R. 3996</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20140205">February 5, 2014</action-date><action-desc><sponsor name-id="G000567">Mr. Griffin of Arkansas</sponsor> (for himself, <cosponsor name-id="C001045">Mr. Crenshaw</cosponsor>, <cosponsor name-id="M001150">Mrs. Miller of Michigan</cosponsor>, <cosponsor name-id="H001058">Mr. Huizenga of Michigan</cosponsor>, <cosponsor name-id="L000569">Mr. Luetkemeyer</cosponsor>, <cosponsor name-id="L000576">Mr. Long</cosponsor>, <cosponsor name-id="W000413">Mr. Whitfield</cosponsor>, <cosponsor name-id="H001057">Mr. Huelskamp</cosponsor>, <cosponsor name-id="Y000063">Mr. Yoder</cosponsor>, <cosponsor name-id="G000559">Mr. Garamendi</cosponsor>, and <cosponsor name-id="Y000065">Mr. Yoho</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the closure or reduced operation of military commissary stores and exchange stores before January 1, 2017.</official-title></form><legis-body id="H7D874A9B34134E818822298075A08198" style="OLC"><section id="HE0F287254E9341B68E2D5237854D0B27" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Save our Military Shopping Benefits Act</short-title></quote>.</text></section><section id="H4EDC4FD9C84A434397717482FE9F7C77"><enum>2.</enum><header>Prohibition on closure or reduced operation of commissary stores and exchange stores</header><subsection id="H3FB447EF6B5D4045A955D18B043736B4"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Notwithstanding subsections (c) and (d) of <external-xref legal-doc="usc" parsable-cite="usc/10/2482">section 2482</external-xref> of title 10, United States Code, or any other provision of law, the Secretary of Defense may not—</text><paragraph id="HB666E8F6F44F4AC89D0D0A0D024A9D38"><enum>(1)</enum><text>close any commissary store or exchange store located within the United States; or</text></paragraph><paragraph id="HB574AE5D880F404CA6BC9ECF70EDF45B"><enum>(2)</enum><text display-inline="yes-display-inline">develop or implement any plan that would result in the closure of all commissaries located in the United States as part of a cost-saving effort.</text></paragraph></subsection><subsection id="HB5BDA37979194D459378C3698C8B1D1A"><enum>(b)</enum><header>Definition of close</header><text>In this section, the term <term>close</term> includes any action that has the effect of—</text><paragraph id="HDFEA03E0702F443F830F7AC6C927CC69"><enum>(1)</enum><text display-inline="yes-display-inline">reducing the operating hours or size of a commissary store or exchange store below fiscal year 2014 levels; or</text></paragraph><paragraph id="H2947A14CB937483F99D36CE81B20C629"><enum>(2)</enum><text display-inline="yes-display-inline">changing the location of a commissary store or exchange store.</text></paragraph></subsection><subsection id="HDF690604118C419CA682478B74529474"><enum>(c)</enum><header>Exception</header><text display-inline="yes-display-inline">Subsection (a) does not apply to a change in the size or location of a commissary store or exchange store if the Secretary of Defense determines that the change is required for upgrading or modifying an existing structure for safety or health reasons.</text></subsection><subsection id="H48704925185A4A39B5F06CAE1CF6687F"><enum>(d)</enum><header>Duration</header><text>The prohibition imposed by subsection (a) expires January 1, 2017.</text></subsection></section></legis-body></bill>
