		<official-title display="yes">To expedite the planning and implementation of salvage timber sales as part of Forest Service and
			 Department of the Interior restoration and rehabilitation activities for
			 lands within the Stanislaus National Forest and Yosemite National Park and
			 Bureau of Land Management lands adversely impacted by the 2013 Rim Fire in
			 California.<pagebreak></pagebreak></official-title>

		<section id="H22991370FF4E4759BD4C643E086E33C6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rim Fire Emergency Salvage Act</short-title></quote>.</text>
		</section><section id="H6CCDB2E0231F458D835483C85932A388" section-type="subsequent-section"><enum>2.</enum><header>Expedited salvage timber sales in response to the California Rim Fire</header>
			<subsection id="H0BDAAE2509A9493F962D675B78D741D8"><enum>(a)</enum><header>Salvage timber sales required</header><text display-inline="yes-display-inline">As part of the restoration and rehabilitation activities undertaken on the lands within the
			 Stanislaus National Forest and the Bureau of Land Management lands
			 adversely impacted by the 2013 Rim Fire in California, the Secretary of
			 Agriculture, with respect to affected Stanislaus National Forest lands,
			 and the Secretary of the Interior, with respect to affected Bureau of Land
			 Management lands, shall promptly plan and implement salvage timber sales
			 of dead, damaged, or downed timber resulting from that wildfire.</text>
			</subsection><subsection id="HCFFE252B4E4944CD87F17C65FEB52AF5"><enum>(b)</enum><header>Expedited implementation</header>
				<paragraph id="HBBF10EF231034EF396BF416CABE15F13"><enum>(1)</enum><header>Legal sufficiency</header><text display-inline="yes-display-inline">Due to the extraordinary severity of the Rim Fire occurring on the Federal lands described in
			 subsection (a), salvage timber sales conducted under such subsection shall
			 proceed immediately and to completion notwithstanding any other provision
			 of law, including the National Environmental Policy Act of 1969 (42 U.S.C.
			 4321 et seq.), section 14 of the National Forest Management Act of 1976
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/472a">16 U.S.C. 472a</external-xref>), the Forest and Rangeland Renewable Resources Planning
			 Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600 et seq.</external-xref>), and the Federal Land Policy and
			 Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>).</text>
				</paragraph><paragraph id="HB99E3CF4C1594E36AA93044A3BE8E857"><enum>(2)</enum><header>Administrative and judicial review</header><text display-inline="yes-display-inline">Salvage timber sales conducted under subsection (a) shall not be subject to—</text>
					<subparagraph id="HBDA6662110794B1F9B0020527B7F2960"><enum>(A)</enum><text>administrative review, including, in the case of the Forest Service, the notice, comment, and
			 appeal requirements of section 322 of the Department of the Interior and
			 Related Agencies Appropriations Act, 1993 (<external-xref legal-doc="public-law" parsable-cite="pl/102/381">Public Law 102–381</external-xref>; 16 U.S.C.
			 1612 note); or</text>
					</subparagraph><subparagraph id="HDD61EE8DD3084DB189A8F7E586A4A19C"><enum>(B)</enum><text>judicial review in any court of the United States.</text>
					</subparagraph></paragraph></subsection></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>A bill to expedite the planning and implementation of salvage timber sales as part of Forest
			 Service and Department of the Interior restoration and rehabilitation
			 activities for lands within the Stanislaus National Forest and Bureau of
			 Land Management lands adversely impacted by the 2013 Rim Fire in
			 California.</quote>.</official-title-amendment>
