		<section commented="no" display-inline="no-display-inline" id="H95BC6AD0BF6149D299C2D1A9BFC29907" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Windstorm Impact Reduction Act Reauthorization of 2014</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HEBCB0D85589F44E3AB0FF0E5B16C0BE2" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header>
			<subsection id="H702C493AA4D148A2892F4A232AD33B7C"><enum>(a)</enum><header>Director</header><text display-inline="yes-display-inline">Section 203(1) of the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15702">42 U.S.C. 15702(1)</external-xref>) is
			 amended by striking <quote>Director of the Office of Science and Technology Policy</quote> and inserting <quote>Director of the National Institute of Standards and Technology</quote>.</text>
			</subsection><subsection id="H7B518D18FCD949B794CF28813FBC09F7"><enum>(b)</enum><header>Lifelines</header><text display-inline="yes-display-inline">Section 203 of the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15702">42 U.S.C. 15702</external-xref>) is further
			 amended—</text>
				<paragraph id="HC017689414784B21802EE8226ACF62D3"><enum>(1)</enum><text>by redesignating paragraphs (2) through (4) as paragraphs (3) through (5), respectively; and</text>
				</paragraph><paragraph id="H116AC364C2324B5C9AB574E5B35E6D1A"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HE01F6F2AE4894F01ADD47AF10408C29A" style="OLC">
						<paragraph id="H47221F2529F04831945B7B3CB35CD917"><enum>(2)</enum><header>Lifelines</header><text display-inline="yes-display-inline">The term <quote>lifelines</quote> means public works and utilities, including transportation facilities and infrastructure, oil and
			 gas pipelines, electrical power and communication facilities and
			 infrastructure, and water supply and sewage treatment facilities.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H349544EC3A414170928CDFBA539F0BC8" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">National Windstorm Impact Reduction Program</header><text display-inline="no-display-inline">Section 204 of the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15703">42 U.S.C. 15703</external-xref>) is amended—</text>
			<paragraph id="HD9B934B346594082A7249D7C9F9BBEB6"><enum>(1)</enum><text>by striking subsections (a), (b), and (c) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H82A33998779A45818707834BCAC9DC44" style="OLC">
					<subsection id="H5E3C3DB306744A50ACC22795B62AF784"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established the National Windstorm Impact Reduction Program, the purpose of which is to
			 achieve major measurable reductions in the losses of life and property
			 from windstorms through a coordinated Federal effort, in cooperation with
			 other levels of government, academia, and the private sector, aimed at
			 improving the understanding of windstorms and their impacts and developing
			 and encouraging the implementation of cost-effective mitigation measures
			 to reduce those impacts.</text>
					</subsection><subsection id="HAE52457938454BB2B6C701EBA6AF2469"><enum>(b)</enum><header>Responsibilities of program agencies</header>
						<paragraph id="H9BED74D7D82F44A6935571CC6364C0C2"><enum>(1)</enum><header>Lead agency</header><text display-inline="yes-display-inline">The National Institute of Standards and Technology shall have the primary responsibility for
			 planning and coordinating the Program. In carrying out this paragraph, the
			 Director shall—</text>
							<subparagraph id="H72D79F629F68420F88BC7996DEA29769"><enum>(A)</enum><text>ensure that the Program includes the necessary components to promote the implementation of
			 windstorm risk reduction measures by Federal, State, and local
			 governments, national standards and model building code organizations,
			 architects and engineers, and others with a role in planning and
			 constructing buildings and lifelines;</text>
							</subparagraph><subparagraph id="H3FDFA430B41D4E438A8CC49ED707FAB0"><enum>(B)</enum><text>support the development of performance-based engineering tools, and work with appropriate groups to
			 promote the commercial application of such tools, including through
			 wind-related model building codes, voluntary standards, and construction
			 best practices;</text>
							</subparagraph><subparagraph id="HC939AD07855045F2BC2B7C301E9C39C7"><enum>(C)</enum><text>request the assistance of Federal agencies other than the Program agencies, as necessary to assist
			 in carrying out this Act;</text>
							</subparagraph><subparagraph id="H5E4B5CDE1D434DC39C293E7D4838C7FF"><enum>(D)</enum><text>coordinate all Federal post-windstorm investigations; and</text>
							</subparagraph><subparagraph id="HF8A0DA4BB9D14F7BAFCA508CCA232A06"><enum>(E)</enum><text display-inline="yes-display-inline">when warranted by research or investigative findings, issue recommendations to assist in informing
			 the development of model codes, and provide information to Congress on the
			 use of such recommendations.</text>
							</subparagraph></paragraph><paragraph id="HE57CE75C5DC0468098513F6CE096E73D"><enum>(2)</enum><header>National Institute of Standards and Technology</header><text display-inline="yes-display-inline">In addition to the lead agency responsibilities described under paragraph (1), the National
			 Institute of Standards and Technology shall be responsible for carrying
			 out research and development to improve model building codes, voluntary
			 standards, and best practices for the design, construction, and retrofit
			 of buildings, structures, and lifelines.</text>
						</paragraph><paragraph id="H3AA75FFF40CF4266AB2F6EDA7A06C40E"><enum>(3)</enum><header>National science foundation</header><text display-inline="yes-display-inline">The National Science Foundation shall support research in—</text>
							<subparagraph id="H26737ACC26E9445588B51D9FC7E2A2E0"><enum>(A)</enum><text>engineering and the atmospheric sciences to improve the understanding of the behavior of windstorms
			 and their impact on buildings, structures, and lifelines; and</text>
							</subparagraph><subparagraph id="H45452A4751854F45BD978ECC13608555"><enum>(B)</enum><text>economic and social factors influencing windstorm risk reduction measures.</text>
							</subparagraph></paragraph><paragraph id="HBC98964F1FCB45F1B2507F45C4267F89"><enum>(4)</enum><header>National Oceanic and Atmospheric Administration</header><text>The National Oceanic and Atmospheric Administration shall support atmospheric sciences research to
			 improve the understanding of the behavior of windstorms and their impact
			 on buildings, structures, and lifelines.</text>
						</paragraph><paragraph id="HE492389D94184191B0B8A511D2EBA226"><enum>(5)</enum><header>Federal emergency management agency</header><text display-inline="yes-display-inline">The Federal Emergency Management Agency shall—</text>
							<subparagraph id="H626E3C37D4AD4A8AAD652FB30A67541A"><enum>(A)</enum><text>support—</text>
								<clause id="H864ABAF52F644B85A0E4772049B0C040"><enum>(i)</enum><text>the development of risk assessment tools and effective mitigation techniques;</text>
								</clause><clause id="HDF3686F2D04440159FF25E8768DD502B"><enum>(ii)</enum><text>windstorm-related data collection and analysis;</text>
								</clause><clause id="H284E350CE2CD4E419F1E2178BB6ACC77"><enum>(iii)</enum><text>public outreach and information dissemination; and</text>
								</clause><clause id="HEB714B0553F94E68BBD0A7415ECA2F83"><enum>(iv)</enum><text>promotion of the adoption of windstorm preparedness and mitigation measures, including for
			 households, businesses, and communities, consistent with the Agency’s
			 all-hazards approach; and</text>
								</clause></subparagraph><subparagraph id="H038216FBB5D345A8AE0831D076B7CC46"><enum>(B)</enum><text>work closely with national standards and model building code organizations, in conjunction with the
			 National Institute of Standards and Technology, to promote the
			 implementation of research results and promote better building practices
			 within the building design and construction industry, including
			 architects, engineers, contractors, builders, and inspectors.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H1868AF3FA7CD486C9F33007A14374B55"><enum>(2)</enum><text>by redesignating subsection (d) as subsection (c), and by striking subsections (e) and (f); and</text>
			</paragraph><paragraph id="HE261402FF66B45E589694E85431CEADC"><enum>(3)</enum><text>by inserting after subsection (c), as so redesignated, the following new subsections:</text>
				<quoted-block display-inline="no-display-inline" id="H12EF5988458241F29D3BA5CCCBCDD66A" style="OLC">
					<subsection id="H44B19F760295491C91793F3D2BE8DCC1"><enum>(d)</enum><header>Budget activities</header><text display-inline="yes-display-inline">The Director of the National Institute of Standards and Technology, the Director of the National
			 Science Foundation, the Director of the National Oceanic and Atmospheric
			 Administration, and the Director of the Federal Emergency Management
			 Agency shall each include in their agency’s annual budget request to
			 Congress a description of their agency’s projected activities under the
			 Program for the fiscal year covered by the budget request, along with an
			 assessment of what they plan to spend on those activities for that fiscal
			 year.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="HE366334B55A44364BD77F32A831C00AA"><enum>(e)</enum><header display-inline="yes-display-inline">Interagency Coordinating Committee on Windstorm Impact Reduction</header>
						<paragraph commented="no" display-inline="no-display-inline" id="HDD02E8571E0D4FDF9DBACC09D1079436"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established an Interagency Coordinating Committee on Windstorm Impact Reduction, chaired
			 by the Director.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1836EBAF7E4B489599FCDFE477FF9BCE"><enum>(2)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">In addition to the chair, the Committee shall be composed of—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="HCA4DF417BFE84880AC1FC74C6A2432B4"><enum>(A)</enum><text display-inline="yes-display-inline">the heads of—</text>
								<clause commented="no" display-inline="no-display-inline" id="HC2E4F72DFFD240A9BCCC7048B68EDBA3"><enum>(i)</enum><text display-inline="yes-display-inline">the Federal Emergency Management Agency;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HC4373DBC6F7548F7925168DAC04595D3"><enum>(ii)</enum><text display-inline="yes-display-inline">the National Oceanic and Atmospheric Administration;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HBF0EBF13245947CF8A7627143DDB25BB"><enum>(iii)</enum><text display-inline="yes-display-inline">the National Science Foundation;</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="H84301042B7DC45C580ED67780CC9A190"><enum>(iv)</enum><text display-inline="yes-display-inline">the Office of Science and Technology Policy; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="HC45BB1406969463D95710192C28DA6B5"><enum>(v)</enum><text display-inline="yes-display-inline">the Office of Management and Budget; and</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFCC2A01CBBB6440D82B87CEFB23F7D24"><enum>(B)</enum><text display-inline="yes-display-inline">the head of any other Federal agency the chair considers appropriate.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9672484CDCB64E19BBC729E4BE32F959"><enum>(3)</enum><header display-inline="yes-display-inline">Meetings</header><text display-inline="yes-display-inline">The Committee shall meet not less than 2 times a year at the call of the Director of the National
			 Institute of Standards and Technology.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA66C47C1E6B441578705BC65B5AD5B22"><enum>(4)</enum><header display-inline="yes-display-inline">General purpose and duties</header><text display-inline="yes-display-inline">The Committee shall oversee the planning and coordination of the Program.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB5A34AE642D6428DABD3A0656687D450"><enum>(5)</enum><header display-inline="yes-display-inline">Strategic plan</header><text display-inline="yes-display-inline">The Committee shall develop and submit to Congress, not later than one year after the date of
			 enactment of the <short-title>National Windstorm Impact Reduction Act Reauthorization of 2014</short-title>, a Strategic Plan for the Program that includes—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H3250C3B1B40D47F686465D2A4534AA00"><enum>(A)</enum><text display-inline="yes-display-inline">prioritized goals for the Program that will mitigate against the loss of life and property from
			 future windstorms;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF2D10BFC19A24BA2BB5CD133AD354B30"><enum>(B)</enum><text display-inline="yes-display-inline">short-term, mid-term, and long-term research objectives to achieve those goals;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H18AE5E9D42554497AE5FF81F93CF8CA1"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the role of each Program agency in achieving the prioritized goals;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAFD835E94B664C5A9B77A7160D3E08BD"><enum>(D)</enum><text display-inline="yes-display-inline">the methods by which progress towards the goals will be assessed; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H83F4C180A25C49518886869A5DFEC496"><enum>(E)</enum><text display-inline="yes-display-inline">an explanation of how the Program will foster the transfer of research results into outcomes, such
			 as improved model building codes.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA5DFA39CFF9A49BD9650B3C1DAAA01EA"><enum>(6)</enum><header display-inline="yes-display-inline">Progress report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>National Windstorm Impact Reduction Act Reauthorization of 2014</short-title>, the Committee shall submit to the Congress a report on the progress of the Program that includes—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="HC09F9DBB525246A4BC4030402571C17E"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the activities funded under the Program, a description of how these activities
			 align with the prioritized goals and research objectives established in
			 the Strategic Plan, and the budgets, per agency, for these activities;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBBC706B3F36A434A8B231674C69FFC09"><enum>(B)</enum><text display-inline="yes-display-inline">the outcomes achieved by the Program for each of the goals identified in the Strategic Plan;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1564DF18886F407E9EED9F2A58DC67E5"><enum>(C)</enum><text display-inline="yes-display-inline">a description of any recommendations made to change existing building codes that were the result of
			 Program activities; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE982C5A9760D4B73BEA7E68A8A4759DE"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the extent to which the Program has incorporated recommendations from the Advisory
			 Committee on Windstorm Impact Reduction.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6D992CAC8D114B3E83A01FEC6DD1C0C4"><enum>(7)</enum><header display-inline="yes-display-inline">Coordinated budget</header><text display-inline="yes-display-inline">The Committee shall develop a coordinated budget for the Program, which shall be submitted to the
			 Congress at the time of the President’s budget submission for each fiscal
			 year.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H6B37B39663404834BAE1F2A78B6D5034"><enum>4.</enum><header>National Advisory Committee on Windstorm Impact Reduction</header><text display-inline="no-display-inline">Section 205 of the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15704">42 U.S.C. 15704</external-xref>) is amended to
			 read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HE81E36F669234E8B8630EA0BDE535681" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="HCBDB6C2277EB49EC87C0713D5EBEF984"><enum>205.</enum><header display-inline="yes-display-inline">National Advisory Committee on Windstorm Impact Reduction</header>
					<subsection commented="no" display-inline="no-display-inline" id="H1DCED20A4B374A79942EA485F30B8840"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Director of the National Institute of Standards and Technology shall establish an Advisory
			 Committee on Windstorm Impact Reduction, which shall be composed of at
			 least 7 members, none of whom may be employees of the Federal Government,
			 including representatives of research and academic institutions, industry
			 standards development organizations, emergency management agencies, State
			 and local government, and business communities who are qualified to
			 provide advice on windstorm impact reduction and represent all related
			 scientific, architectural, and engineering disciplines. The
			 recommendations of the Advisory Committee shall be considered by Federal
			 agencies in implementing the Program.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H70860D1EF27B4C69BB444E85A1557B72"><enum>(b)</enum><header display-inline="yes-display-inline">Assessments</header><text display-inline="yes-display-inline">The Advisory Committee on Windstorm Impact Reduction shall offer assessments on—</text>
						<paragraph id="H728860C9DA994E0697BA9A36E3E9F44A"><enum>(1)</enum><text display-inline="yes-display-inline">trends and developments in the natural, engineering, and social sciences and practices of windstorm
			 impact mitigation;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD4873155116B4368ACFE7721030D3316"><enum>(2)</enum><text display-inline="yes-display-inline">the priorities of the Program’s Strategic Plan;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2A3E236426894DA1BE7072E916DE539A"><enum>(3)</enum><text display-inline="yes-display-inline">the coordination of the Program; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H650F56A1680F486CBA0BD8BEFB7A467A"><enum>(4)</enum><text display-inline="yes-display-inline">any revisions to the Program which may be necessary.</text>
						</paragraph></subsection><subsection id="H35A7E550BB784DF685569173C2D2DDA2"><enum>(c)</enum><header>Compensation</header><text>The members of the Advisory Committee established under this section shall serve without
			 compensation.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H53113A8CFA1C4E3AA827DF56ADC9BD99"><enum>(d)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">At least every 2 years, the Advisory Committee shall report to the Director on the assessments
			 carried out under subsection (b) and its recommendations for ways to
			 improve the Program.</text>
					</subsection><subsection id="HF45DD0CB8EB34C2E943E153B1A4D49BE"><enum>(e)</enum><header>Charter</header><text display-inline="yes-display-inline">Notwithstanding <external-xref legal-doc="usc-act" parsable-cite="usc-act/Federal Advisory Committee Act /14">section 14(b)(2)</external-xref> of the Federal Advisory Committee Act (5 U.S.C. App.), the
			 Advisory Committee shall not be required to file a charter subsequent to
			 its initial charter, filed under section 9(c) of such Act, before the
			 termination date specified in subsection (f) of this section.</text>
					</subsection><subsection id="H361AC1F7D714437A81AE3A75E26662DA"><enum>(f)</enum><header>Termination</header><text>The Advisory Committee shall terminate on September 30, 2016.</text>
					</subsection><subsection id="H02DC4153873A47F090DF28EF911A1B9B"><enum>(g)</enum><header>Conflict of interest</header><text>An Advisory Committee member shall recuse himself from any Advisory Committee activity in which he
			 has an actual pecuniary interest.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="H75E4E488B0DD4BC0AFF283BA88B69594" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="no-display-inline">Section 207 of the National Windstorm Impact Reduction Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/42/15706">42 U.S.C. 15706</external-xref>) is amended to
			 read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H9774FBC0EC6C4B55879BBD1C342E2DF3" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="HD04C77D72E2E46FC8671226F93A70F79" section-type="subsequent-section"><enum>207.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
					<subsection commented="no" display-inline="no-display-inline" id="HC819476ADAD8412CA0E7106B9A48BFE8"><enum>(a)</enum><header display-inline="yes-display-inline">Federal Emergency Management Agency</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Federal Emergency Management Agency for carrying out
			 this title—</text>
						<paragraph id="HA48F5434E7764F54B2A5473B6B3E5B30"><enum>(1)</enum><text display-inline="yes-display-inline">$5,332,000 for fiscal year 2014; and</text>
						</paragraph><paragraph id="HDCF8527045E8470FAC1751A0F0EB5258"><enum>(2)</enum><text display-inline="yes-display-inline">$5,332,000 for fiscal year 2015.</text>
