which was referred to the <committee-name committee-id="HBU00">Committee on the Budget</committee-name>, and in addition to the Committees on <committee-name committee-id="HAG00">Agriculture</committee-name> and <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for wildfire suppression operations, and for other purposes.</official-title></form><legis-body id="HA5192532B0A64CD1AF3E1692802DEABB" style="OLC"><section id="HFF1B1AF17AFF4943A5AA5EEA2D4747DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildfire Disaster Funding Act of 2014</short-title></quote>.</text></section><section id="HD501DD8FEB6840FC846A6FEC80733315"><enum>2.</enum><header>Wildfire disaster funding authority</header><subsection id="HFE42DAED3848432C9A86DCFDFD011AA5"><enum>(a)</enum><header>Adjustments to discretionary spending limits</header><text>Section 251(b)(2) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(b)(2)</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HA7BFAFD6C63943B795A2E96C95DC29C0" style="OLC"><subparagraph id="HA9E23436180E442D903EA79F29409AEF"><enum>(E)</enum><header>Flame wildfire suppression</header><clause commented="no" display-inline="yes-display-inline" id="HDA6AD74643754C069704F69C78E2394C"><enum>(i)</enum><text>If a bill or joint resolution making appropriations for a fiscal year is enacted that specifies an amount for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture or the Department of the Interior, then the adjustments for that fiscal year shall be the amount of additional new budget authority provided in that Act for wildfire suppression operations for that fiscal year, but shall not exceed $2,689,000,000 in additional new budget authority in each of fiscal years 2014 through 2021.</text></clause><clause id="H69D141047726437284457EB68C958181" indent="up1"><enum>(ii)</enum><text>As used in this subparagraph—</text><subclause id="H1B4D9ED760C1496388BF132D23C12B85"><enum>(I)</enum><text>the term <term>additional new budget authority</term> means the amount provided for a fiscal year, in excess of 70 percent of the average costs for wildfire suppression operations over the previous 10 years, in an appropriation Act and specified to pay for the costs of wildfire suppression operations; and</text></subclause><subclause id="H5CADB1F138A843DDB3BF4C154D609343"><enum>(II)</enum><text>the term <term>wildfire suppression operations</term> means the emergency and unpredictable aspects of wildland firefighting including support, response, and emergency stabilization activities; other emergency management activities; and funds necessary to repay any transfers needed for these costs.</text></subclause></clause><clause id="H02D433D69ED4465BB385990C056EB14A" indent="up1"><enum>(iii)</enum><text>The average costs for wildfire suppression operations over the previous 10 years shall be calculated annually and reported in the President’s Budget submission under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, for each fiscal year.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9E58679D3A5E421484796C70F8D75611"><enum>(b)</enum><header>Disaster funding</header><text>Section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(b)(2)(D)</external-xref>) is amended—</text><paragraph id="H0A2534A330984215BD40BBAF85BA2F8B"><enum>(1)</enum><text>in clause (i)—</text><subparagraph id="HBFB566316ECE4FD58F57C705B053B71E"><enum>(A)</enum><text>in subclause (I), by striking <quote>and</quote> and inserting <quote>plus</quote>;</text></subparagraph><subparagraph id="HE934F33ABDFF4F34B62E214094240B15"><enum>(B)</enum><text>in subclause (II), by striking the period and inserting <quote>; less</quote>; and</text></subparagraph><subparagraph id="H056CED95C024456EB4303FC2292832F8"><enum>(C)</enum><text>by adding the following:</text><quoted-block display-inline="no-display-inline" id="H133415233AD04493B4AEE8CD9133CBD1" style="OLC"><subclause id="HDD13485CB33045B690FD0A20FAF33CFF"><enum>(III)</enum><text>the additional new budget authority provided in an appropriation Act for wildfire suppression operations pursuant to subparagraph (E) for the preceding fiscal year.</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HEE46298E4FD349169C25D369C70D568D"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H2E593196FE4245B0BE8C57B74F5D0296" style="OLC"><clause id="H3A7388D242DE474EA5DF68830A2519E4"><enum>(v)</enum><text>Beginning in fiscal year 2016 and in subsequent fiscal years, the calculation of the <quote>average funding provided for disaster relief over the previous 10 years</quote> under clause (i)(I) shall include any additional new budget authority provided in an appropriation Act for wildfire suppression operations pursuant to subparagraph (E).</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section commented="no" id="H317DC65B4D3A45FAB83F289E04CBF43E"><enum>3.</enum><header>Prompt requests for supplemental appropriations for Department of the Interior and Department of Agriculture wildfire suppression operations</header><text display-inline="no-display-inline">If the Secretary of the Interior or the Secretary of Agriculture determines that supplemental appropriations are necessary for a fiscal year for wildfire suppression operations (as defined in section 251(b)(2)(E) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(b)(2)(E)</external-xref>)), such Secretary shall promptly submit to Congress—</text><paragraph commented="no" id="H10A84D1084D34B9F97ABBF879754EED3"><enum>(1)</enum><text display-inline="yes-display-inline">a request for such supplemental appropriations; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD6C2F84AFEC34783B7CC664E09B07AB4"><enum>(2)</enum><text display-inline="yes-display-inline">a plan detailing the manner in which such Secretary intends to obligate the supplemental appropriations within 30 days after the date on which such supplemental appropriations are made available.</text></paragraph></section></legis-body></bill>
