<paragraph id="H2E3F5424AB2E4521804FF7FD51E72C20"><enum>(1)</enum><header>Air Traffic Services Committee reports</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/106">Section 106(p)(7)</external-xref> of title 49, United States Code, is amended—</text> 
<subparagraph id="H90F52BB786094DF287A672E8B9D67B0C"><enum>(A)</enum><text>by striking subparagraph (H); and</text></subparagraph>

<paragraph id="H63A7015BDBBD4F96A6862DA51A3EAEE8"><enum>(3)</enum><header>Research program respecting ocean dumping and other methods of waste disposal report by Administrator</header><text display-inline="yes-display-inline">Section 204 of the Marine Protection, Research, and Sanctuaries Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/33/1444">33 U.S.C. 1444</external-xref>) is amended—</text>

<paragraph id="HD8B41F7415FC43DB98B0898088EFDFDC"><enum>(1)</enum><header>Consolidation</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/46/2116">Section 2116(d)(2)(B)</external-xref> of title 46, United States Code, is amended by striking <quote>under subsection (b); and</quote> and inserting</text> 
<quoted-block display-inline="yes-display-inline" id="H15C5332A82334AAFAEA767F929E691E5" style="USC"><text>under subsection (b), which shall include an identification of—</text>

<subparagraph id="HA36D2BEF57754980A64079EEDB396555"><enum>(A)</enum><text>by striking subsection (e); and</text></subparagraph> 
<subparagraph id="H0E2E1AB2CD63486EB797B72856F77105"><enum>(B)</enum><text>by redesignating subsections (f), (g), and (h) as subsections (e), (f), and (g), respectively.</text></subparagraph></paragraph></subsection> 
<subsection id="H13A9CE84A6CC48D481B4FAC65A08A2F4"><enum>(b)</enum><header>Maritime transportation security annual report</header> 
<paragraph id="H2E9EF550EEE6461F991828D02B2EAD17"><enum>(1)</enum><header>Consolidation</header><text><external-xref legal-doc="usc" parsable-cite="usc/46/70103">Section 70103</external-xref> of title 46, United States Code, is amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H8ABA5502C22A4B9EB243CDC41B0A0862" style="USC"> 
<subsection id="H64357E596AA14E049F76246D1066BAEE"><enum>(f)</enum><header>Annual report</header><text display-inline="yes-display-inline">On the date on which the President submits to Congress a budget pursuant to <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105</external-xref> of title 31, the Secretary of the department in which the Coast Guard is operating shall submit to the Committee on Homeland Security and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that includes—</text> 
<paragraph id="H6F91A10C8C0F4CB0B43E4BF86AC3CE0D"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to the last full fiscal year preceding the report—</text> 
<subparagraph id="HC3D87C5C22C849D8BC24949B1F99000B"><enum>(A)</enum><text>a summary of—</text> 
<clause id="HB1E08207170A4EB79EA688723A0D8CD3"><enum>(i)</enum><text>security standards established pursuant to this section; and</text></clause> 
<clause id="H9786E79C27D64964AE0F89D31539CA2F"><enum>(ii)</enum><text display-inline="yes-display-inline">the level of compliance and steps taken to ensure compliance by ports, terminals, vessel operators, and shippers with respect to security standards established pursuant to this section; and</text></clause></subparagraph> 
<subparagraph id="H20597B55DC5146E09C57CCEAFE708FDB"><enum>(B)</enum><text display-inline="yes-display-inline">a statement of the number of—</text> 
<clause id="HF9893EBD970B4AB690CCEBB0F30C1651"><enum>(i)</enum><text>security zones established for vessels containing especially hazardous cargo; and</text></clause> 
<clause id="H2C036EC3F26946A6A8076A481906553F"><enum>(ii)</enum><text display-inline="yes-display-inline">vessels containing especially hazardous cargo provided a waterborne security escort, subdivided by Federal, State, local, or private security provider; and</text></clause></subparagraph></paragraph> 
<paragraph id="HA38F18F79E274D0C95464E41A59DDCEE"><enum>(2)</enum><text display-inline="yes-display-inline">an assessment of any additional vessels, personnel, infrastructure, or other resources that may be necessary to provide waterborne escorts to vessels containing especially hazardous cargo for which a security zone is established.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HF9482DCCC77B4749AC70B38CBD6463BE"><enum>(2)</enum><header>Conforming amendments</header> 
<subparagraph id="H6FA829DBA2C14D28A2E0C814B98675AB"><enum>(A)</enum><header>Especially hazardous cargo</header><text><external-xref legal-doc="usc" parsable-cite="usc/46/70103">Section 70103(e)</external-xref> of title 46, United States Code, is amended by striking paragraph (2) and inserting the following:</text> 
<quoted-block display-inline="no-display-inline" id="H425924D1BA9C45C98F372220AB1B262D" style="USC"> 
<paragraph id="H590554B5136642B8B0DF0242E840F27B"><enum>(2)</enum><header>Especially hazardous cargo defined</header><text display-inline="yes-display-inline">In this subsection and subsection (f), the term <term>especially hazardous cargo</term> means anhydrous ammonia, ammonium nitrate, chlorine, liquefied natural gas, liquefied petroleum gas, and any other substance, material, or group or class of material, in a particular amount and form that the Secretary determines by regulation poses a significant risk of creating a transportation security incident while being transported in maritime commerce.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H70F036A3C51F40D6B650A6A35FDE336D"><enum>(B)</enum><header>Vessel and intermodal security reports</header><text display-inline="yes-display-inline">Section 809 of the Coast Guard and Maritime Transportation Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/46/70101">46 U.S.C. 70101</external-xref> note) is amended—</text> 
<clause id="HD19E8F4DEA294D53A4FCF89CD0E866DF"><enum>(i)</enum><text>in subsection (a) by striking <quote>and (j)</quote> and inserting <quote>and (i)</quote>;</text></clause> 
<clause id="HFD74582D683449EA880742940498C4B3"><enum>(ii)</enum><text>by striking subsection (i); and</text></clause>

<subsection id="H75EEBFE4A04D45F09BADC5A09694FD00"><enum>(a)</enum><header>Railway-Highway crossings annual report</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/130">Section 130(g)</external-xref> of title 23, United States Code, is amended by striking the third sentence and inserting the following: <quote>The Secretary shall make available to the public on the Web site of the Department of Transportation, not later than April 1, 2014, and every 2 years thereafter, a report on the progress being made by the State in implementing projects to improve railway-highway crossings.</quote>.</text></subsection>

<subsection id="HB7BE52E412FF4EC1BD9FC7FF4BACF9B7"><enum>(f)</enum><header>National ITS program plan reporting</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/512">Section 512(b)</external-xref> of title 23, United States Code, is amended by striking <quote>submitted</quote> and all that follows through the period at the end and inserting <quote>made available to the public, and updated biennially, on the Web site of the Department of Transportation.</quote>.</text></subsection> 
<subsection id="H2CE46CE2953143B7B5DCD19C50468A10"><enum>(g)</enum><header>Advisory committee report</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/23/515">Section 515(h)(4)</external-xref> of title 23, United States Code, is amended—</text> 
<paragraph id="HF53774DECED34AD88CB183F6BBCC1335"><enum>(1)</enum><text>by striking <quote>of each year after the date of enactment of the Transportation Research and Innovative Technology Act of 2012,</quote> and inserting <quote>, 2014, and biennially thereafter,</quote>;</text></paragraph>

<subsection id="H3699B7B1129D46389B63783059E414AB"><enum>(i)</enum><header>High-Risk rural roads best practices report</header><text display-inline="yes-display-inline">Section 1112(b)(2)(A) of MAP–21 (<external-xref legal-doc="usc" parsable-cite="usc/23/148">23 U.S.C. 148</external-xref> note) is amended by striking <quote>submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives</quote> and inserting <quote>make available to the public on the Web site of the Department</quote>.</text></subsection>
