		<section id="H9EDA3442DD004A9D9AFD73A6CE9223FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Development Centers Improvement Act of 2014</short-title></quote>.</text>
		</section><section id="HDCEF31C2CDB34B3797139E2C7D688E16"><enum>2.</enum><header>Use of Authorized Entrepreneurial Development Programs</header><text display-inline="no-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H7A9FCA353A6840699185ADD5E2DCD838" style="OLC">
				<section id="H4D0E78DC3D6F4D4FA0CC9A28C60D025F"><enum>48.</enum><header>Use of Authorized Entrepreneurial Development Programs</header>
					<subsection id="H1C297B123F5340759E1E82A1EEE8CD06"><enum>(a)</enum><header>Expanded support for entrerpreneurs</header>
						<paragraph id="H6F2F7BF45DE64078994138C60D9616E7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the Administrator shall only use the programs
			 authorized in sections 7(j), 7(m), 8(a), 8(b)(1), 21, 22, 29, and 32 of
			 this Act, and sections 358 and 389 of the Small Business Investment Act to
			 deliver entrepreneurial development services, entrepreneurial education,
			 business incubation services, growth acceleration services, support for
			 the development and maintenance of clusters, or business training.</text>
						</paragraph><paragraph id="H66CFF4B080BC42F19D2106A7119C3636"><enum>(2)</enum><header>Exception</header><text display-inline="yes-display-inline">This section shall not apply to services provided to assist small business concerns owned by an
			 Indian tribe.</text>
						</paragraph></subsection><subsection id="HF9ACFDBDC70A480A800757266F24EA82"><enum>(b)</enum><header>Annual report</header><text display-inline="yes-display-inline">Beginning on the first December 1 after the date of enactment of this subsection, the Administrator
			 shall annually report to the Committee on Small Business of the House of
			 Representatives and the Committee on Small Business and Entrepreneurship
			 of the Senate on all entrepreneurial development activities undertaken in
			 the current fiscal year. This report shall include—</text>
						<paragraph id="H092A7BB8598A4032BC4B7DFFC9029EDB"><enum>(1)</enum><text display-inline="yes-display-inline">a description and operating details for each program and activity;</text>
						</paragraph><paragraph id="HA1775CA867EB4E41A217BFADCD24F762"><enum>(2)</enum><text>operating circulars, manuals, and standard operating procedures for each program and activity;</text>
						</paragraph><paragraph id="HA0551CFCFDA64164B85CA6F2BEC8CEE2"><enum>(3)</enum><text>a description of the process used to award grants under each program and activity;</text>
						</paragraph><paragraph id="H537771609C554BD6A2BDE511A2D284DA"><enum>(4)</enum><text display-inline="yes-display-inline">a list of all awardees, contractors, and vendors (including organization name and location) and the
			 amount of awards for the current fiscal year for each program and
			 activity;</text>
						</paragraph><paragraph id="H211FBBD38D2D43C59299B0D09AAB877F"><enum>(5)</enum><text>the amount of funding obligated for the current fiscal year for each program and activity; and</text>
						</paragraph><paragraph id="H86F48C89B6EF4C0DBDA3CFD0B4867B12"><enum>(6)</enum><text>the names and titles for those individuals responsible for each program and activity.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HF86BCB9368754EDCA4520A033D903109"><enum>3.</enum><header>Marketing of Services</header><text display-inline="no-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H7A2DA0F0548D443F932F7784322C0B64" style="OLC">
				<subsection id="H264E334E7E6A47C694A3310F8B20571D"><enum>(o)</enum><header>No prohibition of marketing of services</header><text display-inline="yes-display-inline">The Administrator shall not prohibit applicants receiving grants under this section from marketing
			 and advertising their services to individuals and small businesses.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HC9193F7519DA49B79882CAC72C05212F"><enum>4.</enum><header>Confidentiality Requirements</header><text display-inline="no-display-inline">Section 21(a)(7)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(7)(A)</external-xref>) is amended by inserting
			 after <quote>under this section</quote> the following: <quote>to any State, local or Federal agency or third party</quote>.</text>
		</section><section id="H704F7F0D4B9746469BCE678574BA74DA"><enum>5.</enum><header>Data Collection</header>
			<subsection id="H48E25598AC094542802F78E9C3F799DE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 21(a)(3)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(3)(A)</external-xref>) is amended—</text>
				<paragraph id="H33A446FD34F04500A32DB6362D9AA058"><enum>(1)</enum><text>by striking <quote>as provided in this section and</quote> and inserting <quote>as provided in this section,</quote>; and</text>
				</paragraph><paragraph id="HEFA38221A2E44B85A055501C06DE12B8"><enum>(2)</enum><text>by inserting before the period at the end the following: <quote>, and (iv) governing data collection activities related to applicants receiving grants under this
			 section</quote>.</text>
				</paragraph></subsection><subsection id="H56FEAC2AC2D044EFBB0E8895D7766BFF"><enum>(b)</enum><header>Annual report on data collection</header><text display-inline="yes-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended by section 3 of this Act, is
			 further amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6AFAD26ABEBB4056959B253F40D9CF9A" style="OLC">
					<subsection id="HE9FAB62568E44497AF4138F461270A4E"><enum>(p)</enum><header>Annual Report on data collection</header><text display-inline="yes-display-inline">The Administrator shall report annually to the Committee on Small Business of the House of
			 Representatives and the Committee on Small Business and Entrepreneurship
			 of the Senate on data collection activities related to the Small Business
			 Development Center program.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H785243398C9A4F80835CB398442D474C"><enum>6.</enum><header>Matchmaking and Other Events</header><text display-inline="no-display-inline">Section 21(a)(3)(C) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(3)(C)</external-xref>) is amended to read as
			 follows:</text>
			<quoted-block display-inline="no-display-inline" id="HB6B70E3A8CA248EAA1DAE07A4266AFAA" style="OLC">
				<subparagraph id="H100625D25031482EBFCDACDE5E1C91CD" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">Such participation in private partnerships and cosponsorships with the Administration shall not
			 limit Small Business Development Centers from collecting fees or other
			 income related to the operation of such partnerships and cosponsorships.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H39CB70D96F2C42FC81D2B1FD71CBA02F"><enum>7.</enum><header>Equity for SBDCs</header><text display-inline="no-display-inline">Section 21(a)(4)(C)(v) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)(v)</external-xref>) is amended—</text>
			<paragraph id="HABBE7E59CA64426B9684325C370BF61A"><enum>(1)</enum><text>in item (aa), by striking <quote>; and</quote> and inserting a period; and</text>
			</paragraph><paragraph id="H421A52E1DDDF4FF181538821BADA9D97"><enum>(2)</enum><text>by striking item (bb).</text>
			</paragraph></section><section id="H0C4E806EC9DF476C96D4DCC70B21BDED"><enum>8.</enum><header>Award of Grants to SBDCs</header><text display-inline="no-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended by sections 3 and 5 of this Act,
			 is further amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H9719B58F016A4E0585AEA5B2516AA78A" style="OLC">
				<subsection id="HEB841FF9D1294CF1968135C6094F064F"><enum>(q)</enum><header>Limitation on award of grants</header><text display-inline="yes-display-inline">Except for not-for-profit institutions of higher education, notwithstanding any provision of law,
			 the Administrator shall not award grants (including contracts and
			 cooperative agreements) under this section to any entity other than those
			 that received grants (including contracts and cooperative agreements)
			 under this section prior to September 30, 2014, and that seek to renew
			 such
			 grants (including contracts and cooperative agreements) after such date.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
