		<official-title>To amend the Mineral Leasing Act to require the Secretary
		  of the Interior to convey to a State all right, title, and interest in and to a
		  percentage of the amount of royalties and other amounts required to be paid to
		  the State under that Act with respect to public land and deposits in the State,
		  and for other purposes. </official-title>

		<section id="H0C1EBF71C93B4552BCA9A6186B71CCCB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>State Mineral Revenue Protection
			 Act</short-title></quote>.</text>
		</section><section id="H02913306B80344F5859F40F08DE12B28" section-type="subsequent-section"><enum>2.</enum><header>Conveyance to States
			 of property interest in State share of royalties and other
			 payments</header><text display-inline="no-display-inline">Section 35 of the
			 Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/191">30 U.S.C. 191</external-xref>) is amended—</text>
			<paragraph id="HC6EB79CB078B4DEE9196D993C0404F1E"><enum>(1)</enum><text>in the first
			 sentence of subsection (a), by striking <quote>shall be paid into the
			 Treasury</quote> and inserting <quote>shall, except as provided in subsection
			 (d), be paid into the Treasury</quote>;</text>
			</paragraph><paragraph id="HCA19F22D61954A9F8333EE22293712BA"><enum>(2)</enum><text>in subsection
			 (c)(1), by inserting <quote>and except as provided in subsection (d)</quote>
			 before <quote>, any rentals</quote>; and</text>
			</paragraph><paragraph id="H977E905936DF41FFB5E1E26739C639F2"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HC67BCE6F495E40A395C9E8B31290E662" style="OLC">
					<subsection id="HF92806B707C445D2A13D185784E669B6"><enum>(d)</enum><header>Conveyance to
				States of property interest in State share</header>
						<paragraph id="id596C3B207FCC4462BAB2198E2FC25743"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, on request of a State (other than the State of Alaska)
				and in lieu of any payments to the State under subsection (a), the Secretary of
				the Interior shall convey to the State all right, title, and interest in and to
				50 percent of all amounts otherwise required to be paid into the Treasury under
				subsection (a) from sales, bonuses, royalties (including interest charges), and
				rentals for all public land or deposits located in the State.</text>
						</paragraph><paragraph id="id37fd2e17a32145d895da6aa75d730cc1"><enum>(2)</enum><header>State of
				Alaska</header><text>Notwithstanding any other provision of law, on request of
				the State of Alaska and in lieu of any payments to the State under subsection
				(a), the Secretary of the Interior shall convey to the State all right, title,
				and interest in and to 90 percent of all amounts otherwise required to be paid
				into the Treasury under subsection (a) from sales, bonuses, royalties
				(including interest charges), and rentals for all public land or deposits
				located in the State.</text>
						</paragraph><paragraph id="id647FDF3502A846939A07E894ECE86A73"><enum>(3)</enum><header>Amount</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
				after a conveyance to a State under paragraph (1) or (2), any person shall pay
				directly to the State any amount owed by the person for which the right, title,
				and interest has been conveyed to the State under this subsection.</text>
						</paragraph><paragraph id="id7D86A69AC87B49E88A070604D58CCD5C"><enum>(4)</enum><header>Notice</header><text display-inline="yes-display-inline">The Secretary of the Interior shall
				promptly provide to each holder of a lease of public land to which subsection
				(a) applies that are located in a State to which right, title, and interest is
				conveyed under this subsection notice that—</text>
							<subparagraph id="id7F0B952488B94EB589FFEC0C6B80718A"><enum>(A)</enum><text>the Secretary of
				the Interior has conveyed to the State all right, title, and interest in and to
				the amounts referred to in paragraph (1) or (2); and</text>
							</subparagraph><subparagraph id="id9B5AC78B7EE3421AA3BA76481B0341C2"><enum>(B)</enum><text>the leaseholder
				is required to pay the amounts directly to the
				State.</text>
