		</section><title id="H2AF6A2B306D8475E9E94495EDC2EABDC" style="OLC"><enum>I</enum><header>California emergency drought relief</header>
			<section id="H43B361B1C88446CCA8F8E7230E12265E"><enum>101.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
				<paragraph id="H2F5580CFBB94440880042704FA4B01B9"><enum>(1)</enum><text>as established in the Proclamation of a State of Emergency issued by the Governor of the State on
			 January 17, 2014, the State is experiencing record dry conditions;</text>
				</paragraph><paragraph id="HEEA3812DE6BB402091CD5C47759E5509"><enum>(2)</enum><text>extremely dry conditions have persisted in the State since 2012, and the current drought conditions
			 are likely to persist into the future;</text>
				</paragraph><paragraph id="H61E9963FDD844C4EBCE76F29BAD12AE4"><enum>(3)</enum><text>the water supplies of the State are at record-low levels, as indicated by a statewide average
			 snowpack of 12 percent of the normal average for winter as of February 1,
			 2014, and the fact that all major Central Valley Project reservoir levels
			 are below 50 percent of the capacity of the reservoirs as of the date of
			 enactment of this Act;</text>
				</paragraph><paragraph id="H62C1608D2F754412879D88E9A6744DB2"><enum>(4)</enum><text>the 2013–2014 drought constitutes a serious emergency posing immediate and severe risks to human
			 life and safety and to the environment throughout the State;</text>
				</paragraph><paragraph commented="no" id="H0982A1935A834B3D96AF7CF7C5A2BF48"><enum>(5)</enum><text>the emergency requires—</text>
					<subparagraph commented="no" id="H478A0BF2C4D34C9EB9E5B67D144FD734"><enum>(A)</enum><text>immediate and credible action that respects the complexity of the State of California’s water
			 system and its importance to the entire State; and</text>
					</subparagraph><subparagraph commented="no" id="HB4317E7886204AC2AE4AE5D4BCA84F75"><enum>(B)</enum><text>policies that do not pit stakeholders against one another, which history has shown only leads to
			 costly litigation that benefits no one and prevents any real solutions;</text>
					</subparagraph></paragraph><paragraph id="H2C4FDFD128164DD58826DA4E6E683C6E"><enum>(6)</enum><text>Federal law (including regulations) directly authorizes expedited decisionmaking procedures and
			 environmental and public review procedures to enable timely and
			 appropriate implementation of actions to respond to such a type and
			 severity of emergency; and</text>
				</paragraph><paragraph id="HC928FD9132AB4DFA9A9CCA362C804174"><enum>(7)</enum><text>the serious emergency posed by the 2013–2014 drought in the State fully satisfies the conditions
			 necessary for the exercise of emergency decisionmaking, analytical, and
			 public review requirements under—</text>
					<subparagraph id="HD281F62EFD364E80BDA5CD4E09DB6865"><enum>(A)</enum><text>the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>);</text>
					</subparagraph><subparagraph id="HBAB93380B62145C5B131050BAA1251FA"><enum>(B)</enum><text>the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>);</text>
					</subparagraph><subparagraph id="HB2E3745DBCD84C50BAFE9A6BD4E545AF"><enum>(C)</enum><text>water control management procedures of the Corps of Engineers described in section 222.5 of title
			 33, Code of Federal Regulations (including successor regulations); and</text>
					</subparagraph><subparagraph id="H7704B033670B400FB10BC5F3CB58CB96"><enum>(D)</enum><text>the Reclamation States Emergency Drought Relief Act of 1991 (<external-xref legal-doc="public-law" parsable-cite="pl/102/250">Public Law 102–250</external-xref>; 106 Stat. 53).</text>
					</subparagraph></paragraph></section><section id="H61C84EBB6D2049C8B1C6231C817EAF9D"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
				<paragraph id="H66F38B2F042841B1B94B4835A0CE7F72"><enum>(1)</enum><header>Central valley project</header><text>The term <term>Central Valley Project</term> has the meaning given the term in section 3403 of the Central Valley Project Improvement Act (106
			 Stat. 4707).</text>
				</paragraph><paragraph id="HA045F91319F94DD4BEA553693B4F769B"><enum>(2)</enum><header>Klamath Project</header><text>The term <term>Klamath Project</term> means the Bureau of Reclamation project in the States of California and Oregon—</text>
					<subparagraph id="HBA7EE2CE65154D35A6AF9B379CD822AA"><enum>(A)</enum><text>as authorized under the Act of June 17, 1902 (32 Stat. 388, chapter 1093); and</text>
					</subparagraph><subparagraph id="HEE4A46E6D1FE4CD1A7B24AE5F0592032"><enum>(B)</enum><text>as described in—</text>
						<clause id="H99E53F93138C49898CD7148157BD0DEA"><enum>(i)</enum><text>title II of the Oregon Resource Conservation Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/208">Public Law 104–208</external-xref>; 110 Stat. 3009–532);
			 and</text>
						</clause><clause id="H2BA19C80976643EFB43A1DC295875DD3"><enum>(ii)</enum><text>the Klamath Basin Water Supply Enhancement Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/498">Public Law 106–498</external-xref>; 114 Stat. 2221).</text>
						</clause></subparagraph></paragraph><paragraph id="HFB14ED0152A54FD085583183497836FF"><enum>(3)</enum><header>Reclamation project</header><text>The term <term>Reclamation Project</term> means a project constructed pursuant to the authorities of the reclamation laws and whose
			 facilities are wholly or partially located in the State.</text>
				</paragraph><paragraph id="H5C8FD52FC68641D78CBCD25965845782"><enum>(4)</enum><header>Reserved works</header><text>The term <term>reserved works</term> means Bureau of Reclamation-owned project facilities for which the operations and maintenance are
			 performed by employees of the Bureau of Reclamation or by contract,
			 regardless of funding source.</text>
				</paragraph><paragraph id="HBEAF72CC36EA4A5994EF6444A3C77F71"><enum>(5)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means—</text>
					<subparagraph id="H6A2A3F500F9D48B48B4362764ED176A0"><enum>(A)</enum><text>the Administrator of the Environmental Protection Agency;</text>
					</subparagraph><subparagraph id="HB4D65538DDBF47459118150DB103305E"><enum>(B)</enum><text>the Secretary of Commerce; and</text>
					</subparagraph><subparagraph id="H65808545746D499B8C72FB4462BCCCAE"><enum>(C)</enum><text>the Secretary of the Interior.</text>
					</subparagraph></paragraph><paragraph id="HBAABE2B50D7F4C2D982075B4C94943A8"><enum>(6)</enum><header>State</header><text>The term <term>State</term> means the State of California.</text>
				</paragraph><paragraph id="H86800C708D2E4F06A740F7CC5F061779"><enum>(7)</enum><header>State water project</header><text>The term <term>State Water Project</term> means the water project described by California Water Code section 11550 et seq., and operated by
			 the California Department of Water Resources.</text>
				</paragraph></section><section id="H9A8F7E89274249BAB1A37B3933E3486E"><enum>103.</enum><header>Emergency projects</header>
				<subsection id="H0F3AD9A05EC94026AA97F4BBFECF0566"><enum>(a)</enum><header>In general</header><text>In response to the declaration of a state of drought emergency by the Governor of the State, the
			 Secretaries shall provide the maximum quantity of water supplies possible
			 to Central Valley Project and Klamath Project agricultural, municipal and
			 industrial, and refuge service and repayment contractors, State Water
			 Project contractors, and any other locality or municipality in the State,
			 by approving, consistent with applicable laws (including regulations)—</text>
					<paragraph id="HE57D6AB1F6C847B7A252E727AE112065"><enum>(1)</enum><text>any project or operations to provide additional water supplies if there is any possible way
			 whatsoever that the Secretaries can do so unless the project or operations
			 constitute a highly inefficient way of providing additional water
			 supplies; and</text>
					</paragraph><paragraph id="H28555B9686BA49F98BD51EDC884F0CDD"><enum>(2)</enum><text>any projects or operations as quickly as possible based on available information to address the
			 emergency conditions.</text>
					</paragraph></subsection><subsection id="H52E2EF9050EE4024A7E3CDDE178B0A3F"><enum>(b)</enum><header>Mandate</header><text>In carrying out subsection (a), the applicable agency heads described in that subsection shall,
			 consistent with applicable laws (including regulations)—</text>
					<paragraph id="HBA4777A968AC4D4892FFBF7CDCBFAFD6"><enum>(1)</enum><text>authorize and implement actions to ensure that the Delta Cross Channel Gates shall remain open to
			 the greatest extent possible, timed to maximize the peak flood tide period
			 and provide water supply and water quality benefits for the duration of
			 the State's drought emergency declaration, consistent with operational
			 criteria and monitoring criteria developed pursuant to the California
			 State Water Resources Control Board’s Order Approving a Temporary Urgency
			 Change in License and Permit Terms in Response to Drought Conditions,
			 effective January 31, 2014, or a successor order;</text>
					</paragraph><paragraph id="HBFA856DD9A6042F5A1998B0E0A0EEFD2"><enum>(2)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="H82546CCF29B440DEA1A1FB168794E706"><enum>(A)</enum><text>collect data associated with the operation of the Delta Cross Channel Gates described in paragraph
			 (1) and its impact on species listed as threatened or endangered under the
			 Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>), water quality,
			 and water supply; and</text>
						</subparagraph><subparagraph id="HF9F62F7FD1B94FD198261E87DF494366" indent="up1"><enum>(B)</enum><text>after assessing the data described in subparagraph (A), require the Director of the National Marine
			 Fisheries Service to recommend revisions to operations of the Central
			 Valley Project and the California State Water Project, including, if
			 appropriate, the reasonable and prudent alternatives contained in the
			 biological opinion issued by the National Marine Fisheries Service on June
			 4, 2009, that are likely to produce fishery, water quality, and water
			 supply benefits;</text>
						</subparagraph></paragraph><paragraph id="HD62722986125498FB379D44DC4BE7A46"><enum>(3)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="HE815FB8E019C4AA9AF9FE753AF8E9D48"><enum>(A)</enum><text>implement turbidity control strategies that allow for increased water deliveries while avoiding
			 jeopardy to adult delta smelt (Hypomesus transpacificus) due to
			 entrainment at Central Valley Project and State Water Project pumping
			 plants; and</text>
						</subparagraph><subparagraph id="HEFB85B8E39C34CC492E6E58880DCF304" indent="up1"><enum>(B)</enum><text>manage reverse flow in Old and Middle Rivers as prescribed by the biological opinion issued by the
			 United States Fish and Wildlife Service and dated December 15, 2008, to
			 minimize water supply reductions for the Central Valley Project and the
			 State Water Project;</text>
						</subparagraph></paragraph><paragraph id="H65EE9D502D444D8594316445309FFCB5"><enum>(4)</enum><text>adopt a 1:1 inflow to export ratio for the increased flow of the San Joaquin River, as measured as
			 a 3-day running average at Vernalis during the period from April 1 through
			 May 31, resulting from voluntary transfers and exchanges of water
			 supplies, among other purposes;</text>
					</paragraph><paragraph id="H4174AC88659A4AE3AC1877D7A95D505F"><enum>(5)</enum><text>issue all necessary permit decisions under the authority of the Secretaries within 30 days of
			 receiving a completed application by the State to place and use temporary
			 barriers or operable gates in Delta channels to improve water quantity and
			 quality for State Water Project and Central Valley Project South of Delta
			 water contractors and other water users, which barriers or gates should
			 provide benefits for species protection and in-Delta water user water
			 quality and shall be designed such that formal consultations under section
			 7 of the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1536">16 U.S.C. 1536</external-xref>) would not be
			 necessary;</text>
					</paragraph><paragraph id="H51F5F8442CA54BCB93C7975D0E01F84A"><enum>(6)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="H80211E070A2A4979B8BAF2F319A2F904"><enum>(A)</enum><text>require the Director of the United States Fish and Wildlife Service and the Commissioner of the
			 Bureau of Reclamation to complete all requirements under the National
			 Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) and the
			 Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>) necessary to make
			 final permit decisions on water transfer requests associated with
			 voluntarily fallowing nonpermanent crops in the State, within 30 days of
			 receiving such a request; and</text>
						</subparagraph><subparagraph id="HCDB0B2BDE1CE402B9C5A912454151452" indent="up1"><enum>(B)</enum><text>require the Director of the United States Fish and Wildlife Service to allow any water transfer
			 request associated with fallowing to maximize the quantity of water
			 supplies available for nonhabitat uses as long as the fallowing and
			 associated water transfer are in compliance with applicable Federal laws
			 (including regulations);</text>
						</subparagraph></paragraph><paragraph id="H8FC753EB29B34ABCAD1A81E6511D36B6"><enum>(7)</enum><text>allow North of Delta water service contractors with unused 2013 Central Valley Project contract
			 supplies to take delivery of those unused supplies through April 15, 2014,
			 if—</text>
						<subparagraph id="H4FC533030D2443EF84963A08246450A0"><enum>(A)</enum><text>the contractor requests the extension; and</text>
						</subparagraph><subparagraph id="HAC387EF3D368449CB371D29D8B2B40DF"><enum>(B)</enum><text>the requesting contractor certifies that, without the extension, the contractor would have
			 insufficient supplies to adequately meet water delivery obligations;</text>
						</subparagraph></paragraph><paragraph id="H3537B1FE0D24470D9E7C6C7B771BFAE8"><enum>(8)</enum><text>maintain all rescheduled water supplies held in the San Luis Reservoir and Millerton Reservoir for
			 all water users for delivery in the immediately following contract water
			 year unless precluded by reservoir storage capacity limitations;</text>
					</paragraph><paragraph id="H5D27477C205B4132AC926D4179AC1099"><enum>(9)</enum><text>to the maximum extent possible based on the availability of water and without causing land
			 subsidence—</text>
						<subparagraph id="H7512976942AF4EDC8F88D2373261269B"><enum>(A)</enum><text>meet the contract water supply needs of Central Valley Project refuges through the improvement or
			 installation of wells to use groundwater resources and the purchase of
			 water from willing sellers, which activities may be accomplished by using
			 funding made available under section 104 or the Water Assistance Program
			 or the WaterSMART program of the Department of the Interior; and</text>
						</subparagraph><subparagraph id="H838022AA3C56428CB6A196A6B349A62A"><enum>(B)</enum><text>make a quantity of Central Valley Project surface water obtained from the measures implemented
			 under subparagraph (A) available to Central Valley Project contractors;</text>
						</subparagraph></paragraph><paragraph id="H2E79E366871940FB96CC5F68B718091A"><enum>(10)</enum><text>make WaterSMART grant funding administered by the Bureau of Reclamation available for eligible
			 projects within the State on a priority and expedited basis—</text>
						<subparagraph id="H1C0B3491F81B4BFA8B73D2E31132C7FF"><enum>(A)</enum><text>to provide emergency drinking and municipal water supplies to localities in a quantity necessary to
			 meet minimum public health and safety needs;</text>
						</subparagraph><subparagraph id="H22828EC6DA6447D39683BDE7107F8C88"><enum>(B)</enum><text>to prevent the loss of permanent crops;</text>
						</subparagraph><subparagraph id="H05FAA5D50B9A4868BFED5D69B926EAFD"><enum>(C)</enum><text>to minimize economic losses resulting from drought conditions; and</text>
						</subparagraph><subparagraph id="HFBFEE8C6209C4A1AB76A7977CF13E0C5"><enum>(D)</enum><text>to provide innovative water conservation tools and technology for agriculture and urban water use
			 that can have immediate water supply benefits;</text>
						</subparagraph></paragraph><paragraph id="HF6C43F121E524D0E8A1E199F34615BE1"><enum>(11)</enum><text>implement offsite upstream projects in the Delta and upstream Sacramento River and San Joaquin
			 basins, in coordination with the California Department of Water Resources
			 and the California Department of Fish and Wildlife, that offset the
			 effects on species listed as threatened or endangered under the Endangered
			 Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>) due to actions taken under
			 this Act;</text>
					</paragraph><paragraph id="H249CE91059324CF0933908D06A3AC246"><enum>(12)</enum><text>for reserved works only, authorize annual operation and maintenance deficits, owed to the Federal
			 Government and incurred due to delivery of contract water supplies to a
			 Central Valley Project or Klamath Project water contractor during each
			 fiscal year the State emergency drought declaration is in force, to accrue
			 without interest for a period of 5 years and then to be repaid,
			 notwithstanding section 106 of <external-xref legal-doc="public-law" parsable-cite="pl/99/546">Public Law 99–546</external-xref> (100 Stat. 3052), to the
			 Federal Government over a period of not more than 10 years at the lesser
			 of—</text>
						<subparagraph id="H71E2441123494163B8DD911AB1CB8619"><enum>(A)</enum><text>the project interest rate; and</text>
						</subparagraph><subparagraph id="HE73BBABC14834180847954CA25D24CBF"><enum>(B)</enum><text>the rate specified in section 106 of <external-xref legal-doc="public-law" parsable-cite="pl/99/546">Public Law 99–546</external-xref> (100 Stat. 3052); and</text>
						</subparagraph></paragraph><paragraph id="HCAF0DD70096F4EB4B1AF23DDDD721435"><enum>(13)</enum><text>use all available scientific tools to identify and implement any changes to real-time operations of
			 Bureau of Reclamation, State, and local water projects that could result
			 in the availability of additional water supplies.</text>
					</paragraph></subsection><subsection id="HB93173BDC9A34BE3A33A27835DABB4A1"><enum>(c)</enum><header>Other agencies</header><text>To the extent that a Federal agency other than agencies headed by the Secretaries has a role in
			 approving projects described in subsections (a) and (b), the provisions of
			 this section shall apply to those Federal agencies.</text>
				</subsection><subsection id="H73B993D80E7A4DEB8EA8ACFAA6D691A5"><enum>(d)</enum><header>Accelerated project decision and elevation</header>
					<paragraph id="H58B76EB212E24625895E39336F1B7628"><enum>(1)</enum><header>In general</header><text>Upon the request of the State, the heads of Federal agencies shall use the expedited procedures
			 under this subsection to make final decisions relating to a Federal
			 project or operation to provide additional water supplies or address
			 emergency drought conditions pursuant to subsections (a) and (b).</text>
					</paragraph><paragraph id="H2506A0C5A4AB47D8BB0D5C5839BEE986"><enum>(2)</enum><header>Request for resolution</header>
						<subparagraph id="H6B214E15741E4B3A86141759F2EE3C2D"><enum>(A)</enum><header>In general</header><text>Upon the request of the State, the head of an agency referred to in subsection (a), or the head of
			 another Federal agency responsible for carrying out a review of a project,
			 as applicable, the Secretary of the Interior shall convene a final project
			 decision meeting with the heads of all relevant Federal agencies to decide
			 whether to approve a project to provide emergency water supplies.</text>
						</subparagraph><subparagraph id="H20F23F7A4DEA44B1B606109C930AC405"><enum>(B)</enum><header>Meeting</header><text>The Secretary of the Interior shall convene a meeting requested under subparagraph (A) not later
			 than 7 days after receiving the meeting request.</text>
						</subparagraph></paragraph><paragraph id="H0AD8D0127F0948F5B323189557C44DED"><enum>(3)</enum><header>Notification</header><text>Upon receipt of a request for a meeting under this subsection, the Secretary of the Interior shall
			 notify the heads of all relevant Federal agencies of the request,
			 including the project to be reviewed and the date for the meeting.</text>
					</paragraph><paragraph id="HACA5C1E17A7A45FEB3EDFF1F8254C97C"><enum>(4)</enum><header>Decision</header><text>Not later than 10 days after the date on which a meeting is requested under paragraph (2), the head
			 of the relevant Federal agency shall issue a final decision on the
			 project.</text>
					</paragraph><paragraph id="H2B25D1A626E6453DB3BE0E10914D97B5"><enum>(5)</enum><header>Meeting convened by Secretary</header><text>The Secretary may convene a final project decision meeting under this subsection at any time, at
			 the discretion of the Secretary, regardless of whether a meeting is
			 requested under paragraph (2).</text>
					</paragraph></subsection></section><section id="H6791BADC34EB4F46BCB70EDE0CB3434E"><enum>104.</enum><header>Emergency funding</header>
				<subsection id="H6CBDBD195E8D4907B4E2B9636B42C325"><enum>(a)</enum><header>Financial assistance</header>
					<paragraph id="H698DC2F9B0B749008654E7177A073FC2"><enum>(1)</enum><header>In general</header><text>Financial assistance may be made available under the Reclamation States Emergency Drought Relief
			 Act of 1991 (<external-xref legal-doc="usc" parsable-cite="usc/43/2201">43 U.S.C. 2201 et seq.</external-xref>), subtitle F of title IX of the
			 Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/42/10361">42 U.S.C. 10361 et seq.</external-xref>)
			 (commonly known as the <quote>Secure Water Act of 2009</quote>), and any other applicable Federal law (including regulations), to be divided among each
			 applicable program at the discretion of the Secretary for the optimization
			 and conservation of Reclamation Project water supplies to assist
			 drought-plagued areas of the State and the West.</text>
					</paragraph><paragraph id="HA7A2CE1B13014F3981884F3C9E5D7506"><enum>(2)</enum><header>Additional availability</header><text>Financial assistance may be made available under this section to organizations and entities,
			 including tribal governments, that are engaged in collaborative processes
			 to restore the environment while settling water rights claims that are
			 part of an active water rights adjudication or a broader settlement of
			 claims that are part of a basin-wide solution for restoration.</text>
					</paragraph></subsection><subsection id="HF09265C7080E48B7B16F5F93D93B3CEB"><enum>(b)</enum><header>Types of assistance</header><text>Assistance under subsection (a) shall include a range of projects, including—</text>
					<paragraph id="HC6AFFBD409EC4CBF9FAEF8844344D689"><enum>(1)</enum><text>the installation of pumps, temporary barriers, or operable gates for water diversion and fish
			 protection;</text>
					</paragraph><paragraph id="HCBF46815C11146D2BE45305D26D48A8A"><enum>(2)</enum><text>the installation of groundwater wells in wildlife refuges and other areas;</text>
					</paragraph><paragraph id="H726C838EE854407DAA266E92E75F579E"><enum>(3)</enum><text>the purchase or assistance in the purchase of water from willing sellers;</text>
					</paragraph><paragraph id="H6CC5B36AD71C4C6E9D82979F8DB54278"><enum>(4)</enum><text>conservation projects providing water supply benefits in the short-term;</text>
					</paragraph><paragraph id="H9E850AEB4B8146A6B96FB9D609F0A431"><enum>(5)</enum><text>exchanges with any water district willing to provide water to meet the emergency water needs of
			 other water districts in return for the delivery of equivalent quantities
			 of water later that year or in future years;</text>
					</paragraph><paragraph id="H881FE12F1E9A4664AE2C30BBF8E561C8"><enum>(6)</enum><text>maintenance of cover crops to prevent public health impacts from severe dust storms;</text>
					</paragraph><paragraph id="H0A35DDC48177408EBA545F2789ED3E00"><enum>(7)</enum><text>emergency pumping projects for critical health and safety purposes;</text>
					</paragraph><paragraph id="HEF72D6B35B084B3383A4B21890F3723D"><enum>(8)</enum><text>activities to reduce water demand consistent with a comprehensive program for environmental
			 restoration and settlement of water rights claims;</text>
					</paragraph><paragraph id="H012306E636814275A037D750361D7312"><enum>(9)</enum><text>the use of new or innovative water on-farm water conservation technologies or methods that may
			 assist in sustaining permanent crops in areas with severe water shortages;</text>
					</paragraph><paragraph id="HEE5BA2759521469686355A2463952CD5"><enum>(10)</enum><text>technical assistance to improve existing irrigation practices to provide water supply benefits in
			 the short-term; and</text>
					</paragraph><paragraph id="H71384DA453444796A37089216DDF4DAF"><enum>(11)</enum><text>any other assistance the Secretary determines to be necessary to increase available water supplies
			 or mitigate drought impacts.</text>
					</paragraph></subsection><subsection id="H5DC4EAFC32034F00ADD936459B21F3B7"><enum>(c)</enum><header>Funding</header><text>There is appropriated, out of funds of the Treasury not otherwise appropriated, $100,000,000 to the
			 Secretary of the Interior and the Secretary of Commerce to carry out this
			 section.</text>
				</subsection></section><section id="H738577EFEA974F69A5A066F54CBA4BAD"><enum>105.</enum><header>Emergency environmental reviews</header><text display-inline="no-display-inline">To minimize the time spent carrying out environmental reviews and to deliver water quickly that is
			 needed to address emergency drought conditions in the State, the head of
			 each applicable Federal agency shall, in carrying out this Act, consult
			 with the Council on Environmental Quality in accordance with section
			 1506.11 of title 40, Code of Federal Regulations (including successor
			 regulations) to develop alternative arrangements to comply with the
			 National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) during
			 the emergency.</text>
			</section><section id="H7ED678725C4E4C8CADC52EF986FCAC99"><enum>106.</enum><header>State revolving funds</header><text display-inline="no-display-inline">The Administrator of the Environmental Protection Agency, in allocating amounts for each of the
			 fiscal years during which the State's emergency drought declaration is in
			 force to State water pollution control revolving funds established under
			 title VI of the Federal Water Pollution Control Act (33 U.S.C. 1381 et
			 seq.) and the State drinking water treatment revolving loan funds
			 established under section 1452 of the Safe Drinking Water Act (42 U.S.C.
			 300j–12), shall, for those projects that are eligible to receive
			 assistance under section 603 of the Federal Water Pollution Control Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/33/1383">33 U.S.C. 1383</external-xref>) or section 1452(a)(2) of the Safe Drinking Water Act (42
			 U.S.C. 300j–12(a)(2)), respectively, that the State determines will
			 provide additional water supplies most expeditiously to areas that are at
			 risk of having an inadequate supply of water for public health and safety
			 purposes or to improve resiliency to drought—</text>
				<paragraph id="H3CFD5C387C4542F5BB81FBC9DE408D34"><enum>(1)</enum><text display-inline="yes-display-inline">require the State to review and prioritize funding for such projects;</text>
				</paragraph><paragraph id="H9004F81B907C4C7CA9419AD292740D89"><enum>(2)</enum><text>issue a determination of waivers within 30 days of the conclusion of the informal public comment
			 period pursuant to section 436(c) of title IV of division G of Public Law
			 113–76; and</text>
				</paragraph><paragraph id="H50F1EDACE13F4F0095431D2123728480"><enum>(3)</enum><text>authorize, at the request of the State, 40-year financing for assistance under section 603(d)(2) of
			 the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1383">33 U.S.C. 1383(d)(2)</external-xref>) or section
			 1452(f)(2) of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-12">42 U.S.C. 300j–12(f)(2)</external-xref>).</text>
				</paragraph></section><section id="HA6B90BA1F1534A049CB60FFE17E1BB23"><enum>107.</enum><header>Drought planning assistance</header>
				<subsection id="HB50B21C6FCE249C4BBD150312663BC53"><enum>(a)</enum><header>In general</header><text>Upon the request of Central Valley Project or Klamath Project contractors or other Reclamation
			 Project contractors in the State, the Secretary of the Interior, acting
			 through the Commissioner of Reclamation, shall provide water supply
			 planning assistance in preparation for and in response to dry, critically
			 dry, and below normal water year types to those Central Valley Project or
			 Klamath Project contractors or other Reclamation Project contractors
			 making those requests, including contractors who possess contracts for
			 refuge water supplies or deliver refuge water supplies.</text>
				</subsection><subsection id="H7DD0928BE80A4F3F881635C628C2FDB5"><enum>(b)</enum><header>Types of assistance</header><text>Assistance under subsection (a) shall include—</text>
					<paragraph id="H39DCF14F160E478F8CBFAFC79142040E"><enum>(1)</enum><text>hydrological forecasting;</text>
					</paragraph><paragraph id="H3F63ECFD4EA845C1A92F2157C957B080"><enum>(2)</enum><text>assessment of water supply sources under different water year classification types;</text>
					</paragraph><paragraph id="H5C6AC53185F04574A3EC85CE982C2341"><enum>(3)</enum><text>identification of alternative water supply sources;</text>
					</paragraph><paragraph id="HA15BBD14467A4F098AC3BA9164D7170B"><enum>(4)</enum><text>guidance on potential water transfer partners;</text>
					</paragraph><paragraph id="HBB0688B33D8D4270BCC10AB762CF77C3"><enum>(5)</enum><text>technical assistance regarding Federal and State permits and contracts under the Act of February
			 21, 1911 (36 Stat. 925, chapter 141) (commonly known as the <quote>Warren Act</quote>);</text>
					</paragraph><paragraph id="HA60786D48D8047E68B59C68375955B1A"><enum>(6)</enum><text>technical assistance regarding emergency provision of water supplies for critical health and safety
			 purposes;</text>
					</paragraph><paragraph id="H994021AC67F94F73A9D6F9EFE4627196"><enum>(7)</enum><text>activities carried out in conjunction with the National Oceanic and Atmospheric Administration, the
			 National Integrated Drought Information System, and the State partners of
			 the National Integrated Drought Information System under the National
			 Integrated Drought Information System Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/15/313d">15 U.S.C. 313d</external-xref>)—</text>
						<subparagraph id="H9D42DD23FFD549D4AA713430A1C8E550"><enum>(A)</enum><text>to collect and integrate key indicators of drought severity and impacts; and</text>
						</subparagraph><subparagraph id="HDC4C2024A750442582AF8676B4151B1B"><enum>(B)</enum><text>to produce and communicate timely monitoring and forecast information to local and regional
			 communities, including the San Joaquin Valley, the Delta, and the Central
			 Coast; and</text>
						</subparagraph></paragraph><paragraph id="H2B29539A7FC14B2DB0894699CFC37068"><enum>(8)</enum><text>any other assistance the Secretary determines to be necessary.</text>
					</paragraph></subsection></section><section id="H65A3F6032F774C04B7AC03983364E35C"><enum>108.</enum><header>Calfed Bay-Delta Act reauthorization</header><text display-inline="no-display-inline">Title I of the Water Supply, Reliability, and Environmental Improvement Act (118 Stat. 1681; 123
			 Stat. 2860) (as amended by section 207 of title II of division D of the
			 Consolidated Appropriations Act, 2014) is amended by striking <quote>2015</quote> each place it appears and inserting <quote>2018</quote>.</text>
			</section><section id="H5B7280DE7E4B4D3CBFDDA051A01BFDFF"><enum>109.</enum><header>Reclamation States Emergency Drought Relief Act reauthorization</header><text display-inline="no-display-inline">Section 301 of the Reclamation States Emergency Drought Relief Act of 1991 (<external-xref legal-doc="usc" parsable-cite="usc/43/2241">43 U.S.C. 2241</external-xref>) is
			 amended—</text>
				<paragraph id="HA47794A753384CF99C79DABC5C80EE87"><enum>(1)</enum><text>by striking <quote>$90,000,000</quote> and inserting <quote>$190,000,000</quote>; and</text>
				</paragraph><paragraph id="HF39636B617A74DD89AC805ECC92BE1DC"><enum>(2)</enum><text>by striking <quote>2012</quote> and inserting <quote>2017</quote>.</text>
				</paragraph></section><section id="H3781ACA6FE0F4D50BA67E3F0F8F185D1"><enum>110.</enum><header>Secure Water Act reauthorization</header><text display-inline="no-display-inline">Section 9504 of <external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/42/10364">42 U.S.C. 10364</external-xref>) is amended—</text>
				<paragraph id="H77D4E1550C9645EDBBD62E8A559C7C8C"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(3)(E), by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0B408FA0FF584AEDAD3FD39AEAF112E3" style="OLC">
						<clause id="HB16B704CCCFD4DE8A0645EB504642464"><enum>(v)</enum><header>Authority of Commissioner</header><text>The Commissioner of Reclamation may, at the discretion of the Commissioner—</text>
							<subclause id="HC1E8EE95EE81470C86F4575C20B6723E"><enum>(I)</enum><text>waive any cost-share requirements to address emergency situations; and</text>
							</subclause><subclause id="HF36FD02942CC4408B07D4F4C795B7797"><enum>(II)</enum><text>prioritize projects based on the ability of the projects to expeditiously yield water supply
			 benefits during periods of drought.</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H2979DF81FAF94A8C8E00EAFDC37ED79D"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (e), by striking <quote>$200,000,000</quote> and inserting <quote>$250,000,000</quote>.</text>
				</paragraph></section><section id="H515148D08F314171ABAABB8FE68F3B02"><enum>111.</enum><header>Effect on State laws</header><text display-inline="no-display-inline">Nothing in this Act preempts any State law in effect on the date of enactment of this Act,
			 including area of origin and other water rights protections.</text>
			</section><section id="HA6FEF51E0CAB4915AE651B5CB6D141AB"><enum>112.</enum><header>Klamath Basin water supply</header><text display-inline="no-display-inline">The Klamath Basin Water Supply Enhancement Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/498">Public Law 106–498</external-xref>; 114 Stat. 2221) is
			 amended—</text>
				<paragraph id="H4380436731BA444C9DA57998C98CEDCA"><enum>(1)</enum><text>by redesignating sections 4 through 6 as sections 5 through 7, respectively; and</text>
				</paragraph><paragraph id="HE751422783EC47A3896D6DB7FADB5ECA"><enum>(2)</enum><text>by inserting after section 3 the following:</text>
					<quoted-block display-inline="no-display-inline" id="HBADFD5D5AFD348B78D704A6B1C27F958" style="OLC">
						<section id="H21F60CACAE7F477E8F2DBE786767D1D4"><enum>4.</enum><header>Water management and planning activities</header><text display-inline="no-display-inline">The Secretary is authorized to engage in activities, including entering into agreements and
			 contracts, or otherwise making financial assistance available, to reduce
			 water consumption or demand, or to restore ecosystems in the Klamath Basin
			 watershed, including tribal fishery resources held in trust, consistent
			 with collaborative agreements for environmental restoration and
			 settlements of water rights claims.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H4EED95DC5D7047B8B8D11BB5EBC3F11E"><enum>113.</enum><header>Termination of authorities</header><text display-inline="no-display-inline">The authorities under sections 103, 104, 105, and 106 expire on the date on which the Governor of
			 the State suspends the state of drought emergency declaration.</text>
			</section></title><title id="H0E3A60DA26794403B56A66E0D8294600"><enum>II</enum><header>Emergency supplemental agriculture disaster appropriations</header>
			<section id="H6A9B7C83AFDA44069D5333B23209497E"><enum>201.</enum><header>Emergency supplemental agriculture disaster appropriations</header>
				<subsection id="H1D3040BA01A04C398D80940F4DD3CAD6"><enum>(a)</enum><header>Funding</header>
					<paragraph id="H5D9317E364904BE1BF34C4125DF3D73A"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, as soon as practicable after the date of enactment of
			 this Act, out of any funds in the Treasury not otherwise appropriated, the
			 Secretary of the Treasury shall transfer to the Secretary of Agriculture
			 (referred to in this section as the <term>Secretary</term>) for the emergency conservation program established under title IV of the Agricultural Credit Act
			 of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2201">16 U.S.C. 2201 et seq.</external-xref>) and the emergency watershed protection
			 program established under section 403 of the Agricultural Credit Act of
			 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2203">16 U.S.C. 2203</external-xref>), $100,000,000, to be divided among each applicable
			 program as the Secretary determines to be appropriate—</text>
						<subparagraph id="H017968D0A784438EAEC1236538FCED63"><enum>(A)</enum><text>to provide to agricultural producers and other eligible entities affected by the 2014 drought
			 assistance upon declaration of a natural disaster under section 321(a) of
			 the <act-name parsable-cite="CFRDA">Consolidated Farm and Rural Development Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/7/1961">7 U.S.C. 1961(a)</external-xref>) or for the same purposes for counties that are contiguous to a designated
			 natural disaster area; and</text>
						</subparagraph><subparagraph id="H5F20E9AF0B114AA092EFB4C9BC2ED67A"><enum>(B)</enum><text>to carry out any other activities the Secretary determines necessary as a result of the 2014
			 drought, such as activities relating to wildfire damage.</text>
						</subparagraph></paragraph><paragraph id="H2C532E0D95FD4F9B80363635C0DD996C"><enum>(2)</enum><header>Receipt and acceptance</header><text>The Secretary shall be entitled to receive, shall accept, and shall use to carry out this
			 subsection the funds transferred under paragraph (1), without further
			 appropriation.<added-phrase reported-display-style="italic"></added-phrase></text>
					</paragraph></subsection><subsection id="H3F59F14A96C24E458081AFECD383AD28"><enum>(b)</enum><header>Emergency assistance program for livestock, honey bees, and farm-Raised fish</header><text>Notwithstanding any other applicable limitations under law, the Secretary shall use such sums as
			 are necessary of the funds of the Commodity Credit Corporation to carry
			 out the emergency assistance program for livestock, honey bees, and
			 farm-raised fish under section 531(e) of the Federal Crop Insurance Act (7
			 U.S.C. 1531(e)) for fiscal year 2014 to provide assistance to agricultural
			 producers for losses due to drought.</text>
				</subsection><subsection id="H51C19C25F61847B7BBBA82A6B81A4A0C"><enum>(c)</enum><header>FEMA predisaster hazard mitigation grants</header>
					<paragraph id="H97DFDADE618B47EAAA0D6EB418278522"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, as soon as practicable after the date of enactment of
			 this Act, out of any funds in the Treasury not otherwise appropriated, the
			 Secretary of the Treasury shall transfer to the Administrator of the
			 Federal Emergency Management Agency $25,000,000 for fiscal year 2014 for
			 mitigation activities related to drought and wildfire hazards.</text>
					</paragraph><paragraph id="HC526EE3DB78F49C6B5F8C05AF1D0B56C"><enum>(2)</enum><header>Receipt and acceptance</header><text>The Administrator of the Federal Emergency Management Agency shall be entitled to receive, shall
			 accept, and shall use to carry out this subsection the funds transferred
			 under paragraph (1), without further appropriation.<added-phrase reported-display-style="italic"></added-phrase></text>
					</paragraph></subsection><subsection id="H9C61E6C7A5E94ACCB56BBD9BD5282F76"><enum>(d)</enum><header>Emergency community water assistance grants</header>
					<paragraph id="H5155B3649A1A458EAC2BA97660D272E7"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law—</text>
						<subparagraph id="HBD6DE4DD84C949E985E6062E24D83CA7"><enum>(A)</enum><text>as soon as practicable after the date of enactment of this Act, out of any funds in the Treasury
			 not otherwise appropriated, the Secretary of the Treasury shall transfer
			 to the Secretary $25,000,000 for fiscal year 2014 to provide emergency
			 community water assistance grants under section 306A of the Consolidated
			 Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926a">7 U.S.C. 1926a</external-xref>) to address impacts of
			 drought;</text>
						</subparagraph><subparagraph id="HC46915F8D90345C680D87E760D4C5955"><enum>(B)</enum><text>the maximum amount of a grant provided under subparagraph (A) for fiscal year 2014 shall be
			 $1,000,000; and</text>
						</subparagraph><subparagraph id="HA412413C940C4C228F664B9BE57658FE"><enum>(C)</enum><text>for fiscal year 2014, a community whose population is less than 50,000 shall be eligible for a
			 grant under this paragraph.</text>
						</subparagraph></paragraph><paragraph id="H34E48D2AFBC04EA6A131868EF907814F"><enum>(2)</enum><header>Receipt and acceptance</header><text>The Secretary shall be entitled to receive, shall accept, and shall use to carry out this
			 subsection the funds transferred under paragraph (1), without further
			 appropriation.</text>
					</paragraph></subsection><subsection id="HB716358620EA482591106F1331F18C7D"><enum>(e)</enum><header>Office of the Inspector General</header>
					<paragraph id="H258BF3D354704D9898F73E3CA94CC698"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, as soon as practicable after the date of enactment of
			 this Act, out of any funds in the Treasury not otherwise appropriated, the
			 Secretary of the Treasury shall transfer to the Inspector General of the
			 Department of Agriculture $2,000,000 for fiscal year 2014, to remain
			 available until expended, for oversight of activities carried out by the
			 Department relating to drought.</text>
					</paragraph><paragraph id="H5DC3EC7B4E8B4844847018A33F627290"><enum>(2)</enum><header>Receipt and acceptance</header><text>The Inspector General of the Department of Agriculture shall be entitled to receive, shall accept,
			 and shall use to carry out this subsection the funds transferred under
			 paragraph (1), without further appropriation.</text>
					</paragraph></subsection><subsection id="HD088702F593345C69B17CE70D5B83C82"><enum>(f)</enum><header>Emergency grants To assist low-Income migrant and seasonal farmworkers</header>
					<paragraph id="HDD3E661D8140468DAA9EAB34F0741D63"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, as soon as practicable after the date of enactment of
			 this Act, out of any funds in the Treasury not otherwise appropriated, the
			 Secretary of the Treasury shall transfer to the Secretary $25,000,000 for
			 fiscal year 2014 to provide emergency grants to assist low-income migrant
			 and seasonal farmworkers under section 2281 of the Food, Agriculture,
			 Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5177a">42 U.S.C. 5177a</external-xref>) to address impacts
			 of drought upon declaration of a natural disaster under section 321(a) of
			 the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1961">7 U.S.C. 1961(a)</external-xref>) or for
			 the same purposes in counties that are contiguous to a designated natural
			 disaster area.</text>
					</paragraph><paragraph id="HE67759F7B9134E49A3EB631E9F7EB9E9"><enum>(2)</enum><header>Receipt and acceptance</header><text><added-phrase reported-display-style="italic"></added-phrase>The Secretary shall be entitled to receive, shall accept, and shall use to carry out this
			 subsection the funds transferred under paragraph (1), without further
			 appropriation.</text>
					</paragraph></subsection><subsection id="H3735D40D3BA14C628490F6ED2793D7B3"><enum>(g)</enum><header>Emergency forest restoration program</header>
					<paragraph id="H144B60EB57564DA0AA542B7C9835D562"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, as soon as practicable after the date of enactment of
			 this Act, out of any funds in the Treasury not otherwise appropriated, the
			 Secretary of the Treasury shall transfer to the Secretary $25,000,000 for
			 fiscal year 2014 for the Emergency Forest Restoration Program under
			 section 407 of the Agricultural Credit Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2206">16 U.S.C. 2206</external-xref>) to
			 address impacts of drought or wildfire upon declaration of a natural
			 disaster under section 321(a) of the Consolidated Farm and Rural
			 Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1961">7 U.S.C. 1961(a)</external-xref>) or for the same purposes in counties
			 that are contiguous to a designated natural disaster area.</text>
					</paragraph><paragraph id="HCC81F95A6B8849F8AF2EF08B45749702"><enum>(2)</enum><header>Receipt and acceptance</header><text>The Secretary shall be entitled to receive, shall accept, and shall use to carry out this
			 subsection the funds transferred under paragraph (1), without further
			 appropriation.</text>
					</paragraph></subsection></section></title><title id="HC75C9088D6F74620A3C63FB86ED8C8CA" style="OLC"><enum>III</enum><header>Federal disaster assistance</header>
			<section id="H5841B10D5AEF423AB40EC0135D47E6B3"><enum>301.</enum><header>Treatment of drought under the Robert T. Stafford Disaster Relief and Emergency Assistance Act</header>
				<subsection id="H7EE2B32D7D934B5CBB7A332DC1048E3A"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text>
					<paragraph id="H30BDBEA9FB9A4EE0BD75FC84B389A1B8"><enum>(1)</enum><text>the term <term>major disaster</term> (as defined in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/5122">42 U.S.C. 5122</external-xref>)) includes drought, yet no drought in the 30 years
			 preceding the date of enactment of this Act has been declared by the
			 President to be a major disaster in any of the States in accordance with
			 section 401 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170</external-xref>);</text>
					</paragraph><paragraph id="HF4787EE747674A409A417A313AD66804"><enum>(2)</enum><text>a major drought shall be eligible to be declared a major disaster or state of emergency by the
			 President on the request of the Governor of any State;</text>
					</paragraph><paragraph id="H4A8A9D5F0EEB4D84BC1AC6B3F097158F"><enum>(3)</enum><text>droughts are natural disasters that do occur, and while of a different type of impact, the scale of
			 the impact of a major drought can be equivalent to other disasters that
			 have been declared by the President to be a major disaster under the
			 Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.
			 5121 et seq.); and</text>
					</paragraph><paragraph id="H447A1F9E2A844CEFAC246658511882D7"><enum>(4)</enum><text>droughts have wide-ranging and long-term impacts on ecosystem health, agriculture production,
			 permanent crops, forests, waterways, air quality, public health, wildlife,
			 employment, communities, State and national parks, and other natural
			 resources of a State and the people of that State that have significant
			 value.</text>
					</paragraph></subsection><subsection commented="no" id="H033A098A6A2744BCB7C79B1037486BEB"><enum>(b)</enum><header>Amendment</header><text>Section 502(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.
			 5192(a)) is amended—</text>
					<paragraph commented="no" id="HC4AF2EC6ED244079A8D5FD6994031B59"><enum>(1)</enum><text>in paragraph (7), by striking <quote>and</quote>;</text>
					</paragraph><paragraph commented="no" id="HB5B1DA7EA0E34D88B904AA4844F64AD5"><enum>(2)</enum><text>in paragraph (8), by striking the period at the end and inserting a semicolon; and</text>
					</paragraph><paragraph commented="no" id="H211C71B43E7A4210A7A9EBD3F139F395"><enum>(3)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HD07CA151A91944109487B7C1A70407AE" style="OLC">
							<paragraph id="H6E7F0BA623384AF7AC41D5A3E2F0377D"><enum>(9)</enum><text>provide disaster unemployment assistance in accordance with section 410;</text>
							</paragraph><paragraph id="H11006DC7077C4678AF5E6BDDE96ACBE3"><enum>(10)</enum><text>provide emergency nutrition assistance in accordance with section 412; and</text>
							</paragraph><paragraph id="H3449BC480A5B446CB9E61F1A3D62A4AF"><enum>(11)</enum><text>provide crisis counseling assistance in accordance with section 416.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

				<subsection id="HA699FA3CA36F40D4AE5C7D9E5EFB94A8"><enum>(a)</enum><text>This Act is designated as an emergency requirement pursuant to section 4(g) of the Statutory
			 Pay-As-You-Go Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/139">Public Law 111–139</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(g)</external-xref>).</text>
				</subsection><subsection id="H8AECC1AF3C394011BE0819E2B297B46D"><enum>(b)</enum><text display-inline="yes-display-inline">In the Senate, this Act is designated as an emergency requirement pursuant to section 403(a) of S.
			 Con. Res. 13 (111th Congress), the concurrent resolution on the budget for
			 fiscal year 2010.</text>
