		<official-title>To amend title 38, United States Code, to direct the Secretary of Labor to enter into a contract
			 for the conduct of a longitudinal study of the job counseling, training,
			 and placement services for veterans provided by the Secretary, and for

		<section id="H5CBD07DA3B50420086078B421ED00B44" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Employment and Training Service Longitudinal Study Act of 2014</short-title></quote>.</text>
		</section><section id="H766CCD50C5A043F4BA49F56DA95B6EDE"><enum>2.</enum><header>Longitudinal study of job counseling, training, and placement service for veterans</header>
			<subsection id="H58486251D7AD409C870DDB20363107FE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/41">Chapter 41</external-xref> of title 38, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="HB85121F0DBA54002B28BAC6B47ED8B87" style="USC">
					<section id="H5643EE863B3F47329653C110AFB7081B"><enum>4115.</enum><header>Longitudinal study of job counseling, training, and placement service for veterans</header>
						<subsection id="H9E97C6F632044DB2BC2A6CE57C3013CE"><enum>(a)</enum><header>Study required</header>
							<paragraph commented="no" display-inline="yes-display-inline" id="HC0CCE80826FB4C7C8DC091CC8E12CFE1"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary shall enter into a contract with a non-government entity to conduct a longitudinal
			 study of a statistically valid sample of each of the groups of individuals
			 described in paragraph (2). The contract shall provide for the study of
			 each such group over a period of at least five years.</text>
							</paragraph><paragraph id="H15E6C8C8913C4A1788E17F45BABECF11" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The groups of individuals described in this paragraph are the following:</text>
								<subparagraph id="HE91118777B974326AB7387C35732C8BD"><enum>(A)</enum><text>Veterans who have received intensive services.</text>
								</subparagraph><subparagraph id="HFBD2F08431E346FABCF0D994CBC4300D"><enum>(B)</enum><text display-inline="yes-display-inline">Veterans who did not receive intensive services but who otherwise received services under this
			 chapter.</text>
								</subparagraph><subparagraph id="H33775D4B3AB84DFD9FAC0E8C582638DB"><enum>(C)</enum><text>Veterans who did not seek or receive services under this chapter.</text>
								</subparagraph></paragraph><paragraph id="HC540172D102D4964A42910BB0DD5AAC5" indent="up1"><enum>(3)</enum><text>The study required by this subsection shall include the collection of the following information for
			 each individual who participates in the study:</text>
								<subparagraph id="HE0A77452DCA54149AEA8BBBA06B068E7"><enum>(A)</enum><text>The average number of months such individual served on active duty.</text>
								</subparagraph><subparagraph id="HAF8F8B1B27D3467EAA5142F511C0371F"><enum>(B)</enum><text>The distribution of disability ratings of such individual.</text>
								</subparagraph><subparagraph id="HB1148D5004844E6C893E008AE39DA6BA"><enum>(C)</enum><text>Any unemployment benefits received by such individual.</text>
								</subparagraph><subparagraph id="H372886F529324928A3E43ACF55575541"><enum>(D)</enum><text>The average number of months such individual was employed during the year covered by the report.</text>
								</subparagraph><subparagraph id="H5B8A828D2895403DB3624B3C06D4D69F"><enum>(E)</enum><text>The average annual starting and ending salaries of any such individual who was employed during the
			 year covered by the report.</text>
								</subparagraph><subparagraph id="HAC72ED2E5F264CDB9B055A22028AE76D"><enum>(F)</enum><text>The average annual income of such individual.</text>
								</subparagraph><subparagraph id="H9762BF2FB381420AA88004A719ED5EDF"><enum>(G)</enum><text>The average total household income of such individual for the year covered by the report.</text>
								</subparagraph><subparagraph id="H4E987AB36728464F926DE9BB15EA5C35"><enum>(H)</enum><text>The percentage of such individuals who own their principal residences.</text>
								</subparagraph><subparagraph id="HE74F2891371B46D483EE5F046CE63F19"><enum>(I)</enum><text>The employment status of such individual.</text>
								</subparagraph><subparagraph id="H1310A15F4F364F409D219364E37A6EEF"><enum>(J)</enum><text>In the case of such an individual who received services under this chapter, whether the individual
			 believes that any service provided by a disabled veterans’ outreach
			 specialist or local veterans’ employment representative helped the
			 individual to become employed.</text>
								</subparagraph><subparagraph id="H7C7DD3AE2B4A4F2F9FB6C7DFD00DD15D"><enum>(K)</enum><text>In the case of such an individual who believes such a service helped the individual to become
			 employed, whether—</text>
									<clause id="H49CCC351D1794F2FB8AD173D3833F9F9"><enum>(i)</enum><text>the individual retained the position of employment for a period of one year or longer; and</text>
									</clause><clause id="H8690C348F71548858D8BC44DC6556A46"><enum>(ii)</enum><text>the individual believes such a service helped the individual to secure a higher wage or salary.</text>
									</clause></subparagraph><subparagraph id="HB8DA5FF6FE0947E4AB12BC793463DC29"><enum>(L)</enum><text>The conditions under which such individual was discharged or released from the Armed Forces.</text>
								</subparagraph><subparagraph id="HB88DA98239214CE1967442D2EB152F95"><enum>(M)</enum><text>Whether such individual has used any educational assistance to which the individual is entitled
			 under this title.</text>
								</subparagraph><subparagraph id="H2EF07E701E9146BA9C84E6C9B849703C"><enum>(N)</enum><text>Whether such individual has participated in a rehabilitation program under chapter 31 of this
			 title.</text>
								</subparagraph><subparagraph id="H296940498D8A40D6BC44FADFECFCB62D"><enum>(O)</enum><text>Demographic information about such individual.</text>
								</subparagraph><subparagraph id="H44F1111B05F3421C8F80C3C141EF90B0"><enum>(P)</enum><text>Such other information as the Secretary determines appropriate.</text>
								</subparagraph></paragraph></subsection><subsection id="HB431D7CBC1C84C63B1AA1432848EF4AD"><enum>(b)</enum><header>Annual Reports</header>
							<paragraph commented="no" display-inline="yes-display-inline" id="H53F05B1316A74BEEB810E1055C6F14BF"><enum>(1)</enum><text>By not later than July 1 of each year covered by the study required under subsection (a), the
			 Secretary shall submit to the Committees on Veterans' Affairs of the
			 Senate and House of Representatives a report on the outcomes of the study
			 during the preceding year.</text>
							</paragraph><paragraph id="HA9AE0C5FFCB24EB7A88B95068DE19DB1" indent="up1"><enum>(2)</enum><text>The Secretary shall include in each annual report submitted under paragraph (1) any information the
			 Secretary determines is necessary to determine the long-term outcomes of
			 the individuals in the groups described in subsection (a)(2).</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3776FCB18A12456F9C396AAA5346171C"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by adding at the end the
			 following new item:</text>

						<toc-entry level="section">4115. Longitudinal study of job counseling, training, and placement service for veterans.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H83B0F05110D54786866425463B0460E6"><enum>(c)</enum><header>Use of Federal Directory of New Hires</header><text>Section 453A(h) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/653a">42 U.S.C. 653a(h)</external-xref>) is amended by adding at the end the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HDC7E3DAB27FC490281C89B11D8272D50" style="OLC">
					<paragraph id="HA285FC88D97E4BE9B21DCEC73A30358D"><enum>(4)</enum><header>Secretary of Labor</header><text display-inline="yes-display-inline">The Secretary of Labor shall have access to information reported by employers pursuant to
			 subsection (b) of this section.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
