>
								</subclause><subclause id="H70C13E9599DF4A19AAE9FB9CC30D2BD6"><enum>(II)</enum><text>if the group of workers meets the requirements of section 222 of the Trade Act of 1974, as in
			 effect on such date of enactment, certify the group of workers as eligible
			 to apply for adjustment assistance.</text>
								</subclause></clause><clause id="HC2135CFC542B415DB95A437E7635FE82"><enum>(iii)</enum><header>Petition described</header><text display-inline="yes-display-inline">A petition described in this clause is a petition for a certification of eligibility for a group of
			 workers filed under section 221 of the Trade Act of 1974 on or after
			 January 1, 2014, and before the date of the enactment of this Act.</text>
							</clause></subparagraph><subparagraph id="H880158847C5242ABA519D1606B030445"><enum>(B)</enum><header>Eligibility for benefits</header>
							<clause commented="no" id="H66012F3E1F1A4F88BE82E9166760EDAB"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii), a worker certified as eligible to apply for adjustment
			 assistance under section 222 of the Trade Act of 1974 pursuant to a
			 petition described in subparagraph (A)(iii) shall be eligible, on and
			 after the date of the enactment of this Act, to receive benefits only
			 under the provisions of chapter 2 of title II of the Trade Act of 1974, as
			 in effect on such date of enactment.</text>
							</clause><clause commented="no" id="H2FFC3A1F0D8E489896838D72E2E8883F"><enum>(ii)</enum><header>Computation of maximum benefits</header><text display-inline="yes-display-inline">Benefits received by a worker described in clause (i) under chapter 2 of title II of the Trade Act
			 of 1974 before the date of the enactment of this Act shall be included in
			 any determination of the maximum benefits for which the worker is eligible
			 under the provisions of chapter 2 of title II of the Trade Act of 1974, as
			 in effect on the date of the enactment of this Act.</text>
							</clause></subparagraph></paragraph><paragraph commented="no" id="H36B0AB90530D474F8A989182286A424D"><enum>(2)</enum><header>Petitions filed before January 1, 2014</header><text display-inline="yes-display-inline">A worker certified as eligible to apply for adjustment assistance pursuant to a petition filed
			 under section 221 of the Trade Act of 1974 on or before December 31, 2013,
			 shall continue to be eligible to apply for and receive benefits under the
			 provisions of chapter 2 of title II of such Act, as in effect on December
			 31, 2013.</text>
					</paragraph><paragraph commented="no" id="HBFF8A9B19346473F80EE24FD0ACC6805"><enum>(3)</enum><header>Qualifying separations with respect to petitions filed within 90 days of date of enactment</header><text>Section 223(b) of the Trade Act of 1974, as in effect on the date of the enactment of this Act,
			 shall be applied and administered by substituting <quote>before January 1, 2014</quote> for <quote>more than one year before the date of the petition on which such certification was granted</quote> for purposes of determining whether a worker is eligible to apply for adjustment assistance
			 pursuant to a petition filed under section 221 of the Trade Act of 1974 on
			 or after the date of the enactment of this Act and on or before the date
			 that is 90 days after such date of enactment.</text>
					</paragraph></subsection><subsection commented="no" id="H0561E15FCED2403BBAEA1504B0FC4781"><enum>(b)</enum><header>Trade adjustment assistance for firms</header>
					<paragraph commented="no" id="HFA48D27DADC94ADEA0902C6C2797583C"><enum>(1)</enum><header>Certification of firms not certified before date of enactment</header>
						<subparagraph commented="no" id="HA35C50DD14DB46D6B567201E28C1DE65"><enum>(A)</enum><header>Criteria if a determination has not been made</header><text>If, as of the date of the enactment of this Act, the Secretary of Commerce has not made a
			 determination with respect to whether to certify a firm as eligible to
			 apply for adjustment assistance under section 251 of the Trade Act of 1974
			 pursuant to a petition described in subparagraph (C), the Secretary shall
			 make that determination based on the requirements of section 251 of the
			 Trade Act of 1974, as in effect on such date of enactment.</text>
						</subparagraph><subparagraph commented="no" id="H7DAD987A77FA4931A96CB2D21BC94585"><enum>(B)</enum><header>Reconsideration of denial of certain petitions</header><text>If, before the date of the enactment of this Act, the Secretary made a determination not to certify
			 a firm as eligible to apply for adjustment assistance under section 251 of
			 the Trade Act of 1974 pursuant to a petition described in subparagraph
			 (C), the Secretary shall—</text>
							<clause commented="no" id="HF55AA70033A1405095824373365C8F22"><enum>(i)</enum><text>reconsider that determination; and</text>
							</clause><clause commented="no" id="H99F291EA6A9049EABDE5496811E43859"><enum>(ii)</enum><text>if the firm meets the requirements of section 251 of the Trade Act of 1974, as in effect on such
			 date of enactment, certify the firm as eligible to apply for adjustment
			 assistance.</text>
							</clause></subparagraph><subparagraph commented="no" id="HF7B524861494439E89B95524D7ABD191"><enum>(C)</enum><header>Petition described</header><text>A petition described in this subparagraph is a petition for a certification of eligibility filed by
			 a firm or its representative under section 251 of the Trade Act of 1974 on
			 or after January 1, 2014, and before the date of the enactment of this
			 Act.</text>
						</subparagraph></paragraph><paragraph commented="no" id="H0BD682AE03D64EAC95F29D744242481F"><enum>(2)</enum><header>Certification of firms that did not submit petitions between January 1, 2014, and date of enactment</header>
						<subparagraph commented="no" id="HB3AEAFC7200F4DE4B0C94381DECAB01F"><enum>(A)</enum><header>In general</header><text>The Secretary of Commerce shall certify a firm described in subparagraph (B) as eligible to apply
			 for adjustment assistance under section 251 of the Trade Act of 1974, as
			 in effect on the date of the enactment of this Act, if the firm or its
			 representative files a petition for a certification of eligibility under
			 section 251 of the Trade Act of 1974 not later than 90 days after such
			 date of enactment.</text>
						</subparagraph><subparagraph commented="no" id="H190F3BFE2B27470B932A5C48DF3FE6F5"><enum>(B)</enum><header>Firm described</header><text>A firm described in this subparagraph is a firm that the Secretary determines would have been
			 certified as eligible to apply for adjustment assistance if—</text>
							<clause commented="no" id="H5C44E120F22F41DE8FB0B9E1ECF90D04"><enum>(i)</enum><text>the firm or its representative had filed a petition for a certification of eligibility under
			 section 251 of the Trade Act of 1974 on a date during the period beginning
			 on January 1, 2014, and ending on the day before the date of the enactment
			 of this Act; and</text>
							</clause><clause commented="no" id="H28442C070908403F81418783923F52AB"><enum>(ii)</enum><text>the provisions of chapter 3 of title II of the Trade Act of 1974, as in effect on such date of
			 enactment, had been in effect on that date during the period described in
			 clause (i).</text>
							</clause></subparagraph></paragraph></subsection></section><section id="H0D2CB7658E064E3DA6B8A4395AA46648"><enum>302.</enum><header>Sunset provisions</header>
				<subsection id="HAD388BD9E36C4C8791D0CD11614E313C"><enum>(a)</enum><header>Application of prior law</header><text>Subject to subsection (b), beginning on January 1, 2021, the provisions of chapters 2, 3, 5, and 6
			 of title II of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2271">19 U.S.C. 2271 et seq.</external-xref>), as in
			 effect on January 1, 2014, shall be in effect and apply, except that in
			 applying and administering such chapters—</text>
					<paragraph commented="no" id="H44576485C60F4F04ABB8771E325536FF"><enum>(1)</enum><text>paragraph (1) of section 231(c) of that Act shall be applied and administered as if subparagraphs
			 (A), (B), and (C) of that paragraph were not in effect;</text>
					</paragraph><paragraph commented="no" id="H7EF0DF3E57AF4A7FAC70743420604633"><enum>(2)</enum><text>section 233 of that Act shall be applied and administered—</text>
						<subparagraph commented="no" id="H90DD72889A0A45DEAB49715990E353F7"><enum>(A)</enum><text>in subsection (a)—</text>
							<clause commented="no" id="H1E6A7F93D265412AA5638B0D0CB19510"><enum>(i)</enum><text>in paragraph (2), by substituting <quote>104-week period</quote> for <quote>104-week period</quote> and all that follows through <quote>130-week period)</quote>; and</text>
							</clause><clause commented="no" id="H15565E1AEB4D478A9CFF474E62EB4C2B"><enum>(ii)</enum><text>in paragraph (3)—</text>
								<subclause commented="no" id="H31094CA1979147E3914F1795D3F1C7DF"><enum>(I)</enum><text>in the matter preceding subparagraph (A), by substituting <quote>65</quote> for <quote>52</quote>; and</text>
								</subclause><subclause commented="no" id="H0AE677C590B44176B0CEA8534944D691"><enum>(II)</enum><text>by substituting <quote>78-week period</quote> for <quote>52-week period</quote> each place it appears; and</text>
								</subclause></clause></subparagraph><subparagraph commented="no" id="H3DC7A3306C4247DB8A9A99547B3A49FF"><enum>(B)</enum><text>by applying and administering subsection (g) as if it read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H91F74B4A4AF24E7894DFF8BF3393538B" style="OLC">
								<subsection commented="no" id="H67443196D7B042FF91E024DDC1A9B66A"><enum>(g)</enum><header>Payment of trade readjustment allowances To complete training</header><text>Notwithstanding any other provision of this section, in order to assist an adversely affected
			 worker to complete training approved for the worker under section 236 that
			 leads to the completion of a degree or industry-recognized credential,
			 payments may be made as trade readjustment allowances for not more than 13
			 weeks within such period of eligibility as the Secretary may prescribe to
			 account for a break in training or for justifiable cause that follows the
			 last week for which the worker is otherwise entitled to a trade
			 readjustment allowance under this chapter if—</text>
									<paragraph commented="no" id="H93839A9F7CCA46A2B172529499977169"><enum>(1)</enum><text>payment of the trade readjustment allowance for not more than 13 weeks is necessary for the worker
			 to complete the training;</text>
									</paragraph><paragraph commented="no" id="HBDE908D252F64C0B9DE998F3E7048BC3"><enum>(2)</enum><text>the worker participates in training in each such week; and</text>
									</paragraph><paragraph commented="no" id="HF57175740B9A40BC89EB770B31D6BD2C"><enum>(3)</enum><text>the worker—</text>
										<subparagraph commented="no" id="H0CC1D897F4754C9C96F3EAFC9653612D"><enum>(A)</enum><text>has substantially met the performance benchmarks established as part of the training approved for
			 the worker;</text>
										</subparagraph><subparagraph commented="no" id="H73DC552666B7489998CEC36A3F6E1022"><enum>(B)</enum><text>is expected to continue to make progress toward the completion of the training; and</text>
										</subparagraph><subparagraph commented="no" id="H7472FB31ECB54084A14DD7FA7D46D58A"><enum>(C)</enum><text>will complete the training during that period of eligibility.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="HCD23E30D1EB24EBE9A083033219D4151"><enum>(3)</enum><text>section 245(a) of that Act shall be applied and administered by substituting <quote>2021</quote> for <quote>2007</quote>;</text>
					</paragraph><paragraph id="HF9A4BFBCF7154C0CAC72BDB29D2D8FDB"><enum>(4)</enum><text>section 246(b)(1) of that Act shall be applied and administered by substituting <quote>December 31, 2021</quote> for <quote>the date that is 5 years</quote> and all that follows through <quote>State</quote>;</text>
					</paragraph><paragraph id="HFA7BBEF2E15643CBA1464A70DB8C055F"><enum>(5)</enum><text display-inline="yes-display-inline">section 256(b) of that Act shall be applied and administered by substituting <quote>the 1-year period beginning on January 1, 2021</quote> for <quote>each of fiscal years 2003 through 2007, and $4,000,000 for the 3-month period beginning on October
			 1, 2007</quote>;</text>
					</paragraph><paragraph id="H5532C3682A4148BCB10E1ABEDAB9370C"><enum>(6)</enum><text>section 298(a) of that Act shall be applied and administered by substituting <quote>the 1-year period beginning on January 1, 2021</quote> for <quote>each of the fiscal years</quote> and all that follows through <quote>October 1, 2007</quote>; and</text>
					</paragraph><paragraph id="H116A440CE2E24ED4B67242634504B0F8"><enum>(7)</enum><text display-inline="yes-display-inline">section 285 of that Act shall be applied and administered—</text>
						<subparagraph id="HDCC7B9F627FA494495660284490BB7C7"><enum>(A)</enum><text>in subsection (a), by substituting <quote>2021</quote> for <quote>2007</quote> each place it appears; and</text>
						</subparagraph><subparagraph id="H1F571E551E8048878A74F05D9FD72C83"><enum>(B)</enum><text display-inline="yes-display-inline">by applying and administering subsection (b) as if it read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H822FB49203BB469C8E961A7594636FA0" style="OLC">
								<subsection id="H69D5A3A27D6D40F9A218197A267B8974"><enum>(b)</enum><header>Other assistance</header>
									<paragraph id="H09969F80230A4CE8B2D06010F822E77E"><enum>(1)</enum><header>Assistance for firms</header>
										<subparagraph id="HE49CD962417945CAA43D665588BBF7A7"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), assistance may not be provided under chapter 3 after
			 December 31, 2021.</text>
										</subparagraph><subparagraph id="HD6A3C36A263C4DE88C7D3A6A18565A4F"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), any assistance approved under chapter 3 on or before December 31,
			 2021, may be provided—</text>
											<clause id="HA8E0477DDED24E8DB0420A07A671E5A9"><enum>(i)</enum><text>to the extent funds are available pursuant to such chapter for such purpose; and</text>
											</clause><clause id="H30648F98FD3F45239781CDEEB89FE8CC"><enum>(ii)</enum><text>to the extent the recipient of the assistance is otherwise eligible to receive such assistance.</text>
											</clause></subparagraph></paragraph><paragraph id="H070CF48D8B3548D3BA9A32EDAF1C71F5"><enum>(2)</enum><header>Farmers</header>
										<subparagraph id="H36112D259F0D4103B552639602453288"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), assistance may not be provided under chapter 6 after
			 December 31, 2021.</text>
										</subparagraph><subparagraph id="H69892A7F979447169BA91FD1A3621691"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), any assistance approved under chapter 6 on or before December 31,
			 2021, may be provided—</text>
											<clause id="H331826159AB34A65A2B21AE57126B166"><enum>(i)</enum><text>to the extent funds are available pursuant to such chapter for such purpose; and</text>
											</clause><clause id="HF4443F8A3B8C48EC850022FB09959574"><enum>(ii)</enum><text display-inline="yes-display-inline">to the extent the recipient of the assistance is otherwise eligible to receive such assistance.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph></subsection><subsection id="HF5432A3145B44E93AD4118AFD0E23545"><enum>(b)</enum><header>Exceptions</header><text>The provisions of chapters 2, 3, 5, and 6 of title II of the Trade Act of 1974, as in effect on the
			 date of the enactment of this Act, shall continue to apply on and after
			 January 1, 2021, with respect to—</text>
					<paragraph id="H4A3FAB92B68F4D0EA6797FBA34AFD691"><enum>(1)</enum><text>workers certified as eligible for trade adjustment assistance benefits under chapter 2 of title II
			 of that Act pursuant to petitions filed under section 221 of that Act
			 before January 1, 2021;</text>
					</paragraph><paragraph id="HF46DB2757B71437DA7CEF14A1E87347C"><enum>(2)</enum><text>firms certified as eligible for technical assistance or grants under chapter 3 of title II of that
			 Act pursuant to petitions filed under section 251 of that Act before
			 January 1, 2021; and</text>
					</paragraph><paragraph id="HF9129D13DA2A4EC8AA691A33E7513736"><enum>(3)</enum><text>agricultural commodity producers certified as eligible for technical or financial assistance under
			 chapter 6 of title II of that Act pursuant to petitions filed under
			 section 292 of that Act before January 1, 2021.</text>
					</paragraph></subsection></section></title><title id="H29FFBED35EF947C6A637FF5CA9C0BF7A"><enum>IV</enum><header>Health Coverage Tax Credit</header>
			<section id="HF2F8BD8AF2AC47D7B37CE40B03C81A7B"><enum>401.</enum><header>Extension and modification of Health Coverage Tax Credit</header>
				<subsection id="HA81E7EB43F384FABAB4530215FCAF180"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Subparagraph (B) of <external-xref legal-doc="usc" parsable-cite="usc/26/35">section 35(b)(1)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>before January 1, 2014</quote> and inserting <quote>before January 1, 2021</quote>.</text>
				</subsection><subsection id="HED2385AD70BE477E93266104B92E358C"><enum>(b)</enum><header>Increase</header><text>Subsection (a) of section 35 of such Code is amended by striking <quote>72.5 percent</quote> and inserting <quote>80 percent</quote>.</text>
				</subsection><subsection id="HB963449A91DA465596B3105B35CF73DB"><enum>(c)</enum><header>Coordination with PPACA credit for coverage under a qualified health plan</header>
					<paragraph id="H1EAEF2E0BF3C41EAA88BDC47CB363F57"><enum>(1)</enum><header>In general</header>
						<subparagraph commented="no" display-inline="yes-display-inline" id="H0765BB98BF754B8E85D04210B25D1711"><enum>(A)</enum><text>Subsection (a) of section 35 of such Code is amended by inserting <quote>who elects the application of this section for the taxable year</quote> after <quote>In the case of an individual</quote>.</text>
						</subparagraph><subparagraph id="HD0A9BA8F74914B0A9079A09CEC70DE36" indent="up1"><enum>(B)</enum><text>Paragraph (10) of section 35(g) of such Code (relating to regulations) is amended by redesignating
			 such paragraph as paragraph (12) and by inserting before such paragraph
			 (as so redesignated) the following new paragraph:</text>
							<quoted-block display-inline="no-display-inline" id="H75BCBE9420AA4FAE80F4AE600A07BD3B" style="OLC">
								<paragraph id="H994CA049B4354446988248372A74FC83"><enum>(11)</enum><header>Coordination with premium tax credit</header>
									<subparagraph id="H5F73861EA10D4939A9FAE4DF900F60A9"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of a taxpayer who elects the application of this section for any taxable year, no
			 credit shall be allowed under section 36B with respect to such taxpayer
			 for such taxable year.</text>
									</subparagraph><subparagraph id="H7279209566BE407C8E4932F2B2429F28"><enum>(B)</enum><header>Election</header><text>Any election for this section to apply for a taxable year, once made, shall be irrevocable.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="H3FC3063FA3374C26906B88610E976673"><enum>(2)</enum><header>Advance payment</header><text>Section 7527 of such Code is amended by adding at the end the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="HA6E86218EB01418E967DEA1E6FF99D1D" style="OLC">
							<subsection id="HA9C6BA5460D04FE48F819980E92F46F4"><enum>(f)</enum><header>Coordination with advance payment of premium tax credit</header><text display-inline="yes-display-inline">No payment shall be made under this section on behalf of any individual with respect to whom for
			 the taxable year any advance payment is made under section 1412 of the
			 Patient Protection and Affordable Care Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H57A0C401CDA54DDE8E3692FFB6845BDB"><enum>(3)</enum><header>Procedures</header><text>The Secretary of the Treasury shall issue such procedures and guidance as may be necessary or
			 appropriate to coordinate, and facilitate taxpayer choices between,
			 advance payments under <external-xref legal-doc="usc" parsable-cite="usc/26/7527">section 7527</external-xref> of the Internal Revenue Code of 1986
			 and section 1412 of the Patient Protection and Affordable Care Act.</text>
					</paragraph></subsection><subsection id="HBBC6AC232CB641C2AEF4475D95155140"><enum>(d)</enum><header>Health plans offered through exchange treated as qualified health insurance</header><text display-inline="yes-display-inline">Paragraph (1) of section 35(e) of such Code is amended by adding at the end the following new
			 subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H71259EB74791445BB46268E5698B0940" style="OLC">
						<subparagraph id="HD2299D4E7AF44B3EB1F0F86D5DC12E5D"><enum>(L)</enum><text display-inline="yes-display-inline">Coverage under a qualified health plan which was enrolled in through an Exchange established by a
			 State under section 1311 of the Patient Protection and Affordable Care
			 Act.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HB6AAE630B9C943AC8928D417D12E029D"><enum>(e)</enum><header>Effective date</header>
					<paragraph id="H63A284C242564AC8A38D3C4E1FA41443"><enum>(1)</enum><header>In general</header><text>The amendments made by this section shall apply to coverage months beginning after December 31,
			 2013.</text>
					</paragraph><paragraph id="H2EB9F485BABB4EECAA753615CB2F5B5D"><enum>(2)</enum><header>Advance payment provisions</header><text>The amendment made by subsection (c)(2) shall apply to certificates issued after the date of the
			 enactment of this Act.</text>
