		<section id="H44FF09EC862645B3AEE6B557797FF9B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Traumatic Brain Injury Reauthorization Act of 2014</short-title></quote>.</text>
		</section><section id="HB58911307E594FCE9D7C752052DA7735"><enum>2.</enum><header>CDC programs for prevention and surveillance of traumatic brain injury</header>
			<subsection id="HC7A577E08AEB4922B5325E10C1039D2B"><enum>(a)</enum><header>Prevention</header><text display-inline="yes-display-inline">Section 393B(b)(3) of the Public Health Service Act (42 U.S.C. 280b–1c(b)(3)) is amended by
			 striking <quote>health-status goals for 2010, commonly referred to as Healthy People 2010</quote> and inserting <quote>health-status goals for 2020, commonly referred to as Healthy People 2020</quote>.</text>
			</subsection><subsection id="HA0862637D9A84B22BD27590D2E3F6DA6"><enum>(b)</enum><header>Surveillance</header><text display-inline="yes-display-inline">Subsection (b) of section 393C of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b-1d">42 U.S.C. 280b–1d</external-xref>) is amended—</text>
				<paragraph id="HDECCE0E83C1644E9928D4FAC90A16F68"><enum>(1)</enum><text>by striking <quote>(b) Not later than</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HED12F94B6DA5479798E4EFF7133BCE70" style="OLC">
						<subsection id="H2390CF02D15E4C5195CB7D3B0886E75A"><enum>(b)</enum><header>Reports</header>
							<paragraph id="H6E87F896AAD547AB8EC1D76AE70C781B"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HE90534962022484CB46FBEC7CD43BAC1"><enum>(2)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HC9B24C207CB34223A3B343A8536FFB3B" style="OLC">
						<paragraph id="H9A77364F20D94A27934D458D1820C241"><enum>(2)</enum><header>Subsequent report</header><text display-inline="yes-display-inline">Not later than 24 months after the date of enactment of the <short-title>Traumatic Brain Injury Reauthorization Act of 2014</short-title>, the Secretary, acting through the Director of the Centers for Disease Control and Prevention and
			 the Director of the National Institutes of Health and in consultation with
			 the Secretary of Defense and the Secretary of Veterans Affairs, shall
			 submit to the relevant committees of Congress a report that—</text>
							<subparagraph id="HA2B33D6297924A6AACF839272FEF159C"><enum>(A)</enum><text>identifies which recommendations in the report under paragraph (1) have been adopted and which
			 recommendations in such report have not been adopted; and</text>
							</subparagraph><subparagraph id="H63BCE1DDFBDD497BA7F1E37C036C3291"><enum>(B)</enum><text>includes a description of planned activities to address each recommendation in such report that has
			 not been adopted.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3CCA5432BCF448158A96261F8FE8D1B7"><enum>(c)</enum><header>Funding</header><text>Section 394A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b-3">42 U.S.C. 280b–3</external-xref>) is amended—</text>
				<paragraph id="H9D5F378166CD46BEA4BBEC1A28CC601B"><enum>(1)</enum><text>by striking <quote>and</quote> after <quote>1994,</quote>;</text>
				</paragraph><paragraph id="H1E0D2B38A47149D591C538FBDF3A5D56"><enum>(2)</enum><text>by striking the second period at the end; and</text>
				</paragraph><paragraph id="HB8CAD384F424463D9119D825C7FE1435"><enum>(3)</enum><text>by adding at the end the following: <quote>Of the amounts made available to carry out this part for each of fiscal years 2015 through 2019,
			 there is authorized to be appropriated $6,100,000 to carry out sections
			 393B and 393C.</quote>.</text>
				</paragraph></subsection></section><section id="H0EDDFB3D66504D35BD6AA528DB803640"><enum>3.</enum><header>State grants for projects regarding traumatic brain injury</header><text display-inline="no-display-inline">Section 1252 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-52">42 U.S.C. 300d–52</external-xref>) is amended—</text>
			<paragraph id="H6409D413189340DD8BA05A9A76018510"><enum>(1)</enum><text>in subsection (a), by striking <quote>, acting through the Administrator of the Health Resources and Services Administration,</quote>;</text>
			</paragraph><paragraph id="HC30FFC3B50264E9DBC52FF4AC07F3A82"><enum>(2)</enum><text>in paragraphs (1)(A)(i) and (3)(E) of subsection (f), by striking <quote>brain injury</quote> and inserting <quote>traumatic brain injury</quote>;</text>
			</paragraph><paragraph id="H8BC42915306D4877B05B645B6EC2A597"><enum>(3)</enum><text>in subsection (h), by striking the comma after <quote>under this section</quote> and inserting a comma before <quote>including</quote>; and</text>
			</paragraph><paragraph id="HB70BBEE66D44417C8BE487AA96B468FB"><enum>(4)</enum><text>by amending subsection (j) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H388F5B271E6B4A76A0E51ABFDCB1AD01" style="OLC">
					<subsection id="H92208FE5C77F4F83B936D6C510BE342A"><enum>(j)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">For carrying out this section and section 1253, there is authorized to be appropriated $9,760,000
			 for each of fiscal years 2015 through 2019.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H476CBBDFDF3A44949DC9CD80D5DEFED0"><enum>4.</enum><header>State grants for protection and advocacy services</header><text display-inline="no-display-inline">Section 1253 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-53">42 U.S.C. 300d–53</external-xref>) is amended—</text>
			<paragraph id="HA24328E58BD448F69B62680D17EEA9D0"><enum>(1)</enum><text>in subsection (a), by striking <quote>, acting through the Administrator of the Health Resources and Services Administration (referred to
			 in this section as the <quote>Administrator</quote>),</quote>;</text>
			</paragraph><paragraph id="HD048A5B7DF22479499A63D2BBA629241"><enum>(2)</enum><text>in subsections (c), (d)(1), (e)(1), (e)(4), (g), (h), and (j)(1), by striking <quote>Administrator</quote> each place it appears and inserting <quote>Secretary</quote>;</text>
			</paragraph><paragraph id="HC7CD27D31054423F8526A136D3A00978"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (h)—</text>
				<subparagraph id="H91B5A37515AC41B9BDC7A7DB8D2B13BF"><enum>(A)</enum><text>by striking the subsection heading and inserting <quote><header-in-text level="subsection" style="OLC">Reporting</header-in-text></quote>;</text>
				</subparagraph><subparagraph id="HFFC0DC8332154ECD9607C1E87750B4B4"><enum>(B)</enum><text>by striking <quote>Each protection and advocacy system</quote> and inserting the following:</text>

				</subparagraph><subparagraph id="HB85A774B4A2D47C59C5E58838AE1391D"><enum>(C)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H4C90C2672DCD41629357B0F7573D12A6" style="OLC">
						<paragraph id="H49E7342CFB714EFCBE5AC1796BE2C261"><enum>(2)</enum><header>Report by Secretary</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Traumatic Brain Injury Reauthorization Act of 2014</short-title>, the Secretary shall prepare and submit to the appropriate committees of Congress a report
			 describing the services and activities carried out under this section
			 during the period for which the report is being prepared.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H46F1D4E652CB4E018E138918B5BE9860"><enum>(4)</enum><text>in subsection (i)—</text>
				<subparagraph id="HAE107603575845B1B2214A426E71A845"><enum>(A)</enum><text>by striking <quote>Administrator of the Health Resources and Services Administration</quote> and inserting <quote>Secretary</quote>; and</text>
				</subparagraph><subparagraph id="H1580CE444E674242A76AB347857F92E2"><enum>(B)</enum><text>by striking <quote>by the Administrator</quote> and inserting <quote>by the Secretary</quote>;</text>
				</subparagraph></paragraph><paragraph id="H5ECF09664A4C4CDEAA8238361DF2811E"><enum>(5)</enum><text>in subsection (k), by striking <quote>subtitle C</quote> and inserting <quote>subtitle C of title I</quote>;</text>
			</paragraph><paragraph id="HD786F2DC916247C8A868974A1822766A"><enum>(6)</enum><text>by striking subsection (l) (relating to authorization of appropriations); and</text>
			</paragraph><paragraph id="HFB5F8D809CAF4C71ACA0D0F7CCE234A8"><enum>(7)</enum><text display-inline="yes-display-inline">by redesignating subsection (m) as subsection (l).</text>
