		<section id="H749D151197F047F6B80B97584E860B8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Integrated Drought Information System Reauthorization Act of 2014</short-title></quote>.</text>
		</section><section id="H012A452C1C9E4A77BCD030C0045C72B2"><enum>2.</enum><header>NIDIS program amendments</header><text display-inline="no-display-inline">Section 3 of the National Integrated Drought Information System Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/15/313d">15 U.S.C. 313d</external-xref>) is amended—</text>
			<paragraph id="H27CADCD2F7794873A2AA5057D7478468"><enum>(1)</enum><text>in subsection (a), by inserting before the period at the end the following: <quote>to better inform and provide for more timely decisionmaking to reduce drought related impacts and
			 costs</quote>;</text>
			</paragraph><paragraph id="H624E93E635DF47F7907238A179C83F2C"><enum>(2)</enum><text>by striking subsection (b) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HC23AE92E3EF049D6ACAC190AB4947D21" style="OLC">
					<subsection id="H247BDCB1DBA444A58500874C55BB7984"><enum>(b)</enum><header>System functions</header><text display-inline="yes-display-inline">The National Integrated Drought Information System shall—</text>
						<paragraph id="H9C976085A8DE4F699A9EEEFD81D9F70B"><enum>(1)</enum><text display-inline="yes-display-inline">provide an effective drought early warning system that—</text>
							<subparagraph id="HDA84A224D22040B599230A744E927B28"><enum>(A)</enum><text display-inline="yes-display-inline">collects and integrates information on the key indicators of drought and drought impacts in order
			 to make usable, reliable, and timely forecasts of drought, including
			 assessments of the severity of drought conditions and impacts; and</text>
							</subparagraph><subparagraph id="H6F3A06F8D43442DEB240448212CF9826"><enum>(B)</enum><text display-inline="yes-display-inline">provides such information, forecasts, and assessments on both national and regional levels;</text>
							</subparagraph></paragraph><paragraph id="HD05824AA0DEF48BEAD5FF163071E3E34"><enum>(2)</enum><text display-inline="yes-display-inline">communicate drought forecasts, drought conditions, and drought impacts on an ongoing basis to
			 public and private entities engaged in drought planning and preparedness,
			 including—</text>
							<subparagraph id="H26ABD00C2E4840FFA581C30B343C50A7"><enum>(A)</enum><text display-inline="yes-display-inline">decisionmakers at the Federal, regional, State, tribal, and local levels of government;</text>
							</subparagraph><subparagraph id="HBF5FF3345D174314825B1FE3AEE59B2B"><enum>(B)</enum><text>the private sector; and</text>
							</subparagraph><subparagraph id="H80CE5FFF86634BBBADBD595AD5BE98F2"><enum>(C)</enum><text>the public;</text>
							</subparagraph></paragraph><paragraph id="H781A607B0B414647907FB789EEDC5D66"><enum>(3)</enum><text display-inline="yes-display-inline">provide timely data, information, and products that reflect local, regional, and State differences
			 in drought conditions;</text>
						</paragraph><paragraph id="HF5508E4E15094BBE9CE1ECEDDBBC7092"><enum>(4)</enum><text display-inline="yes-display-inline">coordinate, and integrate as practicable, Federal research and monitoring in support of a drought
			 early warning system;</text>
						</paragraph><paragraph id="HC72F84A0B16C4383B81C75235509A6E5"><enum>(5)</enum><text display-inline="yes-display-inline">build upon existing forecasting and assessment programs and partnerships, including through the
			 designation of one or more cooperative institutes to assist with National
			 Integrated Drought Information System functions; and</text>
						</paragraph><paragraph id="HB20DD168132543778686D43DDFED7DE2"><enum>(6)</enum><text display-inline="yes-display-inline">continue ongoing research and monitoring activities related to drought, including research
			 activities relating to length, severity, and impacts of drought and the
			 role of extreme weather events and climate variability in drought.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H52EB41D3D5FE4BC6A8FF736212CE1451"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H26327B7098854E8E9B3766E5C2C682CB" style="OLC">
					<subsection id="H0689B6175A12460196B66B1C3FAF719C"><enum>(e)</enum><header>Report</header>
						<paragraph id="HCBBCDE3FEFA54D1884C4F41BCC7E358D"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>National Integrated Drought Information System Reauthorization Act of 2014</short-title>, the Under Secretary shall transmit to the Committee on Science, Space, and Technology of the
			 House of Representatives and the Committee on Commerce, Science, and
			 Transportation of the Senate a report that contains—</text>
							<subparagraph id="HE3DE5D935EE84D96AD2C32B42F30FF70"><enum>(A)</enum><text display-inline="yes-display-inline">an analysis of the implementation of the National Integrated Drought Information System program,
			 including how the information, forecasts, and assessments are utilized in
			 drought policy planning and response activities;</text>
							</subparagraph><subparagraph id="HD4AD277829394307AA0A5DA1BE8973EB"><enum>(B)</enum><text>specific plans for continued development of such program, including future milestones; and</text>
							</subparagraph><subparagraph id="H0E7952E2D1CD4A46AA6630302F82CC32"><enum>(C)</enum><text>an identification of research, monitoring, and forecasting needs to enhance the predictive
			 capability of drought early warnings that include—</text>
								<clause id="HC570B38F78434E4AB320DEDB8EE54399"><enum>(i)</enum><text>the length and severity of droughts;</text>
								</clause><clause id="H443B053E4FA74A6B8E399BC7C4DB6B56"><enum>(ii)</enum><text>the contribution of weather events to reducing the severity or ending drought conditions; and</text>
								</clause><clause id="H0F334E5857DB4B5BB183103E20A59733"><enum>(iii)</enum><text>regionally specific drought impacts.</text>
								</clause></subparagraph></paragraph><paragraph id="HDE3DBB84B74943B0BBE410F7598A02DD"><enum>(2)</enum><header>Consultation</header><text>In developing the report under paragraph (1), the Under Secretary shall consult with relevant
			 Federal, regional, State, tribal, and local government agencies, research
			 institutions, and the private sector.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HA0C78115FD0142AB92E29601753D094F"><enum>3.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 4 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/313d">15 U.S.C. 313d</external-xref> note) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HE344CF8386A1496DA1BCAA99392FA63A" style="OLC">
				<section id="H9D43781A1F7646BAAE035C080AA28B31"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act $13,500,000 for each of fiscal years
			 2014 through 2018.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
