		<section id="H2C3320C23B2A4ADDA49DA2D903B88488" section-type="section-one"><enum>1.</enum><header>Prohibition on lobbying contacts by former Members of Congress</header>
			<subsection id="HD5EF79DE47BD4D24AA0094D6182AED3A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/207">Section 207(e)</external-xref> of title 18, United States Code, is amended as follows:</text>
				<paragraph id="HA65E59A61A194311B4CFE7C5997C1129"><enum>(1)</enum><text>Paragraph (1) is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HEC503484B53A43CA81F8C10E2C725A53" style="OLC">
						<paragraph id="H99B961AD1AF44446A8930B95013E1C35"><enum>(1)</enum><header>Members of Congress</header>
							<subparagraph id="H4265EB09E8E74A62A7D6FD655D44EFB9"><enum>(A)</enum><header>In general</header><text>Any person who is a Senator or a Member of the House of Representatives and who, after that person
			 leaves office, knowingly makes any lobbying contact to a covered executive
			 branch official, or to any Member, officer, or employee of either House of
			 Congress, shall be punished as provided in section 216 of this title.</text>
							</subparagraph><subparagraph id="H58EC39A3AF1846A691DC8A0311D6E271"><enum>(B)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this paragraph, the terms <term>lobbying contact</term> and <term>covered executive branch official</term> have the meanings given those terms in section 3 of the Lobbying Disclosure Act of 1995 (2 U.S.C.
			 1602).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9C02D95B986744BBBADAF77E9C8C55E0"><enum>(2)</enum><text>Paragraph (2) is amended—</text>
					<subparagraph id="H4D2D52DAF43C47CDAD5445DF1B9B11FE"><enum>(A)</enum><text>by striking <quote>(2) Any person</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H79A5ADA1730447D28F9FBF81A79502D9" style="OLC">
							<paragraph id="H1D46E030B35E433DA6B4C25861931C66"><enum>(2)</enum><header>Officers and certain staff</header>
								<subparagraph id="H07E630746EC246539DFE56335F8AA43B"><enum>(A)</enum><header>Officers and staff of the Senate</header><text display-inline="yes-display-inline">Any person</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HEDFAD8F0776A416B930671F2BF4CF983"><enum>(B)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H6771A5810FFD46EDAF64B3B68DB4FC2E" style="OLC">
							<subparagraph id="H1E350B0658ED4EFD832BD6D7EA1B8434"><enum>(B)</enum><header>Officers of the House of Representatives</header>
								<clause commented="no" display-inline="yes-display-inline" id="H4292AFC5434649608C3B4EBA0D5CB65E"><enum>(i)</enum><text display-inline="yes-display-inline">Any person who is an elected officer of the House of Representatives and who, within 1 year after
			 that person leaves office, knowingly makes, with the intent to influence,
			 any communication to or appearance before any of the persons described in
			 clause (ii), on behalf of any other person (except the United States) in
			 connection with any matter on which such elected officer seeks action by a
			 Member, officer, or employee of either House of Congress, in his or her
			 official capacity, shall be punished as provided in section 216 of this
			 title.</text>
								</clause><clause id="HFB2B65AE9FFE4AFA8FDC81925C3B273B" indent="up1"><enum>(ii)</enum><text>The persons referred to in clause (i) with respect to appearances or communications by a former
			 elected officer are any Member, officer, or employee of the House of
			 Representatives.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H687C5D2A36754F5DB98FC20B648E1973"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall apply to individuals who leave office or employment to
			 which such amendments apply on or after the date of adjournment of the
			 second session of the 113th Congress sine die or December 31, 2014,
			 whichever date is earlier.</text>
