		<official-title>To amend the Water Resources Development Act of 1992 to permit the collection of user fees by
			 non-Federal entities in connection with the challenge cost-sharing program
			 for management of recreation facilities, and for other purposes.</official-title>

		<section id="HBBC37A9DA432432EA63E52FFD3DE5760" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Local Organization Cooperative Agreement for Land and Facility Maintenance Act of 2014</short-title></quote> or the <quote><short-title>LOCAL Act of 2014</short-title></quote>.</text>
		</section><section id="H65F2683DA06949BF9D4A06591CE06E35"><enum>2.</enum><header>Challenge cost-sharing program for management of recreation facilities</header><text display-inline="no-display-inline">Section 225 of the Water Resources Development Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/33/2328">33 U.S.C. 2328</external-xref>) is amended—</text>
			<paragraph id="HE9824DEE950F40B1BA9BAE52FA456F5D"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text>
			</paragraph><paragraph id="H4DF20F0A6928410BB2AAD9A9DB1591BC"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HFD9AC10BEB1F4169BB9EB7F965F3736D" style="OLC">
					<subsection id="H6D7B80C785F04916AC51BF8F2BEC4FB9"><enum>(c)</enum><header>User fees</header>
						<paragraph id="HE8791F176A1C41D9823E488884279DAC"><enum>(1)</enum><header>Collection of fees</header><text>The Secretary may permit a non-Federal public or private entity that has entered into an agreement
			 pursuant to subsection (b) to collect user fees for the use of developed
			 recreation sites and facilities, whether developed or constructed by such
			 entity or the Department of the Army.</text>
						</paragraph><paragraph id="H76B2A0A6E067444C95E1A1692515AB06"><enum>(2)</enum><header>Use of fees</header><text>A non-Federal public or private entity collecting user fees pursuant to paragraph (1) may—</text>
							<subparagraph id="H91C6FDC9397F44EE9F83F5BF72946601"><enum>(A)</enum><text>retain up to 100 percent of the fees collected, as determined by the Secretary; and</text>
							</subparagraph><subparagraph id="H23DE533F6B404BA68356066DECF24845"><enum>(B)</enum><text>use that amount, as approved by the Secretary, for operation, maintenance, and management at the
			 recreation site where collected, notwithstanding section 210(b)(4) of the
			 Flood Control Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/16/460d-3">16 U.S.C. 460d–3(b)(4)</external-xref>).</text>
							</subparagraph></paragraph><paragraph id="HA03EF3E1A1864911935CFB760B1E0890"><enum>(3)</enum><header>Terms and conditions</header><text>The authority of a non-Federal public or private entity under this subsection shall be subject to
			 such terms and conditions as the Secretary determines necessary to protect
			 the interests of the United States.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
