		<section id="H95EA56DC51D74703A10853D6D808CF07" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Exploitation Through Trafficking Act of 2014</short-title></quote>.</text>
		</section><section id="HE0CCAA0F207C4378A0FA9F616C4C0C2C"><enum>2.</enum><header>Safe Harbor Incentives</header><text display-inline="no-display-inline">Part Q of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd et
			 seq.) is amended—</text>
			<paragraph id="HF7B58525461A45FC9989503199553862"><enum>(1)</enum><text>in section 1701(c), by striking <quote>where feasible</quote> and all that follows, and inserting the following:</text>
				<quoted-block changed="added" committee-id="HJU00" display-inline="yes-display-inline" id="H5340F305EFEC4D108CE153DA86B0381C" reported-display-style="italic" style="OLC"><text>where feasible, to an application—</text><paragraph id="HC56E0578AD7E461EA7885FECE292A94E"><enum>(1)</enum><text display-inline="yes-display-inline">for hiring and rehiring additional career law enforcement officers that involves a non-Federal
			 contribution exceeding the 25 percent minimum under subsection (g); or</text>
					</paragraph><paragraph id="H823B1CD24E8F48B8A623A043D266E8A9"><enum>(2)</enum><text>from an applicant in a State that has in effect a law that—</text>
						<subparagraph id="H1F6AC6EE37544EDA8928D1D5D6EA5A87"><enum>(A)</enum><text display-inline="yes-display-inline">treats a minor who has engaged in, or has attempted to engage in, a commercial sex act as a victim
			 of a severe form of trafficking in persons;</text>
						</subparagraph><subparagraph id="HCB3BF5C958FE4977B06CE5033E6D4393"><enum>(B)</enum><text display-inline="yes-display-inline">discourages the charging or prosecution of an individual described in subparagraph (A) for a
			 prostitution or sex trafficking offense, based on the conduct described in
			 subparagraph (A); or</text>
						</subparagraph><subparagraph id="HFF600012D91B4500A6491C3136DFFCF4"><enum>(C)</enum><text display-inline="yes-display-inline">encourages the diversion of an individual described in subparagraph (A) to appropriate service
			 providers, including child welfare services, victim treatment programs,
			 child advocacy centers, rape crisis centers, or other social services.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block>
			</paragraph><paragraph id="H266A9860720B4AF8B0B7B548F4B3C6E6"><enum>(2)</enum><text>in section 1709, by inserting at the end the following:</text>
				<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="H4D5AA43493534D2283E89954EC061F1F" reported-display-style="italic" style="OLC">
					<paragraph id="H5E534EF7F18F45619C4D427855658507"><enum>(5)</enum><text display-inline="yes-display-inline"><term>commercial sex act</term> has the meaning given the term in section 103 of the Victims of Trafficking and Violence
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text>
					</paragraph><paragraph id="HE171D191BD9649159FFB32982100D9BE"><enum>(6)</enum><text><term>minor</term> means an individual who has not attained the age of 18 years.</text>
					</paragraph><paragraph id="HCCF943B14AF94E458BC42BDA271E3701"><enum>(7)</enum><text display-inline="yes-display-inline"><term>severe form of trafficking in persons</term> has the meaning given the term in section 103 of the Victims of Trafficking and Violence
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HD71602DB2DF448C78E09FE3C3AF620F1"><enum>3.</enum><header>Report on restitution paid in connection with certain trafficking offenses</header><text display-inline="no-display-inline">Section 105(d)(7)(Q) of the Victims of Trafficking and Violence Protection Act of 2000 (22 U.S.C.
			 7103(d)(7)(Q)) is amended—</text>
			<paragraph id="H7C1F9C06B1F340FAA4390146538004E7"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting after <quote>1590,</quote> the following: <quote>1591,</quote>;</text>
			</paragraph><paragraph id="H12530D2778244EEBA4485214876EABA1"><enum>(2)</enum><text>by striking <quote>and 1594</quote> and inserting <quote>1594, 2251, 2251A, 2421, 2422, and 2423</quote>;</text>
			</paragraph><paragraph id="HE10C2795BE754772B5E0BA669D305657"><enum>(3)</enum><text>in clause (iv), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="H00F7BACA41934164A82D417A015117E2"><enum>(4)</enum><text>in clause (v), by striking <quote>and</quote> at the end; and</text>
			</paragraph><paragraph id="H099C712531A84E84A08C9EAD4AA99CD4"><enum>(5)</enum><text>by inserting after clause (v) the following:</text>
				<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="HF26C1D2DF2B5441EA114026E7B684CE9" reported-display-style="italic" style="OLC">
					<clause id="H67F1F41A77A24189B6DFA65DF0A21B90"><enum>(vi)</enum><text display-inline="yes-display-inline">the number of individuals required by a court order to pay restitution in connection with a
			 violation of each offense under title 18, United States Code, the amount
			 of restitution required to be paid under each such order, and the amount
			 of restitution actually paid pursuant to each such order; and</text>
					</clause><clause id="H1888062625D0469E8C69BD20F30E2463"><enum>(vii)</enum><text>the age, gender, race, country of origin, country of citizenship, and description of the role in
			 the offense of individuals convicted under each offense; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H187E647D11B84573A32443425B5F78BF"><enum>4.</enum><header>National human trafficking hotline</header><text display-inline="no-display-inline">Section 107(b)(2) of the Victims of Trafficking and Violence Protection Act of 2000 (22 U.S.C.
			 7105(b)(2)) is amended—</text>
			<paragraph id="HF8B46C815CF44288BDE131D3EA25A14A"><enum>(1)</enum><text>by redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively; and</text>
			</paragraph><paragraph id="HEAE6679EBEF843298BBFDA5FD9558715"><enum>(2)</enum><text>by inserting after subparagraph (A) the following:</text>
				<quoted-block changed="added" committee-id="HJU00" id="H58225E034EB948C09DCB8D0B467E7B70" reported-display-style="italic" style="OLC">
					<subparagraph id="H69C084454C5B4D1F8056D39D1C817FE0"><enum>(B)</enum><header>National human trafficking hotline</header><text>Beginning in fiscal year 2017 and each fiscal year thereafter, of amounts made available for grants
			 under this paragraph, the Secretary of Health and Human Services shall
			 make grants for a national communication system to assist victims of
			 severe forms of trafficking in persons in communicating with service
			 providers. The Secretary shall give priority to grant applicants that have
			 experience in providing telephone services to victims of severe forms of
			 trafficking in persons.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H5F0A528CD73D42EAA9F8890E93E0C5F6"><enum>5.</enum><header>Job corps eligibility</header><text display-inline="no-display-inline">Section 144(3) of the Workforce Investment Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/29/2884">29 U.S.C. 2884(3)</external-xref>) is amended by adding at
			 the end the following:</text>
			<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="H5556CBC9CAAE46A5A597618ECD449082" reported-display-style="italic" style="OLC">
				<subparagraph id="H50E24EC1C70D4B69AC7274664B6B7282"><enum>(F)</enum><text display-inline="yes-display-inline">A victim of a severe form of trafficking in persons (as defined in section 103 of the Victims of
			 Trafficking and Violence Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)).
			 Notwithstanding paragraph (2), an individual described in this
			 subparagraph shall not be required to demonstrate eligibility under such
			 paragraph.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H53CDB3DC5AF044058D6164B6B2DB1C86"><enum>6.</enum><header>Clarification of authority of the United States Marshals Service</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/28/566">Section 566(e)(1)</external-xref> of title 28, United States Code, is amended—</text>
			<paragraph id="H4F76E48AA0F94F729529F15EF29947A2"><enum>(1)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="HF0030E79F7004121A482522ED3A0803B"><enum>(2)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="HEBC369BA4A594CBE9F530D899BD54D3F"><enum>(3)</enum><text>by inserting after subparagraph (C), the following:</text>
				<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="HEF09EC65238F4D1ABE9AD3A6625EABAF" reported-display-style="italic" style="OLC">
					<subparagraph id="H23CDB7AF8B454F6A8E4012EA771B3140"><enum>(D)</enum><text display-inline="yes-display-inline">assist State, local, and other Federal law enforcement agencies, upon the request of such an
			 agency, in locating and recovering missing children.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
