			</subsection></section><section id="HB61A0D06EFD74E08AFC64021410D2596"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H466BD20877D341E0B10AAFA692FE9C71"><enum>(1)</enum><text display-inline="yes-display-inline">The United States economy has faced
			 formidable obstacles since the country entered an economic recession in 2008.
			 Homeowners face challenges with high mortgage delinquency and foreclosure,
			 unemployment is high, particularly for the most vulnerable in society, and
			 poverty continues to rise, as the rate stood at 15 percent in 2011, the highest
			 rate since 1994. Joblessness and economic insecurity contribute to the
			 incidence of mental illness, family violence, suicide, substance abuse, crime,
			 and diminished capacity for health, family, and community functioning. Social
			 workers form society’s social safety net. They provide assistance, guidance,
			 and resources to individuals, families, and communities in poverty. They
			 understand the devastating costs and consequences of poverty and unemployment
			 and provide direct services in order to prevent and abate economic
			 inequality.</text>
			</paragraph><paragraph id="H3CDED7BEC8454C7CAA0940D7BC0B195D"><enum>(2)</enum><text display-inline="yes-display-inline">The Bureau of Labor Statistics states that
			 employment for social workers is expected to increase faster than the average
			 for all occupations through the year 2018, demonstrating a substantial need for
			 social workers.</text>
			</paragraph><paragraph id="HA6B7EED67040438C9887803DF49AD1D7"><enum>(3)</enum><text>Social work
			 salaries are among the lowest for professionals in general and for those with
			 master’s level education in particular. According to the National Association
			 of Social Workers Center for Workforce Studies, 60 percent of full-time social
			 workers earn between $35,000 and $59,999 per year. Social workers who earn
			 lower salaries are more likely to work in challenging agency environments,
			 serve more vulnerable clients, and leave the profession.</text>
			</paragraph><paragraph id="H250F7CC1A6064497BC19634AF6F77FEF"><enum>(4)</enum><text>The Department of
			 Education stated that 72 percent of students graduating from Master of Social
			 Work programs incurred debt to earn their graduate degree. The average debt was
			 approximately $35,500.</text>
			</paragraph><paragraph id="H7403A499D3DA4B0398945ED8BDDABB0F"><enum>(5)</enum><text>Social workers
			 often deal with the most vulnerable clients in emotional or traumatic
			 situations, and face possible danger as a result. The National Association of
			 Social Workers Center for Workforce Studies found that 44 percent of survey
			 respondents faced personal safety issues on the job. The Occupational Safety
			 and Health Administration states that 48 percent of assaults occur in the
			 health care and social services industry.</text>
			</paragraph><paragraph id="HD1A6262952D04CE6A61CCA740CEB3608"><enum>(6)</enum><text>The Alzheimer’s
			 Association of America states that 5,300,000 Americans, or 1 in every 8
			 individuals over the age of 65, have Alzheimer’s disease. Social workers in
			 gerontology settings work with older adults, including those with dementia, to
			 support their physiological, psychological, and social needs through mental
			 health therapy, caregiver and family counseling, health education, program
			 coordination, and case management.</text>
			</paragraph><paragraph id="HB6960FE0A70842B5817DAF158FF88958"><enum>(7)</enum><text>The Children’s
			 Defense Fund states that every 41 seconds a child is confirmed as abused or
			 neglected and every 6 hours a child is killed from abuse or neglect. The
			 Administration for Children and Families of the Department of Health and Human
			 Services states that 423,000 children were in the United States foster care
			 system in 2009. Most children placed in foster care are placed due to parental
			 abuse or neglect. Research shows that professional social workers employed in
			 child welfare agencies are more likely to find permanent homes for children who
			 were in foster care for 2 or more years. Unfortunately, fewer than 40 percent
			 of child welfare workers are professional social workers.</text>
			</paragraph><paragraph id="H427DE7B58F0A4C559AF3C9D2A20F6191"><enum>(8)</enum><text>The Department of
			 Health and Human Services estimates that 26.2 percent of (or 1 in 4)
			 individuals in the United States age 18 or older experiences a diagnosable
			 mental health disorder. Additionally, 1 in 5 children and adolescents
			 experiences a mental health disorder. At least 1 in 10, or about 6,000,000,
			 young people have a serious emotional disturbance. Social workers provide the
			 majority of mental health counseling services in the United States, and are
			 often the only providers of such services in rural areas.</text>
			</paragraph><paragraph id="H50D2759C35524BCDA087564960E3D77D"><enum>(9)</enum><text>Social workers
			 working with veterans and their families provide case management, crisis
			 interventions, mental health interventions, housing and financial counseling,
			 high-risk screening, and advocacy, among other services. The Department of
			 Veterans Affairs, which is the largest employer of social workers (over 10,000
			 of whom are Master’s prepared) in the Nation, estimates that there are
			 22,658,000 veterans in the United States. A once-declining veteran population
			 is now surging and is in dire need of mental health treatment to address issues
			 such as post-traumatic stress disorder, depression, drug and alcohol addiction,
			 and suicidal tendencies.</text>
			</paragraph><paragraph id="H4AFFBB0D94A64BB2974C8F31622FB860"><enum>(10)</enum><text>The American
			 Cancer Society estimates that there were 1,529,560 new cases of cancer and
			 569,490 deaths, or 1,500 deaths a day, in 2010 alone. The Centers for Disease
			 Control and Prevention report that there are over 1,000,000 people living with
			 HIV or AIDS in the United States, with approximately 56,300 new cases diagnosed
			 each year. In 2009, 1,560,000 people received care from the Nation’s hospice
			 providers. Health care and medical social workers practice in areas related to
			 all of these circumstances and provide outreach for prevention and health
			 promotion, help individuals and their families adapt to their health
			 conditions, connect patients and family caregivers with community services and
			 supports, provide grief counseling, and act as a liaison between individuals
			 and their medical team, helping patients make informed decisions about their
			 care.</text>
			</paragraph><paragraph id="H3CA3638FB1574087B6F6C8711567CF49"><enum>(11)</enum><text>The Children’s
			 Defense Fund notes that every second a public school student is suspended and
			 that every 11 seconds a high school student drops out. The National Center for
			 Education Statistics states that in 2008 the national dropout rate for high
			 school students was 8 percent. Some vulnerable communities have dropout rates
			 of 50 percent or higher. Social workers in school settings help students avoid
			 dropping out through early identification, prevention, intervention,
			 counseling, and support services.</text>
			</paragraph><paragraph id="H1FEDB77387E34261BDD90E35F2C04F54"><enum>(12)</enum><text>According to the
			 Department of Justice, every year more than 650,000 ex-offenders are released
			 from Federal and State prisons. Social workers employed in the corrections
			 system address disproportionate minority incarceration rates, provide treatment
			 for mental health problems and drug and alcohol addiction, and work within as
			 well as outside of the prison to reduce recidivism and increase positive
			 community reentry.</text>
			</paragraph></section><section id="H1C926F324D10487EB34E26556ED53C77"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H1D78D8700F8C4115AD4E68B16F44FBCF"><enum>(1)</enum><header>Clinical social
			 worker</header><text>The term <term>clinical social worker</term> has the
			 meaning given the term in section 1861(hh)(1) of the Social Security Act (42
			 U.S.C. 1395x(hh)(1)).</text>
			</paragraph><paragraph id="HC3898B20E8CB4881B21DB1CC04A8135F"><enum>(2)</enum><header>Commission</header><text display-inline="yes-display-inline">The term <quote>Commission</quote> means
			 the Social Work Reinvestment Commission established under section 101.</text>
			</paragraph><paragraph id="H1BEA6C61281944709F347124879D6D63"><enum>(3)</enum><header>Community-based
			 program</header><text>The term <quote>community-based program</quote> means an
			 agency, organization, or other entity, carrying out a program that provides
			 direct social work services, or community development services, at a
			 neighborhood, locality, or regional level, to address human service, health
			 care, or psychosocial needs.</text>
			</paragraph><paragraph id="H3DC1D08FF94743FC926E883BFEE4FEA5"><enum>(4)</enum><header>High need and
			 high demand population</header><text>The term <quote>high need and high demand
			 population</quote> means a group that lacks sufficient resources and, as a
			 result, has a greater probability of being harmed by specific social,
			 environmental, or health problems than the population as a whole. The group at
			 issue may be a group residing in an area defined by the Health Resources and
			 Services Administration as a <quote>health professional shortage area</quote>,
			 which has a shortage of primary medical care, dental, or mental health
			 providers.</text>
			</paragraph><paragraph id="HFB61CE2E850E439C983877BA17C5DF76"><enum>(5)</enum><header>Historically
			 black college or university</header><text display-inline="yes-display-inline">The term <quote>historically black college
			 or university</quote> means a part B institution, as defined in section 322 of
			 the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>).</text>
			</paragraph><paragraph id="HEED063A3EF0B447CA4F27271F0B9D62C"><enum>(6)</enum><header>Minority-serving
			 institution</header><text>The term <quote>minority-serving institution</quote>
			 means an educational institution that serves a large percentage of minority
			 students (as determined by the Secretary of Education), including Alaska
			 Native-serving institutions, Native Hawaiian-serving institutions,
			 Asian-American and Native American Pacific Islander-serving institutions,
			 Predominantly Black Institutions, historically black colleges and universities,
			 Hispanic-serving institutions, Tribal Colleges and Universities, and Native
			 American-serving, nontribal institutions (which shall have the meanings given
			 the terms in section 241(1) of the Higher Education Act of 1965 (20 U.S.C.
			 1033(1))).</text>
			</paragraph><paragraph id="H930FD953BB3445C8B88AA647FE637B5D"><enum>(7)</enum><header>Related
			 professional researcher</header><text>The term <quote>related professional
			 researcher</quote> means a person who is professionally engaged in research in
			 a social, political, economic, health, or mental health field. The research
			 referred to in this paragraph is primarily conducted by doctoral level
			 researchers under university, government, research institute, or community
			 agency auspices.</text>
			</paragraph><paragraph id="HD06B64CC03FC40198A46DC37626686AE"><enum>(8)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Health and Human
			 Services.</text>
			</paragraph><paragraph id="HAB8272B3E7C740D793189C55AFE26893"><enum>(9)</enum><header>Social
			 work</header><text>The term <quote>social work</quote> means—</text>
				<subparagraph id="H5F7ED1A74DE44CDA8548E54B4EC5BC97"><enum>(A)</enum><text>the professional
			 activity of helping individuals, groups, or communities enhance or restore
			 capacity for social and psychosocial functioning and creating societal
			 conditions favorable to that enhancement or restoration;</text>
				</subparagraph><subparagraph id="H838A1E87424B4F3DB29A81FC53785387"><enum>(B)</enum><text>an activity, the
			 practice of which consists of the professional application of values,
			 principles, and techniques related to the professional activity described in
			 subparagraph (A), including—</text>
					<clause id="H1F75D9C709404A1286B618239552E689"><enum>(i)</enum><text>diagnosis and
			 treatment of mental and emotional disorders with individuals, families, and
			 groups;</text>
					</clause><clause id="H70F8A168A35842ED9933A59340C5663F"><enum>(ii)</enum><text>helping
			 communities or groups provide or improve social and health services and
			 participating in relevant legislative processes; and</text>
					</clause><clause id="H15E06F48AE954A658E0631FC3EB24431"><enum>(iii)</enum><text>helping people
			 obtain tangible services; and</text>
					</clause></subparagraph><subparagraph id="H49F4DB64F150444DA522C8F43CF61FC5"><enum>(C)</enum><text>an activity, the
			 practice of which requires knowledge of—</text>
					<clause id="H79EFDE74FD9549108732F443B8340A11"><enum>(i)</enum><text>human
			 development;</text>
					</clause><clause id="H6B3D9A10B064401F8F4472D3DD82979D"><enum>(ii)</enum><text>behavior of
			 social, economic, and cultural institutions; and</text>
					</clause><clause id="HE16D23E9AC584760912B1C1FFDA8D1BC"><enum>(iii)</enum><text>the interaction
			 of the factors described in clauses (i) and (ii).</text>
					</clause></subparagraph></paragraph><paragraph id="H1F7ECCEFB34C47618319FCA13DBCEAC2"><enum>(10)</enum><header>Social work
			 researcher</header><text>The term <quote>social work researcher</quote> means a
			 person who studies social work at the individual, family, group, community,
			 policy, or organizational level, focusing across the human life span on
			 prevention of, intervention in, treatment of, aftercare of, and rehabilitation
			 from acute and chronic social and psychosocial conditions, and includes a
			 person examining the effect of policies on social work practice. The study
			 referred to in this paragraph is primarily conducted by researchers with
			 doctoral degrees who are social workers or faculty under university,
			 government, research institute, or community agency auspices.</text>
			</paragraph><paragraph id="H6DEC6E7EB6C8497BB6C6A0443AD8330C"><enum>(11)</enum><header>Social
			 worker</header><text>The term <quote>social worker</quote> means a graduate of
			 a school of social work with a baccalaureate, master’s, or doctoral degree, who
			 uses knowledge and skills to provide social work services for clients who may
			 be individuals, families, groups, communities, organizations, or society in
			 general.</text>
			</paragraph></section><title id="H0FBD4953087C4E8FAF4FF03636E1BDB4"><enum>I</enum><header>Social Work
			 Reinvestment Commission</header>
			<section id="H3C7CB889E452434895839DE20550F019"><enum>101.</enum><header>Establishment
			 of Commission</header><text display-inline="no-display-inline">Not later than 3
			 months after the date of enactment of this Act, the Secretary shall establish
			 the Social Work Reinvestment Commission to provide independent counsel to
			 Congress and the Secretary on policy issues associated with recruitment for,
			 and retention, research, and reinvestment in, the profession of social
			 work.</text>
			</section><section id="HC2896D10F18A49F39A84B7E10481D9E3"><enum>102.</enum><header>Appointment of
			 Commission members</header>
				<subsection id="H6C152C8F4D5447A193ED4211B457527D"><enum>(a)</enum><header>Appointment by
			 the Secretary</header><text display-inline="yes-display-inline">Not later than
			 90 days after the date of enactment of this Act, the Secretary shall appoint
			 members to the Commission. The members shall include representatives of social
			 workers and other members, including the following:</text>
					<paragraph id="H15B1032AFC3E41388DA68E388AA9BDFB"><enum>(1)</enum><text>2
			 deans of schools of social work.</text>
					</paragraph><paragraph id="HF4592D0D250D43918F8D45D437C8ED89"><enum>(2)</enum><text>1
			 social work researcher.</text>
					</paragraph><paragraph id="HABCD23068FD34901B7C4337F31F75BA7"><enum>(3)</enum><text display-inline="yes-display-inline">1 related professional researcher.</text>
					</paragraph><paragraph id="H176288BD54864EF395789E2BB185C3B5"><enum>(4)</enum><text display-inline="yes-display-inline">1 Governor.</text>
					</paragraph><paragraph id="H475D7D7A45C74BC9B2E91649930BA889"><enum>(5)</enum><text>2
			 leaders of national social work organizations.</text>
					</paragraph><paragraph id="H79385DA79EEB46BDA69B0A27EEED56A2"><enum>(6)</enum><text display-inline="yes-display-inline">1 senior social work State official.</text>
					</paragraph><paragraph id="H3FE8EB4B67584717B6DD6C2768788FF6"><enum>(7)</enum><text display-inline="yes-display-inline">1 senior related State official.</text>
					</paragraph><paragraph id="HCEFC6696760247ADAA8417885B36D267"><enum>(8)</enum><text display-inline="yes-display-inline">2 directors of community-based
			 organizations or nonprofit organizations.</text>
					</paragraph><paragraph id="HC890B05D7D424A15885D18F0E6DCE4F3"><enum>(9)</enum><text display-inline="yes-display-inline">1 labor economist.</text>
					</paragraph><paragraph id="HE113F27ADEBC4FF595D52D1846696160"><enum>(10)</enum><text display-inline="yes-display-inline">1 social work consumer.</text>
					</paragraph><paragraph id="H6AEF4D4E2E5C4797AFEFCC3FAF6B254B"><enum>(11)</enum><text display-inline="yes-display-inline">1 licensed clinical social worker.</text>
					</paragraph></subsection><subsection id="H247CB39B73604AE3A08FBCB98B39B25F"><enum>(b)</enum><header>Appointment by
			 other officers</header><text display-inline="yes-display-inline">Four
			 additional members shall be appointed to the Commission, with one member
			 appointed by each of the following officers:</text>
					<paragraph id="HCAC37AA0F4C64D37BB0FEC03C9ED64A4"><enum>(1)</enum><text display-inline="yes-display-inline">The Speaker of the House of
			 Representatives.</text>
					</paragraph><paragraph id="H8917E53250F04D45943CE1CB5E0F3D7C"><enum>(2)</enum><text display-inline="yes-display-inline">The minority leader of the House of
			 Representatives.</text>
					</paragraph><paragraph id="HD417399A7E284C8A98EC9E6527B66C1F"><enum>(3)</enum><text display-inline="yes-display-inline">The majority leader of the Senate.</text>
					</paragraph><paragraph id="HB7CD9043266E4E27AA6EE40225FD51F9"><enum>(4)</enum><text display-inline="yes-display-inline">The minority leader of the Senate.</text>
					</paragraph></subsection><subsection id="H0543FF1611BB4C9EB1EDC1E8C89DC26F"><enum>(c)</enum><header>Organizational
			 representation</header><text display-inline="yes-display-inline">Members of the
			 Commission shall, to the extent practicable, be appointed—</text>
					<paragraph id="H6FE2ACD055C041548E9CE6BA5ED88825"><enum>(1)</enum><text display-inline="yes-display-inline">in a manner that assures participation of
			 individuals and representatives of groups from different racial, ethnic,
			 cultural, geographic, religious, linguistic, and class backgrounds and
			 different genders and sexual orientations; and</text>
					</paragraph><paragraph commented="no" id="H3D6B0103444D427188CEDAE5146829AB"><enum>(2)</enum><text>from among persons
			 who demonstrate knowledge and understanding of the concerns of the individuals
			 and groups described in paragraph (1).</text>
					</paragraph></subsection><subsection id="H9BCA04DBE66446E28A251FBAE3861B23"><enum>(d)</enum><header>Selection of
			 Chairperson and vice chairperson</header><text display-inline="yes-display-inline">The Secretary shall select a chairperson
			 and vice chairperson for the Commission from among the members of the
			 Commission.</text>
				</subsection><subsection id="H15C91C57FDB04C79B50B976D9D827567"><enum>(e)</enum><header>Period of
			 appointment; vacancies</header><text display-inline="yes-display-inline">Members shall be appointed for the life of
			 the Commission, and any vacancy in the Commission shall not affect the powers
			 of the Commission. Any such vacancy shall be filled in the same manner as the
			 original appointment, and shall be filled not later than 60 days after the date
			 of vacancy.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HB22E78EAC2D247A084BC99A758297459"><enum>(f)</enum><header>Schedule of
			 meetings</header><text>The Commission shall hold its first meeting not later
			 than 6 weeks after the date on which the final member of the Commission is
			 appointed, and subsequent meetings at the call of the chair.</text>
				</subsection></section><section id="HB826A1CD750041D7ABC82739D60681D9"><enum>103.</enum><header>Purposes and
			 duties of Commission</header>
				<subsection id="HA9BE802C63254B32873658DFCEB64C07"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Commission shall conduct a
			 comprehensive study to examine and assess—</text>
					<paragraph id="H95274115270D47B09F69135C356E7770"><enum>(1)</enum><text display-inline="yes-display-inline">the professional capacity of the social
			 work workforce to successfully serve and respond to the increasing
			 biopsychosocial needs of individuals, groups, and communities, in—</text>
						<subparagraph id="H75EBC643EC734DFBBFA17D6DC12F0E53"><enum>(A)</enum><text display-inline="yes-display-inline">areas related to—</text>
							<clause id="HCB02217563E34BCB9C987AFC11C14DAB"><enum>(i)</enum><text>aging;</text>
							</clause><clause id="H810610420E944BD3A515377F12ABE59F"><enum>(ii)</enum><text>child
			 welfare;</text>
							</clause><clause id="H7E12560087B745E2825585437F3A5B2E"><enum>(iii)</enum><text>military and
			 veterans affairs;</text>
							</clause><clause id="H232E5C5727114DC4A7B5698DCCACF4E0"><enum>(iv)</enum><text>mental and
			 behavioral health and disability;</text>
							</clause><clause id="HD221B7F1C3D44BCF963DDCA3A73F04ED"><enum>(v)</enum><text>criminal justice
			 and correctional systems; and</text>
							</clause><clause id="HD67F08EDDE5540E2B74D2187E0C8F195"><enum>(vi)</enum><text>health and issues
			 affecting women and families; and</text>
							</clause></subparagraph><subparagraph id="H2FFC306AD77545ECAC67055CF2AE24D0"><enum>(B)</enum><text>other areas
			 identified by the Commission;</text>
						</subparagraph></paragraph><paragraph id="H4F39603F1851401CA10564600F58AE55"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HA980D377393C44D196A55A89BB2A664E"><enum>(A)</enum><text display-inline="yes-display-inline">the workforce challenges facing the
			 profession of social work, such as high social work educational debt, lack of
			 fair market compensation, the need to address social work workforce trends,
			 translate social work research to practice, promote social work safety, or
			 develop State-level social work licensure policies and reciprocity agreements
			 for providing services across State lines, or the lack of diversity in the
			 social work profession, or the need to address any other area determined by the
			 Secretary to be appropriate; and</text>
						</subparagraph><subparagraph id="HC5C26D4DC6CE4F119AB5F2F0619838C1" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">the effect that such challenges have on the
			 recruitment and retention of social workers;</text>
						</subparagraph></paragraph><paragraph id="H9D69764ED9FC40F89DE1C59882A0CA1C"><enum>(3)</enum><text display-inline="yes-display-inline">current workforce challenges and shortages
			 relevant to the needs of clients served by social workers;</text>
					</paragraph><paragraph id="H87CC9ACA1F4247A797DDD8E8C62D6821"><enum>(4)</enum><text>the social work
			 workforce challenges described in paragraph (2) and the effects that the
			 challenges will have on the provision of social work related to the areas
			 described in paragraph (1); and</text>
					</paragraph><paragraph id="H8119DBD1EF1F4F6D9C5619BD8E441822"><enum>(5)</enum><text display-inline="yes-display-inline">the advisability of establishing a social
			 work enhancement account, to provide direct grant assistance to local
			 governments to encourage the engagement of social workers in social service
			 programs.</text>
					</paragraph></subsection><subsection id="H2234F1FF65904BF0A6ED68F60F90C020"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of
			 its first meeting, the Commission shall submit a report to the Secretary and
			 Congress containing specific findings and conclusions regarding the need for
			 recruitment for, and retention, research, and reinvestment in, the profession
			 of social work. The report shall include recommendations and strategies for
			 corrective actions to ensure a robust social work workforce capable of keeping
			 up with the demand for needed services. The Commission may provide to Congress
			 any additional findings or recommendations considered by the Commission to be
			 important.</text>
				</subsection></section><section id="H6999F7BBE2A646B6972C3707E5153E8A"><enum>104.</enum><header>Powers of the
			 Commission</header>
				<subsection id="HCF75177101114232BB98B0A750B223E4"><enum>(a)</enum><header>Powers</header><text display-inline="yes-display-inline">The Commission shall have the power
			 to—</text>
					<paragraph id="HA18197968C384B098FD64758923F27A1"><enum>(1)</enum><text display-inline="yes-display-inline">hold such hearings, sit and act at such
			 times and places, take such testimony, receive such evidence, and administer
			 such oaths as the Commission considers advisable to carry out the objectives of
			 this title;</text>
					</paragraph><paragraph id="H793D0A552081461DA3E3B1DD3F3563FB"><enum>(2)</enum><text>delegate the
			 Commission powers described in paragraph (1) to any Commission subcommittee or
			 member of the Commission for the purpose of carrying out this Act;</text>
					</paragraph><paragraph id="H5CB244B9AE044CBB9BC1162CE2A4A395"><enum>(3)</enum><text display-inline="yes-display-inline">enter into contracts to enable the
			 Commission to perform the Commission's work under this Act; and</text>
					</paragraph><paragraph id="H88BDCDAF0EE0491B94053A4BEF429857"><enum>(4)</enum><text display-inline="yes-display-inline">consult, to the extent that the Commission
			 determines that such consultation is necessary or useful, with other agencies
			 and organizations, including—</text>
						<subparagraph id="HDE1FCB2A4832429EB6833C92A5A14F75"><enum>(A)</enum><text>agencies within
			 the Department of Health and Human Services, including the Administration for
			 Children and Families, the Administration on Aging, the Agency for Healthcare
			 Research and Quality, the Centers for Disease Control and Prevention, the
			 Centers for Medicare &amp; Medicaid Services, the Health Resources and Service
			 Administration, the Indian Health Service, the National Institutes of Health,
			 and the Substance Abuse and Mental Health Services Administration;</text>
						</subparagraph><subparagraph id="H42EF87FEDEF24141A32F366A97393AB4"><enum>(B)</enum><text>the Social
			 Security Administration;</text>
						</subparagraph><subparagraph id="HF1EDCB434A4C472387AF59EBD3E7932C"><enum>(C)</enum><text>the Departments of
			 Agriculture, Defense, Education, Homeland Security, Labor, Justice, State, and
			 Veterans Affairs; and</text>
						</subparagraph><subparagraph id="H277A29F8C948428089DBB800501BAA49"><enum>(D)</enum><text>any other agency
			 of the Federal Government, as determined by the Commission.</text>
						</subparagraph></paragraph></subsection><subsection id="HC284A11CA23C4EBB8AA3131C9D072BF2"><enum>(b)</enum><header>Cooperation with
			 the Commission</header><text>The agencies described in subsection (a)(4) shall
			 cooperate with and provide counsel to the Commission to the greatest extent
			 practicable.</text>
				</subsection></section><section id="H77DD4BA77B414214AA332669C40EA9D7"><enum>105.</enum><header>Compensation
			 for Commission members</header>
				<subsection id="H2F5916F0D37C4CC5A8723425BB0AE820"><enum>(a)</enum><header>Travel
			 expenses</header><text display-inline="yes-display-inline">The members of the
			 Commission shall not receive compensation for the performance of services for
			 the Commission, but shall be allowed travel expenses, including per diem in
			 lieu of subsistence, at rates authorized for employees of agencies under
			 subchapter 1 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from
			 their homes or regular places of business in the performance of services for
			 the Commission. Notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/31/1342">section 1342</external-xref> of title 31, United States Code,
			 the Secretary may accept the voluntary and uncompensated services of members of
			 the Commission.</text>
				</subsection><subsection id="H83912F0E9231404C8CE6C60C08B35C12"><enum>(b)</enum><header>Detail of
			 government employees</header><text>Any Federal Government employee may be
			 detailed to the Commission without reimbursement, and such detail shall be
			 without interruption or loss of civil service status or privilege.</text>
				</subsection></section><section id="H6E2BEF3E544146ACA1D95635EAAE32EB"><enum>106.</enum><header>Termination of
			 the Commission</header><text display-inline="no-display-inline">The Commission
			 shall terminate 30 days after the date on which the Commission submits its
			 report under section 103.</text>
			</section><section id="HAFB8D81C9EB949DCAF8D666DC205FB27"><enum>107.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to the Secretary such sums as may be necessary
			 for use by the activities of the Commission.</text>
			</section></title><title id="H2E81241FDCF547B8A3B5C62BFFFD3D56"><enum>II</enum><header>Reinvestment
			 Grant Programs to Support Social Work Profession</header>
			<section id="H7C387F800AAA4B7D8E023B8C2FAA5016"><enum>201.</enum><header>Workplace
			 improvement grants</header>
				<subsection display-inline="no-display-inline" id="H1E1B4047DD0542699B87821EFEAC2A77"><enum>(a)</enum><header>Grants
			 authorized</header><text display-inline="yes-display-inline">The Secretary may
			 award grants to 4 eligible entities described in subsection (d) to address
			 workplace concerns for the social work profession, including caseloads,
			 compensation, social work safety, supervision, and working conditions.</text>
				</subsection><subsection id="HB7B706BFA5FB4F51BCDBC25B3D3F5DF8"><enum>(b)</enum><header>Equal
			 amounts</header><text display-inline="yes-display-inline">The Secretary shall
			 award grants under this section in equal amounts to the 4 eligible entities.
			 The Secretary shall award the grants annually over a 4-year period.</text>
				</subsection><subsection id="HA19139B5DE7D4F64A8CBBFACFB05BF24"><enum>(c)</enum><header>Local or state
			 government entities requirement</header><text display-inline="yes-display-inline">At least 2 of the grant recipients shall be
			 State or local government agencies.</text>
				</subsection><subsection display-inline="no-display-inline" id="HE7DA2DA1CA2D4BEC829F9F83A6260887"><enum>(d)</enum><header>Eligibility
			 requirements</header><text display-inline="yes-display-inline">To be eligible
			 for a grant under this section, an entity shall—</text>
					<paragraph id="HDDC482B44EC144FEAA68F1CEF6D39372"><enum>(1)</enum><text display-inline="yes-display-inline">work in a social work capacity that
			 demonstrates a need regarding a workplace concern area described in subsection
			 (a);</text>
					</paragraph><paragraph id="H739889310BD64FA18965D1E1CCBB4551"><enum>(2)</enum><text display-inline="yes-display-inline">demonstrate—</text>
						<subparagraph id="HAAFCB34FCBAE4C479CEC2240D3415081"><enum>(A)</enum><text display-inline="yes-display-inline">participation in the entities’ programs of
			 individuals and groups from different racial, ethnic, cultural, geographic,
			 religious, linguistic, and class backgrounds, and different genders and sexual
			 orientations; and</text>
						</subparagraph><subparagraph commented="no" id="HE15FF97246AE450A868A6319CBB76500"><enum>(B)</enum><text>knowledge and
			 understanding of the concerns of the individuals and groups described in
			 subparagraph (A);</text>
						</subparagraph></paragraph><paragraph id="HCF1823E701EF4FDDA23929114052431F"><enum>(3)</enum><text display-inline="yes-display-inline">demonstrate a record of active
			 participation of social workers in the entities’ programs; and</text>
					</paragraph><paragraph id="H71280A0C07E44809818C317C6CF333BB"><enum>(4)</enum><text display-inline="yes-display-inline">provide services and represent the
			 individuals employed by the entities as competent only within the boundaries of
			 their education, training, licenses, certification, consultation received,
			 supervised experience, or other relevant professional experience.</text>
					</paragraph></subsection><subsection id="HBD22BDBF02804432827084C0D3DBF511"><enum>(e)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting the grant recipients under
			 this section, the Secretary shall give priority to eligible entities
			 that—</text>
					<paragraph id="H7148C550A3A745C584438E01A54C9377"><enum>(1)</enum><text>are equipped with
			 the capacity to oversee and monitor a workplace improvement program carried out
			 under this section, including proven fiscal responsibility and administrative
			 capability; and</text>
					</paragraph><paragraph id="H0FBC746DA3EF4AB08E6AB5113A64A2E5"><enum>(2)</enum><text display-inline="yes-display-inline">are knowledgeable about relevant workforce
			 trends and have at least 2 years of experience relevant to the workplace
			 improvement program.</text>
					</paragraph></subsection><subsection id="HB56A39DD218B4495A6CE672B7AF65459"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $16,000,000
			 to the Secretary to award grants under this section.</text>
				</subsection></section><section id="HC2DA434509AC420A877AF731CB33EADF"><enum>202.</enum><header>Research
			 grants</header>
				<subsection id="H6E7508090171406397544609E5340ADC"><enum>(a)</enum><header>Grants
			 authorized</header><text display-inline="yes-display-inline">The Secretary may
			 award grants to not less than 25 social workers who hold a doctoral degree in
			 social work, for post-doctoral research in social work—</text>
					<paragraph id="HB1ECA2D86607414E826CBEC8431A904D"><enum>(1)</enum><text>to further the
			 knowledge base about effective social work interventions; and</text>
					</paragraph><paragraph id="H38D153ED58D14BBF90086601F569981D"><enum>(2)</enum><text>to promote usable
			 strategies to translate research into practice across diverse community
			 settings and service systems.</text>
					</paragraph></subsection><subsection id="HCB1B6C162186416A85086C292904E394"><enum>(b)</enum><header>Amounts</header><text display-inline="yes-display-inline">The Secretary shall award the grants
			 annually over a 4-year period.</text>
				</subsection><subsection display-inline="no-display-inline" id="HCF704AED9BD54D0CB8B1632584027B4A"><enum>(c)</enum><header>Eligibility
			 requirements</header><text display-inline="yes-display-inline">To be eligible
			 for a grant under this section, a social worker shall—</text>
					<paragraph id="HA8435F4B45FA49EE81DBD8C5FD366B27"><enum>(1)</enum><text display-inline="yes-display-inline">demonstrate knowledge and understanding of
			 the concerns of individuals and groups from different racial, ethnic, cultural,
			 geographic, religious, linguistic, and class backgrounds, and different genders
			 and sexual orientations; and</text>
					</paragraph><paragraph id="HB4E962839BC54EB3B8AD8933093A3506"><enum>(2)</enum><text display-inline="yes-display-inline">provide services and represent themselves
			 as competent only within the boundaries of their education, training, licenses,
			 certification, consultation received, supervised experience, or other relevant
			 professional experience.</text>
					</paragraph></subsection><subsection id="H71A1DE3104494B95A3B0B71910D67AB1"><enum>(d)</enum><header>Minority
			 representation</header><text display-inline="yes-display-inline">At least 10 of
			 the social workers awarded grants under subsection (a) shall be employed by a
			 historically black college or university or minority-serving
			 institution.</text>
				</subsection><subsection id="H8D289D096CEA428B8E95F426E2C01982"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated $5,000,000 to the Secretary to award grants under
			 this section.</text>
				</subsection></section><section id="H405C79F361C744E9A3D1DFCB7435D29E"><enum>203.</enum><header>Education and
			 training grants</header>
				<subsection id="HC74381BDBCF748AC89C70B1920274F2E"><enum>(a)</enum><header>Grants
			 authorized</header><text display-inline="yes-display-inline">The Secretary may
			 award 20 grants to eligible institutions of higher education to support the
			 recruitment of social work students for, and education of the students in,
			 baccalaureate, master’s, and doctoral degree programs, as well as the
			 development of faculty in social work.</text>
				</subsection><subsection id="H617EF81D094147508CC8F74234377C96"><enum>(b)</enum><header>Equal
			 amounts</header><text display-inline="yes-display-inline">The Secretary shall
			 award grants under this section in equal amounts of not more than $100,000 to
			 the 20 eligible institutions. The Secretary shall award the grants annually
			 over a 4-year period.</text>
				</subsection><subsection id="HB4B73CF04758409F935FD7332CD18671"><enum>(c)</enum><header>Eligibility
			 requirements</header><text display-inline="yes-display-inline">To be eligible
			 for a grant under this section, an institution shall demonstrate—</text>
					<paragraph id="H45CE0C3646DD4C0290ACFB31BE728F51"><enum>(1)</enum><text display-inline="yes-display-inline">participation in the institutions’ programs
			 of individuals and groups from different racial, ethnic, cultural, geographic,
			 religious, linguistic, and class backgrounds, and different genders and sexual
			 orientations; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H31C595ADD0CB4CACA36B769B61086CEA"><enum>(2)</enum><text>knowledge and
			 understanding of the concerns of the individuals and groups described in
			 paragraph (1).</text>
					</paragraph></subsection><subsection id="H1F418D305C004F908EB62F89CCD9C5C4"><enum>(d)</enum><header>Institutional
			 requirement</header><text display-inline="yes-display-inline">At least 4 of the
			 grant recipients shall be historically black colleges or universities or other
			 minority-serving institutions.</text>
				</subsection><subsection id="HD3EB5C381D7B4EA2958EA6951ADAE4CC"><enum>(e)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting the grant recipients under
			 this section, the Secretary shall give priority to institutions of higher
			 education that—</text>
					<paragraph id="H050696D60D234CF1AFBC96DAEB34897E"><enum>(1)</enum><text>are accredited by
			 the Council on Social Work Education;</text>
					</paragraph><paragraph id="H9793FDBE2B2B4701885EDD1F22C76632"><enum>(2)</enum><text display-inline="yes-display-inline">have a graduation rate of not less than 80
			 percent for social work students; and</text>
					</paragraph><paragraph id="HDE16EBB8F9BD45868F55B294E1914939"><enum>(3)</enum><text display-inline="yes-display-inline">exhibit an ability to recruit social
			 workers from and place social workers in areas with a high need and high demand
			 population.</text>
					</paragraph></subsection><subsection id="H01F6FA23D02A4EDBA9C55456B787228E"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated $8,000,000 to the Secretary to award grants under
			 this section.</text>
				</subsection></section><section id="HEFE1F3F0A8594D59809F0D18739A85B2"><enum>204.</enum><header>Community-based
			 programs of excellence grants</header>
				<subsection id="H57CB168B4222475DAB4CC83337460297"><enum>(a)</enum><header>Grants
			 authorized</header><text display-inline="yes-display-inline">The Secretary may
			 award grants to 6 eligible covered entities, to further test and replicate
			 effective social work interventions.</text>
				</subsection><subsection id="HCCBC9D35FCA0473CB08773AA9810C7D8"><enum>(b)</enum><header>Covered
			 entity</header><text>For purposes of this section, the term <term>covered
			 entity</term> means—</text>
					<paragraph id="H99C3222EE55B4BBBBB2AA624C3C4AD44"><enum>(1)</enum><text>a
			 public entity that is carrying out a community-based program of excellence;
			 and</text>
					</paragraph><paragraph id="H800C332F907A40219C91FA938B888A51"><enum>(2)</enum><text>a
			 nonprofit organization that is carrying out a program of excellence.</text>
					</paragraph></subsection><subsection id="H062F48AA94204174A999C94C0944B1C8"><enum>(c)</enum><header>Equal
			 amounts</header><text display-inline="yes-display-inline">The Secretary shall
			 award grants under this section in equal amounts of not more than $500,000 to
			 eligible covered entities. The Secretary shall award the grants annually over a
			 3-year period.</text>
				</subsection><subsection display-inline="no-display-inline" id="HB3D3957AED6142DD878F1F4284B8F893"><enum>(d)</enum><header>Eligibility
			 requirements</header><text display-inline="yes-display-inline">To be eligible
			 for a grant under this section, a covered entity shall—</text>
					<paragraph id="HC87DFC9F034D41A1B8E9C9E5624544C5"><enum>(1)</enum><text display-inline="yes-display-inline">carry out programs in the areas of aging,
			 child welfare, military and veteran’s issues, mental and behavioral health and
			 disability, criminal justice and correction systems, and health and issues
			 affecting women and families;</text>
					</paragraph><paragraph id="H30BBEDD9781B454EAC6D54E644BE62C3"><enum>(2)</enum><text display-inline="yes-display-inline">demonstrate—</text>
						<subparagraph id="H80CA8136CB03490F815E2ABBD8843925"><enum>(A)</enum><text display-inline="yes-display-inline">participation in the covered entities’
			 programs of individuals and groups from different racial, ethnic, cultural,
			 geographic, religious, linguistic, and class backgrounds, and different genders
			 and sexual orientations; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC5EBA1DBB65245458CCE427B65D7403C"><enum>(B)</enum><text>knowledge and
			 understanding of the concerns of the individuals and groups described in
			 subparagraph (A);</text>
						</subparagraph></paragraph><paragraph id="HE681BAC3AD6B462391E9B076ED80B78D"><enum>(3)</enum><text display-inline="yes-display-inline">demonstrate a record of active
			 participation of social workers in the covered entities' programs; and</text>
					</paragraph><paragraph id="H943AF8E932CD454DBBC38DAB1C50C533"><enum>(4)</enum><text display-inline="yes-display-inline">provide services and represent the
			 individuals employed by the covered entities as competent only within the
			 boundaries of their education, training, licenses, certification, consultation
			 received, supervised experience, or other relevant professional
			 experience.</text>
					</paragraph></subsection><subsection id="H31CC8FD6C77D43699E33DB7AA541AE86"><enum>(e)</enum><header>Priority</header><text display-inline="yes-display-inline">In selecting the grant recipients under
			 this section, the Secretary shall give priority to eligible covered entities
			 that—</text>
					<paragraph id="HE37760F4DF344553BD79BF7E73C4FA5C"><enum>(1)</enum><text display-inline="yes-display-inline">have demonstrated successful and measurable
			 outcomes that are worthy of replication;</text>
					</paragraph><paragraph id="HF9AF79CE01224979B889F2B04BB58EF7"><enum>(2)</enum><text display-inline="yes-display-inline">have been in operation for at least 2
			 years; and</text>
					</paragraph><paragraph id="H19FE3F0E0C6D4B27BAEADBC68FA85CD9"><enum>(3)</enum><text display-inline="yes-display-inline">work with high need and high demand
			 populations.</text>
					</paragraph></subsection><subsection id="HE79A9C61A59A459C8F99151B2871A7DD"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated $9,000,000 to the Secretary to award grants under
			 this section.</text>
				</subsection></section><section id="H90A4F1EB8A784C9993EA667F3BB35153"><enum>205.</enum><header>National
			 coordinating center</header>
				<subsection id="HD61FE32606794AF5A7BC5F405F26FF71"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall enter into a contract
			 with a national social work entity that—</text>
					<paragraph id="HEA55683B36F0486DAD54F7BAA8BC9CCF"><enum>(1)</enum><text display-inline="yes-display-inline">has experience in coordinating the transfer
			 of information and ideas among entities engaged in social work research,
			 practice, education, and policymaking; and</text>
					</paragraph><paragraph id="H983CFB7D9BEC4CF8A7C5001C9FDA6010"><enum>(2)</enum><text display-inline="yes-display-inline">maintains relationships with Federal
			 entities, social work degree-granting institutions of higher education and
			 departments of social work within such institutions, and organizations and
			 agencies that employ social workers.</text>
					</paragraph></subsection><subsection id="HA1AA7FC84FA042BCB9E946BE3B5B1BE9"><enum>(b)</enum><header>General
			 duties</header><text display-inline="yes-display-inline">The contract recipient
			 (referred to in this section as the <quote>coordinating center</quote>) shall
			 serve as a coordinating center and shall organize information and other data,
			 collect and report data, serve as a clearinghouse, and coordinate activities
			 with the entities, institutions, departments, organizations, and agencies
			 described in subsection (a)(2).</text>
				</subsection><subsection id="HEEC1FACC8AA740CE9E237988089059C5"><enum>(c)</enum><header>Collaboration</header><text>The
			 coordinating center shall work with institutions of higher education, research
			 entities, and entities with social work practice settings to identify key
			 research areas to be pursued, identify qualified research fellows, and organize
			 appropriate mentorship and professional development efforts.</text>
				</subsection><subsection id="H21F8655EAD854393B638B217DF7E5916"><enum>(d)</enum><header>Specific
			 activities of the coordinating center</header><text display-inline="yes-display-inline">The coordinating center shall—</text>
					<paragraph id="HDA4833CBB396404296A0C2211C81406D"><enum>(1)</enum><text>build on the
			 efforts of the National Association of Social Workers National Center for
			 Workforce Studies;</text>
					</paragraph><paragraph id="H30901BDA8A5C41CBAF239C25FA9EA4C2"><enum>(2)</enum><text display-inline="yes-display-inline">collect, coordinate, monitor, and
			 distribute data, information on best practices and findings regarding the
			 activities funded under grants made to eligible entities and individuals under
			 the grant programs described in sections 201 though 204;</text>
					</paragraph><paragraph id="H47D99FFC72AB4C0595D6318D4F49E3DE"><enum>(3)</enum><text display-inline="yes-display-inline">prepare and submit to the Secretary a
			 report that includes recommendations regarding the need to recruit new social
			 workers, retain current social workers, conduct social work research, and
			 reinvest in the profession of social work; and</text>
					</paragraph><paragraph id="HF8D8AB3DF93D4907A2043F16D4CCBC19"><enum>(4)</enum><text display-inline="yes-display-inline">demonstrate cultural competency and promote
			 the participation of diverse groups.</text>
					</paragraph></subsection><subsection id="H3767F4F154764E8CA221A098EDF2839B"><enum>(e)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary, in collaboration with the
			 coordinating center, shall—</text>
					<paragraph id="HD6C8FC1BB6434815A83CC84303CD1B75"><enum>(1)</enum><text>select topics to
			 be researched under this section;</text>
					</paragraph><paragraph id="H0972D6AC057B41A086FF0E674EAC627A"><enum>(2)</enum><text>select candidates
			 and finalists for research fellow positions; and</text>
					</paragraph><paragraph id="H995D1DF29ADC42F5AA99F3FDCEC4B44E"><enum>(3)</enum><text>determine other
			 activities to be carried out under this section.</text>
					</paragraph></subsection><subsection id="H244D7288DEE74F3CB26733BAA213F098"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated $1,000,000 to carry out this section for each of
			 fiscal years 2013 to 2017.</text>
				</subsection></section><section id="H5DB2D7CB009A4DA79E7F9A7FB50C16D5"><enum>206.</enum><header>Multimedia
			 outreach campaign</header>
				<subsection id="H9DCD28A116744E38B6F67C1683A2606C"><enum>(a)</enum><header>Development and
			 issuance of public service announcements</header><text display-inline="yes-display-inline">The Secretary shall develop and issue
			 public service announcements that advertise and promote the social work
			 profession, highlight the advantages and rewards of social work, and encourage
			 individuals to enter the social work profession.</text>
				</subsection><subsection id="H25C6A5BFD7454A298B5F2E3A33DB02B7"><enum>(b)</enum><header>Method</header><text display-inline="yes-display-inline">The public service announcements described
			 in subsection (a) shall be broadcast through appropriate media outlets,
			 including television or radio, in a manner intended to reach as wide and
			 diverse an audience as possible.</text>
				</subsection><subsection id="HDF6F627E9D7B4510B5403986FFCC36EA"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out this
			 section for each of fiscal years 2013 through 2016.</text>
