		<official-title>To amend the Domestic Volunteer Service Act of 1973 to establish a Community Gardens Pilot Program,
			 and for other purposes.</official-title>

		<section id="HD7A71FE6858C4C9889663C686585394D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community Gardening and Nutrition Act of 2014</short-title></quote>.</text>
		</section><section id="H8C6AB3568B98431AA929B73CD57684FA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H3984F622783F4C798CAC97B5CFD24A95"><enum>(1)</enum><text>A community garden improves the quality of life, encourages self-reliance, produces highly
			 nutritious food, reduces family food budgets, and creates opportunities
			 for recreation, social interaction, exercise, education, and economic
			 development for people participating in the garden.</text>
			</paragraph><paragraph id="HAE2DF78E13814735927DF52228E8AD4C"><enum>(2)</enum><text>The creation of community gardens has been an effective approach to cleaning up and maintaining
			 abandoned vacant lots.</text>
			</paragraph><paragraph id="H0ED979E1DDE445E6B193C52570DC87B8"><enum>(3)</enum><text>Many community gardens donate fresh fruits and vegetables to local food pantries, cooperatives, and
			 homeless members of the community, and provide for a source of fresh
			 fruits and vegetables for participants of the gardens.</text>
			</paragraph><paragraph id="HA627173A683D4DA885634D4D1B0C783C"><enum>(4)</enum><text display-inline="yes-display-inline">An August 2013 report by the Union of Concerned Scientists entitled <quote>The $11 Trillion Reward</quote> concluded that if Americans were to eat 2.5 cups of vegetables and 2 cups of fruit daily, as
			 recommended by Federal dietary guidelines, nearly 130,000 deaths could be
			 prevented and $17 billion could be saved in medical costs.</text>
			</paragraph><paragraph id="H322A7872BD2A455DAFB7F17236104928"><enum>(5)</enum><text>The Department of Health and Human Services recommends eating more dark green vegetables, legumes,
			 and fruits; and eating fewer refined grains, less fat, and fewer calories.</text>
			</paragraph><paragraph id="H00B877408275439FBD2614744FF0BF38"><enum>(6)</enum><text display-inline="yes-display-inline">A 2010 review of the Nutritional Implications of Farmers’ Markets and Community Gardens published
			 by the Journal of the American Dietetic Association found that community
			 gardens promote healthy behaviors.</text>
			</paragraph><paragraph id="H0B53D900008E48479E931F0C2DEFC326"><enum>(7)</enum><text>A 2011 pilot study entitled <quote>LA Sprouts</quote> published by the Journal of the American Dietetic Association found that teaching gardening and
			 nutrition improved the dietary intakes of children and reduced childhood
			 obesity.</text>
			</paragraph></section><section id="H27D586E050F74AA4A5A3E5A699C6CD5B"><enum>3.</enum><header>Community Garden Pilot Program</header>
			<subsection id="H3911AE8DA2A547B2B3D4FB5984E7BAE7"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">Section 103(a) of the Domestic Volunteer Service Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4953">42 U.S.C. 4953(a)</external-xref>) is amended—</text>
				<paragraph id="H33AB3BD1E6F54F66A75C30D77C316D59"><enum>(1)</enum><text>in paragraph (12) by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H2283707A6DF54BF3B86FB080B0F8D3E6"><enum>(2)</enum><text>in paragraph (13) by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="HBB0D86FA98C94106A84CFBF1A0A62D4B"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H7A1D787BBA0F4C8EAC298EE8A99422CF" style="OLC">
						<paragraph id="HF8A477CA5937441AA5A63082768C71A8"><enum>(14)</enum><text display-inline="yes-display-inline">in establishing initiatives that address the health and nutrition of individuals in low-income and
			 underserved communities, including by—</text>
							<subparagraph id="HAF34F7B613E244328590AEFD684AD495"><enum>(A)</enum><text display-inline="yes-display-inline">creating new community gardens and supporting and expanding existing community gardens;</text>
							</subparagraph><subparagraph id="HB47BFD127E184DB0978FCB7ED6AFB336"><enum>(B)</enum><text>recruiting local community members to actively engage in community gardens and gardening projects;</text>
							</subparagraph><subparagraph id="HFF3FCCF26B1F4F33B5323B8E02BB18C3"><enum>(C)</enum><text>transforming vacant places into community garden plots;</text>
							</subparagraph><subparagraph id="H98B6D0115A464334B7B527206001C999"><enum>(D)</enum><text>increasing access for community members to healthy foods and local foods while also encouraging
			 community members to stay active;</text>
							</subparagraph><subparagraph id="HA2F33F68147B4AAFAE8AFAF37570AF85"><enum>(E)</enum><text>expanding anti-poverty efforts by teaching basic nutrition and self-reliance through community
			 gardening programs; and</text>
							</subparagraph><subparagraph id="HB9A013E02E31421497EC77D6E40483DC"><enum>(F)</enum><text>developing initiatives that increase access to healthy, locally grown foods for the community at
			 large.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H82FCA42DE51E4950AC95B9C175D20768"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Part A of title I of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4951">42 U.S.C. 4951 et seq.</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H0AC898EBA58C470BB572FC969844DC40" style="OLC">
					<section id="HD6F9188198E74A148466FCFA3E004D8F"><enum>110.</enum><header>Community Garden Pilot Program</header>
						<subsection id="H243948BD872F4335BA8AD690CA4FF007"><enum>(a)</enum><text display-inline="yes-display-inline">The Director shall establish a Community Garden Pilot Program for the purpose of carrying out the
			 work described under section 103(a)(14). In conducting the Program, the
			 Director shall carry out no less than 40 projects.</text>
						</subsection><subsection id="H510ECB3672B5479FAE16F0736B972005"><enum>(b)</enum><text>In carrying out the Program established under subsection (a), the Director shall give priority to—</text>
							<paragraph id="HF24F2299206E484CB31F1854E6B56342"><enum>(1)</enum><text display-inline="yes-display-inline">volunteers with experience in health, nutrition, and gardening;</text>
							</paragraph><paragraph id="H4D76A11EA2A342EDB5DE6CAD33F103D4"><enum>(2)</enum><text>projects located in varied geographic regions; and</text>
							</paragraph><paragraph id="H3FB56C6D60654A03A72822762D008FBA"><enum>(3)</enum><text>selecting a balance of urban and rural projects.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE7021CF499934F66A7C50238D1EAB8E9"><enum>(c)</enum><header>Authorization</header><text display-inline="yes-display-inline">Section 501(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5081">42 U.S.C. 5081(a)</external-xref>) is amended by—</text>
				<paragraph id="H61B97F004181418787EBE96A0FB94B19"><enum>(1)</enum><text>redesignating paragraph (3) as paragraph (4); and</text>
				</paragraph><paragraph id="HD314787E73FC4C80B03B9EC88563CFB8"><enum>(2)</enum><text>inserting after paragraph (2) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF3A800F16A4740AA862DE5742D1F533F" style="OLC">
						<paragraph id="HE20B823C96F5432BACE0753533CBAD31"><enum>(3)</enum><header>Community Garden Pilot Program</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out section 110 of part A of title I $4,000,000
			 for fiscal year 2014 and such sums shall remain available until expended.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HD05FFDB4AF2A4FA78636164351B1F3A4"><enum>(d)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4950">42 U.S.C. 4950</external-xref>) is amended by adding after the
			 item relating to section 109 the following new item:</text>

						<toc-entry level="section">Sec. 110. Community Garden Pilot Program.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HEC23EF25780B4D5CA348A4393B7D0A31"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 90 days after the completion of the Community Garden Pilot Program established under
			 section 110(a) of the Domestic Volunteer Service Act of 1973 (42 U.S.C.
			 4951(a)), the Assistant Director appointed pursuant to section
			 194(d)(1)(A) of the National and Community Service Act of 1990 (42 U.S.C.
			 12651e(d)(1)(A)), shall submit to Congress a report containing—</text>
			<paragraph commented="no" id="H51B5730A3CE04A7D901D27DB3E629C0F"><enum>(1)</enum><text>a description of the projects and volunteer placements under the Program;</text>
			</paragraph><paragraph commented="no" id="H2EBD034B699A4654835E18BA682E32FD"><enum>(2)</enum><text display-inline="yes-display-inline">results and analysis of completed projects under the Program; and</text>
			</paragraph><paragraph commented="no" id="H153087B0B4804AEAA20E920F2B270E40"><enum>(3)</enum><text>any recommendations for continuation of the Program.</text>
