		<section id="H2AEFD8E732754DEEB26952E5542FCD7E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice for Victims of Trafficking Act of 2014</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H1FD3A5E6622A4B32AD76227CE5F71704"><enum>2.</enum><header>Availability of sums in Crime Victims Fund</header><text display-inline="no-display-inline">Section 1402 of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10601">42 U.S.C. 10601</external-xref>) is amended in subsection (d) by inserting before paragraph (2) the following:</text>
			<quoted-block display-inline="no-display-inline" id="H806EA04C603D44FAA41158BD8E0A025B" style="OLC">
				<paragraph commented="no" id="H607EE12FDB4140CBA55D04DB27683212"><enum>(1)</enum><text display-inline="yes-display-inline">A limitation on obligations is authorized to be provided with respect to fiscal years 2016 through
			 2020. Except in the case where a limitation on obligations is made by a
			 continuing resolution, if such a limitation on obligations is less than—</text>
					<subparagraph commented="no" id="HE7B83637AA9F4C2D916D5496B23B77A4"><enum>(A)</enum><text>$805,000,000 in fiscal year 2016;</text>
					</subparagraph><subparagraph commented="no" id="H8C80220759AE4327B659F0D5DB1B53BF"><enum>(B)</enum><text display-inline="yes-display-inline">$825,000,000 in fiscal year 2017;</text>
					</subparagraph><subparagraph commented="no" id="H09C6E08189C94957A5AE5EB021981EDF"><enum>(C)</enum><text display-inline="yes-display-inline">$845,000,000 in fiscal year 2018;</text>
					</subparagraph><subparagraph commented="no" id="HF9BB681CF98B4F9B9D53073CCA39F72D"><enum>(D)</enum><text>$866,000,000 in fiscal year 2019; or</text>
					</subparagraph><subparagraph commented="no" id="HC89CC4FF282B43BC88C25821170F0859"><enum>(E)</enum><text>$890,000,000 in fiscal year 2020;</text></subparagraph><continuation-text continuation-text-level="paragraph">then all sums deposited in the fund in prior fiscal years shall become available for obligation.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H809051B35D8D455F99412C9A6B3E2120"><enum>3.</enum><header>Victim-centered sex trafficking deterrence grant program</header><text display-inline="no-display-inline">Section 203 of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044b">42 U.S.C. 14044b</external-xref>) is amended—</text>
			<paragraph id="H1CBBF28C3FA64FC8B2B2FD73DFB9258D"><enum>(1)</enum><text>by redesignating subsection (g) as subsection (j);</text>
			</paragraph><paragraph id="H6AA40B4AFC5B474C9C2BEDD8DA3AD009"><enum>(2)</enum><text>by striking subsections (a) through (f), and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H8839CC6DEE6C4ACF95022DFDA9C612E7" style="OLC">
					<subsection id="HD02485DE34954D8EA6FDD9DDA4CE5697"><enum>(a)</enum><header>Grants authorized</header><text>The Attorney General may make grants to eligible entities to develop, improve, or expand
			 comprehensive domestic child human trafficking deterrence programs that
			 assist law enforcement officers, prosecutors, judicial officials, and
			 qualified victims' services organizations in collaborating to rescue and
			 restore the lives of victims, while investigating and prosecuting offenses
			 involving child human trafficking.</text>
					</subsection><subsection id="H4AEFEFCB87DE4BABBDF7968FA900B686"><enum>(b)</enum><header>Authorized activities</header><text>Grants awarded under subsection (a) may be used for—</text>
						<paragraph id="HDC4E7685D4874073B0E385184927FFB8"><enum>(1)</enum><text>the establishment or enhancement of specialized training programs for law enforcement officers,
			 first responders, health care officials, child welfare officials, juvenile
			 justice personnel, prosecutors, and judicial personnel to—</text>
							<subparagraph id="HCAB2C039048F46ED9BAC4D58B7E7964A"><enum>(A)</enum><text>identify victims and acts of child human trafficking;</text>
							</subparagraph><subparagraph id="HA45194A8DD7548FFB6A66F47F16E1417"><enum>(B)</enum><text>address the unique needs of victims of child human trafficking;</text>
							</subparagraph><subparagraph id="HA3E1B6EB4FDA4261B3AA7974D6B018D4"><enum>(C)</enum><text>facilitate the rescue of victims of child human trafficking;</text>
							</subparagraph><subparagraph id="H64F8A0E6E7B14B5CA5BE0F1E0547CD19"><enum>(D)</enum><text>investigate and prosecute acts of child human trafficking, including the soliciting, patronizing,
			 or purchasing of commercial sex acts from children, as well as training to
			 build cases against complex criminal networks involved in child human
			 trafficking; and</text>
							</subparagraph><subparagraph id="H51EFDCC024364930A8B10D81B0899817"><enum>(E)</enum><text>implement and provide education on safe harbor laws enacted by States, aimed at preventing the
			 criminalization and prosecution of victims of child human trafficking for
			 prostitution offenses;</text>
							</subparagraph></paragraph><paragraph id="HEBF1B920F0A14BEE9F36DBA1DD34293D"><enum>(2)</enum><text>the establishment or enhancement of dedicated anti-child human trafficking law enforcement units
			 and task forces to investigate child human trafficking offenses and to
			 rescue victims, including—</text>
							<subparagraph id="H8B8EDE611D8D4CE1904795369699FF4F"><enum>(A)</enum><text>funding salaries, in whole or in part, for law enforcement officers, including patrol officers,
			 detectives, and investigators, except that the percentage of the salary of
			 the law enforcement officer paid for by funds from a grant awarded under
			 this section shall not be more than the percentage of the officer’s time
			 on duty that is dedicated to working on cases involving child human
			 trafficking;</text>
							</subparagraph><subparagraph id="H6FB93A0224664EE5A4606243FF893B11"><enum>(B)</enum><text>investigation expenses for cases involving child human trafficking, including—</text>
								<clause id="HAE45E58107A84F118EA5A9197CB7A5EE"><enum>(i)</enum><text>wire taps;</text>
								</clause><clause id="HD07C0C4893FD467FB2C3CEDBAC71D1FF"><enum>(ii)</enum><text>consultants with expertise specific to cases involving child human trafficking;</text>
								</clause><clause id="HD0DDF4F1E5314A9EAC252057BA6EFE84"><enum>(iii)</enum><text>travel; and</text>
								</clause><clause id="HBB48645A87EE48F1820AA6E00BCE9596"><enum>(iv)</enum><text>other technical assistance expenditures;</text>
								</clause></subparagraph><subparagraph id="HEA11A9E8AE59408DA705F62F98460AD1"><enum>(C)</enum><text>dedicated anti-child human trafficking prosecution units, including the funding of salaries for
			 State and local prosecutors, including assisting in paying trial expenses
			 for prosecution of child human trafficking offenses, except that the
			 percentage of the total salary of a State or local prosecutor that is paid
			 using an award under this section shall be not more than the percentage of
			 the total number of hours worked by the prosecutor that is spent working
			 on cases involving child human trafficking; and</text>
							</subparagraph><subparagraph id="H9EEC5FD50C754B00AE27276DF942E136"><enum>(D)</enum><text>the establishment of child human trafficking victim witness safety, assistance, and relocation
			 programs that encourage cooperation with law enforcement investigations of
			 crimes of child human trafficking by leveraging existing resources and
			 delivering child human trafficking victims’ services through coordination
			 with—</text>
								<clause id="H73AF01EDB87642F682D220E2046EDAD9"><enum>(i)</enum><text>child advocacy centers;</text>
								</clause><clause id="H400825EF9AB04A3D805740FCDF132F62"><enum>(ii)</enum><text>social service agencies;</text>
								</clause><clause id="H448C974ED15240C480198D12719C34ED"><enum>(iii)</enum><text>State governmental health service agencies;</text>
								</clause><clause id="H5BDF922763CC4C3FAB63E829E0495107"><enum>(iv)</enum><text>housing agencies;</text>
								</clause><clause id="H295CB9C805C3488185E3500907A14149"><enum>(v)</enum><text>legal services agencies; and</text>
								</clause><clause id="HF17BCA40BE364646981CDC5D6DA3A6B6"><enum>(vi)</enum><text>non-governmental organizations and shelter service providers with substantial experience in
			 delivering services to victims of child human trafficking;</text>
								</clause></subparagraph></paragraph><paragraph id="HB1A16687F96948D3823EF574FBD49DBE"><enum>(3)</enum><text display-inline="yes-display-inline">the establishment or enhancement of problem solving court programs for child human trafficking
			 victims that include—</text>
							<subparagraph id="HBE02E307B171466F9F896A4094C9547C"><enum>(A)</enum><text display-inline="yes-display-inline">continuing judicial supervision of victims of child human trafficking who have been identified by a
			 law enforcement or judicial officer as a potential victim of child human
			 trafficking, regardless of whether the victim has been charged with a
			 crime related to human trafficking;</text>
							</subparagraph><subparagraph id="H4EEC1FF9E4DB4AC0A13908CF0B783C24"><enum>(B)</enum><text display-inline="yes-display-inline">the development of specialized and individualized treatment programs for identified victims of
			 child human trafficking, including—</text>
								<clause id="H94782C55E3CB4FE990F4EBC6E79E6DEB"><enum>(i)</enum><text display-inline="yes-display-inline">State-administered outpatient treatment;</text>
								</clause><clause id="HBD403B13731D42F18E4E399B5B385C88"><enum>(ii)</enum><text>life skills training;</text>
								</clause><clause id="HCFC3E53C28374D6AA46044ED49704452"><enum>(iii)</enum><text>housing placement;</text>
								</clause><clause id="HC4783D9226DD46B785FD1EF1C594069F"><enum>(iv)</enum><text>vocational training;</text>
								</clause><clause id="H8C897D50151C4FF9937121EAB0F89C06"><enum>(v)</enum><text>education;</text>
								</clause><clause id="H6F4D6E06809A44559BCBABE51BC7B176"><enum>(vi)</enum><text>family support services; and</text>
								</clause><clause id="H4E41E2F5B33A4315951A2CDCD232F87E"><enum>(vii)</enum><text>job placement; and</text>
								</clause></subparagraph><subparagraph id="H5BB4CD66908B44299C9D9D7324090B30"><enum>(C)</enum><text display-inline="yes-display-inline">collaborative efforts with child advocacy centers, child welfare agencies, shelters, and
			 non-governmental organizations to provide services to victims and
			 encourage cooperation with law enforcement; and</text>
							</subparagraph></paragraph><paragraph id="H9C58477B93DE4836AF789E0A4FD4CCD2"><enum>(4)</enum><text display-inline="yes-display-inline">the establishment or enhancement of victims’ services programs for victims of child human
			 trafficking, which offer services including—</text>
							<subparagraph id="HBE1EF2FB581E4D2B9D8819A235B4FBE8"><enum>(A)</enum><text>residential care, including temporary or long-term placement, as appropriate;</text>
							</subparagraph><subparagraph id="HB9F968B5A0E94B4E958A59D49ADD1BF8"><enum>(B)</enum><text>24-hour emergency social services response systems; and</text>
							</subparagraph><subparagraph id="HAA398503F09F4CF3865786C238E248EA"><enum>(C)</enum><text>counseling and case management services.</text>
							</subparagraph></paragraph></subsection><subsection id="H14450BAF676041A4B2E89C50E6F4F1E0"><enum>(c)</enum><header>Application</header>
						<paragraph id="HBD79FAF9A589435B9144CA1659E8C8D8"><enum>(1)</enum><header>In general</header><text>An eligible entity shall submit an application to the Attorney General for a grant under this
			 section in such form and manner as the Attorney General may require.</text>
						</paragraph><paragraph id="HC66A394A7327448E8A5C94A21FBCC220"><enum>(2)</enum><header>Required information</header><text>An application submitted under this subsection shall—</text>
							<subparagraph id="HFC6BEC0E90E548049CE0186EBBC73B32"><enum>(A)</enum><text>disclose—</text>
								<clause commented="no" display-inline="no-display-inline" id="HE2BA731F8059432289E5A1C94E84D7E7"><enum>(i)</enum><text>any other grant funding from the Department of Justice or from any other Federal department or
			 agency for purposes similar to those described in subsection (b) for which
			 the eligible entity has applied, and which application is pending on the
			 date of the submission of an application under this section; and</text>
								</clause><clause commented="no" id="H09D0FA4E44AE416DA7391E267F820EAC"><enum>(ii)</enum><text>any other such grant funding that the eligible entity has received during the 5 year period prior
			 to the date of the submission of an application under this section;</text>
								</clause></subparagraph><subparagraph id="H284332FB9BBB4A1ABA40AD37C25F8541"><enum>(B)</enum><text>describe the activities for which assistance under this section is sought;</text>
							</subparagraph><subparagraph id="HE0FC0F890F014A11860C5B27E7CA7A27"><enum>(C)</enum><text>include a detailed plan for the use of funds awarded under the grant; and</text>
							</subparagraph><subparagraph id="H53B487D3FC1041E3A051EDC0E09A187F"><enum>(D)</enum><text>provide such additional information and assurances as the Attorney General determines to be
			 necessary to ensure compliance with the requirements of this section.</text>
							</subparagraph></paragraph><paragraph id="HCD74E014790C4CA28206EBA3075C1AB9"><enum>(3)</enum><header>Preference</header><text>In reviewing applications submitted in accordance with paragraphs (1) and (2), the Attorney General
			 shall give preference to grant applications if—</text>
							<subparagraph id="HBA706D1732F64BAB98A0992658E7509C"><enum>(A)</enum><text>the application includes a plan to use awarded funds to engage in all activities described under
			 paragraphs (1) and (2) of subsection (b); or</text>
							</subparagraph><subparagraph id="H58D0B289EFC84CBE895321F1E36F0F01"><enum>(B)</enum><text>the application includes a plan by the State or unit of local government to continue funding of all
			 activities funded by the award after the expiration of the award.</text>
							</subparagraph></paragraph></subsection><subsection id="H083F055D1A474FBBA0036945EBE1EADF"><enum>(d)</enum><header>Duration and renewal of award</header>
						<paragraph id="H253DA1424C8E4334BCDF86EC855A7DA4"><enum>(1)</enum><header>In general</header><text>A grant under this section shall expire 1 year after the date of award of the grant.</text>
						</paragraph><paragraph id="H53AC6B2376464132ABF3C2EBBBCC88C0"><enum>(2)</enum><header>Renewal</header><text>A grant under this section shall be renewable not more than 3 times and for a period of not greater
			 than 1 year.</text>
						</paragraph></subsection><subsection id="HF7896710BCCE416FBE621384C9D2B770"><enum>(e)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Attorney General shall enter into a contract with an academic or non-profit organization that
			 has experience in issues related to child human trafficking and evaluation
			 of grant programs to conduct an annual evaluation of grants made under
			 this section to determine the impact and effectiveness of programs funded
			 with grants awarded under this section, and shall submit any such
			 evaluation to the Committee on the Judiciary of the House of
			 Representatives and the Committee on the Judiciary of the Senate.</text>
					</subsection><subsection commented="no" id="H14B05038F8D046F2BE047471D9D67966"><enum>(f)</enum><header>Oversight and accountability</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this section is subject to the requirements of
			 section 10 of the Justice for Victims of Trafficking Act of 2014.</text>
					</subsection><subsection id="H32295DF5E2B64FDF9E2F15EC57894130"><enum>(g)</enum><header>Administrative Cap</header><text>The cost of administering the grants authorized by this section shall not exceed 5 percent of the
			 total amount appropriated to carry out this section.</text>
					</subsection><subsection id="HD84B64503DAE4B6EBE6EC2FC5791F8A7"><enum>(h)</enum><header>Federal share</header><text>The Federal share of the cost of a program funded by a grant awarded under this section may not
			 exceed—</text>
						<paragraph id="H47EFA45E2454437CB9856A00037DF2C0"><enum>(1)</enum><text>70 percent in the first year;</text>
						</paragraph><paragraph id="H0A22B7248EBD4314ABA7763B918D1DD1"><enum>(2)</enum><text>60 percent in the second year; and</text>
						</paragraph><paragraph id="H88A45DDFCCC74BD986645CDB48BC22DF"><enum>(3)</enum><text>50 percent in the third year.</text>
						</paragraph></subsection><subsection id="H81CC5BFDE893425BAE8E14604D41DDBF"><enum>(i)</enum><header>Definitions</header><text>In this section—</text>
						<paragraph id="HD2B70185F7F84A42B247249171572874"><enum>(1)</enum><text>the term <term>child</term> means a person under the age of 18;</text>
						</paragraph><paragraph id="HC9B927C65B60476EBF6093355B06024D"><enum>(2)</enum><text>the term <term>child advocacy center</term> means a center created under subtitle A of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13001">42 U.S.C. 13001 et seq.</external-xref>);</text>
						</paragraph><paragraph id="H919F06A9C01F453996A2A02076CC9ABD"><enum>(3)</enum><text>the term <term>child human trafficking</term> means 1 or more severe forms of trafficking in persons (as defined in section 103 of the
			 Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)) involving a victim who is a child; and</text>
						</paragraph><paragraph id="HA2A4E37BF57C4F4F85356CCB9CA79037"><enum>(4)</enum><text>the term <term>eligible entity</term> means a State or unit of local government that—</text>
							<subparagraph id="H5F6E0A011C464C61936FC5DB134D684B"><enum>(A)</enum><text>has significant criminal activity involving child human trafficking;</text>
							</subparagraph><subparagraph id="HF7A52F66AC8E4AEE8CF112823FDF84F3"><enum>(B)</enum><text>has demonstrated cooperation between Federal, State, local, and, where applicable, tribal law
			 enforcement agencies, prosecutors, and social service providers in
			 addressing child human trafficking; and</text>
							</subparagraph><subparagraph id="H85B1A9673B1C4C8B938F395C7B1CA757"><enum>(C)</enum><text>has developed a workable, multi-disciplinary plan to combat child human trafficking.</text></subparagraph></paragraph></subsection><after-quoted-block>; and </after-quoted-block></quoted-block>
			</paragraph><paragraph id="H22355950FA4947F4A8F3395ACC9FC12F"><enum>(3)</enum><text>in subsection (j) (as so redesignated)—</text>
				<subparagraph id="H8E7F86224D6D4BFDB1668B3AAA81678E"><enum>(A)</enum><text>by striking <quote>Secretary of Health and Human Services</quote> and inserting <quote>Attorney General, in consultation with the Secretary of Health and Human Services,</quote>; and</text>
				</subparagraph><subparagraph id="HA129785B648B44FC9F91F70084802263"><enum>(B)</enum><text>by striking <quote>fiscal years 2008 through 2011</quote> and inserting <quote>fiscal years 2015 through 2019</quote>.</text>
				</subparagraph></paragraph></section><section id="H9DBB36A3C0964CFD857DEF3D2B49286A"><enum>4.</enum><header>Amendments to the Victims of Child Abuse Act of 1990</header>
			<subsection id="H3F9113F9135643C5A0B758E554B2C8C3"><enum>(a)</enum><header>Reauthorization of Victims of Child Abuse Act of 1990</header><text display-inline="yes-display-inline">Section 214B of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13004">42 U.S.C. 13004</external-xref>) is amended—</text>
				<paragraph id="H3DD380DACDD94E3C86FC70713BA57F4A"><enum>(1)</enum><text>in subsection (a), by striking <quote>fiscal years 2004 and 2005</quote> and inserting <quote>fiscal years 2015 through 2019</quote>; and</text>
				</paragraph><paragraph id="H2DA9A09E99A24FAB8A4A7AB0C4454DC0"><enum>(2)</enum><text>in subsection (b), by striking <quote>fiscal years 2004 and 2005</quote> and inserting <quote>fiscal years 2015 through 2019</quote>.</text>
				</paragraph></subsection><subsection id="HACF82A21CC5942CD8D71C5B6931AAB88"><enum>(b)</enum><header>Direct services for victims of child pornography</header><text display-inline="yes-display-inline">The Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13001">42 U.S.C. 13001 et seq.</external-xref>) is amended—</text>
				<paragraph commented="no" id="H88C57A213E4842218C8F2BAA784BD84B"><enum>(1)</enum><text display-inline="yes-display-inline">in section 212(5) (<external-xref legal-doc="usc" parsable-cite="usc/42/13001a">42 U.S.C. 13001a(5)</external-xref>), by inserting <quote>, including human trafficking and the production of child pornography</quote> before the semicolon at the end; and</text>
				</paragraph><paragraph id="HA56889326A4E43AC99816B11E9D2CCCB"><enum>(2)</enum><text>in section 214 (<external-xref legal-doc="usc" parsable-cite="usc/42/13002">42 U.S.C. 13002</external-xref>)—</text>
					<subparagraph id="H49DBE536DAC74F368BFF0BE2328C94D6"><enum>(A)</enum><text>by redesignating subsections (b), (c), and (d) as subsections (c), (d), and (e), respectively; and</text>
					</subparagraph><subparagraph id="HF8BF5A12C7064648A46BFF0172F6ADC5"><enum>(B)</enum><text>by inserting after subsection (a) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H081E6033A60440449D4EC8E269CD96C4" style="OLC">
							<subsection id="H6EEB74B349454FD9AB41682070BB283C"><enum>(b)</enum><header>Direct services for victims of child pornography</header><text>The Administrator, in coordination with the Director and with the Director of the Office of Victims
			 of Crime, may make grants to develop and implement specialized programs to
			 identify and provide direct services to victims of child pornography.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H7B87591A4C4843F895534ABE33AFAD7C"><enum>(c)</enum><header>Oversight and accountability</header>
				<paragraph id="H8CE0630E8247463C8B81D43CF50DADAE"><enum>(1)</enum><header>Local children’s advocacy centers</header><text display-inline="yes-display-inline">Section 214 of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13002">42 U.S.C. 13002</external-xref>), as amended by this Act, is further amended by inserting at the end the following:</text>

			 for Victims of Trafficking Act of 2014.</text>
							</paragraph><paragraph id="H5FCAAEC435F140409086823CB8000032"><enum>(2)</enum><header>Disclosure of additional sources of Federal funding</header><text>An application for a grant under this section shall disclose—</text>

				</paragraph><paragraph id="H135A778F0B764F60A0CFDC3C8F535E39"><enum>(2)</enum><header>Grants for specialized technical assistance and training programs</header><text display-inline="yes-display-inline">Section 214A of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13003">42 U.S.C. 13003</external-xref>) is amended by inserting at the end the following:</text>

				</paragraph></subsection></section><section id="HE28FDDC6E1824B9096B524D96A106D8B"><enum>5.</enum><header>Streamlining State and local human trafficking investigations</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2516">Section 2516(2)</external-xref> of title 18, United States Code, is amended by inserting <quote>human trafficking, child sexual exploitation, child pornography production,</quote> after <quote>kidnapping,</quote>.</text>
		</section><section id="H0FA689F606044D458D61EC66D77EAAC5"><enum>6.</enum><header>Enhancing human trafficking reporting</header><text display-inline="no-display-inline">Section 3702 of the Crime Control Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5780">42 U.S.C. 5780</external-xref>) is amended—</text>
			<paragraph id="H87CF65D0B1224AD58E727210EF62F33E"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end; and</text>
			</paragraph><paragraph id="H4863BC3F906D434797199788A68C61E5"><enum>(2)</enum><text>in paragraph (4)—</text>
				<subparagraph id="H9065A03268484D81B3BD0135983A5266"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraph (3)</quote>;</text>
				</subparagraph><subparagraph id="H45D521FA6F284756B751ED357BCD71B3"><enum>(B)</enum><text>in subparagraph (A), by inserting <quote>and a photograph taken within the previous 180 days</quote> after <quote>dental records</quote>;</text>
				</subparagraph><subparagraph id="H813D1E8F783A479FAA4B899F7D38F06B"><enum>(C)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
				</subparagraph><subparagraph id="HC7C08C8D8B7D4E2F8590974DC94D59F0"><enum>(D)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text>
				</subparagraph><subparagraph id="H990C56BFE74440E485BED997A24655EC"><enum>(E)</enum><text>by inserting after subparagraph (B) the following:</text>

						<subparagraph id="HD24CC33D97194A2CB6C335155618DF63"><enum>(C)</enum><text>notify the National Center for Missing and Exploited Children of each report received relating to a
			 child reported missing from a foster care family home or childcare
			 institution; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="HF2C3B1CF78664E638BB4B98E3B1E7572"><enum>7.</enum><header>Reducing demand for sex trafficking</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1591">Section 1591</external-xref> of title 18, United States Code, is amended—</text>
			<paragraph id="H6DEC7A921D5E4BE5ADF6EB4C2ECD4266"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1), by striking <quote>or maintains</quote> and inserting <quote>maintains, patronizes, or solicits</quote>;</text>
			</paragraph><paragraph id="H515F9B7CD8324F549038493913020950"><enum>(2)</enum><text>in subsection (b)—</text>
				<subparagraph id="HE4590FFEE7C04F46A74F4960FA9F5D19"><enum>(A)</enum><text>in paragraph (1), by striking <quote>or obtained</quote> and inserting <quote>obtained, patronized, or solicited</quote>; and</text>
				</subparagraph><subparagraph id="H8696447D77B2497A8DCE45C5BCE1D79C"><enum>(B)</enum><text>in paragraph (2), by striking <quote>or obtained</quote> and inserting <quote>obtained, patronized, or solicited</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H1F6A0C2662ED40F591DD6D0DA397E02A"><enum>(3)</enum><text>in subsection (c)—</text>
				<subparagraph id="H6165E0FF20954483AEE17FFE10D66AAF"><enum>(A)</enum><text>by striking <quote>or maintained</quote> and inserting <quote>, maintained, patronized, or solicited</quote>; and</text>
				</subparagraph><subparagraph id="H503892E2C3224F7D9A363FBE6BC8DA1B"><enum>(B)</enum><text>by striking <quote>knew that the person</quote> and inserting <quote>knew, or recklessly disregarded the fact, that the person</quote>.</text>
				</subparagraph></paragraph></section><section id="HFE84BDB737A84DCC99D7A0503AD1635E"><enum>8.</enum><header>Using existing task forces to target offenders who exploit children</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Attorney General shall ensure
			 that all task forces and working groups within the Violent Crimes Against
			 Children Program engage in activities, programs, or operations to increase
			 the investigative capabilities of State and local law enforcement officers
			 in the detection, investigation, and prosecution of persons who patronize,
			 or solicit children for sex.</text>
		</section><section id="HE4E74C1E1813408B8CA556447402F70C"><enum>9.</enum><header>Holding sex traffickers accountable</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2423">Section 2423(g)</external-xref> of title 18, United States Code, is amended by striking <quote>a preponderance of the evidence</quote> and inserting <quote>clear and convincing evidence</quote>.</text>
		</section><section id="H93D30D468D1C486982803B69705DD503"><enum>10.</enum><header>Oversight and accountability</header>
			<subsection id="H0A07F51470804175842197AD7E683D2A"><enum>(a)</enum><header>Audit requirement</header><text>In fiscal year 2015, and each fiscal year thereafter, the Inspector General of the Department of
			 Justice shall conduct audits of covered grantees to prevent waste, fraud,
			 and abuse of such funds. The Inspector General shall determine the
			 appropriate number of covered grantees to be audited each year.</text>
			</subsection><subsection id="HA5F5DB88C62E443FBFE88DCE2852C1CA"><enum>(b)</enum><header>Mandatory exclusion</header><text display-inline="yes-display-inline">A covered grantee that is found to have an unresolved audit finding shall not be eligible for an
			 allocation of grant funds from the covered grant program from which it
			 received a grant award during the first 2 fiscal years beginning after the
			 end of the 12-month period described in subsection (g)(3).</text>
			</subsection><subsection id="HD94D5AB0152448349A5DF3D88D5352F0"><enum>(c)</enum><header>Reimbursement</header><text>If a covered grantee is awarded funds under the covered grant program from which it received a
			 grant award during the 2-fiscal year period during which the covered
			 grantee is ineligible for an allocation of grant funds as a result of
			 subsection (b), the Attorney General shall—</text>
				<paragraph id="H064669B40CA144ADA9EC2F91C1049FFA"><enum>(1)</enum><text>deposit an amount equal to the amount of the grant funds that were improperly awarded to the
			 covered grantee into the General Fund of the Treasury; and</text>
				</paragraph><paragraph id="H719B005AE08C4C81B6949BFA864CD229"><enum>(2)</enum><text>seek to recoup the costs of the repayment to the Fund from the covered grantee that was erroneously
			 awarded grant funds.</text>
				</paragraph></subsection><subsection id="H8EC393428F8740F29BFD2EDBFE6646B6"><enum>(d)</enum><header>Nonprofit organization requirements</header>
				<paragraph display-inline="no-display-inline" id="H1232AE00E97944B89A6C93F42F462333"><enum>(1)</enum><header>Definition</header><text display-inline="yes-display-inline">For purposes of this section, the term <term>nonprofit</term>, when used with respect to an organization, means an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and is exempt from taxation under section 501(a) of such
			 Code.</text>
				</paragraph><paragraph id="H6988E7F50B6E4546B1684508D44A14EA"><enum>(2)</enum><header>Prohibition</header><text display-inline="yes-display-inline">A nonprofit organization that holds money in offshore accounts for the purpose of avoiding paying
			 the tax described in <external-xref legal-doc="usc" parsable-cite="usc/26/511">section 511(a)</external-xref> of the Internal Revenue Code of 1986, shall not be eligible to receive, directly or indirectly,
			 any funds from a covered grant program.</text>
				</paragraph><paragraph id="HAF0EA907DB2243E182B057DC45249BF2"><enum>(3)</enum><header>Disclosure</header><text display-inline="yes-display-inline">Each nonprofit organization that is a covered grantee shall disclose in its application for such a
			 grant, as a condition of receipt of such a grant, the compensation of its
			 officers, directors, and trustees. Such disclosure shall include a
			 description of the criteria relied upon to determine such compensation.</text>
				</paragraph></subsection><subsection id="HBA5CCAC96EDB43CCB3EC012B400412A5"><enum>(e)</enum><header>Conference expenditures</header>
				<paragraph id="HDE0D7D8E90CC4346AD14A320D7CE7F69"><enum>(1)</enum><header>Limitation</header><text display-inline="yes-display-inline">No amounts made available under a covered grant program may be used to host or support a conference
			 that uses more than $20,000 in funds made available by the Department of
			 Justice unless the Deputy Attorney General or the appropriate Assistant
			 Attorney General, Director, or principal deputy (as designated by the
			 Deputy Attorney General) provides prior written approval that the funds
			 may be expended to host or support such conference, except that a
			 conference that uses more than $20,000 in such funds, but less than $500
			 in such funds for each attendee of the conference, shall not be subject to
			 the limitation under this paragraph.</text>
				</paragraph><paragraph id="HF97CA5C00B0F4427B4B9EA62EE872D49"><enum>(2)</enum><header>Written approval</header><text>Written approval under paragraph (1) shall include a written estimate of all costs associated with
			 the conference, including the cost of all food, beverages, audio-visual
			 equipment, honoraria for speakers, and entertainment.</text>
				</paragraph><paragraph id="H0A468CC34BCB47D59DF3A4D1337D70B1"><enum>(3)</enum><header>Report</header><text>The Deputy Attorney General shall submit an annual report to the Committee on the Judiciary of the
			 Senate and the Committee on the Judiciary of the House of Representatives
			 on all conference expenditures approved under this subsection.</text>
				</paragraph></subsection><subsection id="HBEBE9F05CB144AC19ED892D53DA28BFD"><enum>(f)</enum><header>Prohibition on lobbying activity</header>
				<paragraph id="H1B33AFE1E8E64FA7AED42C01F78EFF96"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Amounts made available under a covered grant program may not be used by any covered grantee to—</text>
					<subparagraph id="H48E5FE2082CF45B09B462479E01C4E50"><enum>(A)</enum><text>lobby any representative of the Department of Justice regarding the award of grant funding; or</text>
					</subparagraph><subparagraph id="H12F8556099EC4E878058F9FF16F640CD"><enum>(B)</enum><text>lobby any representative of the Federal Government or a State, local, or tribal government
			 regarding the award of grant funding.</text>
					</subparagraph></paragraph><paragraph id="H314BAF1FA4244E8AB714B99AFCFAC355"><enum>(2)</enum><header>Penalty</header><text display-inline="yes-display-inline">If the Attorney General determines that a covered grantee has violated paragraph (1), the Attorney
			 General shall—</text>
					<subparagraph id="HE3B39707C1E74C589C882E82591D19A4"><enum>(A)</enum><text display-inline="yes-display-inline">require the covered grantee to repay the grant in full; and</text>
					</subparagraph><subparagraph id="HCA3DDA84A09040649CF8D00F36C8DA18"><enum>(B)</enum><text display-inline="yes-display-inline">prohibit the covered grantee from receiving a grant under the covered grant program from which it
			 received a grant award during at least the 5-year period beginning on the
			 date of such violation.</text>
					</subparagraph></paragraph></subsection><subsection id="HBD59997662FB450CB3208DEBFE239428"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the following definitions apply:</text>
				<paragraph id="HEE45FC605A48488A9E37F374C9D8A9BD"><enum>(1)</enum><text>The term <quote>covered grant program</quote> means the following:</text>
					<subparagraph id="HBBE0CFFBD94C4CA3864F70B497B39393"><enum>(A)</enum><text display-inline="yes-display-inline">The grant program under section 203 of the Trafficking Victims Protection Reauthorization Act of
			 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044b">42 U.S.C. 14044b</external-xref>).</text>
					</subparagraph><subparagraph id="H220D79BBF9F246EE94830EE7B9F43E2D"><enum>(B)</enum><text>The grant programs under section 214 and 214A of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/13002">42 U.S.C. 13002</external-xref>, 13003).</text>
					</subparagraph></paragraph><paragraph id="H5E3C969B35B2453082140B2F737EBE45"><enum>(2)</enum><text>The term <quote>covered grantee</quote> means a recipient of a grant from a covered grant program.</text>
				</paragraph><paragraph id="H3C4ABE04D40A42048445EA837FFCE1E0"><enum>(3)</enum><text>The term <quote>unresolved audit finding</quote> means an audit report finding in a final audit report of the Inspector General of the Department
			 of Justice that a covered grantee has used grant funds awarded to that
			 grantee under a covered grant program for an unauthorized expenditure or
			 otherwise unallowable cost that is not closed or resolved during the
			 12-month period beginning on the date on which the final audit report is
			 issued.</text>
				</paragraph></subsection></section><section id="HBBA6FE3811FA44DEB1E0309D3AFD81EB"><enum>11.</enum><header>Crime victims’ rights</header>
			<subsection id="H0AD4A2F4079044AC945F2A27D9D5006B"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3771">Section 3771</external-xref> of title 18, United States Code, is amended—</text>
				<paragraph id="H4689F150068D4C4E98A3210F567F783A"><enum>(1)</enum><text>in subsection (a), by adding at the end the following:</text>
					<quoted-block id="H7E569A4D735C4481B5245A9B467A701E" style="OLC">
						<paragraph id="HF12E19172FF840FD908703EF5E383C4B"><enum>(9)</enum><text>The right to be informed in a timely manner of any plea bargain or deferred prosecution agreement.</text>
						</paragraph><paragraph id="H71F1166820C6494FA0F3574CD969024C"><enum>(10)</enum><text>The right to be informed of the rights under this section and the services described in section
			 503(c) of the Victims’ Rights and Restitution Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/10607">42 U.S.C. 10607(c)</external-xref>) and provided contact information for the Office of the Victims’ Rights Ombudsman of the
			 Department of Justice.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HE923065A3A464F7D8DF145080A26C6D8"><enum>(2)</enum><text>in subsection (d)(3), in the fifth sentence, by inserting <quote>, unless the litigants, with the approval of the court, have stipulated to a different time period
			 for consideration</quote> before the period; and</text>
				</paragraph><paragraph id="HAFF0205BE3A84BD8A3C2004C8C30D8CB"><enum>(3)</enum><text>in subsection (e)—</text>
					<subparagraph id="H7BA4879C31F8483783FCB89CEDBAEE94"><enum>(A)</enum><text>by striking <quote>this chapter, the term</quote> and inserting the following: “this chapter:</text>
						<quoted-block id="H3962EA856C0146BF8585080D93017282" style="OLC">
							<paragraph id="H2C1F362F204245FAA734CE5B6E46A591"><enum>(1)</enum><header>Court of appeals</header><text>The term <quote>court of appeals</quote> means—</text>
								<subparagraph id="H862167FA93D8432382F98589C37340B6"><enum>(A)</enum><text>the United States court of appeals for the judicial district in which a defendant is being

					</subparagraph><subparagraph id="H593F016D53654F12ADFD1ACA3D6E3DD1"><enum>(B)</enum><text>by striking <quote>In the case</quote> and inserting the following:</text>

					</subparagraph></paragraph></subsection><subsection id="HF7185684E9104F1B8AE7B3E28557D63B"><enum>(b)</enum><header>Appellate review of petitions relating to crime victims’ rights</header>
				<paragraph id="HBFD4B0873AA640A68E191282F911938E"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3771">Section 3771(d)(3)</external-xref> of title 18, United States Code, as amended by subsection (a)(2) of this section, is amended by
			 inserting after the fifth sentence the following: <quote>In deciding such application, the court of appeals shall apply ordinary standards of appellate
			 review.</quote>.</text>
				</paragraph><paragraph id="H4A9CF76F673244C0B15F9DA9D2EABA42"><enum>(2)</enum><header>Application</header><text>The amendment made by paragraph (1) shall apply with respect to any petition for a writ of mandamus
			 filed under <external-xref legal-doc="usc" parsable-cite="usc/18/3771">section 3771(d)(3)</external-xref> of title 18, United States Code, that is pending on the date of enactment of this Act.</text>
				</paragraph></subsection></section><section id="HA828D76D0CE7428C8EE03A6E9084FC2F"><enum>12.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
			<paragraph id="H0F70BE1499634152B1A9C92683D2636C"><enum>(1)</enum><text>child human trafficking (as such term is defined in section 203(i) of the Trafficking Victims
			 Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044b">42 U.S.C. 14044b</external-xref>), as added by this Act) has no place in a civilized society, and that persons who commit crimes
			 relating to child human trafficking should be prosecuted to the fullest
			 extent of the law;</text>
			</paragraph><paragraph id="HE169CBD44E0343189A3D27B60069F5B5"><enum>(2)</enum><text display-inline="yes-display-inline">the United States, as a leader in monitoring and combating human trafficking throughout the world,
			 must hold all nations to the same standards to which we hold our Nation;</text>
			</paragraph><paragraph id="HFE2FAFB9480F4A8AB8808BB61A6E68F5"><enum>(3)</enum><text display-inline="yes-display-inline">those who obtain, solicit, or patronize a victim of trafficking for the purpose of engaging in a
			 commercial sex act with that person, are committing a human trafficking
			 offense under Federal law; and</text>
			</paragraph><paragraph id="HD0712F2986BB47949D3DC41834133107"><enum>(4)</enum><text display-inline="yes-display-inline">the demand for commercial sex is a primary cause of the human rights violation of human
			 trafficking, and the elimination of that human rights violation requires
			 the elimination of that demand.</text>
