		<section id="H09103CFFAAE043D3A674879F057664B2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Older Americans Act Reauthorization Act of 2014</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H852CD26E994149818A3BA4D3476F58FC"><enum>2.</enum><header>Objectives</header><text display-inline="no-display-inline">Section 101 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3001">42 U.S.C. 3001</external-xref>) is amended—</text>
			<paragraph id="H4BF4D1E015F04DEF8081759860E1196E"><enum>(1)</enum><text display-inline="yes-display-inline">by amending paragraph (1) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HCE449CF000984616BF77E41ED3904F92" style="OLC">
					<paragraph id="H1F4900BB23344513BD87B64EC341E62C"><enum>(1)</enum><text>An adequate income and economic security in later life in accordance with the American standard of
			 living.</text>
					</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H8B6DCB4CEA0543268E48C49EA31320D3"><enum>(2)</enum><text>in paragraph (4), by inserting <quote>care coordination and</quote> after <quote>including</quote>;</text>
			</paragraph><paragraph id="H13E72F7E5E7345ABB9EAD64AA2CFF09C"><enum>(3)</enum><text>in paragraph (8), by inserting <quote>and supports, offered in a culturally and linguistically competent manner</quote> after <quote>community services,</quote>;</text>
			</paragraph><paragraph display-inline="no-display-inline" id="H5A2183EEE8FF4462A27162073EE98523"><enum>(4)</enum><text>by striking paragraphs (9) and (10) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7C4F6E00DB26493783E1AF60D8B47550" style="OLC">
					<paragraph id="HB469CA4BFFB04F03B386CC15FC5865F5"><enum>(9)</enum><text>Immediate benefit from proven research knowledge which can sustain and improve health, happiness,
			 and economic security.</text>
					</paragraph><paragraph id="H1554AC6058D343AC91CC7412887A9F72"><enum>(10)</enum><text>Freedom, independence, economic security, and the free exercise of individual initiative for older
			 individuals in planning and managing their own lives, full participation
			 in the planning and operation of community-based services and programs
			 provided for their benefit, and protection against abuse, neglect, and
			 exploitation.</text>
					</paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph display-inline="no-display-inline" id="HDC23AF639123441A87C666A1AA9C39A7"><enum>(5)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H356E652ABC034B90B00DE19A89FA086F" style="OLC">
					<paragraph id="H0BD6EAC7119944DD952E32A832E1C662"><enum>(11)</enum><text>Acquiring high-quality services in a manner that is culturally and linguistically responsive to
			 older individuals and family caregivers.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HF0F5722BBA0C4D49A54AB42E80F67042"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 102 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3002">42 U.S.C. 3002</external-xref>) is amended—</text>
			<paragraph id="H22865B6F09E04259BA45E7685EDE6531"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (1) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB3BEF43E15224E6FA9EE67ABC8400C0A" style="OLC">
					<paragraph id="HD03F28EE0C30414499D18EA776CD78F5"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>abuse</term> means the knowing infliction of physical or psychological harm or the knowing deprivation of goods
			 or services that are necessary to meet essential needs or to avoid
			 physical or psychological harm.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HBFCD294B1A7D4ACDBE53ECA7333F25D4"><enum>(2)</enum><text>by striking paragraph (3) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HFC94B41AF98C4EBBA7573E7C6CE1A6EE" style="OLC">
					<paragraph id="H14B0FFCD5D5D4D2593BC5FDDC3077415"><enum>(3)</enum><text>The term <term>adult protective services</term> means such services provided to adults as the Secretary may specify and includes services such as—</text>
						<subparagraph id="H22A6BEC3465B49CAA1C81269D9921BC2"><enum>(A)</enum><text>receiving reports of adult abuse, neglect, or exploitation;</text>
						</subparagraph><subparagraph id="HE0CE1179502C4D7FB849952A92EE29F5"><enum>(B)</enum><text>investigating the reports described in subparagraph (A);</text>
						</subparagraph><subparagraph id="H1DE0CFAC2BFC49328AF5AB63422535C2"><enum>(C)</enum><text>case planning, monitoring, evaluation, and other casework and services; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBDD3CD1E42BF40649F34DC23924BAE1F"><enum>(D)</enum><text>providing, arranging for, or facilitating the provision of medical, social service, economic,
			 legal, housing, law enforcement, or other protective, emergency, or
			 support services.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HBC279DC74AFB41FB9A871192D884A324"><enum>(3)</enum><text>by striking paragraph (4) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HE82FFA04C38C4A0FB2B30048AD41B3F1" style="OLC">
					<paragraph id="HD861288CBAFA4EC3BFFB5A4EE2CD3A4C"><enum>(4)</enum><text>The term <term>Aging and Disability Resource Center</term> means an entity, network, or consortium established by a State as part of the State system of
			 long-term care, to provide a coordinated and integrated system for older
			 individuals and individuals with disabilities (as defined in section 3 of
			 the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12102">42 U.S.C. 12102</external-xref>)), and the
			 caregivers of older individuals and individuals with disabilities, that
			 provides—</text>
						<subparagraph id="H16C44E2F09D04F148574FFA68B057216"><enum>(A)</enum><text>comprehensive information on the full range of available public and private long-term care
			 programs, options, service providers, and resources within a community,
			 including information on the availability of integrated long-term care
			 services, and Federal or State programs that provide long-term care
			 services and supports through home and community-based service programs;</text>
						</subparagraph><subparagraph id="H87A80A509B394C66ACD984F2E00DD287"><enum>(B)</enum><text>person-centered counseling to assist individuals in assessing their existing or anticipated
			 long-term care needs and goals, and developing and implementing a
			 person-centered plan for long-term care that is consistent with the
			 desires of such an individual and designed to meet the individual's
			 specific needs, goals, and circumstances;</text>
						</subparagraph><subparagraph id="HB6155F64494848D89D72D7E758DD96EF"><enum>(C)</enum><text>access for individuals to the full range of publicly-supported long-term care services and supports
			 for which the individuals may be eligible, including home and
			 community-based service options, by serving as a convenient point of entry
			 for such programs and supports; and</text>
						</subparagraph><subparagraph id="H2D5EC5A4404A435AA2FD029F9CBDDBC4"><enum>(D)</enum><text>in cooperation with area agencies on aging, centers for independent living described in part C of
			 title VII of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/796f">29 U.S.C. 796f et seq.</external-xref>), and
			 other community-based entities, information and referrals regarding
			 available home and community-based services for individuals who are at
			 risk for residing in, or who reside in, institutional settings, so that
			 the individuals have the choice to remain in or to return to the
			 community.</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
			</paragraph><paragraph id="HAEF6A996A9894DC4A392DFF030A2DC60"><enum>(4)</enum><text>in paragraph (14)(B), by inserting <quote>oral health,</quote> after <quote>bone density,</quote>;</text>
			</paragraph><paragraph id="H456FC8CD06CE437E9AA7E59802BC53B3"><enum>(5)</enum><text>by amending paragraph (17) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H34F0FFF50CDA4BC3B3E545FEB5595246" style="OLC">
					<paragraph id="HA7E2E8483BCD4C58B8A76A497835CE37"><enum>(17)</enum><text>The term <term>elder justice</term> means—</text>
						<subparagraph id="H2DEFEFD7CBAB4372AEC995721FAB7571"><enum>(A)</enum><text>from a societal perspective, efforts to—</text>
							<clause id="H110FAAEDFA3E4CDF874C1D1C0B2341A2"><enum>(i)</enum><text>prevent, detect, treat, intervene in, and prosecute elder abuse, neglect, and exploitation; and</text>
							</clause><clause id="HB1AE19ABB1C2427DB0C14A1C4CA9FDB3"><enum>(ii)</enum><text>protect older individuals with diminished capacity while maximizing their autonomy; and</text>
							</clause></subparagraph><subparagraph id="H14E7C24C3C6B4748A82E36656B6589A2"><enum>(B)</enum><text>from an individual perspective, the recognition of an older individual’s rights, including the
			 right to be free of abuse, neglect, and exploitation.</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
			</paragraph><paragraph id="H62A5A8398B304D83960A1BB588120EC2"><enum>(6)</enum><text display-inline="yes-display-inline">in paragraph (18)(A), by striking <quote>term <term>exploitation</term> means</quote> and inserting <quote>terms <term>exploitation</term> and <term>financial exploitation</term> mean</quote>;</text>
			</paragraph><paragraph display-inline="no-display-inline" id="H398D02EE09474E66B936E541311608FD"><enum>(7)</enum><text>in paragraph (24)—</text>
				<subparagraph id="HFBD6A2310C6D468891B2F42A02A2FEE3"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
				</subparagraph><subparagraph id="HC5D43745CFEF4D1AA68D18D5910286A2"><enum>(B)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text>

						</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H39D5C2FD94344608BE686B6BBEB294B6"><enum>(8)</enum><text>by redesignating paragraphs (34) through (54) as paragraphs (36) through (56), respectively;</text>
			</paragraph><paragraph id="HDE238CE23F1B4E81BA801611B35B9929"><enum>(9)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (13) through (33) as paragraphs (14) through (34), respectively;</text>
			</paragraph><paragraph id="H8E8B96EF2D9B4F4FB4C9C9F02F3C0616"><enum>(10)</enum><text>by inserting after paragraph (12) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA5D56775E94D4FE195CF05231BB98F35" style="OLC">
					<paragraph id="HEFEBC827D6C14C26A27D4A7F76F3B8D1"><enum>(13)</enum><text>The term <term>cultural and linguistic competence</term> means competence in a set of behaviors, attitudes, and policies that—</text>
						<subparagraph id="H822715DA03534CB191D16F4E2D78FE62"><enum>(A)</enum><text>is used by an organization or among professionals; and</text>
						</subparagraph><subparagraph id="HA0739B279F85449B90A99D948A3F2756"><enum>(B)</enum><text>enables effective work in cross-cultural situations.</text>
						</subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HF7F42E2109754CB89EAD6C82E8601D31"><enum>(11)</enum><text>by inserting after paragraph (34), as so redesignated the following:</text>
				<quoted-block display-inline="no-display-inline" id="H902B3946FEF541B296DC8728FA12DA32" style="OLC">
					<paragraph id="H69580910F63D49C083D3959FFC95ADE3"><enum>(35)</enum><text>The term <term>LGBT</term>, used with respect to an individual, means a lesbian, gay, bisexual, or transgender individual.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HF51AE93535234F6AB7F532BA8F278C82"><enum>4.</enum><header>Administration on Aging</header>
			<subsection id="H5D5A2550043742B09A95E1EA698FAFCA"><enum>(a)</enum><header>Best practices</header><text>Section 201 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3011">42 U.S.C. 3011</external-xref>) is amended—</text>
				<paragraph id="HE63ACBE1C347471C91945584D902FD4A"><enum>(1)</enum><text>in subsection (d)(3)—</text>
					<subparagraph display-inline="no-display-inline" id="H6B57F670591E45969E8673895B6C0E73"><enum>(A)</enum><text>in subparagraph (J), by inserting before the semicolon the following: <quote>, including the effectiveness of such services in meeting the needs of LGBT older individuals</quote>;</text>
					</subparagraph><subparagraph id="H0FC0E1CEBCD44263AEA9D4C61C3E688E"><enum>(B)</enum><text>in subparagraph (K), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H5481C24A18B342EBA254F91DE6618EE5"><enum>(C)</enum><text>in subparagraph (L)—</text>
						<clause id="HAFF8F50F631C438DA1A1868C1F9F2297"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>Older Americans Act Amendments of 1992</quote> and inserting <quote><short-title>Older Americans Act Reauthorization Act of 2014</short-title></quote>; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H5A957E78A40A48E8A5AB1E6680EB79F5"><enum>(ii)</enum><text>by striking <quote>712(h)(4).</quote> and inserting <quote>712(h)(5); and</quote>; and</text>
						</clause></subparagraph><subparagraph id="HEFD9866845CE4C9DA9221D36B1A65BAC"><enum>(D)</enum><text>by adding at the end the following:</text>

							<subclause id="H03937ABB49844EA497DF9E4ACC8D5901" indent="up3"><enum>(M)</enum><text>collect and analyze best practices related to responding to elder abuse, neglect, and exploitation
			 in long-term care facilities, and publish a report of such best practices.</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" id="HB805100E6E9B4548AAC5CC0747EA62D5"><enum>(2)</enum><text>in subsection (e)(2)—</text>
					<subparagraph id="HE5C5A249F9804098918EE6152947F0B9"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>, and in coordination with the heads of State adult protective services programs and the Director
			 of the Office of Long-Term Care Ombudsman Programs</quote> after <quote>and services</quote>; and</text>
					</subparagraph><subparagraph id="HC4E0F8BCB111433080C1DA714D20DDE8"><enum>(B)</enum><text>in subparagraph (A)(iv) by inserting <quote>(including data and statistics on the incidence and prevalence of elder abuse, neglect, and
			 exploitation)</quote> after <quote>exploitation</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H7307A82B0689454DA4AACB884B71D067"><enum>(b)</enum><header> Functions of Assistant Secretary</header><text>Section 202 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3012">42 U.S.C. 3012</external-xref>) is amended—</text>
				<paragraph id="HF9CED286BAA8469789579F11F9E3DC8B"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="H3B7829E9F7094585BAFA1DEE94FC3485"><enum>(A)</enum><text>in paragraph (5), by inserting <quote>health and economic</quote> before <quote>needs of older individuals</quote>;</text>
					</subparagraph><subparagraph id="HF7CE5FD9101B4206B02A9DA80150CAAD"><enum>(B)</enum><text>in paragraph (7), by inserting <quote>health and economic</quote> before <quote>welfare</quote>;</text>
					</subparagraph><subparagraph id="H3098E90915D944F8AD92473F7807B1CD"><enum>(C)</enum><text>in paragraph (14), by inserting <quote>(including the Health Resources and Services Administration)</quote> after <quote>other agencies</quote>;</text>
					</subparagraph><subparagraph id="H6E28978F2C654F3387CE092D20CB27EA"><enum>(D) </enum><text display-inline="yes-display-inline">by amending paragraph (15) to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="H4D70A56984324E3F8CC5B59FADADEE73" style="OLC">
							<paragraph id="HC5F2744187A242DA8A14AFC277DAC706"><enum>(15)</enum>
								<subparagraph commented="no" display-inline="yes-display-inline" id="HBEE0968EE0B94257999198E852F52A92"><enum>(A)</enum><text>as needed, provide technical assistance, training through training packages, and other forms of
			 instruction to entities consisting of State agencies, area agencies on
			 aging, service providers, and community-based organizations, to ensure
			 that the entities develop and implement, in a culturally and
			 linguistically competent manner, programming, services, and outreach for
			 older individuals with greatest economic need and older individuals with
			 greatest social need, with particular attention to and specific objectives
			 for providing services to low-income minority individuals and older
			 individuals residing in rural areas; and</text>
								</subparagraph><subparagraph id="H68BC55E11B904F828BD739F45E7233FF" indent="up1"><enum>(B)</enum><text>consult with national and community-based organizations representing minority individuals to
			 develop the capacity of the Administration to provide such technical
			 assistance, training, and instruction.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph display-inline="no-display-inline" id="H153ECC1BB1E8412E88C0F0EC6637B471"><enum>(E)</enum><text>in paragraph (16)(A)(ii), by inserting <quote>, and separately specifying the number of such individuals who are LGBT individuals</quote> before the semicolon;</text>
					</subparagraph><subparagraph id="HC8633A8FC66346C6BB0ACE49DE3D59AD"><enum>(F)</enum><text>in paragraph (27), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H9DE8A96940AB402FBC2B120E782423A3"><enum>(G)</enum><text>in paragraph (28), by striking the period and inserting a semicolon; and</text>
					</subparagraph><subparagraph id="H151383EC25804430A59F9FA33AEBC8D0"><enum>(H)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HF1E8E40333B34619A6D51BDE495EA617" style="OLC">
							<paragraph id="H6014A58024544FCBB4F85E5383161A72"><enum>(29)</enum><text>provide information and technical assistance to States, area agencies on aging, and service
			 providers, in collaboration with relevant Federal agencies, on providing
			 efficient, person-centered transportation services, including across
			 geographic boundaries;</text>
							</paragraph><paragraph id="H690CE10A7FC542B0AFDD27A21D6DED0E"><enum>(30)</enum><text>identify model programs and provide information and technical assistance to States, area agencies
			 on aging, and service providers (including providers operating
			 multipurpose senior centers), to support the modernization of multipurpose
			 senior centers;</text>
							</paragraph><paragraph id="H994E2C5E583F469C8342400639FE7A49"><enum>(31)</enum><text>provide technical assistance to and share best practices with States, area agencies on aging, and
			 Aging and Disability Resource Centers, on how to collaborate and
			 coordinate services with health care entities, such as Federally-qualified
			 health centers, as defined in section 1905(l)(2)(B) of the Social Security
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(l)(2)(B)</external-xref>), in order to improve care coordination for
			 individuals with multiple chronic illnesses;</text>
							</paragraph><paragraph id="HF6A0DB88F1E8435AA2B89B3FD7A9606A"><enum>(32)</enum><text>conduct studies and collect data to determine the services that are needed by LGBT older
			 individuals; and</text>
							</paragraph><paragraph id="H172504E5B8854C559A4BACFFF84A419D"><enum>(33)</enum><text display-inline="yes-display-inline">ensure through regulation (or other communications with programs carried out under this Act) and
			 through oversight that all programs funded through this Act where staff,
			 including volunteers, come into direct contact with older adults, have
			 received appropriate training in elder abuse prevention and detection, and
			 to regularly evaluate the need for and benefit of such training related to
			 abuse, neglect, and exploitation of older adults.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HF1181DB5B5B443B5ADA43FEC9EB8517D"><enum>(2)</enum><text>in subsection (b)—</text>
					<subparagraph id="H13ACEABF8B9D4B9F88D2FC2D2D806884"><enum>(A)</enum><text>in paragraph (5)—</text>
						<clause id="H3B70BC140AE44FA5A5B5F9DDBDBC2785"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>and</quote> after the semicolon;</text>

						</clause></subparagraph></paragraph><paragraph commented="no" id="H6ECF8D7A427749038D00EDE5273904B0"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HD846366C505D42279B1C809FCA29DF46" style="OLC">
						<subsection id="H1EB2962608914157AD8021910D249C7B"><enum>(g)</enum><text>The Assistant Secretary shall ensure, where appropriate, that all programs funded under this Act
			 include appropriate training in the prevention of abuse, neglect, and
			 exploitation and provision of services that address elder justice and the
			 exploitation of older individuals.</text>
						</subsection><subsection id="HB7BFFBF6BE3D4A268975DAC147AD2274"><enum>(h)</enum>
							<paragraph commented="no" display-inline="yes-display-inline" id="H8FE0363949DA4EE6B3A80D1DF7C7FA77"><enum>(1)</enum><text>The Assistant Secretary shall establish and operate a National Resource Center for Women and
			 Retirement (referred to in this subsection as the <term>Center</term>).</text>
							</paragraph><paragraph commented="no" id="H5EF6562D14084F9EB2D035DEDBA7E4AD" indent="up1"><enum>(2)</enum><text>The Assistant Secretary shall make available to the Center such resources as are necessary for the
			 Center to carry out effectively the functions of the Center under this
			 Act, which shall be an amount not less than $279,000 for fiscal year 2014.
			 In subsequent fiscal years, the Assistant Secretary shall make available
			 to the Center not less than the amount of resources made available to the
			 Center under this paragraph for fiscal year 2014.</text>
							</paragraph></subsection><subsection id="HE3C01FA567E045ACBA05DE01DA871324"><enum>(i)</enum><text>The Assistant Secretary shall, directly or by grant or contract, establish and operate a National
			 Adult Protective Services Resource Center.</text>
						</subsection><subsection id="HEB5A9916D0984833A5296275A627FF88"><enum>(j)</enum>
							<paragraph commented="no" display-inline="yes-display-inline" id="H375FB74C4255429A8A7BAC7CCD294A2C"><enum>(1)</enum><text>The Assistant Secretary shall, directly or by grant or contract, establish and operate the National
			 Resource Center on Lesbian, Gay, Bisexual, and Transgender Aging.</text>
							</paragraph><paragraph id="H0999C886E689481DBB8C2B2C7606EE9A" indent="up1"><enum>(2)</enum><text>The Assistant Secretary shall develop and issue operating standards and reporting requirements for
			 the Center established under paragraph (1).</text>
							</paragraph><paragraph id="H44AD5BB6E0064B48A25F3A409A6D5491" indent="up1"><enum>(3)</enum><text>The Assistant Secretary shall make available to the Center such resources as are necessary for the
			 Center to carry out effectively the functions of the Center under this Act
			 for fiscal year 2014. In subsequent fiscal years, the Assistant Secretary
			 shall make available to the Center not less than the amount of resources
			 made available to the Center under this paragraph for fiscal year 2014.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H7FD0FE3009F34898851E20CB5CC516D5"><enum>(c)</enum><header>Reports</header><text>Section 207 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3018">42 U.S.C. 3018</external-xref>) is amended—</text>
				<paragraph id="HF3F345562A07488BB5FA9B94E8DBEC28"><enum>(1)</enum><text>in subsection (a)(3), by inserting <quote>LGBT individuals,</quote> after <quote>low-income individuals,</quote>;</text>
				</paragraph><paragraph id="HF35781A28E82400E8A4072915B1D02EE"><enum>(2)</enum><text>in subsection (c)—</text>
					<subparagraph id="H4875C103A67F4FDABB3A4D30F39E9560"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>, and separately specify the number of such individuals who are LGBT individuals</quote> before the semicolon;</text>
					</subparagraph><subparagraph id="H415E78B5E6F6459585CCE0E676CCAC26"><enum>(B)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text>
					</subparagraph><subparagraph id="H2D2FAFD757004A85AB81113FC52B5943"><enum>(C)</enum><text>by inserting after paragraph (3) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H26AE97190F134BA8A9EC78DD207313C1" style="OLC">
							<paragraph id="H2BC8EDE42165461695761F7AD4E7D871"><enum>(4)</enum><text>the effectiveness of such activities in assisting LGBT individuals;</text>
							</paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H1B0F51A14CE643458F2F9F9C9866C93C"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HD7E53C4D4BC0432989F10CAAE4015B5E" style="OLC">
						<subsection id="HB73BD05DB0354DDE97CF600FE71476C9"><enum>(d)</enum><text>The Assistant Secretary shall ensure that—</text>
							<paragraph id="H4E96DC92E71B4354880FFC69A15BCD29"><enum>(1)</enum><text>no individual will be required to provide information regarding the sexual orientation or gender
			 identity of the individual as a condition of participating in activities
			 or receiving services under this Act; and</text>
							</paragraph><paragraph id="H2A39E6F7C1F741C28D98C52DB8DF9182"><enum>(2)</enum><text>no agency or other entity providing activities or services under this Act, that receives, for the
			 purposes of this Act, information regarding the sexual orientation or
			 gender identity of an individual will disclose the information in any form
			 that would permit such individual to be identified.</text>
							</paragraph></subsection><subsection id="H8E43395F46D5403AB328EAE127EFA5AD"><enum>(e)</enum><text>The Assistant Secretary shall develop appropriate protocols, demonstrations, tools, or guidance for
			 use by State agencies and area agencies on aging, to ensure successful
			 implementation of data collection requirements under section 201(d)(3)(J),
			 paragraphs (16)(A)(ii) and (29) of section 202(a), subsections (a)(3),
			 (c)(1), and (c)(4), and section 307(a)(6), relating to LGBT individuals.</text>
						</subsection><subsection id="H0E564DC74CA24C16997F981D071AEDA8"><enum>(f)</enum><text display-inline="yes-display-inline">The Assistant Secretary shall determine when such data collection requirements shall apply, taking
			 into consideration the complexity and importance of each requirement, but
			 each requirement shall apply not later than 1 year after the date of
			 enactment of the <short-title>Older Americans Act Reauthorization Act of 2014</short-title>.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="HA2AE6E7C684A4756B242004D700FDD1E"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 216 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3020f">42 U.S.C. 3020f</external-xref>) is amended—</text>

								<subsection id="H2A2E01B2837A418F81125CA51AFCAB42"><enum>(a)</enum><header>Establishment</header><text>There is established an Advisory Committee to Assess, Coordinate, and Improve Legal Assistance
			 Activities (referred to in this section as the <quote>Committee</quote>).</text>
								</subsection><subsection id="H3A1C8130613E4FC3BB9220BC52B85CC6"><enum>(b)</enum><header>Membership; duties</header><text>The Assistant Secretary shall appoint members to the Committee and determine the activities of the
			 Committee (which shall include the study and report described in
			 subsection (c)).</text>
								</subsection><subsection id="HDBFEEA4CB9BF453DAE4C0DAAF317588B"><enum>(c)</enum><header>Study; report</header><text>The Committee shall conduct a study on the legal services activities assistance system for older
			 individuals. Not later than 1 year after the date of the establishment of
			 the Committee, the Committee shall submit to the President, Congress, and
			 the Assistant Secretary a report that contains a detailed statement of the
			 findings and conclusions of such study, including the Committee’s
			 recommendations improving the legal services activities assistance system
			 for older individuals.</text>
								</subsection><subsection id="H5AB575EB532C45009179880FA977AD4C"><enum>(d)</enum><header>Regulations</header><text>Not later than 180 days after receiving the report described in subsection (c), the Assistant
			 Secretary shall issue regulations or guidance taking into consideration
			 the recommendations of the Committee.</text>
								</subsection><subsection id="H37CF0B0FAEC34817957906FA5CEAB80A"><enum>(e)</enum><header>Definition</header><text>In this subsection, the term <term>legal assistance activities</term> includes—</text>
									<paragraph id="H6B18270FA4AE4B61A09C98CD3D6A1D1C"><enum>(1)</enum><text>legal assistance made available to older individuals with greatest economic need or with greatest
			 social need;</text>
									</paragraph><paragraph id="H443EF87E6FBD4B92A1468C89FCC57343"><enum>(2)</enum><text>activities of the National Legal Resource Center carried out under section 420(a);</text>
									</paragraph><paragraph id="HEECCAB6E4E1C4204AE25D5EF0677B853"><enum>(3)</enum><text>State legal assistance developer activities carried out under section 731; and</text>
									</paragraph><paragraph id="H41331ACF533C499880F97D535C4A564C"><enum>(4)</enum><text>any other directly related activity or program as determined appropriate by the Assistant
			 Secretary.</text>
									</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H9BA4F6D5886D48308A96312D66A20F30"><enum>(2)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 215(j) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3020e-1">42 U.S.C. 3020e–1(j)</external-xref>) is amended by striking <quote>section 216</quote> and inserting <quote>section 217</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5B91CA3BA09A47AC8BA97EE11C217AB4"><enum>(3)</enum><text>in subsection (c), by inserting before the period the following: <quote>, and pursue opportunities for the development of intergenerational shared site models for programs
			 or projects, consistent with the purposes of this Act</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA931C275469C4C299BFC49C095FA510F"><enum>(4)</enum><text>by adding at the end the following:</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H5E25DD3619A7436A9C46310147D82278"><enum>(g)</enum><header>Home delivered nutrition services program</header><text>Section 336(1) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030f">42 U.S.C. 3030f(1)</external-xref>) is amended by striking <quote>canned</quote> and all that follows through <quote>meals</quote> and inserting <quote>canned, or fresh foods and, as appropriate, supplemental foods and any additional meals</quote>.</text>
			</subsection><subsection id="H69DF2B5A635248A8A36D2567F077B47F"><enum>(h)</enum><header>Nutrition services</header><text>Section 339 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030g-21">42 U.S.C. 3030g–21</external-xref>) is amended—</text>
				<paragraph id="H759EB022E15C440AAB366564FD1A1B33"><enum>(1)</enum><text>in paragraph (1), by striking <quote>solicit</quote> and inserting <quote>utilize</quote>; and</text>

					</subparagraph></paragraph></subsection><subsection id="H7BA50CDB0BA144459EF2A85EF9DA6E2C"><enum>(i)</enum><header>Evidence-Based disease prevention and health promotion services program</header><text display-inline="yes-display-inline">Part D of title III of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030m">42 U.S.C. 3030m et seq.</external-xref>) is amended—</text>
				<paragraph id="HB0DAAA97A4CB4F0CA0CBE91AD3037CD6"><enum>(1)</enum><text display-inline="yes-display-inline">in the part heading, by inserting <quote><header-in-text level="part" style="traditional">Evidence-Based</header-in-text></quote> before <quote><header-in-text level="part" style="traditional">Disease</header-in-text></quote>; and</text>

				<paragraph id="H474895192D6F4FC1B3FF29C516B5FFC3"><enum>(1)</enum><header>Technical amendment</header><text display-inline="yes-display-inline">Part E of title III of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s">42 U.S.C. 3030s et seq.</external-xref>) is amended by
			 striking the subpart heading for subpart 1.</text>
				</paragraph><paragraph id="H20018F6D67254360A4DC633EA47437C8"><enum>(2)</enum><header>Definitions</header><text>Section 372 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s">42 U.S.C. 3030s</external-xref>) is amended—</text>

								</paragraph><paragraph id="H000D4DE712A24FFA8180DD9920CBE6BB"><enum>(3)</enum><header>Older relative caregiver</header><text>The term <term>older relative caregiver</term> means a caregiver who—</text>
									<subparagraph id="HCF18481EAB6944D4A608FF4640327CAA"><enum>(A)</enum>
										<clause commented="no" display-inline="yes-display-inline" id="H59D776DBF89A421EA507990464F61059"><enum>(i)</enum><text>is age 55 or older; and</text>
										</clause><clause id="HB92ECA6808FB495DB199BBD6B32AD2CC" indent="up1"><enum>(ii)</enum><text>lives with, is the informal provider of in-home and community care to, and is the primary caregiver
			 for, a child or an individual with a disability;</text>
										</clause></subparagraph><subparagraph id="H0B2BBC984B80411E911D1ACE62172DDC"><enum>(B)</enum><text>in the case of a caregiver for a child—</text>
										<clause id="H4112BDE397AF412DA9E56ECF96A46D4B"><enum>(i)</enum><text>is the grandparent, stepgrandparent, or other relative (other than the parent) by blood, marriage,
			 or adoption, of the child;</text>
										</clause><clause id="H7F2D3A2767374D83B4624A77BCA87EC7"><enum>(ii)</enum><text>is the primary caregiver of the child because the biological or adoptive parents are unable or
			 unwilling to serve as the primary caregivers of the child; and</text>
										</clause><clause id="H307921095FE54F5EA385879EE2B38917"><enum>(iii)</enum><text>has a legal relationship to the child, such as legal custody, adoption, or guardianship, or is
			 raising the child informally; and</text>
										</clause></subparagraph><subparagraph id="HFDE45E734C274568BAE66B3CF7B89F42"><enum>(C)</enum><text>in the case of a caregiver for an individual with a disability, is the parent, grandparent, or
			 other relative by blood, marriage, or adoption, of the individual with a
			 disability.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HBAC21488A3964E60860D086B17F72880"><enum>(B)</enum><text>in subsection (b)—</text>
						<clause id="H34F00398FBA6449AAB88B01A5A215A08"><enum>(i)</enum><text>by striking <quote>subpart</quote> and all that follows through <quote>family caregivers</quote> and inserting <quote>part, for family caregivers</quote>;</text>

			</subsection></section><section id="HCC163ABEF18347E5940CADD7988ADF8F"><enum>6.</enum><header>Activities for health, independence, and longevity</header>
			<subsection id="HD713520B505141D285ACD9CC6D25BA8F"><enum>(a)</enum><header>Grant programs</header><text display-inline="yes-display-inline">Section 411 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3032">42 U.S.C. 3032</external-xref>) is amended—</text>

			</subsection><subsection id="H59A24C6C38FD4E1AA49A8AEF32C2B436"><enum>(c)</enum><header>Legal assistance for older Americans</header><text>Section 420(c) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3032i">42 U.S.C. 3032i(c)</external-xref>) is amended by striking <quote>national</quote>.</text>
			</subsection><subsection id="HE89986265FF54E1A957008EBCDFEE0A0"><enum>(d)</enum><header>Conforming amendment</header><text>Section 417(a)(1)(A) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3032f">42 U.S.C. 3032f(a)(1)(A)</external-xref>) is amended by
			 striking <quote>grandparents and other older individuals who are relative caregivers</quote> and inserting <quote>older relative caregivers (as defined in section 372)</quote>.</text>
			</subsection></section><section display-inline="no-display-inline" id="H50400BC9B4104EEC9D73C07F9BF9EA27"><enum>7.</enum><header>National resource center on family caregiving</header><text display-inline="no-display-inline">Part A of title IV of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3032-3032k">42 U.S.C. 3032–3032k</external-xref>) is amended by adding
			 at
			 the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HA7F360FA9B6E47E4A4293BDF29581C5A" style="OLC">
				<section id="H7DBF611A12A9439EAA9DD0BA8A75884F"><enum>423.</enum><header>National Resource Center on Family Caregiving</header>
					<subsection id="HCDD1D39A157D45F9A788C47554436DCF"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Health and Human Services shall award a grant to or enter into a cooperative
			 agreement with a public or private nonprofit entity to establish a
			 National Resource Center on Family Caregiving (referred to in this section
			 as the <quote>Center</quote>).</text>
					</subsection><subsection id="H8C57E6872AAF4A74932EC003418677FF"><enum>(b)</enum><header>Development</header><text>The Assistant Secretary shall develop and issue operating standards and reporting requirements for
			 the Center established under subsection (a).</text>
					</subsection><subsection id="H179834F46E714FC4A3788F87C38AA004"><enum>(c)</enum><header>Authorization</header><text>There is authorized to be appropriated to carry out this section, $2,000,000 for each of the fiscal
			 years 2014 through 2018.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section display-inline="no-display-inline" id="H2B7FC23EF23E4CB69DDE19FE7601B8CF"><enum>8.</enum><header>Multipurpose senior center modernization, training, and support</header><text display-inline="no-display-inline">Part A of title IV of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3032-3032k">42 U.S.C. 3032–3032k</external-xref>), as amended by section
			 7, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H2DF37D48750445FC893B186AF0DA0E16" style="OLC">
				<section id="H2D602E5F337F448895AD69266D6566E6"><enum>424.</enum><header>Multipurpose senior center modernization, training, and support</header>
					<subsection id="H0A89C5A6351B4AA4B9E84EF5A885BA6B"><enum>(a)</enum><header>Program authorized</header><text>The Assistant Secretary shall award grants and enter into contracts with eligible entities to carry
			 out projects to—</text>
						<paragraph id="H94C3A2FCD9204527AF8911D377FD453E"><enum>(1)</enum><text>support and promote modern multipurpose senior center models which yield vibrant, multiservice,
			 multigenerational centers for older individuals, families of older
			 individuals, and others in the community to gain skills, resources, and
			 connections needed to meet the challenges that occur with continuum of
			 care and quality of life;</text>
						</paragraph><paragraph id="H763863FD2F6D43729F7421B7833945F9"><enum>(2)</enum><text>build an evidence base of modern, replicable practices that allow senior centers to serve a diverse
			 array of older individuals, as well as their families and other
			 caregivers, leveraging innovative partnerships and public and private
			 resources to develop and expand programs; and</text>
						</paragraph><paragraph id="H5912E04C40DD4052BF44045868FD49DF"><enum>(3)</enum><text>mobilize services and leverage resources to support the role of multipurpose senior centers as
			 community focal points, as provided in section 306(a)(3), and for the
			 establishment, construction, maintenance, and operation of centers, as
			 described in sections 303(c)(2) and 306(a)(1), including development of
			 intergenerational shared site models, consistent with the purposes of this
			 Act.</text>
						</paragraph></subsection><subsection id="H3A399819DA5E4B86AD0C4A22BEA7AD8E"><enum>(b)</enum><header>Use of funds</header><text>An eligible entity shall use funds made available under a grant awarded, or a contract entered
			 into, under subsection (a) to—</text>
						<paragraph id="H45625877A4944F0C841D0D0B36E4B511"><enum>(1)</enum><text>carry out a project described in subsection (a); and</text>
						</paragraph><paragraph id="H91D1697430AA434181FB356F235D00CD"><enum>(2)</enum><text>evaluate the project in accordance with subsection (f).</text>
						</paragraph></subsection><subsection id="H5EA7ABACDEA04668BD1EAA436CC0F459"><enum>(c)</enum><header>Application</header><text>To be eligible to receive a grant or enter into a contract under subsection (a), an eligible entity
			 shall submit an application to the Assistant Secretary at such time, in
			 such manner, and accompanied by such information as the Assistant
			 Secretary may reasonably require.</text>
					</subsection><subsection id="H60331C9B575B4F21997A077E15099CA3"><enum>(d)</enum><header>Eligible entity</header><text>For purposes of this section, the term <term>eligible entity</term> means—</text>
						<paragraph id="H57BD277162354A11BA4211FEC1BBDA8B"><enum>(1)</enum><text>a multipurpose senior center that has met national accreditation and fiduciary standards; or</text>
						</paragraph><paragraph id="H177BE4491B35407886FE8AF124B82444"><enum>(2)</enum><text>a regional partnership or collaboration of multipurpose senior centers or State association of
			 senior centers in which not less than 2 centers are accredited.</text>
						</paragraph></subsection><subsection id="HFBAF0D4B872B4AE787A64EC698BDAE94"><enum>(e)</enum><header>Competitive grants for technical assistance</header>
						<paragraph id="H172E76EE5E304BA59A23883645DBF40A"><enum>(1)</enum><header>Grants</header><text>The Assistant Secretary shall make a grant, on a competitive basis, to an eligible nonprofit
			 organization described in paragraph (2), to enable the organization to—</text>
							<subparagraph id="HDBB2F0ECD01747F09EEEA3A35557AC39"><enum>(A)</enum><text>provide training and technical assistance to recipients of grants under this section and other
			 multipurpose senior centers to adopt and tailor evidence-based
			 modernization strategies and practices to respond to the economic and
			 health needs of the diverse and growing aging populations in their own
			 communities; and</text>
							</subparagraph><subparagraph id="H531C91DA42B8402CAFFF64FDC7FB7776"><enum>(B)</enum><text>carry out other duties, as determined by the Assistant Secretary.</text>
							</subparagraph></paragraph><paragraph id="HE849F3FA05BC46DCA0FC5D0E406900C8"><enum>(2)</enum><header>Eligible nonprofit organization</header><text>To be eligible to receive a grant under this subsection, an organization shall be a nonprofit
			 organization (including a partnership of nonprofit organizations), that—</text>
							<subparagraph id="H408A76EF46744C60B7E0247E932D8AA0"><enum>(A)</enum><text>has experience and expertise in providing technical assistance to a range of multipurpose senior
			 centers and experience evaluating and reporting on programs; and</text>
							</subparagraph><subparagraph id="HAC3B15B7F3B0408A90CD055ABEDFC9AA"><enum>(B)</enum><text>has demonstrated knowledge of and expertise in multipurpose senior center accreditation or other
			 standards of excellence.</text>
							</subparagraph></paragraph><paragraph id="H741A25DDE5F74CF9AEC3EF9FB90B45CA"><enum>(3)</enum><header>Application</header><text>To be eligible to receive a grant under this subsection, an organization (including a partnership
			 of nonprofit organizations) shall submit an application to the Assistant
			 Secretary at such time, in such manner, and containing such information as
			 the Assistant Secretary may require, including an assurance that the
			 organization will submit to the Assistant Secretary such evaluations and
			 reports as the Assistant Secretary may require.</text>
						</paragraph></subsection><subsection id="H17ABFA748D5740A8972E6522A2AE6CCD"><enum>(f)</enum><header>Local evaluation and report</header>
						<paragraph id="HC86E0C86C1764960AAE1C56008B94A8D"><enum>(1)</enum><header>Evaluation</header><text>Each entity receiving a grant or a contract under subsection (a) to carry out a project described
			 in subsection (a) shall evaluate the project, leadership, and resources
			 for the modernization of multipurpose senior centers to determine—</text>
							<subparagraph id="H437941C2A3264C65B0A973725E27CD45"><enum>(A)</enum><text>the effectiveness of the project in producing innovations and mobilizing resources;</text>
							</subparagraph><subparagraph id="HB15DCF6DAC6B4CA6A0B204D6F214731A"><enum>(B)</enum><text>the impact on older individuals, families of older individuals, and the community being served; and</text>
							</subparagraph><subparagraph id="HA5A93491D18544BDA0617C990CEFFF38"><enum>(C)</enum><text>the potential for the project to be replicated by other multipurpose senior centers, noting the
			 necessary resources and partnerships and the types of populations and
			 communities best suited for the model.</text>
							</subparagraph></paragraph><paragraph id="HD551C6EB05DC4250B682AAB20B73B5C3"><enum>(2)</enum><header>Report</header><text>The entity described in paragraph (1) shall submit a report to the Assistant Secretary containing
			 the evaluation not later than 6 months after the expiration of the period
			 for which the grant or contract is in effect.</text>
						</paragraph></subsection><subsection id="H21012D1BCB1448858D7D61AE49CAE6B7"><enum>(g)</enum><header>Report to Congress</header><text>Not later than 6 months after the Assistant Secretary receives the reports described in subsection
			 (f)(2), the Assistant Secretary shall prepare and submit to Congress a
			 report that assesses the evaluations and includes, at a minimum—</text>
						<paragraph id="H956E82D256194B9CA1C4A1735646F0E6"><enum>(1)</enum><text>a description of the nature and operation of the projects funded under this section and other
			 activities conducted in support of such projects;</text>
						</paragraph><paragraph id="H55B34689DF3E4CC282499D52839D4317"><enum>(2)</enum><text>the findings resulting from the evaluations of the model projects conducted under this section;</text>
						</paragraph><paragraph id="H15755A8EF8A742E3B8A81B43F86906AD"><enum>(3)</enum><text>a description of recommended best practices of modern multipurpose senior centers;</text>
						</paragraph><paragraph id="HDA22347DECEA4ADDBADF43E7B36E29EA"><enum>(4)</enum><text>a strategy for disseminating the findings resulting from the projects described in paragraph (1);
			 and</text>
						</paragraph><paragraph id="H4B6D09C537F34E5A9C89AB077E1EC2B7"><enum>(5)</enum><text>recommendations for legislative or administrative action, as the Assistant Secretary determines
			 appropriate.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6D75A37A851C47DE8BCF27FD0AB776D5"><enum>9.</enum><header>Community service senior opportunities</header><text display-inline="no-display-inline">Section 517(a) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3056o">42 U.S.C. 3056o(a)</external-xref>) is amended by striking <quote>fiscal years 2007, 2008, 2009, 2010, and 2011</quote> and inserting <quote>each of the fiscal years 2014 through 2018</quote>.</text>
		</section><section id="HB47677C0265A4EC498F8CC03F8E00511"><enum>10.</enum><header>Grants for Native Americans</header><text display-inline="no-display-inline">Section 643(2) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3057n">42 U.S.C. 3057n(2)</external-xref>) is amended by striking <quote>fiscal year 2011</quote> and inserting <quote>each of the fiscal years 2014 through 2018</quote>.</text>
		</section><section id="H8C22EE103B7E4A31B7AFABC242026FE8"><enum>11.</enum><header>Vulnerable elder rights protection activities</header>
			<subsection id="H681DA88EEAC04025815B12745590AE28"><enum>(a)</enum><header>Ombudsman definitions</header><text display-inline="yes-display-inline">Section 711(6) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3058f">42 U.S.C. 3058f(6)</external-xref>) is amended by striking <quote>older</quote>.</text>
			</subsection><subsection id="HDAF476AB25A9454C83EAB7D825A5523B"><enum>(b)</enum><header>Ombudsman programs</header><text display-inline="yes-display-inline">Section 712 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3058g">42 U.S.C. 3058g</external-xref>) is amended—</text>
				<paragraph id="H6A02428AA2494CD08A3E1C75F3D3E986"><enum>(1)</enum><text>in subsection (a)—</text>

			 described in paragraphs (3)(A) and (5)(B) of subsection (a).</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
						</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6CE8C8F235DC42819FD00C1B7D0CCD4B"><enum>(4)</enum><text>by striking subsection (f) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H17A9EAFFA74E4D98A1B32F44F0D5C811" style="OLC">
						<subsection id="HC5D71BCB852D4D1FB35E8E829CEA721F"><enum>(f)</enum><header>Conflict of interest</header>
							<paragraph id="H27AD1A79AE154556A7424C809F14AB32"><enum>(1)</enum><header>Individual conflict of interest</header><text>The State agency shall—</text>
								<subparagraph id="HCF5DF307EF82440CBA5E9CCF53EE63FA"><enum>(A)</enum><text>ensure that no individual, or member of the immediate family of an individual, involved in the
			 designation of the Ombudsman (whether by appointment or otherwise) or the
			 designation of an entity designated under subsection (a)(5), is subject to
			 a conflict of interest;</text>
								</subparagraph><subparagraph id="H5368C9D721E84AFD90875C6A29BD3A39"><enum>(B)</enum><text>ensure that no officer or employee of the Office, representative of a local Ombudsman entity, or
			 member of the immediate family of the officer, employee, or
			 representative, is subject to a conflict of interest; and</text>
								</subparagraph><subparagraph id="HD8DA40E87679438F9768B99586F83319"><enum>(C)</enum><text>ensure that the Ombudsman—</text>
									<clause id="HD18F8AC62E764E4BA2157BB97F8DD50C"><enum>(i)</enum><text>does not have a direct involvement in the licensing or certification of a long-term care facility
			 or of a provider of a long-term care service;</text>
									</clause><clause id="H5380B2C2982D41CCA96CA33018A00DC7"><enum>(ii)</enum><text>does not have an ownership or investment interest (represented by equity, debt, or other financial
			 relationship) in a long-term care facility or a long-term care service;</text>
									</clause><clause id="H7A7DC0D5ECE146BEBECD4B6BA8669123"><enum>(iii)</enum><text>is not employed by, or participating in the management of, a long-term care facility or a related
			 organization, and has not been employed by such a facility or organization
			 within 1 year before the date of the determination involved;</text>
									</clause><clause id="H93676A9A4FBD4C47B4B36BC4417D5B95"><enum>(iv)</enum><text>does not receive, or have the right to receive, directly or indirectly, remuneration (in cash or in
			 kind) under a compensation arrangement with an owner or operator of a
			 long-term care facility;</text>
									</clause><clause id="HF1D32E51593D420D8B417477FD50330C"><enum>(v)</enum><text>does not have management responsibility for, or operate under the supervision of an individual with
			 management responsibility for, adult protective services; and</text>
									</clause><clause id="HB72A2C565340418F9D8B7945BB70AEF8"><enum>(vi)</enum><text>does not serve as a guardian or in another fiduciary capacity for residents of long-term care
			 facilities in an official capacity (as opposed to serving as a guardian or
			 fiduciary for a family member, in a personal capacity).</text>
									</clause></subparagraph></paragraph><paragraph id="H3AB217422406428395E26CFB913DF6C3"><enum>(2)</enum><header>Organizational conflict of interest</header>
								<subparagraph id="H31EB6D99EFE94A22BA5AE8EAFE0953A6"><enum>(A)</enum><header>In general</header><text>The State agency shall comply with subparagraph (B)(i) in a case in which the Office poses an
			 organizational conflict of interest, including a situation in which the
			 Office is placed in an organization that—</text>
									<clause id="HD6A7B45EFD0840A2A9F8B4DC57B5EDC0"><enum>(i)</enum><text>is responsible for licensing, certifying, or surveying long-term care services in the State;</text>
									</clause><clause id="H5DFAD0C0BC2A4565B0AC5D19C7788243"><enum>(ii)</enum><text>is an association (or an affiliate of such an association) of long-term care facilities, or of any
			 other residential facilities for older individuals;</text>
									</clause><clause id="H6FF78F770BA94CBA9DD0567AB58931F4"><enum>(iii)</enum><text>provides long-term care services, including programs carried out under a Medicaid waiver approved
			 under section 1115 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1315">42 U.S.C. 1315</external-xref>) or under
			 subsection (b) or (c) of section 1915 of the Social Security Act (42
			 U.S.C. 1396n), or under a Medicaid State plan amendment under subsection
			 (i), (j), or (k) of section 1915 of the Social Security Act (42 U.S.C.
			 1396n);</text>
									</clause><clause id="H5E456812DF264E9A825DBD61E0426FDD"><enum>(iv)</enum><text>provides long-term care case management;</text>
									</clause><clause id="H64F72FE7A03D49C29A1962E29774AF48"><enum>(v)</enum><text>sets rates for long-term care services;</text>
									</clause><clause id="H3B1C301595AC4900AF7FBACC9B6892B8"><enum>(vi)</enum><text>provides adult protective services;</text>
									</clause><clause id="H6BC9709300874611AFD2312D9BE76610"><enum>(vii)</enum><text>is responsible for eligibility determinations for the Medicaid program carried out under title XIX
			 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>);</text>
									</clause><clause id="HC8120644478D4CA6BC38A50621A0EB18"><enum>(viii)</enum><text>conducts preadmission screening for placements in facilities described in clause (ii); or</text>
									</clause><clause id="HC4B779169B5B43BFB6C7EC525EF8B76D"><enum>(ix)</enum><text>makes decisions regarding admission or discharge of individuals to or from such facilities.</text>
									</clause></subparagraph><subparagraph id="H7FDF8017DC6B4685A967551F49B5B12F"><enum>(B)</enum><header>Identifying, removing, and remedying organizational conflict</header>
									<clause id="H5B72BACBFF0D41E29F71DEBCF45EE5D1"><enum>(i)</enum><header>In general</header><text>The State agency may not operate the Office or carry out the program, directly, or by contract or
			 other arrangement with any public agency or nonprofit private
			 organization, in a case in which there is an organizational conflict of
			 interest (within the meaning of subparagraph (A)) unless such conflict of
			 interest has been—</text>
										<subclause id="H58120A72026346EAADF033DCE41527E2"><enum>(I)</enum><text>identified by the State agency;</text>
										</subclause><subclause id="H4559B7EEB4DF46ACB9B750A0045E7C4D"><enum>(II)</enum><text>disclosed by the State agency to the Assistant Secretary in writing; and</text>
										</subclause><subclause id="H75D66A263A9149EFB45845E3E8291223"><enum>(III)</enum><text>remedied in accordance with this subparagraph.</text>
										</subclause></clause><clause id="HEB35797E73634C7280FC64A88F16FE63"><enum>(ii)</enum><header>Action by Assistant Secretary</header><text>In a case in which a potential or actual organizational conflict of interest (within the meaning of
			 subparagraph (A)) involving the Office is disclosed or reported to the
			 Assistant Secretary by any person or entity, the Assistant Secretary shall
			 require that the State agency, in accordance with the policies and
			 procedures established by the State agency under subsection
			 (a)(5)(D)(iii)—</text>
										<subclause id="HE75D19E551C744579C8D0A7C49B37272"><enum>(I)</enum><text>remove the conflict; or</text>
										</subclause><subclause id="H300BC1ADF4634674BDF6C977C987A459"><enum>(II)</enum><text>submit, and obtain the approval of the Assistant Secretary for, an adequate remedial plan that
			 indicates how the Ombudsman will be unencumbered in fulfilling all of the
			 functions specified in subsection (a)(3).</text></subclause></clause></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H7EE35AFA99844A11AC88129B0446A604"><enum>(5)</enum><text>in subsection (h)—</text>
					<subparagraph id="HACED49A0E94B46E280C6C8A2FE85A340"><enum>(A)</enum><text>in paragraph (3)(A)(i), by striking <quote>older</quote>;</text>
					</subparagraph><subparagraph id="H935334AD2F834AC98A147DA57DAB24DD"><enum>(B)</enum><text>in paragraph (4), by striking all that precedes <quote>procedures</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H9655FB67BBE248CDA4058E127B6B1638" style="OLC">
							<paragraph id="H982BD357D318467D8A11AAAEB96FEE6B"><enum>(4)</enum><text>strengthen and update</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9A1384670FEE4CBB89EF944142DB1D7C"><enum>(C)</enum><text>by redesignating paragraphs (4) through (9) as paragraphs (5) through (10), respectively;</text>
					</subparagraph><subparagraph id="H7C51B2E974144FDC803A6FDB9B352981"><enum>(D)</enum><text>by inserting after paragraph (3) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H3B411D6BD993462FBB67AAAC8813A093" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="H4AA11E1983694924A4275D511386047C"><enum>(4)</enum><text display-inline="yes-display-inline">ensure that the Ombudsman or a designee participates in training provided by the National Ombudsman
			 Resource Center established in section 202(a)(18);</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HC09419ACEAB747F3B0B12CBC22CFEA2B"><enum>(E)</enum><text>in paragraph (6)(A), as so redesignated by subparagraph (C) of this paragraph, by striking <quote>paragraph (4)</quote> and inserting <quote>paragraph (5)</quote>;</text>

				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="HA685B424D5D64D10946FAF30E991F326"><enum>13.</enum><header>Study on transportation services</header>
			<subsection id="H98384A1DD08E4F12B96B8FD52C847527"><enum>(a)</enum><header>Study</header>
				<paragraph id="H30D795F4F8774B0590FFF48B918FF4B0"><enum>(1)</enum><header>In general</header><text>Because access to transportation services is critical for millions of older individuals in the
			 United States, to allow them to maintain independence, health, and quality
			 of life, the Comptroller General of the United States shall conduct a
			 study of transportation services for older individuals.</text>
				</paragraph><paragraph id="H9AEE40226D3D4D85BCA490F2447A429E"><enum>(2)</enum><header>Contents</header><text>In conducting the study, the Comptroller General—</text>
					<subparagraph id="HF946FC714E654B90B3B3EA26B64125AF"><enum>(A)</enum><text>shall identify challenges and barriers affecting the aging network in providing, accessing, or
			 coordinating efficient and effective transportation services, including
			 challenges and barriers in coordinating services with Federal agencies and
			 programs such as the Department of Transportation and the Medicaid program
			 under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph id="H2EF51C4B3A3C41619778EB1381519C7F"><enum>(B)</enum><text>shall examine any Federal program requirements that may result in challenges or barriers to the
			 coordination of transportation services within the aging network at the
			 local level.</text>
					</subparagraph></paragraph></subsection><subsection id="HCED89493D3AC4B1F8B1638A53DD3CA73"><enum>(b)</enum><header>Report</header><text>Not later than 18 months after the date of enactment of this Act, the Comptroller General shall
			 issue a report. The report shall contain a detailed description of the
			 findings and conclusions of the study, including any recommendations for
			 administrative and other changes to enhance transportation services
			 provided by the aging network. The Comptroller General shall submit the
			 report to the Committee on Education and the Workforce of the House of
			 Representatives and the Committee on Health, Education, Labor, and
			 Pensions of the Senate.</text>
			</subsection></section><section id="HAEF7DE2D945E48B382FC56EE03F6C0F5"><enum>14.</enum><header>Guidance on serving Holocaust survivors</header>
			<subsection id="H90E0B27D9B0E4907A4E366CB14E4F39A"><enum>(a)</enum><header>In general</header><text>Because the services under the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3001">42 U.S.C. 3001 et seq.</external-xref>) are critical to
			 meeting the urgent needs of Holocaust survivors to age in place with
			 dignity, comfort, security, and quality of life, the Assistant Secretary
			 for Aging shall issue guidance to States, that shall be applicable to
			 States, area agencies on aging, and providers of services for older
			 individuals, with respect to serving Holocaust survivors, including
			 guidance on promising practices for conducting outreach to that
			 population. In developing the guidance, the Assistant Secretary for Aging
			 shall consult with experts and organizations serving Holocaust survivors,
			 and shall take into account the possibility that the needs of Holocaust
			 survivors may differ based on geography.</text>
			</subsection><subsection id="HF81292356F1F4E328A777BAEBE6D67F8"><enum>(b)</enum><header>Contents</header><text>The guidance shall include the following:</text>
				<paragraph id="HEBDDDF65C08C4899BB46181F02136FA8"><enum>(1)</enum><text>How nutrition service providers may meet the special health-related or other dietary needs of
			 participants in programs under the Older Americans Act of 1965, including
			 needs based on religious, cultural, or ethnic requirements.</text>
				</paragraph><paragraph id="H61991529F70145ADBDF0E8BDEE719140"><enum>(2)</enum><text>How transportation service providers may address the urgent transportation needs of Holocaust
			 survivors.</text>
				</paragraph><paragraph id="H0482489372A8402A929F89222E16B0E1"><enum>(3)</enum><text>How State long-term care ombudsmen may address the unique needs of residents of long-term care
			 facilities for whom institutional settings may produce sights, sounds,
			 smells, emotions, and routines, that can induce panic, anxiety, and
			 retraumatization as a result of experiences from the Holocaust.</text>
				</paragraph><paragraph id="HBCBF37FBB0EB443DBF3758079543057A"><enum>(4)</enum><text>How supportive services providers may consider the unique needs of Holocaust survivors.</text>
				</paragraph><paragraph id="H762D24A5EFA44B2D87A136A44464E138"><enum>(5)</enum><text>How other services provided under that Act, as determined by the Assistant Secretary for Aging, may
			 serve Holocaust survivors.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H9FD7AE28CD9A4C2D946654FF1FFCF453"><enum>(c)</enum><header>Date of issuance</header><text>The guidance described in subsection (a) shall be issued not later than 180 days after the date of
			 enactment of this Act.</text>
