		<official-title>To require the Secretary of Veterans Affairs to allow
		  public access to research of the Department, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Veterans Affairs Research
			 Transparency Act of 2013</short-title></quote>.</text>
		</section><section id="idD2BC75D30D6149B5B28CC3145582783D"><enum>2.</enum><header>Public access to
			 Department of Veterans Affairs research and data sharing between
			 Departments</header>
			<subsection id="id9E66AAEC59B44E7D8BBCBBA2A39C0E43"><enum>(a)</enum><header>Establishment
			 of Internet website</header><text display-inline="yes-display-inline">The
			 Secretary of Veterans Affairs shall make available on an Internet website of
			 the Department of Veterans Affairs available to the public the
			 following:</text>
				<paragraph id="idDE1CD0292B5048D58B9C1F7E9D19D7FA"><enum>(1)</enum><text display-inline="yes-display-inline">Data files that contain information on
			 research of the Department.</text>
				</paragraph><paragraph id="idBD8024336ACB4BAA88E89A9A56636C22"><enum>(2)</enum><text display-inline="yes-display-inline">A data dictionary on each data file.</text>
				</paragraph><paragraph id="id4F1811AE899A42BF8AD5E01AD792D787"><enum>(3)</enum><text display-inline="yes-display-inline">Instructions for how to obtain access to
			 each data file for use in research.</text>
				</paragraph></subsection><subsection id="idba56453bc2794ccd951ded1c323f704d"><enum>(b)</enum><header>Public access
			 to manuscripts on Department funded research</header>
				<paragraph id="id54BAF845DA004FEBBCF20E91A9DBC099"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Beginning not later
			 than 540 days after the date of the enactment of this Act, the Secretary shall
			 require, as a condition on the use of any data gathered or formulated from
			 research funded by the Department, that any final, peer-reviewed manuscript
			 prepared for publication that uses such data be submitted to the Secretary for
			 deposit in the digital archive established under paragraph (2) and publication
			 under paragraph (3).</text>
				</paragraph><paragraph id="id8EC5DF12132E448E957FC7DF5F154172"><enum>(2)</enum><header>Establishment
			 of digital archive</header><text>Not later than 540 days after the date of the
			 enactment of this Act, the Secretary shall establish a digital archive
			 consisting of manuscripts described in paragraph (1).</text>
				</paragraph><paragraph id="id791BCAD9F13F42F993C2B9BED218A0AC"><enum>(3)</enum><header>Public
			 availability</header>
					<subparagraph id="id319566F0E36841AB81ABAF0162873D9F"><enum>(A)</enum><header>Availability of
			 archive</header><text display-inline="yes-display-inline">The Secretary shall
			 make the digital archive established under paragraph (2) and the contents of
			 such archive available to the public via a publicly accessible Internet website
			 at not cost to the public.</text>
					</subparagraph><subparagraph id="id6B808CD4E0614285B4A2208ADC438286"><enum>(B)</enum><header>Availability of
			 manuscripts</header><text>The Secretary shall ensure that each manuscript
			 submitted to the Secretary under paragraph (1) is available to the public under
			 subparagraph (A) not later than one year after the official date on which the
			 manuscript is otherwise published.</text>
					</subparagraph></paragraph><paragraph id="id46ED62A8B3BD418CB56B3D85030DB812"><enum>(4)</enum><header>Consistent with
			 copyright law</header><text display-inline="yes-display-inline">The Secretary
			 shall carry out this subsection in a manner consistent with applicable
			 copyright law.</text>
				</paragraph><paragraph id="id40806f779eae470d9654109ea94df93a"><enum>(5)</enum><header>Annual
			 report</header>
					<subparagraph id="idF54719260B324E719FFC3DD63DDE10F2"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than one
			 year after the date the Secretary begins making manuscripts available to the
			 public under this subsection and not less frequently than once each year
			 thereafter, the Secretary shall submit to the Committee on Veterans’ Affairs of
			 the Senate and the Committee on Veterans’ Affairs of the House of
			 Representatives a report on the implementation of this subsection during the
			 most recent one-year period.</text>
					</subparagraph><subparagraph id="id2B41B9C9D84E4906B83A2A9AFC7E0FBB"><enum>(B)</enum><header>Contents</header><text>Each
			 report submitted under subparagraph (A) shall include for the period of the
			 report:</text>
						<clause id="idCF7E566D14814EB8A6D52B65E5D7B0DC"><enum>(i)</enum><text>The
			 number of manuscripts submitted under paragraph (1).</text>
						</clause><clause id="idA8C3C1FD0FB74721A38B41B9C235CFC9"><enum>(ii)</enum><text>The titles of
			 such manuscripts.</text>
						</clause><clause id="id9FE53CA0709B4ED7B316C5BB74C1CC5D"><enum>(iii)</enum><text>The authors of
			 such manuscripts.</text>
						</clause><clause id="idE5593CE6A26E4402B2182BC457314251"><enum>(iv)</enum><text>For each such
			 manuscript, the name and issue number or volume number, as the case may be, of
			 the journal or other publication in which such manuscript was published.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="idE2B32082EA6445C8A71CB3488F7989BF"><enum>(c)</enum><header>Recommendations
			 for data sharing between Department of Veterans Affairs and Department of
			 Defense</header><text display-inline="yes-display-inline">Not later than one
			 year after the date of the enactment of this Act, the Department of Veterans
			 Affairs-Department of Defense Joint Executive Committee established by section
			 320(a) of title 38, United States Code, shall submit to the Secretary of
			 Veterans Affairs and the Secretary of Defense options and recommendations for
			 establishment of a program for long-term cooperation and data-sharing between
			 and within the Department of Veterans Affairs and the Department of Defense to
			 facilitate research on outcomes of military service, readjustment after combat
			 deployment, and other topics of importance to the following:</text>
				<paragraph id="idFA4E01BBEBF04341B841914A7BCD7556"><enum>(1)</enum><text display-inline="yes-display-inline">Veterans.</text>
				</paragraph><paragraph id="id76BB216D2B7F4DC0851730EFFE9718C1"><enum>(2)</enum><text display-inline="yes-display-inline">Members of the Armed Forces.</text>
				</paragraph><paragraph id="idA3E70B176BF64773AF5516E33002E196"><enum>(3)</enum><text display-inline="yes-display-inline">Family members of veterans.</text>
				</paragraph><paragraph id="idDFC49075FB8A4E539F4875185370E0E6"><enum>(4)</enum><text display-inline="yes-display-inline">Family members of members of the Armed
			 Forces.</text>
				</paragraph><paragraph id="id869CAC27D74846CAA403E4CE07C38E8F"><enum>(5)</enum><text display-inline="yes-display-inline">Members of communities that have a
			 significant population of veterans or members of the Armed Forces.</text>
				</paragraph></subsection></section></legis-body>
