		<section id="H722D41E06B1A4566A7563F041E8EB3A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Suspending the Individual Mandate Penalty Law Equals Fairness Act</short-title></quote> or as the <quote><short-title>SIMPLE Fairness Act</short-title></quote>.</text>
		</section><section id="H6CCC625DE38B48D488A647F73810D71A"><enum>2.</enum><header>Delay in implementation of penalty for failure to comply with individual health insurance mandate</header>
			<subsection id="HFCB87E1E18E74679B56CBE2BD689041C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/5000A">Section 5000A(c)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following
			 new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF8380370AD7C48A29EBBD0BD49F51099" style="OLC">
					<paragraph id="H5FFBA3B6F0A841E1B050C34D273DBC78"><enum>(5)</enum><header>Delay in implementation of penalty</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this subsection, the monthly penalty amount with respect to
			 any taxpayer for any month beginning before January 1, 2015, shall be
			 zero.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H48858C3ABB724ECF954EDEBEBB239C2C"><enum>(b)</enum><header>Delay of certain phase ins and indexing</header>
				<paragraph id="HCD789CB5E04D41688F32DD4FDFD9E9CD"><enum>(1)</enum><header>Phase in of percentage of income limitation</header><text>Section 5000A(c)(2)(B) of such Code is amended—</text>
					<subparagraph id="HC1714CB1D962448887EC3F413EFA61F4"><enum>(A)</enum><text>by striking <quote>2014</quote> in clause (i) and inserting <quote>2015</quote>, and</text>
					</subparagraph><subparagraph id="H34338BEFFB344679938E0ED866FB25AB"><enum>(B)</enum><text>by striking <quote>2015</quote> in clauses (ii) and (iii) and inserting <quote>2016</quote>.</text>
					</subparagraph></paragraph><paragraph id="H55CD8053BCE84D21B94360AC27F034B6"><enum>(2)</enum><header>Phase in of applicable dollar amount</header><text>Section 5000A(c)(3)(B) of such Code is amended—</text>
					<subparagraph id="H65AE0C949FCB4BDD8E90B980F14D300A"><enum>(A)</enum><text>by striking <quote>2014</quote> and inserting <quote>2015</quote>, and</text>
					</subparagraph><subparagraph id="H33384F22094242BCA182030585091DC7"><enum>(B)</enum><text>by striking <quote>2015</quote> (before amendment by subparagraph (A)) and inserting <quote>2016</quote>.</text>
					</subparagraph></paragraph><paragraph id="H20FF04059E0E40D8864DFE099DC78776"><enum>(3)</enum><header>Indexing of applicable dollar amount</header><text>Section 5000A(c)(3)(D) of such Code is amended—</text>
					<subparagraph id="H37952FDE24584B29BEC07677346EC903"><enum>(A)</enum><text>by striking <quote>2016</quote> in the matter preceding clause (i) and inserting <quote>2017</quote>, and</text>
					</subparagraph><subparagraph id="H06637E0FB811451082D411AF22065F85"><enum>(B)</enum><text>by striking <quote>2015</quote> in clause (ii) and inserting <quote>2016</quote>.</text>
					</subparagraph></paragraph><paragraph id="HFC631718939F45B6ACBE4605C15A2A1C"><enum>(4)</enum><header>Indexing of exemption based on household income</header><text>Section 5000A(e)(1)(D) of such Code is amended—</text>
					<subparagraph id="H70431069705E49A4A5AD636744FD4CE9"><enum>(A)</enum><text>by striking <quote>2014</quote> (before amendment by subparagraph (B)) and inserting <quote>2015</quote>, and</text>
					</subparagraph><subparagraph id="H2D820BBC62074DC481D3808A8CAC40D1"><enum>(B)</enum><text>by striking <quote>2013</quote> and inserting <quote>2014</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="HDB7D90E5696B4DA18131724BA2F88ADD"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to months beginning after December 31, 2013.</text>
