which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reduce the period of the availability of allowances for former Speakers of the House of Representatives to one year, beginning on the date of the expiration of an individual’s service as Speaker.</official-title></form><legis-body id="H761F79127C57465F98882A1256BD7AF0" style="OLC"><section id="H945E946A782D41A9858769582ABEB7D1" section-type="section-one"><enum>1.</enum><header>Timing of availability of allowances for former Speakers</header><subsection id="H6486365F89DB485C80910910AC0E1E5D"><enum>(a)</enum><header>1-Year Period of Availability; Period To Begin Upon Expiration of Service as Speaker</header><text display-inline="yes-display-inline">Section 8(2) of House Resolution 1238, Ninety-first Congress, agreed to December 22, 1970 (as enacted into permanent law by chapter VIII of the Supplemental Appropriations Act, 1971) (<external-xref legal-doc="usc" parsable-cite="usc/2/31b-7">2 U.S.C. 31b–7(2)</external-xref>) is amended by striking <quote>for 5 years, commencing at the expiration of the term of office of the individual as a Representative in Congress</quote> and inserting the following: <quote>for 1 year, commencing at the expiration of the individual’s service as Speaker</quote>.</text></subsection><subsection id="H18246D1A080749589F1C36ADE5BE5AC5"><enum>(b)</enum><header>Conforming Amendments</header><paragraph id="H6CF698A2F60042809DFB9E19ABB83681"><enum>(1)</enum><header>Use of office</header><text>The first section of House Resolution 1238, Ninety-first Congress, agreed to December 22, 1970 (as enacted into permanent law by chapter VIII of the Supplemental Appropriations Act, 1971) (<external-xref legal-doc="usc" parsable-cite="usc/2/31b-1">2 U.S.C. 31b–1(a)</external-xref>), is amended—</text><subparagraph id="H29DDD1C43E2846069F33C3346B195F87"><enum>(A)</enum><text>by striking <quote>the expiration of his term of office as a Representative in Congress</quote> and inserting <quote>the expiration of the individual’s service as Speaker of the House of Representatives</quote>; and</text></subparagraph><subparagraph id="H5A89024F21BD4AF38ABEC21E0E0C2C5A"><enum>(B)</enum><text>by striking <quote>his incumbency in office as a Representative in Congress and as Speaker</quote> and inserting <quote>the individual’s incumbency in office as Speaker</quote>.</text></subparagraph></paragraph><paragraph id="H31BD5BEC0758440CAF7F659AE34B555A"><enum>(2)</enum><header>Availability of allowance</header><text>Section 2 of such House Resolution (<external-xref legal-doc="usc" parsable-cite="usc/2/31b-2">2 U.S.C. 31b–2</external-xref>) is amended—</text><subparagraph id="HAEE61FBC800B47C4AF51F8F4B96EB462"><enum>(A)</enum><text>by striking <quote>the expiration of his term of office as a Representative in Congress</quote> and inserting <quote>the expiration of the individual’s service as Speaker of the House of Representatives</quote>; and</text></subparagraph><subparagraph id="H04C1535E3FD24078A4734EB7C1936A09"><enum>(B)</enum><text>by striking <quote>his incumbency in office as a Representative in Congress and as Speaker</quote> and inserting <quote>the individual’s incumbency in office as Speaker</quote>.</text></subparagraph></paragraph><paragraph id="HD61241E296364120B1F1C352BBD2B3C9"><enum>(3)</enum><header>Franked mail</header><text>Section 4 of such House Resolution (<external-xref legal-doc="usc" parsable-cite="usc/2/31b-4">2 U.S.C. 31b–4</external-xref>) is amended by striking <quote>the expiration of his term of office as a Representative in Congress</quote> and inserting <quote>the expiration of the individual’s service as Speaker of the House of Representatives</quote>.</text></paragraph><paragraph id="HAB51188F217F43ECBFA645EA5437E582"><enum>(4)</enum><header>Additional staff</header><text>Section 5 of such House Resolution (<external-xref legal-doc="usc" parsable-cite="usc/2/31b-5">2 U.S.C. 31b–5</external-xref>) is amended—</text><subparagraph id="H83C523DC4EC04E01A9F1414D4DB3194B"><enum>(A)</enum><text>by striking <quote>his incumbency in office as a Representative in Congress and as Speaker</quote> and inserting <quote>the individual’s incumbency in office as Speaker</quote>; and</text></subparagraph><subparagraph id="HEFC3654D567D4B3593E4CEB2B2C685B9"><enum>(B)</enum><text>by striking <quote>the expiration of the term of office of the Speaker as a Representative in Congress</quote> and inserting <quote>the expiration of the individual’s service as Speaker</quote>.</text></subparagraph></paragraph></subsection></section><section id="H1AA02C0C0F39432DBEEF4E9FC2C32E51"><enum>2.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to any individual who is a former Speaker of the House of Representatives at any time before, on, or after the date of the enactment of this Act.</text></section></legis-body></bill>
