		<section id="H4B94421DFC52449A9AA4D96BC07EC30A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Greater Opportunities for Small Business Act of 2014</short-title></quote>.</text>
		</section><section id="HCF6D4B364A4747DDB2B96083836BF318"><enum>2.</enum><header>Small business prime and subcontract participation goals raised</header>
			<subsection id="H85A15190E71C49DA8401693ECB667B4A"><enum>(a)</enum><header>Goals in subcontracting plans</header><text display-inline="yes-display-inline">Section 8(d)(6)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(d)(6)(A)</external-xref>) is amended by inserting after <quote>percentage goals</quote> the following: <quote>of not less than 40 percent</quote>.</text>
			</subsection><subsection id="HC9F65765857D417F9DB43D258010797E"><enum>(b)</enum><header>Prime contracting goals</header><text display-inline="yes-display-inline">Section 15(g)(1)(A)(i) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644(g)(1)(A)(i)</external-xref>) is amended by striking <quote>23 percent</quote> and inserting <quote>25 percent</quote>.</text>
			</subsection><subsection id="H8A85B88EC53F41F5BE2F798E3863FF47"><enum>(c)</enum><header>Delayed effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) of this section shall take effect only beginning on the date
			 on which the Administrator of the Small Business Administration has
			 promulgated any regulations necessary, and the Federal Acquisition
			 Regulation has been revised, to implement section 1614 of the National
			 Defense Authorization Act for Fiscal Year 2014 and the amendments made by
			 such section.</text>
			</subsection></section><section id="H2A4BA8475DEC46CCACEB3ECDA3B95544"><enum>3.</enum><header>Repeal of certain provision pertaining to accounting of subcontractors</header><text display-inline="no-display-inline">Section 15(g) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644(g)</external-xref>) is amended by striking paragraph (3).</text>
