<section id="HBCBED7E224B2462090DE99925225B07D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Reserve Transparency Act of 2014</short-title></quote>.</text> </section>
<section id="HB7471537188D4ABAA8DE7F050783ADDF"><enum>2.</enum><header>Audit reform and transparency for the Board of Governors of the Federal Reserve System</header> 
<subsection id="HE55A6351BA2A43E8AF8EA283CE33D6F4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/31/714">section 714</external-xref> of title 31, United States Code, or any other provision of law, the Comptroller General shall complete an audit of the Board of Governors of the Federal Reserve System and the Federal reserve banks under subsection (b) of such section 714 within 12 months after the date of the enactment of this Act.</text> </subsection> 
<subsection id="H3BD00875599244B79A9D46F8DFB0142A"><enum>(b)</enum><header>Report</header> 
<paragraph id="HB0DBE0FC3C9D4FD28226794D6CCC65FB"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the audit required pursuant to subsection (a) is completed, the Comptroller General—</text> 
<subparagraph id="H1F20C21E92EA44658B40A25A70E5CB67"><enum>(A)</enum><text>shall submit to Congress a report on such audit; and</text> </subparagraph> 
<subparagraph id="H657525BBF25542BEB4EB3A3D0011C111"><enum>(B)</enum><text>shall make such report available to the Speaker of the House, the majority and minority leaders of the House of Representatives, the majority and minority leaders of the Senate, the Chairman and Ranking Member of the committee and each subcommittee of jurisdiction in the House of Representatives and the Senate, and any other Member of Congress who requests the report.</text> </subparagraph> </paragraph> 
<paragraph id="H72EEF13ADCDC44FDB3277C3B22874CA7"><enum>(2)</enum><header>Contents</header><text>The report under paragraph (1) shall include a detailed description of the findings and conclusion of the Comptroller General with respect to the audit that is the subject of the report, together with such recommendations for legislative or administrative action as the Comptroller General may determine to be appropriate.</text> </paragraph> </subsection> 
<subsection id="H1A55963AB5DF49F78232F84E6D63934E"><enum>(c)</enum><header>Repeal of certain limitations</header><text>Subsection (b) of <external-xref legal-doc="usc" parsable-cite="usc/31/714">section 714</external-xref> of title 31, United States Code, is amended by striking the second sentence.</text> </subsection> 
<subsection id="H44C19C8451A14F45B67AAE82DC3075B7"><enum>(d)</enum><header>Technical and conforming amendments</header><text><external-xref legal-doc="usc" parsable-cite="usc/31/714">Section 714</external-xref> of title 31, United States Code, is amended—</text> 
<paragraph id="H1A1F8697EFAD4769A4A2137F9574073B"><enum>(1)</enum><text>in subsection (d)(3)—</text> 
<subparagraph id="HD27C318AD60F4D66B4D97BF3ED6BC73E"><enum>(A)</enum><text>in subparagraph (A)—</text> 
<clause id="H506E5163D0534C669B577D576784467B"><enum>(i)</enum><text>by striking <quote>or (f)</quote>;</text> </clause> 
<clause id="HD156F45022C949778D58A7088EEF77A6"><enum>(ii)</enum><text>in clause (i), by striking <quote>or (f)</quote>; and</text> </clause> 
<clause id="HE90BB63BE4DD443AAD05FEF65828DABB"><enum>(iii)</enum><text>in clause (ii), by striking <quote>or (f)</quote>; and</text> </clause> </subparagraph> 
<subparagraph id="HF6ABA1168869442A99F20ABC1733326F"><enum>(B)</enum><text>in subparagraph (C), by striking <quote>or (f)</quote>; and </text> </subparagraph> </paragraph> 
<paragraph id="H542A6A69449242C282AFA07F4655AEF2"><enum>(2)</enum><text>by striking subsection (f).</text> </paragraph> </subsection> </section>
