			</subsection></section><section id="HB9AE06346D4A4C95A3722B941622C8C9" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this title, the following definitions shall apply:</text>
			<paragraph id="H48826CBC46F14039A4B6428C136EC540"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Federal Emergency Management Agency.</text>
			</paragraph><paragraph id="HAAFD1F17C0214A6D95E89AC4A22DFC69"><enum>(2)</enum><header>National Flood Insurance Program</header><text>The term <term>National Flood Insurance Program</term> means the program established under the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4001">42 U.S.C. 4001 et seq.</external-xref>).</text>
			</paragraph></section><section id="H033E013DEABF4FEB90103D356619366F" section-type="subsequent-section"><enum>3.</enum><header>Repeal of certain rate increases</header>
			<subsection id="HF6C43628E0194C0E9788DF9F9CAEF6A3"><enum>(a)</enum><header>Repeal</header>
				<paragraph id="H4F703893298B4A629EEDAFD82975A0ED"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1307(g) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(g)</external-xref>) is amended—</text>
					<subparagraph id="H88F2395168FD445995CF7BE7F9149FE8"><enum>(A)</enum><text>by striking paragraphs (1) and (2);</text>
					</subparagraph><subparagraph id="HA247CB576A204244BB359BC2E66E0917"><enum>(B)</enum><text>in paragraph (3), by striking <quote>as a result of the deliberate choice of the holder of such policy</quote> and inserting <quote>, unless the decision of the policy holder to permit a lapse in flood insurance coverage was as a
			 result of the property covered by the policy no longer being required to
			 retain such coverage</quote>; and</text>
					</subparagraph><subparagraph id="HE7EA887384B446E59092FFA3F2379612"><enum>(C)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (1) and (2), respectively.</text>
					</subparagraph></paragraph><paragraph id="HCBBF311E3B684FB48CD13115ED07F5D9"><enum>(2)</enum><header>Effective Date</header><text display-inline="yes-display-inline">The Administrator shall make available such rate tables, as necessary to implement the amendments
			 made by paragraph (1) as if it were enacted as part of the Biggert-Waters
			 Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957).</text>
				</paragraph><paragraph commented="no" id="H9627FAF43BD747EC89B1DE0EA7A968E3"><enum>(3)</enum><header>Implementation, coordination, and guidance</header>
					<subparagraph commented="no" id="HB0758E33FDD44CFC81FE5FB2C04FBD26"><enum>(A)</enum><header>Facilitation of timely refunds</header><text display-inline="yes-display-inline">To ensure the participation of Write Your Own companies (as such term is defined in section
			 100202(a) of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/42/4004">42 U.S.C. 4004(a)</external-xref>), the Administrator and the Federal Emergency Management Agency shall consult with Write Your Own
			 companies throughout the development of guidance and rate tables necessary
			 to implement the provisions of and the amendments made by this Act.</text>
					</subparagraph><subparagraph commented="no" id="HB8A8948A44DD4E6AA82A93A30D61F011"><enum>(B)</enum><header>Implementation and guidance</header><text>The Administrator shall issue final guidance and rate tables necessary to implement the provisions
			 of and the amendments made by this Act not later than eight months
			 following the date of the enactment of this Act. Write Your Own companies,
			 in coordination with the Federal Emergency Management Agency, shall have
			 not less than six months but not more than eight months following the
			 issuance of such final guidance and rate tables to implement the changes
			 required by such final guidance and rate tables.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H3B2111B930EF4BDBA45BE3D40D760969"><enum>(4)</enum><header>Refund of excess premium charges collected</header><text>The Administrator shall refund directly to insureds any premiums for flood insurance coverage under
			 the National Flood Insurance Program collected in excess of the rates
			 required under the provisions of and amendments made by this section. To
			 allow for necessary and appropriate implementation of such provisions and
			 amendments, any premium changes necessary to implement such provisions and
			 amendments, including any such premium refund due to policy holders, which
			 shall be paid directly by the National Flood Insurance Program, shall not
			 be charged or paid to policyholders by the National Flood Insurance
			 Program until after the Administrator issues guidance and makes available
			 such rate tables to implement the provisions of and amendments made by
			 this Act.</text>
				</paragraph></subsection><subsection id="HDA564E0CA6C543DDBAFD36F13F0195EF"><enum>(b)</enum><header>Assumption of policies at existing premium rates</header><text display-inline="yes-display-inline">The Administrator shall provide that the purchaser of a property that, as of the date of such
			 purchase, is covered under an existing flood insurance policy under this
			 title may assume such existing policy and coverage for the remainder of
			 the term of the policy at the chargeable premium rates under such existing
			 policy. Such rates shall continue with respect to such property until the
			 implementation of subsection (a).</text>
			</subsection></section><section id="H2956DC18FC8B41F7932EE7A4C0B91A8A"><enum>4.</enum><header>Restoration of grandfathered rates</header>
			<subsection id="H04DCBE44FBAD44ACA24DB9E9DA5BAE9F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>) is amended—</text>
				<paragraph id="HF16624891BCC401193E231CB0FA625AC"><enum>(1)</enum><text>by striking subsection (h); and</text>
				</paragraph><paragraph id="H39CACF2760954EBA9AD02107C3AA99C8"><enum>(2)</enum><text>by redesignating subsection (i) as subsection (h).</text>
				</paragraph></subsection><subsection commented="no" id="H1EBC3C35AA8E4083A3056A28325B523C"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall take effect as if enacted as part of the Biggert-Waters
			 Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957).</text>
			</subsection></section><section id="H39EC1C7026C841EA9531B8D58B11AC4E"><enum>5.</enum><header>Requirements regarding annual rate increases</header>
			<text display-inline="no-display-inline">Section 1308(e) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(e)</external-xref>) is amended—</text>
			<paragraph commented="no" id="HBBAC30800EC54E748F07BCBCD94D893A"><enum>(1)</enum><text>in the matter preceding paragraph (1), by striking <quote>, the chargeable risk premium rates for flood insurance under this title for any properties</quote>;</text>
			</paragraph><paragraph commented="no" id="HC48ACC1613B84CBABC03AB5D90DD2113"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>the chargeable risk premium rates for flood insurance under this title for any properties</quote> before <quote>within any</quote>;</text>
			</paragraph><paragraph commented="no" id="H82E2E767E8224DB38CC70716175106D5"><enum>(3)</enum><text>in paragraph (2), by inserting <quote>the chargeable risk premium rates for flood insurance under this title for any properties</quote> before <quote>described in</quote>;</text>
			</paragraph><paragraph commented="no" id="H41EF712A4AF9432C99F7003311097BCE"><enum>(4)</enum><text>by redesignating paragraphs (1) and (2), as so amended, as paragraphs (3) and (4), respectively;
			 and</text>
			</paragraph><paragraph commented="no" id="HBE8A8F508D054FD183B9CE5ACB58DA63"><enum>(5)</enum><text>by inserting before paragraph (3), as so redesignated, the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="HEF78D38FBD77493F80E340688C6E6C2F" style="OLC">
					<paragraph commented="no" id="H4BE3A9B0A61A47AFBE1CD45986E694BC"><enum>(1)</enum><text display-inline="yes-display-inline">the chargeable risk premium rate for flood insurance under this title for any property may not be
			 increased by more than 18 percent each year, except—</text>
						<subparagraph commented="no" id="HB7237CBE31094B5EBD6DC2BA00012041"><enum>(A)</enum><text>as provided in paragraph (4);</text>
						</subparagraph><subparagraph id="HE442C787E8064B5CBDCB8A037F54416B"><enum>(B)</enum><text>in the case of property identified under section 1307(g); or</text>
						</subparagraph><subparagraph commented="no" id="HEA6B9F41662145DBB67E7C4E70BA9D52"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of a property that—</text>
							<clause commented="no" id="HBAD6314B01AD4D339135E08E951DAE04"><enum>(i)</enum><text>is located in a community that has experienced a rating downgrade under the community rating system
			 program carried out under section 1315(b);</text>
							</clause><clause commented="no" id="HDD2AF0DA3D8344CF8170E89AE77375C8"><enum>(ii)</enum><text>is covered by a policy with respect to which the policyholder has—</text>
								<subclause commented="no" id="HA6ACC29FF11D42FDB58591ABF177EF1B"><enum>(I)</enum><text>decreased the amount of the deductible; or</text>
								</subclause><subclause commented="no" id="H6086733E898C487286B387B5FCAE8227"><enum>(II)</enum><text>increased the amount of coverage; or</text>
								</subclause></clause><clause id="HF7C33C943FF54D179F42AC80256F929B"><enum>(iii)</enum><text>was misrated;</text>
							</clause></subparagraph></paragraph><paragraph commented="no" id="H14C655889EC44EB3B294598C031AD175"><enum>(2)</enum><text display-inline="yes-display-inline">the chargeable risk premium rates for flood insurance under this title for any properties initially
			 rated under section 1307(a)(2) within any single risk classification,
			 excluding properties for which the chargeable risk premium rate is not
			 less than the applicable estimated risk premium rate under section
			 1307(a)(1), shall be increased by an amount that results in an average of
			 such rate increases for properties within the risk classification during
			 any 12-month period of not less than 5 percent of the average of the risk
			 premium rates for such properties within the risk classification upon the
			 commencement of such 12-month period;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph commented="no" id="HB58DE1852ABD4FB6839AEE8B0A7143B0"><enum>(6)</enum><text>in paragraph (3) (as so redesignated by paragraph (4) of this section), by striking <quote>20 percent</quote> and inserting <quote>15 percent</quote>; and</text>
			</paragraph><paragraph commented="no" id="H9206675071E84C83927521D90699545E"><enum>(7)</enum><text>in paragraph (4) (as so redesignated) by paragraph (4) of this section), by striking <quote>paragraph (1)</quote> and inserting <quote>paragraph (3)</quote>.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H705966937DCF44ED84FB0105FDDF016A" section-type="subsequent-section"><enum>6.</enum><header>Clarification of rates for properties newly mapped into areas with special flood hazards</header><text display-inline="no-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H0DFFEC9E533F47C698C37D2ABBE22CC9" style="OLC">
				<subsection commented="no" id="HC50C97F0620B4E6EA3C04EEF487F3278"><enum>(i)</enum><header>Rates for properties newly mapped into areas with special flood hazards</header><text display-inline="yes-display-inline">Notwithstanding subsection (f), the premium rate for flood insurance under this title that is
			 purchased on or after the date of the enactment of this subsection—</text>
					<paragraph commented="no" id="H2B63201F52EA47C08233C98A3B2F5C1B"><enum>(1)</enum><text>on a property located in an area not previously designated as having special flood hazards and
			 that, pursuant to any issuance, revision, updating, or other change in a
			 flood insurance map, becomes designated as such an area; and</text>
					</paragraph><paragraph commented="no" id="H3FB684D8D8034A2782ACF91706437EAC"><enum>(2)</enum><text>where such flood insurance premium rate is calculated under subsection (a)(1) of section 1307 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(a)(1)</external-xref>),</text></paragraph><continuation-text commented="no" continuation-text-level="subsection">shall for the first policy year be the preferred risk premium for the property and upon renewal
			 shall be calculated in accordance with subsection (e) of this section
			 until the rate reaches the rate calculated under subsection (a)(1) of
			 section 1307.</continuation-text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H52B1A018AF0F4F70A8FAC7FB866171A0"><enum>7.</enum><header>Premiums and reports</header><text display-inline="no-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HBD06CAEAD3C144D18527E9049C1FCDB4" style="OLC">
				<subsection id="H39FA46E272324CEDAB0B393B3B23EDBC"><enum>(j)</enum><header>Premiums and reports</header><text display-inline="yes-display-inline">In setting premium risk rates, in addition to striving to achieve the objectives of this title the
			 Administrator shall also strive to minimize the number of policies with
			 annual premiums that exceed one percent of the total coverage provided by
			 the policy. For any policies premiums that exceed this one percent
			 threshold, the Administrator shall report such exceptions to the Committee
			 on Financial Services of the House of Representatives and the Committee on
			 Banking, Housing, and Urban Affairs of the Senate.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H4BFC4A5193274044AB2057ABC17CE29A"><enum>8.</enum><header>Annual premium surcharge</header>
			<subsection id="HC66D459D75C346CEA57EEA4C51CADF17"><enum>(a)</enum><header>Premium surcharge</header><text display-inline="yes-display-inline">Chapter I of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4011">42 U.S.C. 4011 et seq.</external-xref>) is amended by inserting after section 1308 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HAAB8FEED5F1444E38CD1CE988049E5A1" style="OLC">
					<section id="H317E1A86A0A14EF880E8FE88A0B010E8"><enum>1308A.</enum><header>Premium surcharge</header>
						<subsection id="HF8168866DB9142DEB18FE7472D2A813F"><enum>(a)</enum><header>Imposition and collection</header><text display-inline="yes-display-inline">The Administrator shall impose and collect an annual surcharge, in the amount provided in
			 subsection (b), on all policies for flood insurance coverage under the
			 National Flood Insurance Program that are newly issued or renewed after
			 the date of the enactment of this section. Such surcharge shall be in
			 addition to the surcharge under section 1304(b) and any other assessments
			 and surcharges applied to such coverage.</text>
						</subsection><subsection commented="no" id="H64BDE819C5DD4C7A8FC078DCFA1CD2E3"><enum>(b)</enum><header>Amount</header><text display-inline="yes-display-inline">The amount of the surcharge under subsection (a) shall be—</text>
							<paragraph commented="no" id="HB5A7A2D6FFA549D68CEA47CE340CF173"><enum>(1)</enum><text>$25, except as provided in paragraph (2); and</text>
							</paragraph><paragraph commented="no" id="H88E793D615584955A27A37828F651DCE"><enum>(2)</enum><text>$250, in the case of a policy for any property that is—</text>
								<subparagraph id="HADE7B2835E4D48BE9C792A9319BDDDCA"><enum>(A)</enum><text>a non-residential property; or</text>
								</subparagraph><subparagraph id="HE477A7267FF142B6A64DB79B2AC2113C"><enum>(B)</enum><text>a residential property that is not the primary residence of an individual.</text>
								</subparagraph></paragraph></subsection><subsection id="HDCD0F31DA6E147CE8611110B22E08ABA"><enum>(c)</enum><header>Termination</header><text display-inline="yes-display-inline">Subsections (a) and (b) shall cease to apply on the date on which the chargeable risk premium rate
			 for flood insurance under this title for each property covered by flood
			 insurance under this title, other than properties for which premiums are
			 calculated under subsection (e) or (f) of section 1307 or section 1336 of
			 this Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014</external-xref>, 4056) or under section 100230 of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014</external-xref> note), is not less than the applicable estimated risk premium rate under section 1307(a)(1) for
			 such property.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H0E0849F000304499A3E3AC6609D1294C"><enum>(b)</enum><header>Deposit in Reserve Fund</header><text>Subsection (c) of section 1310A of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4017a">42 U.S.C. 4017a</external-xref>) is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HDF3DA27FD1E049E983B7B7DA6B700AE6" style="OLC">
					<paragraph id="HF956EC04E6EF4722B53874D3D1FAF3D4"><enum>(4)</enum><header>Deposit of premium surcharges</header><text display-inline="yes-display-inline">The Administrator shall deposit in the Reserve Fund any surcharges collected pursuant to section
			 1308A.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H0EF9617A8AAE4D73A7D595BB34D3C210"><enum>9.</enum><header>Draft affordability framework</header>
			<subsection id="H8568F3A550174CD1975F2B03CDD5B9E9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall prepare a draft affordability framework that proposes to address, via
			 programmatic and regulatory changes, the issues of affordability of flood
			 insurance sold under the National Flood Insurance Program, including
			 issues identified in the affordability study required under section 100236
			 of the Bigger-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957).</text>
			</subsection><subsection id="HB29B91177F1B4C24B1F8F730D48A4C99"><enum>(b)</enum><header>Criteria</header><text>In carrying out the requirements under subsection (a), the Administrator shall consider the
			 following criteria:</text>
				<paragraph id="HB81D4A50AF324297BF095849FCE33F99"><enum>(1)</enum><text>Accurate communication to consumers of the flood risk associated with their properties.</text>
				</paragraph><paragraph id="H6C88500F1AC648F080A63F8AA2B57D3C"><enum>(2)</enum><text>Targeted assistance to flood insurance policy holders based on their financial ability to continue
			 to participate in the National Flood Insurance Program.</text>
				</paragraph><paragraph id="H2E8A1BE711934F51B4178CBB64F11F7D"><enum>(3)</enum><text>Individual or community actions to mitigate the risk of flood or lower the cost of flood insurance.</text>
				</paragraph><paragraph id="H51253DE34E6047118942F4086E58E7FE"><enum>(4)</enum><text>The impact of increases in risk premium rates on participation in the National Flood Insurance
			 Program.</text>
				</paragraph><paragraph id="HEDCC44F186CD4462B46258C0988864A4"><enum>(5)</enum><text>The impact flood insurance rate map updates have on the affordability of flood insurance.</text>
				</paragraph></subsection><subsection id="HAFD80B895EA4455EBBA9DAA91BBDBEDD"><enum>(c)</enum><header>Deadline for submission</header><text display-inline="yes-display-inline">Not later than 18 months after the date on which the Administrator submits the affordability study
			 referred to in subsection (a), the Administrator shall submit to the full
			 Committee on Banking, Housing, and Urban Affairs and the full Committee on
			 Appropriations of the Senate and the full Committee on Financial Services
			 and the full Committee on Appropriations of the House of Representatives
			 the draft affordability framework required under subsection (a).</text>
			</subsection><subsection commented="no" id="HB212B98D56AE431095405CD0DB514523"><enum>(d)</enum><header>Interagency agreements</header><text display-inline="yes-display-inline">The Administrator may enter into an agreement with another Federal agency to—</text>
				<paragraph commented="no" id="HDDEAC973CC3F48C8BBE76BB240DBF02E"><enum>(1)</enum><text>complete the affordability study referred to in subsection (a); or</text>
				</paragraph><paragraph commented="no" id="H125EFEDD6F11413F95C9608700B21D7B"><enum>(2)</enum><text>prepare the draft affordability framework required under subsection (a).</text>
				</paragraph></subsection><subsection commented="no" id="H9B41320368044964885C9264ACF166E7"><enum>(e)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to provide the Administrator with the authority to
			 provide assistance to homeowners based on affordability that was not
			 available prior to the enactment of the Biggert-Waters Flood Insurance
			 Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 916).</text>
			</subsection></section><section display-inline="no-display-inline" id="HBC75648D80C34F848962A13D3B78805F" section-type="subsequent-section"><enum>10.</enum><header>Risk transfer</header><text display-inline="no-display-inline">Section 1345 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4081">42 U.S.C. 4081</external-xref>) is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H9334B37F9D074712AD338C32348D3523" style="OLC">
				<subsection id="HDA900BED1B5249BFB888F31767A08FA1"><enum>(e)</enum><header>Risk transfer</header><text display-inline="yes-display-inline">The Administrator may secure reinsurance of coverage provided by the flood insurance program from
			 the private reinsurance and capital markets at rates and on terms
			 determined by the Administrator to be reasonable and appropriate, in an
			 amount sufficient to maintain the ability of the program to pay claims.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H67011D97A4264DB997E4B2AE9CDFE0A3"><enum>11.</enum><header>Monthly installment payment for premiums</header>
			<subsection id="H8F043D57C28D4384B1C31743A509BA42"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (g) of section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(g)</external-xref>) is amended by striking <quote>either annually or in more frequent installments</quote> and inserting <quote>annually or monthly</quote>.</text>
			</subsection><subsection commented="no" id="H477C6E8735454C3ABDC306DE3105E484"><enum>(b)</enum><header>Implementation</header><text>The Administrator shall implement the requirement under section 1308(g) of the National Flood
			 Insurance Act of 1968, as amended by subsection (a), not later than the
			 expiration of the 18-month period beginning on the date of the enactment
			 of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H5E1E7CBDCE4648AE9490F6D0B8819785" section-type="subsequent-section"><enum>12.</enum><header>Optional high-deductible policies for residential properties</header><text display-inline="no-display-inline">Section 1306 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4013">42 U.S.C. 4013</external-xref>)), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H7317EE33EF4B49E9B984699330CD3E6A" style="OLC">
				<subsection id="H452E29E9B8E742DD83DB9285A02CB27B"><enum>(e)</enum><header>Optional high-Deductible policies for residential properties</header>
					<paragraph id="HECB9AEFCB45C4399B1A2500B5463242F"><enum>(1)</enum><header>Availability</header><text display-inline="yes-display-inline">In the case of residential properties, the Administrator shall make flood insurance coverage
			 available, at the option of the insured, that provides for a
			 loss-deductible for damage to the covered property in various amounts, up
			 to and including $10,000.</text>
					</paragraph><paragraph id="H3FE1C47D20B8444B9EEA563D00378379"><enum>(2)</enum><header>Disclosure</header>
						<subparagraph id="HCD8642AC14E44518AE282494BEE7A6DE"><enum>(A)</enum><header>Form</header><text>The Administrator shall provide the information described in subparagraph (B) clearly and
			 conspicuously on the application form for flood insurance coverage or on a
			 separate form, segregated from all unrelated information and other
			 required disclosures.</text>
						</subparagraph><subparagraph id="H9B97817CDAEC47D0B29CF324B73CCAAE"><enum>(B)</enum><header>Information</header><text>The information described in this subparagraph is—</text>
							<clause id="H3EF4C4BBC4B2416B9A9ACF8AFE14F781"><enum>(i)</enum><text>information sufficient to inform the applicant of the availability of the coverage option required
			 by paragraph (1) to applicants for flood insurance coverage; and</text>
							</clause><clause id="H920F89C9AD584963B449981EA6BDC8DE"><enum>(ii)</enum><text>a statement explaining the effect of a loss-deductible and that, in the event of an insured loss,
			 the insured is responsible out-of-pocket for losses to the extent of the
			 deductible selected.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H5974B72BB7E744CBBDBEC95E5609ED18"><enum>13.</enum><header>Exclusion of detached structures from mandatory purchase requirement</header>
			<subsection id="H77EFDFC724294F5D8EF98E80DEF330AE"><enum>(a)</enum><header>Exclusion</header><text display-inline="yes-display-inline">Subsection (c) of section 102 of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(c)</external-xref>) is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF5127463C7FC49A0BE7C66DCC0756B71" style="OLC">
					<paragraph id="H83FCAF4FECF64EA5AC64AE712EC454F6"><enum>(3)</enum><header>Detached structures</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this section, flood insurance shall not be required, in the
			 case of any residential property, for any structure that is a part of such
			 property but is detached from the primary residential structure of such
			 property and does not serve as a residence.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA8A211C7E05845139E9AA193FC569D39"><enum>(b)</enum><header>RESPA statement</header><text display-inline="yes-display-inline">Section 5(b) of the Real Estate Settlement Procedures Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/12/2604">12 U.S.C. 2604(b)</external-xref>) is amended—</text>
				<paragraph id="H1A3E0F5957C34D20A64E73FD29350FA1"><enum>(1)</enum><text>in paragraph (14), by inserting before the period at the end the following: <quote>, and the following statement: <quote>Although you may not be required to maintain flood insurance on all structures, you may still wish
			 to do so, and your mortgage lender may still require you to do so to
			 protect the collateral securing the mortgage. If you choose to not
			 maintain flood insurance on a structure, and it floods, you are
			 responsible for all flood losses relating to that structure.</quote></quote>; and</text>
				</paragraph><paragraph id="HBE1D3B81B9F9462E869C3C6DA9423B16"><enum>(2)</enum><text>by transferring and inserting paragraph (14), as so amended, after paragraph (13).</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="HFA79554A558248FB9B4E60FADA2E6257"><enum>14.</enum><header>Accounting for flood mitigation activities in estimates of premium rates</header><text display-inline="no-display-inline">Subparagraph (A) of section 1307(a)(1) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(a)(1)(A)</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H91CE4C54C9184CA2B410A05B1FF014D1" style="OLC">
				<subparagraph id="H89447ECF63344647A20705CD4351706F"><enum>(A)</enum><text>based on consideration of—</text>
					<clause id="HC704FB9BC1E34356AA976F08BB7E647F"><enum>(i)</enum><text>the risk involved and accepted actuarial principles; and</text>
					</clause><clause id="HF3C1AFB0F5B64F7082F1569A6305EC63"><enum>(ii)</enum><text>the flood mitigation activities that an owner or lessee has undertaken on a property, including
			 differences in the risk involved due to land use measures, floodproofing,
			 flood forecasting, and similar measures,</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H4963539FBD2348699ECE0725AC543BFA"><enum>15.</enum><header>Home improvement fairness</header><text display-inline="no-display-inline">Section 1307(a)(2)(E)(ii) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(a)(2)(E)(ii)</external-xref>) is amended by striking <quote>30 percent</quote> and inserting <quote>50 percent</quote>.</text>
		</section><section id="H44087E8F0FCC4F11B8A21554F51B4728"><enum>16.</enum><header>Affordability study and report</header>
			<subsection id="HAEC18A5F350B465584C79EC53068CA14"><enum>(a)</enum><header>Study issues</header><text display-inline="yes-display-inline">Subsection (a) of section 100236 of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957) is amended—</text>
				<paragraph id="HBF9B84D37EA94B05A5099E8A7CCE4068"><enum>(1)</enum><text>in paragraph (3), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H5C8E99A582224FFCAC5A1822AF629FBC"><enum>(2)</enum><text>in paragraph (4), by striking the period at the end and inserting a semicolon; and</text>
				</paragraph><paragraph id="H23EC01AD906D4D19AEDB489D01AA2A3B"><enum>(3)</enum><text>by adding at the end the following new paragraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H4E28867AD0EA441E8E9FEB3DA89DEFDC" style="OLC">
						<paragraph id="HF966A4DAD73546AEB5CD9FD462A3A724"><enum>(5)</enum><text>options for maintaining affordability if annual premiums for flood insurance coverage were to
			 increase to an amount greater than 2 percent of the liability coverage
			 amount under the policy, including options for enhanced mitigation
			 assistance and means-tested assistance;</text>
						</paragraph><paragraph id="HBC024D0C87584748A72458FC8422D781"><enum>(6)</enum><text>the effects that the establishment of catastrophe savings accounts would have regarding long-term
			 affordability of flood insurance coverage; and</text>
						</paragraph><paragraph id="HBBFF4DD8CDD44B0EBED74B5D70EEF79B"><enum>(7)</enum><text display-inline="yes-display-inline">options for modifying the surcharge under 1308A, including based on homeowner income, property
			 value or risk of loss.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8860DDAC47F84D9D9D2EE9A8428B1FD9"><enum>(b)</enum><header>Timing of submission</header><text display-inline="yes-display-inline">Notwithstanding the deadline under section 100236(c) of the Biggert-Waters Flood Insurance Reform
			 Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957), not later than 18 months after the date of enactment of this Act, the
			 Administrator shall submit to the full Committee on Banking, Housing, and
			 Urban Affairs and the full Committee on Appropriations of the Senate and
			 the full Committee on Financial Services and the full Committee on
			 Appropriations of the House of Representatives the affordability study and
			 report required under such section 100236.</text>
			</subsection><subsection id="H16E999C9743F461A9867F637C35592D8"><enum>(c)</enum><header>Affordability study funding</header><text>Section 100236(d) of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 957) is amended by striking <quote>$750,000</quote> and inserting <quote>$2,500,000</quote>.</text>
			</subsection></section><section id="HB8B9CCC868D141089425C43B9FB81B49"><enum>17.</enum><header>Flood insurance rate map certification</header><text display-inline="no-display-inline">The Administrator shall implement a flood mapping program for the National Flood Insurance Program,
			 only after review by the Technical Mapping Advisory Council, that, when
			 applied, results in technically credible flood hazard data in all areas
			 where Flood Insurance Rate Maps are prepared or updated, shall certify in
			 writing to the Congress when such a program has been implemented, and
			 shall provide to the Congress the Technical Mapping Advisory Council
			 review report.</text>
		</section><section id="H2EA4B1C27328476D9FB24D58F149DFD2"><enum>18.</enum><header>Funds to reimburse homeowners for successful map appeals</header>
			<subsection id="H9290FB76295345EBB340058906E7BC1F"><enum>(a)</enum><header>In general</header><text>Section 1363(f) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4104">42 U.S.C. 4104(f)</external-xref>) is amended—</text>
				<paragraph commented="no" id="H8412F3D9B0C144568E606AC98978F539"><enum>(1)</enum><text display-inline="yes-display-inline">in the first sentence, by inserting after <quote>as the case may be,</quote> the following: <quote>or, in the case of an appeal that is resolved by submission of conflicting data to the Scientific
			 Resolution Panel provided for in section 1363A, the community,</quote>; and</text>
				</paragraph><paragraph id="H5858AB6A6B014A2DA14EA8E569DAF323"><enum>(2)</enum><text>by striking the second sentence and inserting the following: <quote>The Administrator may use such amounts from the National Flood Insurance Fund established under
			 section 1310 as may be necessary to carry out this subsection.</quote>.</text>
				</paragraph></subsection><subsection id="H2B193C1915504431B7FFA7FA1315EBCD"><enum>(b)</enum><header>Conforming amendments</header><text>Section 1310(a) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4017">42 U.S.C. 4017(a)</external-xref>) is amended—</text>
				<paragraph id="HA240F86D098E425AB1F39500C2958895"><enum>(1)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HE3147CE8982548C7821043B7227D4E27"><enum>(2)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H3049146E133F44CD8F259A0E2D371BB6"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H67ADD7F4F620477CA8E85BE30E764223" style="OLC">
						<paragraph id="H3606DB65D5244A0695DE31039A0659F3"><enum>(8)</enum><text>for carrying out section 1363(f).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H55A555FE038E48FE8971F0CEFF419BD8"><enum>19.</enum><header>Flood protection systems</header>
			<subsection id="H0269568A1FD845B29C55E48499E75DE8"><enum>(a)</enum><header>Adequate progress on construction of flood protection systems</header><text>Section 1307(e) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(e)</external-xref>) is amended—</text>
				<paragraph id="H7C867D3956EA412F973D0210270F199E"><enum>(1)</enum><text>in the first sentence, by inserting <quote>or reconstruction</quote> after <quote>construction</quote>;</text>
				</paragraph><paragraph id="H7A965E1032E749FAA1DFF8BDCCCAC00B"><enum>(2)</enum><text>by amending the second sentence to read as follows: <quote>The Administrator shall find that adequate progress on the construction or reconstruction of a
			 flood protection system, based on the present value of the completed flood
			 protection system, has been made only if: (1) 100 percent of the cost of
			 the system has been authorized; (2) at least 60 percent of the cost of the
			 system has been appropriated; (3) at least 50 percent of the cost of the
			 system has been expended; and (4) the system is at least 50 percent
			 completed.</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H18C67F41482F44D891D72CD9D49B8533"><enum>(3)</enum><text>by adding at the end the following: <quote>Notwithstanding any other provision of law, in determining whether a community has made adequate
			 progress on the construction, reconstruction, or improvement of a flood
			 protection system, the Administrator shall consider all sources of
			 funding, including Federal, State, and local funds.</quote>.</text>
				</paragraph></subsection><subsection id="H1967089E0602437CAFD9E0B40CA9A74B"><enum>(b)</enum><header>Communities restoring disaccredited flood protection systems</header><text display-inline="yes-display-inline">Section 1307(f) of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4014">42 U.S.C. 4014(f)</external-xref>) is amended by amending the first sentence to read as follows: <quote>Notwithstanding any other provision of law, this subsection shall apply to riverine and coastal
			 levees that are located in a community which has been determined by the
			 Administrator of the Federal Emergency Management Agency to be in the
			 process of restoring flood protection afforded by a flood protection
			 system that had been previously accredited on a Flood Insurance Rate Map
			 as providing 100-year frequency flood protection but no longer does so,
			 and shall apply without regard to the level of Federal funding of or
			 participation in the construction, reconstruction, or improvement of the
			 flood protection system.</quote>.</text>
			</subsection></section><section id="H68D07284C02F43F99743E396169DA2A5"><enum>20.</enum><header>Quarterly reports regarding Reserve Fund ratio</header><text display-inline="no-display-inline">Subsection (e) of section 1310A of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4017a">42 U.S.C. 4017a</external-xref>) is amended, in the matter preceding paragraph (1), by inserting <quote>, on a calendar quarterly basis,</quote> after <quote>submit</quote>.</text>
		</section><section id="H2A6D24F5F44544A490958C32DDC3E36B"><enum>21.</enum><header>Treatment of floodproofed residential basements</header><text display-inline="no-display-inline">The Administrator shall continue to extend exceptions and variances for flood-proofed basements
			 consistent with <external-xref legal-doc="regulation" parsable-cite="cfr/44/60.6">section 60.6</external-xref> of title 44, Code of Federal Regulations, which are effective April 3, 2009; and section 60.3 of
			 such title, which are effective April 3, 2009.</text>
		</section><section display-inline="no-display-inline" id="HF074A7379117437DAF09F1E2618189F4" section-type="subsequent-section"><enum>22.</enum><header>Exemption from fees for certain map change requests</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, a requester shall be exempt from submitting a review or
			 processing fee for a request for a flood insurance rate map change based
			 on a habitat restoration project that is funded in whole or in part with
			 Federal or State funds, including dam removal, culvert redesign or
			 installation, or the installation of fish passage.</text>
		</section><section display-inline="no-display-inline" id="H09AC8299E4AC4B5E8DDDA9F74928F9D6" section-type="subsequent-section"><enum>23.</enum><header>Study of voluntary community-based flood insurance options</header>
			<subsection id="H67D6E88B2AAB4672A31AF65810165228"><enum>(a)</enum><header>Study</header>
				<paragraph id="H79D6EF8B5DDE4CC09B6790E1032DF29A"><enum>(1)</enum><header>Study required</header><text>The Administrator shall conduct a study to assess options, methods, and strategies for making
			 available voluntary community-based flood insurance policies through the
			 National Flood Insurance Program.</text>
				</paragraph><paragraph id="H213ADE0CF79549F5B0C7AA782783C965"><enum>(2)</enum><header>Considerations</header><text>The study conducted under paragraph (1) shall—</text>
					<subparagraph id="HFF81A2E692C743599E6265FEE2E2AA95"><enum>(A)</enum><text>take into consideration and analyze how voluntary community-based flood insurance policies—</text>
						<clause id="H59C25CCFE4B846E5A52855FBCC6B5318"><enum>(i)</enum><text>would affect communities having varying economic bases, geographic locations, flood hazard
			 characteristics or classifications, and flood management approaches; and</text>
						</clause><clause id="HFB16D0AEA57D4702B3294B88C6B6A8B2"><enum>(ii)</enum><text>could satisfy the applicable requirements under section 102 of the Flood Disaster Protection Act of
			 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a</external-xref>); and</text>
						</clause></subparagraph><subparagraph id="H7D91736DDC5B499DB3B071ED9AC8AAA5"><enum>(B)</enum><text>evaluate the advisability of making available voluntary community-based flood insurance policies to
			 communities, subdivisions of communities, and areas of residual risk.</text>
					</subparagraph></paragraph><paragraph id="HC466AD88C7174465B9DD4FE9BEB3B907"><enum>(3)</enum><header>Consultation</header><text>In conducting the study required under paragraph (1), the Administrator may consult with the
			 Comptroller General of the United States, as the Administrator determines
			 is appropriate.</text>
				</paragraph></subsection><subsection id="HF71D6B5AA50E4E4991821F651C786D34"><enum>(b)</enum><header>Report by the Administrator</header>
				<paragraph id="HB0596C85133A4C518D9FBA9BE0EA8F08"><enum>(1)</enum><header>Report required</header><text>Not later than 18 months after the date of enactment of this Act, the Administrator shall submit to
			 the Committee on Banking, Housing, and Urban Affairs of the Senate and the
			 Committee on Financial Services of the House of Representatives a report
			 that contains the results and conclusions of the study conducted under
			 subsection (a).</text>
				</paragraph><paragraph id="H2ECCF83D943C406E95BD22B7D26A4C32"><enum>(2)</enum><header>Contents</header><text>The report submitted under paragraph (1) shall include recommendations for—</text>
					<subparagraph id="H302BFC70D9474790AB87C0F763F34D37"><enum>(A)</enum><text>the best manner to incorporate voluntary community-based flood insurance policies into the National
			 Flood Insurance Program; and</text>
					</subparagraph><subparagraph id="H27CF803436FB4BE9A0EB3964E643EBB2"><enum>(B)</enum><text>a strategy to implement voluntary community-based flood insurance policies that would encourage
			 communities to undertake flood mitigation activities, including the
			 construction, reconstruction, or improvement of levees, dams, or other
			 flood control structures.</text>
					</subparagraph></paragraph></subsection><subsection id="HF47A7A29FB09486FA5772DC5760E2377"><enum>(c)</enum><header>Report by Comptroller General</header><text>Not later than 6 months after the date on which the Administrator submits the report required under
			 subsection (b), the Comptroller General of the United States shall—</text>
				<paragraph id="H611945C7112C486084B5F9A44130E255"><enum>(1)</enum><text>review the report submitted by the Administrator; and</text>
				</paragraph><paragraph id="HEFB938A60B3D4E31B933BED5D3614B17"><enum>(2)</enum><text>submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on
			 Financial Services of the House of Representatives a report that contains—</text>
					<subparagraph id="H991E6C4B5B4D45AD829C39FA1FEAD244"><enum>(A)</enum><text>an analysis of the report submitted by the Administrator;</text>
					</subparagraph><subparagraph id="HA2F7A2D86FEE499C8200BD2059D7E331"><enum>(B)</enum><text>any comments or recommendations of the Comptroller General relating to the report submitted by the
			 Administrator; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF1782EA6881F406B93756773880D6B2E"><enum>(C)</enum><text>any other recommendations of the Comptroller General relating to community-based flood insurance
			 policies.</text>
					</subparagraph></paragraph></subsection></section><section id="H80E4BC9012DB4B569473CFEF3498D1F9"><enum>24.</enum><header>Designation of flood insurance advocate</header>
			<subsection id="HFF751B07D35641D497E6238310081584"><enum>(a)</enum><header>In general</header><text>The Administrator shall designate a Flood Insurance Advocate to advocate for the fair treatment of
			 policy holders under the National Flood Insurance Program and property
			 owners in the mapping of flood hazards, the identification of risks from
			 flood, and the implementation of measures to minimize the risk of flood.</text>
			</subsection><subsection id="H2434D82612FC486A89E9C2CC300D510E"><enum>(b)</enum><header>Duties and responsibilities</header><text>The duties and responsibilities of the Flood Insurance Advocate designated under subsection (a)
			 shall be to—</text>
				<paragraph id="H0EEBFBDA187C4CFD845FA2B1C8984DF9"><enum>(1)</enum><text>educate property owners and policyholders under the National Flood Insurance Program on—</text>
					<subparagraph id="H928CA22856AF47118AA79B27057F5530"><enum>(A)</enum><text>individual flood risks;</text>
					</subparagraph><subparagraph id="H135FAE220451496A8202F4F4FD7403B7"><enum>(B)</enum><text>flood mitigation;</text>
					</subparagraph><subparagraph id="H71FB97DFAB2D480FB3D6992260FE6EAB"><enum>(C)</enum><text>measures to reduce flood insurance rates through effective mitigation;</text>
					</subparagraph><subparagraph id="H4FD0322B9E7749E787CD1F874CCE2CC5"><enum>(D)</enum><text>the flood insurance rate map review and amendment process; and</text>
					</subparagraph><subparagraph commented="no" id="H8928CCCB13E04E80896D7A5B8BFC8061"><enum>(E)</enum><text display-inline="yes-display-inline">any changes in the flood insurance program as a result of any newly enacted laws (including this
			 Act);</text>
					</subparagraph></paragraph><paragraph id="H3533CC76ADEF40299E6959C8D5163DBA"><enum>(2)</enum><text>assist policy holders under the National Flood Insurance Program and property owners to understand
			 the procedural requirements related to appealing preliminary flood
			 insurance rate maps and implementing measures to mitigate evolving flood
			 risks;</text>
				</paragraph><paragraph id="H5AAB1FA84DE74EFCA842DDB434C7A64E"><enum>(3)</enum><text>assist in the development of regional capacity to respond to individual constituent concerns about
			 flood insurance rate map amendments and revisions;</text>
				</paragraph><paragraph id="H8C42B8701A4F442BB57AFF8CA13254C0"><enum>(4)</enum><text>coordinate outreach and education with local officials and community leaders in areas impacted by
			 proposed flood insurance rate map amendments and revisions; and</text>
				</paragraph><paragraph id="H619D66D552A54D1D9DE62AB2C076CE74"><enum>(5)</enum><text>aid potential policy holders under the National Flood Insurance Program in obtaining and verifying
			 accurate and reliable flood insurance rate information when purchasing or
			 renewing a flood insurance policy.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="HA28C90A6A2DE4C55B250829581264365" section-type="subsequent-section"><enum>25.</enum><header>Exceptions to escrow requirement for flood insurance payments</header>
			<subsection id="H272B9CAC7399445F8825C965452C1269"><enum>(a)</enum><header>In general</header><text>Section 102(d)(1) of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(d)(1)</external-xref>) is amended—</text>
				<paragraph id="H48C0ED7345244C48BFC116282436CFC1"><enum>(1)</enum><text>in subparagraph (A), in the second sentence, by striking <quote>subparagraph (C)</quote> and inserting <quote>subparagraph (B)</quote>; and</text>
				</paragraph><paragraph id="H85672975186748E190C3114B6010C32F"><enum>(2)</enum><text>in subparagraph (B)—</text>
					<subparagraph id="H7465CD8E148E47078D44F82C0A8438EE"><enum>(A)</enum><text>in clause (ii), by redesignating subclauses (I) and (II) as items (aa) and (bb), respectively, and
			 adjusting the margins accordingly;</text>
					</subparagraph><subparagraph id="H5E352E29BDD046A1B43652C2D03CA685"><enum>(B)</enum><text>by redesignating clauses (i) and (ii) as subclauses (I) and (II), respectively, and adjusting the
			 margins accordingly;</text>
					</subparagraph><subparagraph id="HD3D0AFB7E052467391BC447F6D5AEA30"><enum>(C)</enum><text>in the matter preceding subclause (I), as redesignated by subparagraph (B), by striking <quote>(A) or (B), if—</quote> and inserting the following: “(A)—</text>
						<quoted-block display-inline="no-display-inline" id="H82177C412B1F4E0A9574DA68025DE500" style="OLC">
							<clause id="H9FC94FB4A60E490EAF8B8B38657D8456"><enum>(i)</enum><text>if—</text></clause><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H35626A595D0E4C1D87BD7FF32EE330BF"><enum>(D)</enum><text>by striking the period at the end and inserting <quote>; or</quote>; and</text>
					</subparagraph><subparagraph id="HEF36ACCF53B842A79430D3BCF7322473"><enum>(E)</enum><text>by adding at the end the following</text>
						<quoted-block display-inline="no-display-inline" id="H309CA300922848C3BBB4644BDF56FF65" style="OLC">
							<clause id="HE77C5284DED94349A5F0453F9DA30A02"><enum>(ii)</enum><text>in the case of a loan that—</text>
								<subclause id="H2F3D6509A53447B0B2EE66149C9588FF"><enum>(I)</enum><text>is in a junior or subordinate position to a senior lien secured by the same residential improved
			 real estate or mobile home for which flood insurance is being provided at
			 the time of the origination of the loan;</text>
								</subclause><subclause id="HBD92E3C070E64F348BE264D3960572CF"><enum>(II)</enum><text>is secured by residential improved real estate or a mobile home that is part of a condominium,
			 cooperative, or other project development, if the residential improved
			 real estate or mobile home is covered by a flood insurance policy that—</text>
									<item id="H7F8ABCAF89C04700A0CA3252BB6E2355"><enum>(aa)</enum><text>meets the requirements that the regulated lending institution is required to enforce under
			 subsection (b)(1);</text>
									</item><item id="H7D61DFC495954A47A2D603178AC0805B"><enum>(bb)</enum><text>is provided by the condominium association, cooperative, homeowners association, or other
			 applicable group; and</text>
									</item><item id="HF898207EE2594528A7F5B18941DBBE9C"><enum>(cc)</enum><text>the premium for which is paid by the condominium association, cooperative, homeowners association,
			 or other applicable group as a common expense;</text>
									</item></subclause><subclause id="HA3E8F2512B054B2CB4087895CB324A21"><enum>(III)</enum><text>is secured by residential improved real estate or a mobile home that is used as collateral for a
			 business purpose;</text>
								</subclause><subclause id="H7E921E0B5DB14C37B25DF7744C77AD42"><enum>(IV)</enum><text>is a home equity line of credit;</text>
								</subclause><subclause id="H684CF7FAF44E443BB940B7C527C58B5B"><enum>(V)</enum><text>is a nonperforming loan; or</text>
								</subclause><subclause id="H4CC262A46CC84E73A04073FEBA86CADC"><enum>(VI)</enum><text>has a term of not longer than 12 months.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="HE13B294B7F9E43BCA932CF4117256C30"><enum>(b)</enum><header>Applicability</header>
				<paragraph id="H7267E47790CF41BA89893029E8F24327"><enum>(1)</enum><header>In general</header>
					<subparagraph id="H763CD3686B08437FBAD87A4E84F92E98"><enum>(A)</enum><header>Required application</header><text>The amendments to section 102(d)(1) of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(d)(1)</external-xref>) made by section 100209(a) of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 920) and by subsection (a) of this section shall apply to any loan that is originated,
			 refinanced, increased, extended, or renewed on or after January 1, 2016.</text>
					</subparagraph><subparagraph id="H695AA6F557EA4EA390668322A0632391"><enum>(B)</enum><header>Optional application</header>
						<clause id="HA8C4A027D4DC438EBEAFA9162CD2EDC8"><enum>(i)</enum><header>Definitions</header><text>In this subparagraph—</text>
							<subclause id="H8F98F51A28024D4DB27EC53E5F6D9A91"><enum>(I)</enum><text>the terms <term>Federal entity for lending regulation</term>, <term>improved real estate</term>, <term>regulated lending institution</term>, and <term>servicer</term> have the meanings given the terms in section 3 of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4003">42 U.S.C. 4003</external-xref>);</text>
							</subclause><subclause id="H68D70DD1F4514CC4867B743502134DFA"><enum>(II)</enum><text>the term <term>outstanding loan</term> means a loan that—</text>
								<item id="H80AE30BD23AC4AA389E338DEF8E5454F"><enum>(aa)</enum><text>is outstanding as of January 1, 2016;</text>
								</item><item id="H486935DE08F54A6F87E7DF46474829A3"><enum>(bb)</enum><text>is not subject to the requirement to escrow premiums and fees for flood insurance under section
			 102(d)(1) of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(d)(1)</external-xref>) as in effect on July 5, 2012; and</text>
								</item><item id="HC3FEA3D1AB3A4479BF3A5A1FF808C19B"><enum>(cc)</enum><text>would, if the loan had been originated, refinanced, increased, extended, or renewed on or after
			 January 1, 2016, be subject to the requirements under section 102(d)(1)(A)
			 of the Flood Disaster Protection Act of 1973, as amended; and</text>
								</item></subclause><subclause id="H5497E145D52441FD9830C88D4BAF3C9B"><enum>(III)</enum><text>the term <term>section 102(d)(1)(A) of the Flood Disaster Protection Act of 1973, as amended</term> means section 102(d)(1)(A) of the Flood Disaster Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(d)(1)(A)</external-xref>), as amended by—</text>
								<item id="H334C44FBAD4649FAA08BDE151171DA85"><enum>(aa)</enum><text>section 100209(a) of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 920); and</text>
								</item><item id="H11AA9F832E5045A78CC0A693681C2213"><enum>(bb)</enum><text>subsection (a) of this section.</text>
								</item></subclause></clause><clause id="HB570EFD3E2D44D1DA2BE1F72AC18F10F"><enum>(ii)</enum><header>Option to escrow flood insurance payments</header><text>Each Federal entity for lending regulation (after consultation and coordination with the Federal
			 Financial Institutions Examination Council) shall, by regulation, direct
			 that each regulated lending institution or servicer of an outstanding loan
			 shall offer and make available to a borrower the option to have the
			 borrower's payment of premiums and fees for flood insurance under the
			 National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4001">42 U.S.C. 4001 et seq.</external-xref>), including the escrow of such payments, be treated in the same manner provided under section
			 102(d)(1)(A) of the Flood Disaster Protection Act of 1973, as amended.</text>
						</clause></subparagraph></paragraph><paragraph id="HB704DC20EF2A42328197BD2351CCC17E"><enum>(2)</enum><header>Repeal of 2-year delay on applicability</header><text>Subsection (b) of section 100209 of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref>; 126 Stat. 920) is repealed.</text>
				</paragraph><paragraph id="H52B6A7A0C5E64318B714677A81A14D61"><enum>(3)</enum><header>Rule of construction</header><text>Nothing in this section or the amendments made by this section shall be construed to supersede,
			 during the period beginning on July 6, 2012 and ending on December 31,
			 2015, the requirements under section 102(d)(1) of the Flood Disaster
			 Protection Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4012a">42 U.S.C. 4012a(d)(1)</external-xref>), as in effect on July 5, 2012.</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="H7AAD823EE32C40C9A4CF217C46BD4733" section-type="subsequent-section"><enum>26.</enum><header>Flood mitigation methods for buildings</header>
			<subsection id="H12B4B1333271422BAC1FA983C857753B"><enum>(a)</enum><header>Guidelines</header>
				<paragraph id="HCBC4177E4CAB4D6082552DE7F1EDC469"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1361 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4102">42 U.S.C. 4102</external-xref>) is amended by adding at the end the following new subsection:</text>
					<quoted-block id="HAAC16E662C9D455CB35DAB374B2AD843">
						<subsection id="HA3FD75F8A25F4C7DB9354E8067A0F7F8"><enum>(d)</enum><header>Flood mitigation methods for buildings</header><text display-inline="yes-display-inline">The Administrator shall establish guidelines for property owners that—</text>
							<paragraph id="H12C96646AC914C8B8E0B745CFD2D2B14"><enum>(1)</enum><text display-inline="yes-display-inline">provide alternative methods of mitigation, other than building elevation, to reduce flood risk to
			 residential buildings that cannot be elevated due to their structural
			 characteristics, including—</text>
								<subparagraph id="HE0A7094776244926B9644DCD2E109845"><enum>(A)</enum><text display-inline="yes-display-inline">types of building materials; and</text>
								</subparagraph><subparagraph id="HD2B6E0410F6B4DEFA887DE3F2442B98A"><enum>(B)</enum><text display-inline="yes-display-inline">types of floodproofing; and</text>
								</subparagraph></paragraph><paragraph id="HFE440095F7264796BA0EFD8857B8D9B7"><enum>(2)</enum><text display-inline="yes-display-inline">inform property owners about how the implementation of mitigation methods described in paragraph
			 (1) may affect risk premium rates for flood insurance coverage under the
			 National Flood Insurance Program.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HC818A350E7DE46679C278723262ED086"><enum>(2)</enum><header>Issuance</header><text>The Administrator shall issue the guidelines required under section 1361(d) of the National Flood
			 Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4102">42 U.S.C. 4102(d)</external-xref>), as added by the amendment made by paragraph (1) of this subsection, not later than the
			 expiration of the 1-year period beginning on the date of the enactment of
			 this Act.</text>
				</paragraph></subsection><subsection commented="no" id="H411292AC4E9941F58C9BABC1D28CCF75"><enum>(b)</enum><header>Calculation of risk premium rates</header><text display-inline="yes-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HE6B861F2F77A48E491CED76F19A6ED49" style="OLC">
					<subsection commented="no" id="H09138BA694534CD490477963ACEBA2DC"><enum>(k)</enum><header>Consideration of mitigation methods</header><text display-inline="yes-display-inline">In calculating the risk premium rate charged for flood insurance for a property under this section,
			 the Administrator shall take into account the implementation of any
			 mitigation method identified by the Administrator in the guidance issued
			 under section 1361(d) (<external-xref legal-doc="usc" parsable-cite="usc/42/4102">42 U.S.C. 4102(d)</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H197AA8A8D2184A2B9655EF62831ABB93"><enum>27.</enum><header>Mapping of non-structural flood mitigation features</header><text display-inline="no-display-inline">Section 100216 of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/42/4101b">42 U.S.C. 4101b</external-xref>) is amended—</text>
			<paragraph id="H1350E0F05F3B4FA5A0A39ED2FEEB8846"><enum>(1)</enum><text>in subsection (b)(1)(A)—</text>
				<subparagraph id="HA62388B7AC04441B99B20D96BC905EE8"><enum>(A)</enum><text>in clause (iv), by striking <quote>and</quote> at the end;</text>
				</subparagraph><subparagraph id="H24A6C960386B43878D78B824094CCB3A"><enum>(B)</enum><text>by redesignating clause (v) as clause (vi);</text>
				</subparagraph><subparagraph id="HF5926250BF5140B2BB766CB7BF92C7BC"><enum>(C)</enum><text>by inserting after clause (iv) the following new clause:</text>
					<quoted-block display-inline="no-display-inline" id="H7BAD1E5C95894E9CB3AFD052EFADF4BD" style="OLC">
						<clause id="H90DE0A7CBDAB4BBFAD18346B0742A9EA"><enum>(v)</enum><text display-inline="yes-display-inline">areas that are protected by non-structural flood mitigation features; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="HB99EA9D94F0349528B6C37AE38FCEBFA"><enum>(D)</enum><text display-inline="yes-display-inline">in clause (vi) (as so redesignated), by inserting before the semicolon at the end the following: <quote>and by non-structural flood mitigation features</quote>; and</text>
				</subparagraph></paragraph><paragraph id="HD1E29800AD13434DA18384F492F9C9C2"><enum>(2)</enum><text>in subsection (d)(1)—</text>
				<subparagraph id="HD5D089AD131548CBA452AA10A75A07C7"><enum>(A)</enum><text>by redesignating subparagraphs (A) through (C) as subparagraphs (B) through (D), respectively;</text>
				</subparagraph><subparagraph id="HBBD14D13EC8C4F3CA9464808CA21F758"><enum>(B)</enum><text>in subparagraph (C) (as so redesignated), by striking <quote>subparagraph (A)</quote> and inserting <quote>subparagraph (B)</quote>; and</text>
				</subparagraph><subparagraph id="HA1790E0D2C1249CD874DAB9163EFBBC4"><enum>(C)</enum><text>by inserting before subparagraph (B) (as so redesignated) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="H704EECF8D91C47C78BAD6FB400010477" style="OLC">
						<subparagraph id="HF9CAF65AF52A4DD39F0BE00936A2B903"><enum>(A)</enum><text display-inline="yes-display-inline">work with States, local communities, and property owners to identify areas and features described
			 in subsection (b)(1)(A)(v);</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section commented="no" id="H3945CC6048574C6384FFD20A9E23EB17"><enum>28.</enum><header>Clear communications</header><text display-inline="no-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HF71DB82A1C6D452DA5697F20585C5C30" style="OLC">
				<subsection commented="no" id="HEA71BBFDD6DC4EEDBB6180D0F112B06B"><enum>(l)</enum><header>Clear communications</header><text display-inline="yes-display-inline">The Administrator shall clearly communicate full flood risk determinations to individual property
			 owners regardless of whether their premium rates are full actuarial rates.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HA259A7F3E649422DBC0A8D9D1AD2A44C"><enum>29.</enum><header>Protection of small businesses, non-profits, houses of worship, and residences</header><text display-inline="no-display-inline">Section 1308 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015</external-xref>), as amended by the preceding provisions of this Act, is further amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H5167F60083F94E748DB16FA621C7A438" style="OLC">
				<subsection id="HB9D299FF8C2C4FDD903D591F0EF05FA9"><enum>(m)</enum><header>Protection of small businesses, non-Profits, houses of worship, and residences</header>
					<paragraph id="H50E3B236BEEE4F6AB5759595A72FDF00"><enum>(1)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this section and semiannually
			 thereafter, the Administrator shall monitor and report to Committee on
			 Financial Services of the House Representatives and the Committee on
			 Banking, Housing, and Urban Affairs of the Senate, the Administrator’s
			 assessment of the impact, if any, of the rate increases required under
			 subparagraphs (A) and (D) of section 1307(a)(2) and the surcharges
			 required under section 1308A on the affordability of flood insurance for—</text>
						<subparagraph id="HE106DBC53E424186A973B2038381057D"><enum>(A)</enum><text>small businesses with less than 100 employees;</text>
						</subparagraph><subparagraph id="H4301ECB9C2554185939CC391283E818D"><enum>(B)</enum><text>non-profit entities;</text>
						</subparagraph><subparagraph id="HBEA1C8895DDB482FBF488E3C48D849F7"><enum>(C)</enum><text>houses of worship; and</text>
						</subparagraph><subparagraph id="H34A53EB47DC3494699FE1AF3896B3C52"><enum>(D)</enum><text>residences with a value equal to or less than 25 percent of the median home value of properties in
			 the State in which the property is located.</text>
						</subparagraph></paragraph><paragraph id="HD248CA9B0DA146BAA435A2C429E507ED"><enum>(2)</enum><header>Recommendations</header><text display-inline="yes-display-inline">If the Administrator determines that the rate increases or surcharges described in paragraph (1)
			 are having a detrimental effect on affordability, including resulting in
			 lapsed policies, late payments, or other criteria related to affordability
			 as identified by the Administrator, for any of the properties identified
			 in subparagraphs (A) through (D) of such paragraph, the Administrator
			 shall, not later than 3 months after making such a determination, make
			 such recommendations as the Administrator considers appropriate to improve
			 affordability to the Committee on Financial Services of the House
			 Representatives and the Committee on Banking, Housing, and Urban Affairs
			 of the Senate.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H1AB77ED418724666A84E97667ECA8309"><enum>30.</enum><header>Mapping</header>
			<text display-inline="no-display-inline">Section 100216(d)(1) of the Biggert-Waters Flood Insurance Reform Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/42/4101b">42 U.S.C. 4101b(d)(1)</external-xref>) is amended—</text>
			<paragraph id="H6217CDFAB5A745CB871F6C5F0AEAB19D"><enum>(1)</enum><text>in subparagraph (B)—</text>
				<subparagraph id="H74DA2F6668114CC3AC3A06B0A1546BD0"><enum>(A)</enum><text>by striking <quote>subparagraph (A)</quote> and inserting <quote>subparagraph (D)</quote>; and</text>
				</subparagraph><subparagraph id="H8D77EB1FB06D46FFB92FE4258BB8CB26"><enum>(B)</enum><text>by striking <quote>and</quote> at the end;</text>
				</subparagraph></paragraph><paragraph id="H2DD59F7A5CD9450E827FF14E53991FF4"><enum>(2)</enum><text>by redesignating subparagraphs (A), (B), and (C) as subparagraphs (D), (E), and (G), respectively;</text>
			</paragraph><paragraph id="HDC6F72FCD81F4D9AACAE9002021BAADE"><enum>(3)</enum><text>by inserting before subparagraph (B), as so redesignated, the following new subparagraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H1422CE2747574CEBAC0BE9DF51DFE9AA" style="OLC">
					<subparagraph id="H9D08DA6ACA81436C9C7A6DEA270FFD7B"><enum>(A)</enum><text display-inline="yes-display-inline">before commencement of any mapping or map updating process, notify each community affected of the
			 model or models that the Administrator plans to use in such process and
			 provide an explanation of why such model or models are appropriate;</text>
					</subparagraph><subparagraph id="HDADDFCB56BE14497BED48840EB22CD9A"><enum>(B)</enum><text>provide each community affected a 30-day period beginning upon notification under subparagraph (A)
			 to consult with the Administrator regarding the appropriateness, with
			 respect to such community, of the mapping model or models to be used;
			 provided that consultation by a community pursuant to this subparagraph
			 shall not waive or otherwise affect any right of the community to appeal
			 any flood hazard determinations;</text>
					</subparagraph><subparagraph id="H58AA05415A8B4B90940A6795FCB7C544"><enum>(C)</enum><text display-inline="yes-display-inline">upon completion of the first Independent Data Submission, transmit a copy of such Submission to the
			 affected community, provide the affected community a 30-day period during
			 which the community may provide data to Administrator that can be used to
			 supplement or modify the existing data, and incorporate any data that is
			 consistent with prevailing engineering principles;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H5AD0B86FA37040A3AE06366F131DD8B1"><enum>(4)</enum><text>by inserting after subparagraph (E), as so redesignated, the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H7EE67B26B0734222B69B2F8DC5B2D1B1" style="OLC">
					<subparagraph id="H4F9163C3BAC3441BB4B81E2179D455E8"><enum>(F)</enum><text display-inline="yes-display-inline">not less than 30 days before issuance of any preliminary map, notify the Senators for each State
			 affected and each Member of the House of Representatives for each
			 congressional district affected by the preliminary map in writing of—</text>
						<clause id="H159208D55B314696819B5D641BD97C5B"><enum>(i)</enum><text>the estimated schedule for—</text>
							<subclause id="HC4A1F57598EE4F3190A27DE839934E2F"><enum>(I)</enum><text display-inline="yes-display-inline">community meetings regarding the preliminary map;</text>
							</subclause><subclause id="HDC94C661BA894B80BCC601B6F49AC160"><enum>(II)</enum><text display-inline="yes-display-inline">publication of notices regarding the preliminary map in local newspapers; and</text>
							</subclause><subclause id="HABD7BAE644004A7EA21F04AD16215328"><enum>(III)</enum><text>the commencement of the appeals process regarding the map; and</text>
							</subclause></clause><clause id="HFE7A80055E504A3A992A35E6EACA215D"><enum>(ii)</enum><text display-inline="yes-display-inline">the estimated number of homes and businesses that will be affected by changes contained in the
			 preliminary map, including how many structures will be that were not
			 previously located in an area having special flood hazards will be located
			 within such an area under the preliminary map; and</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" id="HF0EC1B72F7644113847180DC28C57099"><enum>31.</enum><header>Disclosure</header>
			<subsection commented="no" id="H8B937D493DFD4721AB6F3599A4AFD01F"><enum>(a)</enum><header>Changes in rates resulting from this Act</header><text display-inline="yes-display-inline">Not later than the date that is 6 months before the date on which any change in risk premium rates
			 for flood insurance coverage under the National Flood Insurance Program
			 resulting from this Act or any amendment made by this Act is implemented,
			 the Administrator shall make publicly available the rate tables and
			 underwriting guidelines that provide the basis for the change.</text>
			</subsection><subsection commented="no" id="HD5D07E27405646119FD5308E73F82DB0"><enum>(b)</enum><header>Report on policy and claims data</header>
				<paragraph commented="no" id="H861A05522BE54D2395D507C8FE7E2356"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator shall submit to
			 the Congress a report on the feasibility of—</text>
					<subparagraph commented="no" id="H70286AE95C5F461D8ED8D0CB55FD36F3"><enum>(A)</enum><text>releasing property-level policy and claims data for flood insurance coverage under the National
			 Flood Insurance Program; and</text>
					</subparagraph><subparagraph commented="no" id="HE73299CE4D774D6188EA2F576781CAEB"><enum>(B)</enum><text>establishing guidelines for releasing property-level policy and claims data for flood insurance
			 coverage under the National Flood Insurance Program in accordance with <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5, United States Code (commonly known as the Privacy Act of 1974).</text>
					</subparagraph></paragraph><paragraph commented="no" id="H77A4D03942554D3E9034F2AA812EC34F"><enum>(2)</enum><header>Contents</header><text>The report submitted under paragraph (1) shall include—</text>
					<subparagraph commented="no" id="H6074C06340E54EC28E0B025388B33ADD"><enum>(A)</enum><text>an analysis and assessment of how releasing property-level policy and claims data for flood
			 insurance coverage under the National Flood Insurance Program will aid
			 policy holders and insurers to understand how the Administration
			 determines actuarial premium rates and assesses flood risks; and</text>
					</subparagraph><subparagraph commented="no" id="HE1293059A9DB48428A7AA6364361315F"><enum>(B)</enum><text>recommendations for protecting personal information in accordance with <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5, United States Code (commonly known as the Privacy Act of 1974).</text>
					</subparagraph></paragraph></subsection></section></legis-body>
