		<official-title>To support State and tribal government efforts to promote
		  research and education related to maple syrup production, natural resource
		  sustainability in the maple syrup industry, market promotion of maple products,
		  and greater access to lands containing maple trees for maple-sugaring
		  activities, and for other purposes.</official-title>

		<section id="idA0A87C0156BE45EFA785A4B61B346A26" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Maple Tapping Access Program
			 Act</short-title></quote>.</text>
		</section><section id="H8D421980B6D74DA685218A57471A8817"><enum>2.</enum><header>Support for State
			 and tribal government efforts to promote domestic maple syrup industry</header>
			<subsection id="H8C7BF65901944E3F912702D517B55B6B"><enum>(a)</enum><header>Definition of
			 maple sugaring</header><text>In this section, the term
			 <term>maple-sugaring</term> means the collection of sap from any species of
			 tree in the genus Acer for the purpose of boiling to produce food.</text>
			</subsection><subsection id="HEBB6C0AD324C45B99C4ACDF633270F7F"><enum>(b)</enum><header>Grants
			 authorized; authorized activities</header><text display-inline="yes-display-inline">The Secretary of Agriculture may make
			 grants to States and tribal governments to support their efforts to promote the
			 domestic maple syrup industry through the following activities:</text>
				<paragraph id="H0CD4699D57D741D19CFA11467DEFE8B4"><enum>(1)</enum><text display-inline="yes-display-inline">Promotion of research and education related
			 to maple syrup production.</text>
				</paragraph><paragraph id="H300F07568E5B484D98D8262748D4D07E"><enum>(2)</enum><text>Promotion of
			 natural resource sustainability in the maple syrup industry.</text>
				</paragraph><paragraph id="HA514644BFE644DC8839D00332E14B46D"><enum>(3)</enum><text>Market promotion
			 for maple syrup and maple-sap products.</text>
				</paragraph><paragraph id="H293010B3AADC4317A966CAF55936A149"><enum>(4)</enum><text display-inline="yes-display-inline">Encouragement of owners and operators of
			 privately held land containing species of tree in the genus Acer—</text>
					<subparagraph id="HF8016C976CEF4A6EADC2BFD128CC8145"><enum>(A)</enum><text display-inline="yes-display-inline">to initiate or expand maple-sugaring
			 activities on the land; or</text>
					</subparagraph><subparagraph id="HE779845F977E44B2A37011BCA65571D4"><enum>(B)</enum><text>to voluntarily
			 make the land available, including by lease or other means, for access by the
			 public for maple-sugaring activities.</text>
					</subparagraph></paragraph></subsection><subsection id="H5EBCE914FC2641A6819F20DF95D4A100"><enum>(c)</enum><header>Applications</header><text>In
			 submitting an application for a grant under this section, a State or tribal
			 government shall include—</text>
				<paragraph id="H92C4F0D0CDF94108AA9E2413D22CCAC3"><enum>(1)</enum><text>a
			 description of the activities to be supported using the grant funds;</text>
				</paragraph><paragraph id="H06168F18D6814684993A356A177DCBC7"><enum>(2)</enum><text display-inline="yes-display-inline">a description of the benefits that the
			 State or tribal government intends to achieve as a result of engaging in such
			 activities; and</text>
				</paragraph><paragraph id="H19BD4942400D439EADE6526120DAAEB2"><enum>(3)</enum><text display-inline="yes-display-inline">an estimate of the increase in
			 maple-sugaring activities or maple syrup production that the State or tribal
			 government anticipates will occur as a result of engaging in such
			 activities.</text>
				</paragraph></subsection><subsection id="H463D209860344564AF8CE9D0194C97E8"><enum>(d)</enum><header>Relationship to
			 other laws</header><text>Nothing in this section preempts a State or tribal
			 government law, including any State or tribal government liability law.</text>
			</subsection><subsection id="H851AA4F77710458190796D3DBEC6DB55"><enum>(e)</enum><header>Regulations</header><text>The
			 Secretary of Agriculture shall promulgate such regulations as are necessary to
			 carry out this section.</text>
			</subsection><subsection id="HA5EE3C982705432C8CEAFD1CD504351A"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $20,000,000 for each of fiscal years 2014 through 2017.</text>
