<official-title display="yes">To require the President to implement the recommendations of the President’s Review Group on Intelligence and Communications Technologies. </official-title>

<section id="HDE257A28C6B445AAA8B15EA30B0D4259" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Big Brother Is Not Watching You Act</short-title></quote>.</text></section> 
<section id="H40AD3D0847D442918DFCA59B31EF3C02"><enum>2.</enum><header>Required implementation of recommendations</header> 
<subsection id="H994AC0DE48904B5EA7296DE472DD59C1"><enum>(a)</enum><header>Required action</header><text>The President and all Executive Departments and Independent Agencies shall take all such actions, including all necessary rulemaking, needed to implement the 46 enumerated recommendations of the report entitled <quote>Liberty and Security in a Changing World</quote> issued on December 12, 2013, by the President’s Review Group on Intelligence and Communications Technologies.</text></subsection>
<subsection id="HAFB97EC3B39B4696AFF22F017B1ECAE4"><enum>(b)</enum><header>Grant of authority</header><text>The President, Executive Departments, and Independent Agencies are granted all statutory authority necessary and proper to implement the recommendations referred to in subsection (a).</text></subsection></section> 
<section id="H2BF7BDFDC8EF47E6884E0F4157D8ECC6"><enum>3.</enum><header>Deadlines</header> 
<subsection id="HCFAFD20C82564203BD779A875E93AAB6"><enum>(a)</enum><header>Rulemaking</header><text>All rulemaking originated pursuant to section 1 of this Act shall be concluded within one year of the enactment of this Act.</text></subsection> 
<subsection id="H5AC150FD2D364E388B908430EE89DC5F"><enum>(b)</enum><header>Executive orders</header><text>All Executive orders necessary to accomplish the requirements of section 1 of this Act shall be issued within six months of the enactment of this Act.</text></subsection></section>
