		<official-title>To expand the Federal Funding Accountability and
		  Transparency Act of 2006 to increase accountability and transparency in Federal
		  spending, and for other purposes. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Digital Accountability and
			 Transparency Act of 2013</short-title></quote>.</text>
		</section><section id="idC17EBFE155DD42A097EF28049C04CD50"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are to—</text>
			<paragraph id="idd80b012b9210437ca2dea59b1e3392c2"><enum>(1)</enum><text>expand the
			 Federal Funding Accountability and Transparency Act of 2006 by disclosing
			 direct Federal agency expenditures and linking Federal contract, loan, and
			 grant spending information to programs of Federal agencies in order to enable
			 taxpayers and policy makers to track Federal spending more effectively;</text>
			</paragraph><paragraph id="id47d1049d3d324f90af45393579468ce3"><enum>(2)</enum><text>provide
			 consistent, reliable, and searchable Government-wide spending data that is
			 displayed accurately for taxpayers and policy makers on USASpending.gov;</text>
			</paragraph><paragraph id="id4da79c3c1ca64a4b81a0e084ba5fadfd"><enum>(3)</enum><text>analyze Federal
			 spending data to proactively prevent waste, fraud, abuse, and improper
			 payments;</text>
			</paragraph><paragraph id="id87ae9429e4a448a1b7a7fa12a59235a1"><enum>(4)</enum><text>simplify
			 reporting for entities receiving Federal funds by streamlining reporting
			 requirements and reducing compliance costs while improving transparency;
			 and</text>
			</paragraph><paragraph id="idd99b84bb973648569ffe438294640eb3"><enum>(5)</enum><text>improve the
			 quality of data submitted to USASpending.gov by holding Federal agencies
			 accountable for the completeness and accuracy of the data submitted.</text>
			</paragraph></section><section id="idc1c9046e969847f889313d31d41c141f"><enum>3.</enum><header>Amendments to
			 the Federal Funding Accountability and Transparency Act of 2006</header>
			<subsection id="idFAEA7462DE3A48EB9E72F97899141C59"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 2 of the
			 Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 6101
			 note) is amended—</text>
				<paragraph id="id1379F7407F4841ADB409E3F802EAE2AE"><enum>(1)</enum><text>in the section
			 heading, by striking <quote><header-in-text level="section" style="OLC">Full
			 disclosure of entities receiving Federal funding</header-in-text></quote> and
			 inserting <quote><header-in-text level="section" style="OLC">Disclosure of
			 Federal funding</header-in-text></quote>;</text>
				</paragraph><paragraph id="idAC049EED00DC47C893B2D2DFA8A4F982"><enum>(2)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="id206FC1C52C11488D996895B7A451C533"><enum>(A)</enum><text>by redesignating
			 paragraphs (2) and (3) as paragraphs (3) and (7), respectively;</text>
					</subparagraph><subparagraph id="id82F3861D7DFD49D389AAE2369A77E7D4"><enum>(B)</enum><text>by inserting
			 after paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="id85A349A8E5FF4F7DA24D9635DF0DADBF" style="OLC">
							<paragraph id="id3D988A9D5E004CD59135CF21362DAF6C"><enum>(2)</enum><header>Federal
				agency</header><text>The term <term>Federal agency</term> has the meaning given
				the term <term>Executive agency</term> under <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United
				States Code.</text>
							</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="idAD8AF45D29B14CA4BB194EF06A7D5984"><enum>(C)</enum><text>by inserting
			 after paragraph (3), as redesignated by subparagraph (A), the following:</text>
						<quoted-block display-inline="no-display-inline" id="id1A01190084C44F6B9259CC7C7B2380FC" style="OLC">
							<paragraph id="id751DA9385F174F31805A6D66D7986A92"><enum>(4)</enum><header>Federal
				funds</header><text>The term <term>Federal funds</term> means any funds that
				are made available to or expended by a Federal agency.</text>
							</paragraph><paragraph id="id932a379ab3d74af5bbdfcba0e52c8108"><enum>(5)</enum><header>Object
				class</header><text>The term <term>object class</term> means the category
				assigned for purposes of the annual budget of the President submitted under
				<external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code, to the type of property or
				services purchased by the Federal Government.</text>
							</paragraph><paragraph id="id6A632BB7F11D45F688E7455B9B996308"><enum>(6)</enum><header>Program
				activity</header><text>The term <term>program activity</term> has the meaning
				given that term under <external-xref legal-doc="usc" parsable-cite="usc/31/1115">section 1115(h)</external-xref> of title 31, United States
				Code.</text>
							</paragraph><after-quoted-block>; and
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="idC0F93CD73D6A4BDCABA6FD3A448003CE"><enum>(D)</enum><text>in paragraph (7),
			 as redesignated by subparagraph (A)—</text>
						<clause id="id2E2CC0A374F14B8F996C5DD61A27E65E"><enum>(i)</enum><text>in
			 subparagraph (B), by striking <quote>paragraph (2)(A)(i)</quote> and inserting
			 <quote>paragraph (3)(A)(i)</quote>; and</text>
						</clause><clause id="idF1EF6AEAC6484FB6B3358C1421CC3244"><enum>(ii)</enum><text>in
			 subparagraph (C), by striking <quote>paragraph (2)(A)(ii)</quote> and inserting
			 <quote>paragraph (3)(A)(ii)</quote>;</text>
						</clause></subparagraph></paragraph><paragraph id="idFB175A9EEC714585A3E598F7E783F5F3"><enum>(3)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="id2A36D2917A3748BDB4F3E45A1E8D3EFE"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
						<clause id="idBCF8F663C84D4CC6A5B908885140410E"><enum>(i)</enum><text>by
			 striking “the Office of Management and Budget” and inserting “the Secretary of
			 the Treasury” each place it appears;</text>
						</clause><clause id="id545FA1C82A3940AD98B92350B8E2729E"><enum>(ii)</enum><text>by
			 redesignating subparagraphs (A) through (G) as clauses (i) through (vii),
			 respectively, and adjusting the margin accordingly;</text>
						</clause><clause id="idB1B7A154B3F9465E9A8E4BAE8D466A5B"><enum>(iii)</enum><text>by striking
			 <quote>for each Federal award—</quote> and inserting the following: “for all
			 Federal funds—</text>

				budget authority available;</text>

									</clause><clause commented="no" id="idA03AA9243F50461CAC22B45FD0553CDB"><enum>(iii)</enum><text>the amount of
				outlays;</text>
									</clause><clause commented="no" id="id0D2B970087F84488B361678F7CAFE835"><enum>(iv)</enum><text>the amount of
				any Federal funds reprogrammed or transferred; and</text>
									</clause><clause commented="no" id="idCA1FE09EBDE842CBB0EF53AF88A7D508"><enum>(v)</enum><text>the amount of
				expired and unexpired unobligated balances; and</text>
									</clause></subparagraph><subparagraph id="idEE1D58713F41450B8BD612FDC85668AC"><enum>(B)</enum><text>for each Federal
				award—</text>
								</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause><clause id="id4DABDCA91D004944880AE189B2EC4C44"><enum>(iv)</enum><text>in
			 subparagraph (B)(iii), as so designated by this subparagraph, by inserting
			 <quote>, which shall be assigned a unique identifier,</quote> after
			 <quote>information on the award</quote>;</text>
						</clause></subparagraph><subparagraph id="idE04E400568AA4CC0B3F2BF61CE665AC5"><enum>(B)</enum><text>in paragraph
			 (3)—</text>
						<clause id="idEAEF10CF4C2D497485CD058DD5A6881B"><enum>(i)</enum><text>by
			 striking <quote>Director of the Office of Management and Budget</quote> and
			 inserting <quote>Secretary of the Treasury</quote>; and</text>
						</clause><clause id="id91B9E1A8399B4E0A8DDDE345B5D0216F"><enum>(ii)</enum><text>by
			 striking <quote>the Director may</quote> and inserting <quote>the Secretary
			 may</quote>;</text>
						</clause></subparagraph><subparagraph id="idB5F9133B9E1240629AE2B2907A742380"><enum>(C)</enum><text>in paragraph
			 (4)—</text>
						<clause id="idD3D5388986EF41439DB7EF40763B9D4A"><enum>(i)</enum><text>by
			 striking <quote>Director of the Office of Management and Budget</quote> and
			 inserting <quote>Secretary of the Treasury</quote>;</text>

						</clause></subparagraph><subparagraph id="idA42AA7B789364E31B4B78EE5B4A67C34"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id914B90991C4B474C9BA1757472BC0CB3" style="OLC">
							<paragraph id="id7757325d96f84cf1aec3145d718b4dd3"><enum>(5)</enum><header>Application of
				data standards</header><text>The Secretary of the Treasury shall apply the data
				standards established by the Secretary of the Treasury under subsection (e) to
				all data collection, data dissemination, and data publication required under
				this section.</text>
							</paragraph><paragraph id="id5346f4d8013342eba8fe89b07c7910f1"><enum>(6)</enum><header>Data feed to
				recovery accountability and transparency board</header><text>The Secretary of
				the Treasury shall provide the data described in paragraph (1) to the Recovery
				Accountability and Transparency Board for inclusion in the Recovery Operations
				Center described in subsection
				(h).</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="idB9A6C9660AC04E99886A82FE9101781F"><enum>(4)</enum><text>in subsection
			 (c)—</text>
					<subparagraph id="idAAF29544B12741FFA92E2C155689F919"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
						<clause id="id51E11EAB27204A7D93E772DBF3E6455B"><enum>(i)</enum><text>in
			 the matter preceding subparagraph (A), by striking <quote>and
			 Grants.gov</quote> and inserting <quote>Grants.gov, the Payment Automation
			 Manager and Federal Information Repository and other data or databases from the
			 Department of the Treasury, the MAX Information System of the Office of
			 Management and Budget, and other data from Federal agencies collected and
			 identified by the Office of Management and Budget</quote>;</text>
						</clause><clause id="id0E75310BBAFE4BBCAA9C94F521201A7E"><enum>(ii)</enum><text>in
			 subparagraph (B), by adding <quote>and</quote> at the end; and</text>
						</clause><clause id="id0D3CD954B92E45DABCCF93A7C6918557"><enum>(iii)</enum><text>by adding at
			 the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="idB24B4CB2716144718F53068805C57FC2" style="OLC">
								<subparagraph id="idd7187acc451c4a99a225df6fe5d73f81"><enum>(C)</enum><text>specify such
				search shall be confined to Federal
				funds;</text>
								</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="id3F5B36BF993F474087796082C105D507"><enum>(B)</enum><text>in paragraph (2),
			 by inserting <quote>the Payment Automation Manager and Federal Information
			 Repository and other data or databases from the Department of the Treasury, the
			 MAX Information System of the Office of Management and Budget, other data from
			 Federal agencies collected and identified by the Office of Management and
			 Budget,</quote> after <quote>Grants.gov website,</quote>;</text>
					</subparagraph><subparagraph id="id54CF55A28BD74067AF3A7900BE2D0AAF"><enum>(C)</enum><text>in paragraph
			 (4)—</text>
						<clause id="id7AEF08E3FE764A4FB3DC94E9E8E8A5D6"><enum>(i)</enum><text>by
			 striking <quote>shall be updated not later</quote> and inserting the following:
			 “shall be updated—</text>
							<quoted-block display-inline="no-display-inline" id="idA314DF6939244ECF801E1D977BAC13DB" style="OLC">
								<subparagraph id="idC17B352BCA424B8994515C24CF743A78"><enum>(A)</enum><text>not
				later</text>

								<subparagraph id="id93B7D1D2677A400B88813F49B15FEF8B"><enum>(B)</enum><text>not less than
				once each quarter with information relating to Federal
				funds;</text>
								</subparagraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="id82BC33261643494ABD848614AEDA12AC"><enum>(D)</enum><text>in paragraph
			 (5)—</text>
						<clause id="id42528668B41C42DFAAC1EF63BAD946C2"><enum>(i)</enum><text>by
			 inserting <quote>Federal funds and</quote> before <quote>Federal awards</quote>
			 the first place it appears;</text>
						</clause><clause id="idBBAEBDA14B374B9AB40D64509A398803"><enum>(ii)</enum><text>by
			 striking <quote>subsection (a)(2)(A)(i) and those described in subsection
			 (a)(2)(A)(ii)</quote> and inserting <quote>subsection (a)(3)(A)(i) and those
			 described in subsection (a)(3)(A)(ii)</quote>; and</text>
						</clause><clause id="id284A30C632B74821B923D2FDE3D11689"><enum>(iii)</enum><text>by striking the
			 period at the end and inserting a semicolon; and</text>
						</clause></subparagraph><subparagraph id="id316515EA5C544CEAA980EA08266DF7C1"><enum>(E)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id5C53886AC3224365821A2362742C7D29" style="OLC">
							<paragraph id="id1cbd28c3153d4a2bbae05eadf421f6e8"><enum>(6)</enum><text>shall have the
				ability to aggregate data for the categories described in paragraphs (1)
				through (5) without double-counting data; and</text>
							</paragraph><paragraph id="id65E52DE376C54910A34F2E4FB74B0A72"><enum>(7)</enum><text>shall permit all
				information published under this section to be downloaded in
				bulk.</text>
							</paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="id04CA3DEC4F6F4ED6B8813F3E5A74EDC0"><enum>(5)</enum><text>by redesignating
			 subsections (e), (f), and (g) as subsections (i), (j), and (k), respectively;
			 and</text>
				</paragraph><paragraph id="id1AA0D43EB6F9441A81177F12119EC480"><enum>(6)</enum><text>by inserting
			 after subsection (d) the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF1D9300152704731AE5DF96F34A29D77" style="OLC">
						<subsection id="idd192ff97b63042ef9e56dcd3d9f2780b"><enum>(e)</enum><header>Department of
				the Treasury requirements</header>
							<paragraph id="ide74c9a6eeaab43d3be5dbfef48844518"><enum>(1)</enum><header>Data
				standards</header>
								<subparagraph id="idBE5BAC8137D1435AA2CCB88B131DA71A"><enum>(A)</enum><header>In
				general</header><text>The Secretary of the Treasury, in consultation with the
				Director of the Office of Management and Budget, the Administrator of General
				Services, and the heads of Federal agencies, shall establish Government-wide
				financial data standards for Federal funds, which shall—</text>
									<clause id="id7aad4bad11fd424987457ab6e9f35309"><enum>(i)</enum><text>include common
				data elements, such as codes, unique award identifiers, and fields, for
				financial and payment information required to be reported by Federal agencies
				and entities receiving Federal funds, including identifiers for Federal awards
				and entities receiving Federal awards;</text>
									</clause><clause id="id3af3ae4b57c14c438c0781534b67e4a0"><enum>(ii)</enum><text>to the extent
				reasonable and practicable, ensure interoperability and incorporate—</text>
										<subclause id="id50f0498ad9cf4575adeff582edc86732"><enum>(I)</enum><text>common data
				elements developed and maintained by an international voluntary consensus
				standards body, as defined by the Office of Management and Budget, such as the
				International Organization for Standardization;</text>
										</subclause><subclause id="iddc84511ac44a4669bb6db224b273e34f"><enum>(II)</enum><text>common data
				elements developed and maintained by Federal agencies with authority over
				contracting and financial assistance, such as the Federal Acquisition
				Regulatory Council; and</text>
										</subclause><subclause id="id1ac2049117c44c76b54830ceeccf9621"><enum>(III)</enum><text>common data
				elements developed and maintained by accounting standards organizations;
				and</text>
										</subclause></clause><clause id="idd8a12493baf2433e93a6cf034597d0a9"><enum>(iii)</enum><text>include data
				reporting standards that—</text>
										<subclause id="idd15c3f2feb544d9f87042e0b33c5d56f"><enum>(I)</enum><text>incorporate a
				widely accepted, nonproprietary, searchable, platform-independent
				computer-readable format;</text>
										</subclause><subclause id="id80775058bbdd414abb76a45b15bd3155"><enum>(II)</enum><text>be consistent
				with and implement applicable accounting principles;</text>
										</subclause><subclause id="id0953ce259e204fd388a6525f4ad09ae0"><enum>(III)</enum><text>be capable of
				being continually upgraded as necessary;</text>
										</subclause><subclause id="id37a1f1d5a6014791b0070f68f4f5475e"><enum>(IV)</enum><text>are structured
				to specifically support the reporting of financial and performance-related
				data, such as that any data produced, regardless of reporting need or software
				used for creation or consumption, is consistent and comparable across reporting
				situations;</text>
										</subclause><subclause id="id5e9678bc7e514170b3b7bbcb4ddb121e"><enum>(V)</enum><text>establish, for
				each data point, a standard method of conveying the reporting period, reporting
				entity, unit of measure, and other associated attributes; and</text>
										</subclause><subclause id="id6c02f060c92142cf9d2a9b4654909816"><enum>(VI)</enum><text>incorporate
				nonproprietary standards in effect on the date of enactment of the
				<short-title>Digital Accountability and Transparency Act
				of 2013</short-title>.</text>
										</subclause></clause></subparagraph><subparagraph id="id9d83c1e7c40f4155ba044747b8dc5088"><enum>(B)</enum><header>Deadlines</header>
									<clause id="id96B269114DB241C98349DC757C69A5FE"><enum>(i)</enum><header>Guidance</header><text>The
				Secretary of the Treasury, in consultation with the Director of the Office of
				Management and Budget, shall issue guidance on the data standards established
				under subparagraph (A) to Federal agencies not later than 1 year after the date
				of enactment of the <short-title>Digital Accountability
				and Transparency Act of 2013</short-title>.</text>
									</clause><clause id="id34103791e9fa409f9072206590f5a79c"><enum>(ii)</enum><header>Website</header><text>Not
				later than 1 year after the date on which the guidance under clause (i) is
				issued, the Director of the Office of Management and Budget shall ensure that
				the website required under this section makes data publically available in
				accordance with the data standards established under subparagraph (A).</text>
									</clause><clause id="id5BB6A2316BCC41C7B1B17381CFCAA681"><enum>(iii)</enum><header>Agencies</header><text>Not
				later than 180 days after the date on which the guidance under clause (i) is
				issued, each Federal agency shall collect, report, and maintain data in
				accordance with the data standards established under subparagraph (A).</text>
									</clause></subparagraph><subparagraph id="id018B0313D7B441DCBD48E5A3FCF14DF6"><enum>(C)</enum><header>Consultation</header><text>The
				Secretary of the Treasury shall consult with public and private stakeholders in
				establishing data standards under this paragraph.</text>
								</subparagraph></paragraph><paragraph id="id4c89e065f0f349d7acfd339929de4bb7"><enum>(2)</enum><header>Improper
				payment prevention</header>
								<subparagraph id="idF2C959929E4F4055AF3396F431C0E306"><enum>(A)</enum><header>In
				general</header><text>The Secretary of the Treasury, in consultation with the
				heads and Inspectors General of Federal agencies, shall use the data to which
				the data standards established under paragraph (1) apply and other available
				data (including available data from State and local governments) to detect,
				prevent, and recover improper payments through pre-award, post-award
				pre-payment, and post-payment analysis, which shall include analysis and
				investigations incorporating—</text>
									<clause id="idc421ece95ae3416b9f5879670f1c2987"><enum>(i)</enum><text>review and data
				matching of payments and beneficiary enrollment lists of State programs carried
				out using Federal funds for the purposes of identifying eligibility
				duplication, residency ineligibility, duplicate payments, or other potential
				improper payment issues;</text>
									</clause><clause id="id032e5a5b78d54a0882b9eb0df192a5da"><enum>(ii)</enum><text>review of
				multiple Federal agencies and programs for which comparison of data could show
				payment duplication; and</text>
									</clause><clause id="id11feba130c404165b951547f84168c26"><enum>(iii)</enum><text>review of other
				information the Secretary of the Treasury determines are effective, which may
				include investigation or review of information from multiple Federal agencies
				or programs.</text>
									</clause></subparagraph><subparagraph id="id48d9393143f44fe792424cd83d6df87d"><enum>(B)</enum><header>Report</header><text>Not
				later than 180 days after the date of enactment of the
				<short-title>Digital Accountability and Transparency Act
				of 2013</short-title>, the Secretary of the Treasury shall submit to Congress a
				report, which may be included as part of another report submitted to Congress,
				which shall include a description of—</text>
									<clause id="id0D3A283ED67A4E92ADDFCF1E9FEC8496"><enum>(i)</enum><text>the
				implementation of the fraud prevention efforts described under subparagraph
				(A); and</text>
									</clause><clause id="id5AB0245F70DF42529594D4A6628C58BB"><enum>(ii)</enum><text>the metrics used
				in determining whether the fraud prevention efforts have reduced, or
				contributed to the reduction of, improper payments or improper awards.</text>
									</clause></subparagraph></paragraph><paragraph id="id1237dba572494856870a9af246bf6a5b"><enum>(3)</enum><header>Improvements to
				access to data</header>
								<subparagraph id="id84C070BBFFC64264886EBC619D6F27FF"><enum>(A)</enum><header>In
				general</header><text>In order to carry out this Act, upon request by the
				Secretary of the Treasury—</text>
									<clause commented="no" display-inline="no-display-inline" id="id9F93CA3881A04C6B8B98CDC689D00730"><enum>(i)</enum><text display-inline="yes-display-inline">the Commissioner of Social Security shall
				make available the Social Security earnings information of a living or deceased
				employee;</text>
									</clause><clause id="idd3ae897c15f54b7d9700a978d4a26b78"><enum>(ii)</enum><text>the Director of
				the Bureau of Prisons shall make available information relating to Federal
				prisoners; and</text>
									</clause><clause commented="no" id="id0680bd3b16d34544b3cf1f8cf1f48cc7"><enum>(iii)</enum><text>the Secretary
				of Housing and Urban Development shall make available information in the Credit
				Alert Verification System of the Department of Housing and Urban
				Development.</text>
									</clause></subparagraph><subparagraph id="id9028b05657b64f198d17144d473eecf7"><enum>(B)</enum><header>Use and
				protection of information</header><text>The Secretary of the Treasury—</text>
									<clause id="id0DF78A11B8F549E3AF11233A3EA76E5D"><enum>(i)</enum><text>may only use
				information obtained under subparagraph (A) to assist in Federal debt
				collection and in the prevention, identification or recovery of improper
				payments; and</text>
									</clause><clause id="id29ec0ba4143841788213d54b04d915e1"><enum>(ii)</enum><text>shall ensure
				that data to which the data standards established under paragraph (1) apply is
				adequately protected and collected in a manner consistent with privacy
				protections provided for by law.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="id95ded553c265474bae7bd60877e22194"><enum>(f)</enum><header>Consolidated
				recipient financial reports</header><text>The Director of the Office of
				Management and Budget shall—</text>
							<paragraph id="id104A15701A144B0A8EAF3B9240A10642"><enum>(1)</enum><text>review the
				financial reporting required by Federal agencies for Federal award recipients
				to reduce duplicative financial reporting and compliance costs for
				recipients;</text>
							</paragraph><paragraph id="idac756705553444318bb891191e26647c"><enum>(2)</enum><text>request input
				from Federal award recipients to reduce duplicative financial reporting,
				especially from State and local governments and institutes of higher
				education;</text>
							</paragraph><paragraph id="id6e867025d71f4d9d97484dd78af0d4a0"><enum>(3)</enum><text>not later than 1
				year after the date of enactment of the Digital Accountability and Transparency
				Act of 2013, provide instructions to the heads of Federal agencies regarding
				how to simplify the reporting requirements for Federal award recipients to
				reduce duplicative reporting and reports to reduce compliance costs, as
				appropriate; and</text>
							</paragraph><paragraph id="idab5ff4ef5b734293b31d9ad6ce3ab4dd"><enum>(4)</enum><text>not later than 18
				months after the date of enactment of the Digital Accountability and
				Transparency Act of 2013, submit to Congress a report regarding any legislative
				action required to streamline the reporting requirements for Federal award
				recipients.</text>
							</paragraph></subsection><subsection id="id364a86ba50d74d40a91a04ca7153d5ed"><enum>(g)</enum><header>Accountability
				for Federal funding</header>
							<paragraph id="id04c44c06914c430ca4ec9cb764a7e482"><enum>(1)</enum><header>In
				general</header><text>Not later than 1 year after the date of enactment of the
				<short-title>Digital Accountability and Transparency Act
				of 2013</short-title>, and every 2 years thereafter until the date that is 6
				years after such date of enactment, the Inspector General of each Federal
				agency, in consultation with the Comptroller General of the United States,
				shall review a sampling of the spending data submitted under this Act by the
				Federal agency and shall submit to Congress and make publically available a
				report in on the completeness, timeliness, quality, and accuracy of the data
				sampled and the implementation and use of consistent data standards by the
				Federal agency.</text>
							</paragraph><paragraph id="id3f78e071bd0446bfa3fe3a4dbc6865a8"><enum>(2)</enum><header>Comptroller
				General</header>
								<subparagraph id="id72B71972162344BBA8326D46202782EB"><enum>(A)</enum><header>In
				general</header><text>Not later than 2 years after the date of enactment of the
				<short-title>Digital Accountability and Transparency Act
				of 2013</short-title>, and every 2 years thereafter until the date that is 6
				years after such date of enactment, and after review of the reports submitted
				under paragraph (1), the Comptroller General of the United States shall submit
				to Congress and make publically available a report on the data completeness,
				timeliness, quality, and accuracy of the data submitted under this Act by each
				Federal agency and the implementation and use of consistent data standards by
				each Federal agency.</text>
								</subparagraph><subparagraph id="id4094270AA82B44BF8FFCE4CA476CFF41"><enum>(B)</enum><header>Ranking</header><text>The
				Comptroller General of the United States shall make available a ranking of
				Federal agencies regarding data quality, accuracy, and compliance with this
				Act.</text>
								</subparagraph></paragraph></subsection><subsection id="idba92e46f3df84c34aeb81b871c220acf"><enum>(h)</enum><header>Recovery
				Accountability and Transparency Board</header>
							<paragraph id="id56bd1fe94a4d46b5bf41cc52e822e64e"><enum>(1)</enum><header>Resources and
				mechanisms</header><text>The Recovery Accountability and Transparency Board
				shall develop and test information technology resources and oversight
				mechanisms to enhance the transparency of, and detect and remediate waste,
				fraud, and abuse in, Federal spending for Inspectors General.</text>
							</paragraph><paragraph id="idb661aa2d1a17445a9b7e39ea0f241285"><enum>(2)</enum><header>Website</header><text>The
				Recovery Accountability and Transparency Board shall maintain a website
				informing the public of the activities of the Recovery Accountability and
				Transparency Board to identify waste, fraud, and abuse and increase
				transparency of Federal spending to provide analytical support for Inspectors
				General.</text>
							</paragraph><paragraph id="id2bc0a77057d3468898903a5a318914a6"><enum>(3)</enum><header>Recovery
				Operations Center</header><text>The Recovery Accountability and Transparency
				Board shall establish and maintain a Recovery Operations Center as a
				governmentwide Internet-based data access system to carry out the functions
				described in paragraph (4).</text>
							</paragraph><paragraph id="idff60e194068e4258aaa9a0ae523a4a8b"><enum>(4)</enum><header>Functions of
				the Recovery Operations Center</header><text>The functions described in this
				paragraph are the following:</text>
								<subparagraph id="id2e622f8d95264965866c0822f2d6758f"><enum>(A)</enum><header>In
				general</header><text>The Recovery Operations Center shall incorporate—</text>
									<clause id="id61863c9b966740388ef0a015e5ae41d4"><enum>(i)</enum><text>all information
				described in subsection (b)(1);</text>
									</clause><clause id="id9866e5b1a1e14bdab6c525d446421fb7"><enum>(ii)</enum><text>other
				information maintained by Federal, State, local, and foreign government
				agencies; and</text>
									</clause><clause id="id56ad4a4190d744169f4f00c8b283f034"><enum>(iii)</enum><text>other
				commercially and publicly available information.</text>
									</clause></subparagraph><subparagraph id="id5ad644071604420cae4b20b1750df566"><enum>(B)</enum><header>Specific
				functions</header><text>The Recovery Operations Center shall be designed and
				operated to carry out the following functions:</text>
									<clause id="id23ff307a75af4fd9a0fe236d4ceb5371"><enum>(i)</enum><text>Combine
				information described in subsection (b)(1) with other compilations of
				information, including those listed in subparagraph (A).</text>
									</clause><clause id="id1a97884849fa4fa99538b21d9c4c67a1"><enum>(ii)</enum><text>Permit
				Inspectors Generals, in accordance with applicable law, to detect and remediate
				waste, fraud, and
				abuse.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="idbf056d7d8c6441cb9a6d5bcd5cb8eabd"><enum>4.</enum><header>Pilot program to
			 evaluate consolidated recipient reporting</header>
			<subsection id="id453297c44c4d46ee8d23a256f642c8c7"><enum>(a)</enum><header>In
			 general</header><text>Not later than 90 days after the date of enactment of
			 this Act, the Recovery Accountability and Transparency Board, in consultation
			 with the Secretary of the Treasury and the Director of the Office of
			 Management, shall establish a pilot program relating to reporting by recipients
			 of Federal funds (in this section referred to as the <quote>pilot
			 program</quote>) for the purpose of increasing financial transparency
			 to—</text>
				<paragraph id="id2c5d5ab1c2614ad795d70631f334da22"><enum>(1)</enum><text>display the full
			 cycle of Federal funds;</text>
				</paragraph><paragraph id="id45f8a574238942df937d09e6ee082679"><enum>(2)</enum><text>improve the
			 accuracy of Federal financial data; and</text>
				</paragraph><paragraph id="id08e4ae93ce81443da659290b526cb4ee"><enum>(3)</enum><text>develop
			 recommendations for reducing reporting required of recipients of Federal funds
			 by consolidating and automating financial reporting requirements across the
			 Federal Government.</text>
				</paragraph></subsection><subsection id="id74ab26c7a39545168d43590efb7316a3"><enum>(b)</enum><header>Requirements</header><text>The
			 pilot program shall—</text>
				<paragraph id="id5b105ca3dbbf466699230f21e785870d"><enum>(1)</enum><text>include
			 recipients that collectively receive not less than $1,000,000,000 in Federal
			 funds each fiscal year;</text>
				</paragraph><paragraph id="idc855bc14a86e470bb12d1e76bd348912"><enum>(2)</enum><text>include
			 recipients that receive Federal funds under multiple programs across multiple
			 agencies; and</text>
				</paragraph><paragraph id="id240aef7cdc354f3a9dae90582959acbf"><enum>(3)</enum><text>include
			 recipients that collectively receive Federal funds under contracts, grants, and
			 subawards.</text>
				</paragraph></subsection><subsection id="id2ac15dfcf3fd48b2b0d0906275b4be9a"><enum>(c)</enum><header>Reporting and
			 evaluation requirements</header><text>Each recipient of Federal funds
			 participating in the pilot program shall submit to the Recovery Accountability
			 and Transparency Board reports on the finances of the selected Federal
			 awards.</text>
			</subsection><subsection id="id39643b7704a04a0c86572bb2b46a0f91"><enum>(d)</enum><header>Publication of
			 information</header><text>All the information collected by the Recovery
			 Accountability and Transparency Board under the pilot program shall be made
			 publicly available and searchable on the website established under section 2 of
			 the Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 6101
			 note).</text>
			</subsection><subsection id="id8babf57d95a34da2bfcb0cad1d5af011"><enum>(e)</enum><header>Termination</header><text>The
			 pilot program shall terminate on the date that is 3 years after the date on
			 which the Recovery Accountability and Transparency Board establishes the pilot
			 program.</text>
			</subsection><subsection id="id4fd8a4eefdaa4ea1931f37acbd9a17ab"><enum>(f)</enum><header>Report to
			 Congress</header><text>Not later than 90 days after the date on which the pilot
			 program terminates under subsection (e), the Recovery Accountability and
			 Transparency Board shall submit to the Committee on Homeland Security and
			 Governmental Affairs and the Committee on the Budget of the Senate and the
			 Committee on Oversight and Government Reform and the Committee on the Budget of
			 the House of Representatives a report on the pilot program, which shall
			 include—</text>
				<paragraph id="idaee9b8d659ad4effa17ef83f57fe96bb"><enum>(1)</enum><text>a description of
			 financial data collected under the pilot program, the accuracy of the data
			 provided, and the cost to collect the data from recipients; and</text>
				</paragraph><paragraph id="idd500d53efb304cba893276658e30d502"><enum>(2)</enum><text>recommendations
			 for—</text>
					<subparagraph id="id75ed14a554e941f19f08c74fdc731e25"><enum>(A)</enum><text>consolidating
			 some or all aspects of Federal financial reporting to reduce the costs to
			 recipients of Federal funds;</text>
					</subparagraph><subparagraph id="idb805a57cccf04b4a8965addb157c448b"><enum>(B)</enum><text>automating some
			 or all aspects of Federal financial reporting to increase efficiency and reduce
			 the costs to recipients of Federal funds; and</text>
					</subparagraph><subparagraph id="ida8802fd6c7aa4c1eaf69b16499cf743a"><enum>(C)</enum><text>improving
			 financial transparency.</text>
					</subparagraph></paragraph></subsection></section><section id="idb8af9fffc5434e50874b1e75ff108116"><enum>5.</enum><header>Classified and
			 protected information</header><text display-inline="no-display-inline">Section
			 3 of the Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C.
			 6101 note) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="id05D191BAE4DC42FF95C1AB5E91E5D726" style="OLC">
				<section id="ide8dcd25de90f499fb40c314bc9b904b6"><enum>3.</enum><header>Classified and
				protected information</header><text display-inline="no-display-inline">Nothing
				in this Act shall require the disclosure to the public or to any person without
				an identifiable need to know—</text>
					<paragraph id="id82005C3CECFE446DB20E6913F59E25FA"><enum>(1)</enum><text display-inline="yes-display-inline">information protected under section 552 of
				title 5, United States Code (commonly known as the ‘Freedom of Information
				Act’); or</text>
					</paragraph><paragraph id="id1DB51965FACA4E5DB43858D616982E3A"><enum>(2)</enum><text display-inline="yes-display-inline">information protected under section 552a of
				title 5, United States Code (commonly known as the <quote>Privacy Act of
				1974</quote>), or section 6103 of the Internal Revenue Code of
				1986.</text>
					</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id0a508d00735749e2a60fa6a5891d4f03"><enum>6.</enum><header>Expanding access
			 by the Secretary of the Treasury to the National Directory of New
			 Hires</header><text display-inline="no-display-inline">Section 453(j)(9) of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/653">42 U.S.C. 653(j)(9)</external-xref>) is amended—</text>
			<paragraph id="id01c7ee8cb7a24cb489105e6f1deea991"><enum>(1)</enum><text>in the paragraph
			 heading, by inserting <quote><header-in-text level="paragraph" style="OLC">and
			 in the prevention, identification, and recovery of improper
			 payments</header-in-text></quote> after <quote><header-in-text level="paragraph" style="OLC">collection</header-in-text></quote>;</text>
			</paragraph><paragraph id="idca997b7a06a44d6aa693f74ac556d41d"><enum>(2)</enum><text>in subparagraph
			 (A)—</text>
				<subparagraph id="id9400405AEE3D406C9FAE9662F1BD3A7D"><enum>(A)</enum><text>in the matter
			 preceding clause (i), by striking <quote>with respect to persons—</quote> and

				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7dff4f9186204a30b15403525c7582bc"><enum>(6)</enum><text>in subparagraph
			 (F), by adding at the end the following: <quote>The Secretary of the Treasury
			 shall reimburse the Secretary for any costs attributable to the prevention,
			 identification, or recovery of improper payments out of any appropriation
			 available to the Secretary of the Treasury for this purpose.</quote>.</text>
			</paragraph></section><section id="id2d37297d2eb44dca9d523cfedf6ac390"><enum>7.</enum><header>American
			 Recovery and Reinvestment Act of 2009 amendments</header><text display-inline="no-display-inline">Title XV of division A of the American
			 Recovery and Reinvestment Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/5">Public Law 111–5</external-xref>; 123 Stat. 286) is
			 amended—</text>
			<paragraph id="id35982c38626b4f05ba44a92bdd4a1529"><enum>(1)</enum><text>in section 1501,
			 by striking paragraph (4) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idD97C8EC7668249A19E077CE9C23EAF52" style="OLC">

			</paragraph></section><section id="id90f66606ceb24462b9cb781592a6ff68"><enum>8.</enum><header>Disaster Relief
			 Appropriations Act of 2013 amendments</header><text display-inline="no-display-inline">Section 904(d) of division A of the Disaster
			 Relief Appropriations Act of 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/113/2">Public Law 113–2</external-xref>; 127 Stat. 18) is amended
			 in section 904(d)—</text>
			<paragraph id="ida5c35c3627514a4da72c28d11bfc4024"><enum>(1)</enum><text>by striking
			 <quote>for purposes related to the impact of Hurricane Sandy</quote>;</text>
			</paragraph><paragraph id="id34b58ac9c0254e72a1d24fd6183fac53"><enum>(2)</enum><text>by striking
			 <quote>related to the impact of Hurricane Sandy</quote> after <quote>receiving
			 appropriations</quote>; and</text>
			</paragraph><paragraph id="ide825dcd358154e9cbd9460a66788c612"><enum>(3)</enum><text>by striking
			 <quote>related to funds appropriated for the impact of Hurricane Sandy</quote>
			 after <quote>on its activities</quote>.</text>
			</paragraph></section><section id="idFA94CF845F824F6BB88359C0F0BAF02E"><enum>9.</enum><header>Executive agency
			 accounting and other financial management reports and plans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3512">Section 3512(a)</external-xref> of title 31, United States
			 Code, is amended—</text>
			<paragraph id="id486E284D11BD4B3FB9D06CE66EFCDC25"><enum>(1)</enum><text>in paragraph (1),
			 by inserting <quote>and make available on the website described under section
			 1122</quote> after <quote>appropriate committees of Congress</quote>;</text>
			</paragraph><paragraph id="id287BC0E8BA024B72B83EF9AD80C5EA42"><enum>(2)</enum><text>in paragraph
			 (3)(B)(vi), by inserting <quote>, system development, financial management
			 workforce development, related risk assessment and mitigation for the Federal
			 Government as a whole, related risk assessment and mitigation for executive
			 agencies, development of capacity to prevent and detect fraud,</quote> after
			 <quote>equipment acquisitions</quote>; and</text>
			</paragraph><paragraph id="idBD781F4A801F41EA84A6EFF2B6D63D88"><enum>(3)</enum><text>in paragraph (4),
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9DD8049938E64964B0D7E17C4BF3B917" style="OLC">
					<subparagraph id="idfa4504f38a32471cbed7b657c7ede31b" indent="up2"><enum>(C)</enum><text>Not later than 90 days after the date
				of enactment of the <short-title>Digital Accountability
				and Transparency Act of 2013</short-title>, and every 90 days thereafter, the
				Director shall make available on the website described under section 1122 a
				report regarding—</text>
						<clause id="id69e5b0f9e4eb4930a638a83aa98b0f0f"><enum>(i)</enum><text>specific goals for the most recent
				full fiscal year, the fiscal year during which the report is submitted, and the
				fiscal year following the year during which the report is submitted that are
				necessary steps toward implementing the Federal Funding Accountability and
				Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note) fully and in an effective,
				efficient, and accurate manner; and</text>
						</clause><clause id="idffa054e467ff408186db3cd690882e02"><enum>(ii)</enum><text>the status and progress achieved
				toward each goal described in clause (i), including any changes to the cost,
				schedule, or performance baselines of achieving each goal, using earned value
				management where
				appropriate.</text>
