Maloney of New York</cosponsor>, <cosponsor name-id="P000596">Mr. Pierluisi</cosponsor>, <cosponsor name-id="C001097">Mr. Cárdenas</cosponsor>, <cosponsor name-id="P000607">Mr. Pocan</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, and <cosponsor name-id="K000188">Mr. Kind</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the National Telecommunications and Information Administration to update a report on the role of telecommunications, including the Internet, on the commission of hate crimes.</official-title></form><legis-body id="HA90D2940E76A4399998CDDC5B271EE35" style="OLC"><section id="HEA61D97D31484912B374E4EE6E29140D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hate Crime Reporting Act of 2014</short-title></quote>.</text></section><section id="H0C1B316E53BD4BD79433F257778FCF15" section-type="subsequent-section"><enum>2.</enum><header>Report</header><text display-inline="no-display-inline">Section 155 of the National Telecommunications and Information Administration Organization Act is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="H218359EE9E9E4FBF8C8C85936AD11C43" style="OLC"><section id="HE4FC803E82854D678C65F3D4FED70A61"><enum>155.</enum><header>Report on the role of telecommunications in hate crimes</header><subsection id="HD707B4CDBB734EE9B7E0CB6488303783"><enum>(a)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Hate Crime Reporting Act of 2014</short-title>, the NTIA, with the assistance of the Department of Justice, the Commission, and the United States Commission on Civil Rights, shall submit a report to the Committee on Energy and Commerce and the Committee on the Judiciary of the House of Representatives and the Committee on Commerce, Science, and Transportation and the Committee on the Judiciary of the Senate on the role of telecommunications in hate crimes in accordance with subsection (b).</text></subsection><subsection id="HF8A80DFEE8D64B1FAC49F5A62F0AF64C"><enum>(b)</enum><header>Scope of report</header><text>The report required by subsection (a) shall—</text><paragraph id="HA88D874B44EF4905A2C0EB89D8FF81EF"><enum>(1)</enum><text>analyze information on the use of telecommunications, including the Internet, broadcast television and radio, cable television, public access television, commercial mobile services, and other electronic media, to advocate and encourage violent acts and the commission of crimes of hate, as described in the Hate Crime Statistics Act (<external-xref legal-doc="usc" parsable-cite="usc/28/534">28 U.S.C. 534</external-xref> note);</text></paragraph><paragraph id="HB8933491E20E4402B379C7BDE11D9CDD"><enum>(2)</enum><text>include any recommendations, consistent with the First Amendment to the Constitution, that the NTIA determines are appropriate and necessary to address such use of telecommunications; and</text></paragraph><paragraph id="HDE8156A985AA414BA743B56E42340C4A"><enum>(3)</enum><text>update the previous report submitted under this section (as in effect before the date of enactment of the <short-title>Hate Crime Reporting Act of 2014</short-title>).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
