<section id="HC498D5F738A7431D84E0B6149DDA8484" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biennial Budgeting and Enhanced Oversight Act of <deleted-phrase reported-display-style="strikethrough" committee-id="HBU00">2013</deleted-phrase> <added-phrase reported-display-style="italic" committee-id="HBU00">2014</added-phrase></short-title></quote>.</text> </section> 
<title id="H05942CC4C6514EFA817370B9A037FF1A"><enum>I</enum><header>Congressional budget process</header> 
<section id="H1AAD16C875F74A71A91B6B55A959E5F2"><enum>101.</enum><header>Purposes</header><text display-inline="no-display-inline">Paragraphs (1) and (2) of section 2 of the Congressional Budget and Impoundment Control Act of 1974 are amended to read as follows:</text>

<paragraph id="H1E60D5D3A7B04ACB8A789C83C8B4B827"><enum>(1)</enum><text>to assure effective control over the budgetary process;</text> </paragraph>

<paragraph commented="no" display-inline="yes-display-inline" id="H02B74F6648894285A0E639D815639BDF"><enum>(1)</enum><text>For purposes of this section, an authorization of appropriations is an authorization for the enactment of an amount of appropriations or amounts not to exceed an amount of appropriations (whether stated as a sum certain, as a limit, or as such sums as may be necessary) for any purpose for a fiscal year.</text> </paragraph>
