<section id="HE06E39B5D1D246AABB8EED70E4AFBB20" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regulation D Study Act</short-title></quote>.</text> </section>
<section id="HCF2A8ACC82A24E4FB61D75656688D4DD"><enum>2.</enum><header>Government Accountability Office study</header> 
<subsection id="HE24CEE5BCCC94044A073D7230FF7390F"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a comprehensive study on the impact on depository institutions, consumers, and monetary policy of the requirement that depository institutions maintain reserves in accordance with subsections (b) and (c) of section 19 of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/461">12 U.S.C. 461</external-xref>) and Regulation D (12 C.F.R. 204).</text> </subsection>
<subsection id="HE9893A78FAA4485DB451971A05265890"><enum>(b)</enum><header>Matters To be studied</header><text>In conducting the study under this section, the Comptroller General shall include the following:</text> 
<paragraph id="H6308F6845DEA45B7AC081F29B232E2B9"><enum>(1)</enum><text>An historic review of how the Board of Governors of the Federal Reserve System has used reserve requirements to conduct United States monetary policy, including information on how and when the Board of Governors has changed the required reserve ratio.</text> </paragraph>
<paragraph id="H969EA0B8288C408AAB5EA7447776E3B2"><enum>(2)</enum><text>The impact of the maintenance of reserves on depository institutions, including the operational requirements and associated costs.</text> </paragraph>
<paragraph id="HA26A0F17CB4C4C8BA13560306C149588"><enum>(3)</enum><text>The impact on consumers in managing their accounts, including the costs and benefits of the reserving system.</text> </paragraph>
<paragraph id="H5D8D01A3A64247D38A4C53848CECF74D"><enum>(4)</enum><text>Alternatives the Board of Governors may have to the maintenance of reserves to effect monetary policy.</text> </paragraph></subsection>
<subsection id="HFAF82E1D8CD0480CA8BF66BDF2526D96"><enum>(c)</enum><header>Consultation</header><text display-inline="yes-display-inline">In conducting the study under this section, the Comptroller General shall consult with credit unions and community banks.</text> </subsection>
<subsection id="H280FBD87C18F49539087EEA616B5AFEC"><enum>(d)</enum><header>Report</header><text>Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall submit to Congress a report containing—</text> 
<paragraph id="H7D0B4DDAADBF4054810F05D28849AA99"><enum>(1)</enum><text>the results of the study conducted pursuant to this section; and</text> </paragraph>
<paragraph id="H2E67E4AC6C1C4253907586ED26CF5330"><enum>(2)</enum><text>any recommendations based on such study.</text> </paragraph></subsection></section>
