		<official-title>To address shortages and interruptions in the availability of propane and other home heating fuels
			 in the United States, and for other purposes.</official-title>

		<section id="H750457A3CE514711B0354051C7298C6F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Home Heating Emergency Assistance Through Transportation Act of 2014</short-title></quote> or the <quote><short-title>HHEATT Act of 2014</short-title></quote>.</text>
		</section><section id="H253541FB4713469FAC724678822E2430"><enum>2.</enum><header>Propane and home heating fuel emergency transportation</header>
			<subsection id="H438C7E62B2674D38B6B5B3B6F737317F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, a covered emergency exemption issued by the Federal
			 Motor Carrier Safety Administration shall remain in effect until May 31,
			 2014, unless the Secretary of Transportation, after consultation with the
			 Governors of affected States, determines that the emergency for which the
			 exemption was provided ends before that date.</text>
			</subsection><subsection id="H0B4D6F125C2E4D2086D1D44BAA501C2E"><enum>(b)</enum><header>Covered emergency exemption defined</header><text>In this section, the term <term>covered emergency exemption</term> means an exemption issued under <external-xref legal-doc="regulation" parsable-cite="cfr/49/390.23">section 390.23</external-xref> of title 49, Code of Federal Regulations, or
			 extended under section 390.25 of such title that—</text>
				<paragraph id="HCC6EB250A77A4D0A9B294850A86D81A4"><enum>(1)</enum><text>was issued or extended during the period beginning on February 5, 2014, and ending on the date of
			 enactment of this Act; and</text>
				</paragraph><paragraph id="H477C930ECB3C42FA82A34103064A6B67"><enum>(2)</enum><text>provided regulatory relief for commercial motor vehicle operations providing direct assistance
			 supporting the delivery of propane and home heating fuels.</text>
				</paragraph></subsection><subsection id="H2849493C9B9145478E86E45B592BF641"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in subsection (a) may be construed to prohibit the Federal Motor Carrier Safety
			 Administration from issuing or extending a covered emergency exemption
			 beyond May 31, 2014, under other Federal law.</text>
