which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the <committee-name committee-id="">Select Committee on Intelligence (Permanent Select)</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Foreign Intelligence Surveillance Act of 1978 to provide for more transparency of the programs carried out under that Act.</official-title></form><legis-body id="HD46D65A06B36485CB712E02F7988FC64" style="OLC"><section id="HCCA0E909113B452CA5E5B60FFDC8DEBE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expansion of National Security Agency Oversight Act</short-title></quote>.</text></section><section id="H778517E749604953A7F11FE8AA085268"><enum>2.</enum><header>Inclusion of additional committees in certain reports under the Foreign Intelligence Surveillance Act of 1978</header><subsection id="HB0EDDFBDBE29424AB3BD95732A7ED195"><enum>(a)</enum><header>Physical searches</header><paragraph id="HC61C1953BBB649E496BD89830411A817"><enum>(1)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 301 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1821">50 U.S.C. 1821</external-xref>) is amended—</text><subparagraph id="H9957D8F820904BE09EDCE195A9AC8588"><enum>(A)</enum><text>by redesignating paragraphs (2), (3), and (4) as paragraphs (3), (4), and (5), respectively; and</text></subparagraph><subparagraph id="HC0C885CCF68D4DEAB20EF2BCE898C192"><enum>(B)</enum><text>by inserting after paragraph (1) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="HB4C3E72FB93441E1929F4F237F22D238" style="OLC"><paragraph id="H089A5F52C17D4CBF99C1EF8E1C644F4E"><enum>(2)</enum><text display-inline="yes-display-inline"><quote>Appropriate congressional committees</quote> means—</text><subparagraph id="H3074C070BF9A4CE6B6B9672A0219E1CF"><enum>(A)</enum><text>the Permanent Select Committee on Intelligence, the Committee on the Judiciary, the Committee on Armed Services, and the Committee on Foreign Affairs of the House of Representatives; and</text></subparagraph><subparagraph id="H6BB36803FA5C4AF18C83F5D9D82EEB34"><enum>(B)</enum><text display-inline="yes-display-inline">the Select Committee on Intelligence, the Committee on the Judiciary, the Committee on Armed Services, and the Committee on Foreign Relations of the Senate.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H38AD4937944842F2812A2FD7D9426C98"><enum>(2)</enum><header>Reports</header><text>Section 306 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1826">50 U.S.C. 1826</external-xref>) is amended by striking <quote>the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate, and the Committee on the Judiciary of the Senate,</quote> and inserting <quote>the appropriate congressional committees</quote>.</text></paragraph></subsection><subsection id="H8C29902930854C8FBACC76BF5AB25B0F"><enum>(b)</enum><header>Pen register and trap and trace devices</header><paragraph id="H9447FA3CFC0444B4A04AD96E7C12CB98"><enum>(1)</enum><header>Definitions</header><text>Section 401 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1841">50 U.S.C. 1841</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="HA7BA0EB1AFD044098DA2B12719A58823" style="OLC"><paragraph id="H6592D737621E459D8CCB1A50B9C21DFA"><enum>(4)</enum><text display-inline="yes-display-inline">The term <quote>appropriate congressional committees</quote> has the meaning given the term in section 301.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H01975A0D3FA14B2A950D072D471C58B4"><enum>(2)</enum><header>Reports</header><text>Section 406 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1846">50 U.S.C. 1846</external-xref>) is amended—</text><subparagraph id="H3399E1B227C14152BA12645F2B3AB8A8"><enum>(A)</enum><text>in subsection (a), by striking <quote>the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate, and the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate,</quote> and inserting <quote>the appropriate congressional committees</quote>; and</text></subparagraph><subparagraph id="H5946D55469924BAEB16E56D0B86476CB"><enum>(B)</enum><text>in subsection (b), by striking <quote>the committees referred to in subsection (a) and to the Committees on the Judiciary of the House of Representatives and the Senate</quote> and inserting <quote>the appropriate congressional committees</quote>.</text></subparagraph></paragraph></subsection><subsection id="H4290F8A5393E409B999C10CF5CCC77EF"><enum>(c)</enum><header>Access to certain business records</header><text>Section 502 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1862">50 U.S.C. 1862</external-xref>) is amended—</text><paragraph id="H249358B6A82242948D91C1002FDC3B72"><enum>(1)</enum><text>in subsection (a), by striking <quote>the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence and the Committee on the Judiciary of the Senate</quote> and inserting <quote>the appropriate congressional committees</quote>;</text></paragraph><paragraph id="H7F001025A578465AA441C5E5248FBF87"><enum>(2)</enum><text>in subsection (b), by striking <quote>the House and Senate Committees on the Judiciary and the House Permanent Select Committee on Intelligence and the Senate Select Committee on Intelligence</quote> and inserting <quote>the appropriate congressional committees</quote>; and</text></paragraph><paragraph id="HE3F06D15E4C64635BF687BF6DA9C3378"><enum>(3)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="H03308C0BA1F549BE86615729E3C4B9F1" style="OLC"><subsection id="H2927411EA6FE425C9A9D6CC3069B18A1"><enum>(d)</enum><text display-inline="yes-display-inline">In this section, the term <quote>appropriate congressional committees</quote> has the meaning given the term in section 301.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H0F2B1DE3980847F3A5BDCF398612A34D"><enum>(d)</enum><header>General oversight</header><text display-inline="yes-display-inline">Section 601 of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1871">50 U.S.C. 1871</external-xref>) is amended—</text><paragraph id="HA0E9F4BCDD604D9D9E2B3B699DF858D2"><enum>(1)</enum><text>in subsection (a), by striking <quote>the Permanent Select Committee on Intelligence of the House of Representatives, the Select Committee on Intelligence of the Senate, and the Committees on the Judiciary of the House of Representatives and the Senate</quote> and inserting <quote>the appropriate congressional committees</quote>;</text></paragraph><paragraph id="HCBC87A5B0ACB47F9A9094F764602E1A5"><enum>(2)</enum><text>in subsection (c), by striking <quote>the committees of Congress referred to in subsection (a)</quote> and inserting <quote>the appropriate congressional committees</quote>;</text></paragraph><paragraph id="H78C1D3DBC0644AC2ACCD5DF230B242D0"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (d), by striking <quote>the committees of Congress referred to in subsection (a)</quote> and inserting <quote>the appropriate congressional committees</quote>; and</text></paragraph><paragraph id="H001E384F3EF1437CB9BE69CA1CDE8C79"><enum>(4)</enum><text>in subsection (e)—</text><subparagraph id="HAFCA1BF87047434FB0A108F77598719C"><enum>(A)</enum><text>by redesignating paragraphs (1) and (2) as paragraphs (2) and (3), respectively; and</text></subparagraph><subparagraph id="H27D4D466EF484282B5F5317079E582DD"><enum>(B)</enum><text>by inserting before paragraph (2) (as so redesignated) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H88DD70DB2F6B4AEDA496FEB4B3E4DF93" style="OLC"><paragraph id="H94021D43ADEA4B378A89855FB326F909"><enum>(1)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <quote>appropriate congressional committees</quote> has the meaning given the term in section 301.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H9B8B9B6D268F42CFAC6454448FE9362A"><enum>(e)</enum><header>Additional procedures regarding certain persons outside the United States</header><paragraph id="H76E9C7E83A1E46B3B3C20E61B0CC65DF"><enum>(1)</enum><header>Definitions</header><text>Section 701(b) of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1881">50 U.S.C. 1881(b)</external-xref>) is amended—</text><subparagraph id="HEBCA531CE231486C87F3158B19E10089"><enum>(A)</enum><text>by redesignating paragraphs (1) through (5) as paragraphs (2) through (6), respectively; and</text></subparagraph><subparagraph id="H69E1903C1CF54F3597FBDA028AF3D97D"><enum>(B)</enum><text>by inserting before paragraph (2) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="HF7EB30666A7345C39FB5C029C437F7F1" style="OLC"><paragraph id="HAA39572C8AFF48ACB74DD209041ECC8C"><enum>(1)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <quote>appropriate congressional committees</quote> has the meaning given the term in section 301.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H08C25AECBC75486798862609E0AB1CCC"><enum>(2)</enum><header>Reports</header><text>Section 707(a) of the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1881f">50 U.S.C. 1881f(a)</external-xref>) is amended by striking <quote>the congressional intelligence committees and the Committees on the Judiciary of the Senate and the House of Representatives</quote> and inserting <quote>the appropriate congressional committees</quote>.</text></paragraph></subsection></section></legis-body></bill>
