			 Secretary of Veterans Affairs relating to training and rehabilitation for
			 veterans with service-connected disabilities, and for other purposes.</official-title>

		<section id="H630B05E0078F47938649C4933B26FE39" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Veterans’ Access to Vocational Rehabilitation and Employment Act of 2014</short-title></quote>.</text>
		</section><section id="H0FE158D592824A79AA8951D9C09CABAD" section-type="subsequent-section"><enum>2.</enum><header>Calculation of rate of veterans rehabilitated to the point of employability</header>
			<subsection id="HD5C766444AA04345B9E9B3DE3F4AE9A0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">Chapter 31</external-xref> of title 38, United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H70E55C80B05E4FC09C39E616F76A8203" style="USC">
					<section id="H7E8865147C724114A652EDE3365CD322"><enum>3123.</enum><header>Calculation of rate of veterans rehabilitated to the point of employability</header><text display-inline="no-display-inline">To calculate the rate of veterans whom the Secretary determines are rehabilitated to the point of
			 employability under this chapter during a fiscal year, the Secretary shall
			 divide—</text>
						<paragraph id="H72CCEF37660246CCBD84327F0567AC0F"><enum>(1)</enum><text display-inline="yes-display-inline">the number of veterans who participated in vocational rehabilitation programs under this chapter
			 during such fiscal year whom the Secretary determines to have been
			 rehabilitated to the point of employability; by</text>
						</paragraph><paragraph id="HA1F27860D6B74EB58268F506C9A9972C"><enum>(2)</enum><text>the sum of—</text>
							<subparagraph id="H69C98FAD01B04AB7BDF74E7DD9C8D1D9"><enum>(A)</enum><text display-inline="yes-display-inline">the number of veterans who participated in such programs during such fiscal year (regardless of
			 whether such a veteran first participated in such programs during a
			 previous fiscal year); and</text>
							</subparagraph><subparagraph id="H613B80F7D4594F28B9B41A32D197B532"><enum>(B)</enum><text>the number of veterans who were entitled to participate in such programs during such fiscal year
			 but did not complete a program.</text></subparagraph></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H9E6AA11A7C32476EBA654FA082A85244"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by adding after the item relating
			 to section 3122 the following new item:</text>

						<toc-entry level="section">3123. Calculation of rate of veterans rehabilitated to the point of employability.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H26321C894DD54D8C82DD476788BF5548"><enum>3.</enum><header>Approval of courses of education and training for purposes of the vocational rehabilitation program
			 of the Department of Veterans Affairs</header>
			<subsection id="H01D32D163D38436798143288233762B9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3104">Section 3104(b)</external-xref> of title 38, United States Code, is amended by adding at the end the following new
			 sentence: <quote>To the maximum extent practicable, a course of education or training may be pursued by a veteran as
			 part of a rehabilitation program under this chapter only if the course is
			 approved for purposes of chapter 30 or 33 of this title. The Secretary may
			 waive the requirement under the preceding sentence to the extent the
			 Secretary determines appropriate.</quote>.</text>
			</subsection><subsection commented="no" id="H2D5582BB7DE8440D9986073654061381"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to a course of education or training
			 pursued by a veteran who first begins a program of rehabilitation under
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">chapter 31</external-xref> of title 38, United States Code, on or after the date that is
			 one year after the date of the enactment of this Act.</text>
			</subsection></section><section id="HE20CE9564A704AFA9C5E60F4D62A8A50"><enum>4.</enum><header>Eligibility of certain veterans enrolled in vocational rehabilitation programs for specially
			 adapted housing provided by the Secretary of Veterans Affairs</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2101">Section 2101(b)(2)</external-xref> of title 38, United States Code, is amended by adding at the end the following
			 new subparagraph:</text>
			<quoted-block display-inline="no-display-inline" id="HB0F1CE708A964E2ABA42352C099517CA" style="USC">
				<subparagraph id="H4E6C8496DAF947A28AD396CC25BA73D2" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">The disability is a disability for which the veteran is eligible for a rehabilitation program under
			 chapter 31 of this title and is referred for assistance under this section
			 pursuant to section 2107 of this title.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HC6FF8C4929DF48918A0674AD38B6CAEF"><enum>5.</enum><header>Authority to prioritize vocational rehabilitation services based on need</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3104">Section 3104</external-xref> of title 38, United States Code, as amended by section 3, is further amended by adding
			 at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HB04133EDBA2349258E2A81E1547E408B" style="USC">
				<subsection id="H038D2126E7F6460CBB90AFF61B356CF0"><enum>(c)</enum>
					<paragraph commented="no" display-inline="yes-display-inline" id="HD070A5800E024E479C94F99787591ADA"><enum>(1)</enum><text>The Secretary shall have the authority to administer this chapter by prioritizing the provision of
			 services under this chapter based on need, as determined by the Secretary.
			 In evaluating need for purposes of this subsection, the Secretary shall
			 consider disability ratings, the severity of employment handicaps,
			 qualification for a program of independent living, income, and any other
			 factor the Secretary determines appropriate.</text>
					</paragraph><paragraph id="HCBEE9F804C574A9E8E1F1F16CAE40A3A" indent="up1"><enum>(2)</enum><text>Not later than 90 days before making any changes to the prioritization of the provision of services
			 under this chapter as authorized under paragraph (1), the Secretary shall
			 submit to Congress a plan describing such changes.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HC6624BC563A94924AB34738496877E8F"><enum>6.</enum><header>Modification of definition of <quote>serious employment handicap</quote></header><text display-inline="no-display-inline">Paragraph (7) of <external-xref legal-doc="usc" parsable-cite="usc/38/3101">section 3101</external-xref> of title 38, United States Code, is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H9120E075F07B4F9399CED93602FFFA63" style="traditional">
				<paragraph id="HE51EFCF240894AE0BA5BA0FCF8A698BF"><enum>(7)</enum><text display-inline="yes-display-inline">The term <quote>serious employment handicap</quote> means a significant impairment, resulting from the service-connected disability, that is directly
			 related to the veteran’s ability to prepare for, obtain, or retain
			 employment consistent with such veteran’s abilities, aptitudes, and
			 interests.</text>
