		<official-title>To provide for an earlier start for State health care
		  coverage innovation waivers under the Patient Protection and Affordable Care
		  Act, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>State Leadership in Health Care
			 Act</short-title></quote>.</text>
		</section><section id="id05E47CF7188A4AA781E3A94F9B67754E"><enum>2.</enum><header>Earlier start
			 for State health care coverage innovation waivers</header>
			<subsection id="id5A9F4D0D4653448AB7AAC75EC22CBE7D"><enum>(a)</enum><header>In
			 general</header><text>Section 1332 of the Patient Protection and Affordable
			 Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18052">42 U.S.C. 18052</external-xref>) is amended—</text>
				<paragraph id="id67AD183DA53C4DDA840970A260AB9643"><enum>(1)</enum><text>in subsection
			 (a)(1), by striking <quote>January 1, 2017</quote> and inserting <quote>January
			 1, 2015</quote>; and</text>
				</paragraph><paragraph id="id39C5D31DFB80405A9378FB47DE29547E"><enum>(2)</enum><text>by amending
			 subsection (e) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="id5FFCC0CD185D4FBFA08EDC2C9CFA8512" style="OLC">
						<subsection id="idDC6071195FD64CD3B30B040058C54F04"><enum>(e)</enum><header>Term of
				waiver</header>
							<paragraph id="idAB3E0C3A17A4497087797FEBC132EDF6"><enum>(1)</enum><header>In
				general</header><text>No waiver under this section may extend over a period of
				more than 5 years unless the State requests continuation of such waiver and
				such request is granted by the Secretary under paragraph (2).</text>
							</paragraph><paragraph id="id5678B01D6E5C4EC2944F1AA5B72F6C39"><enum>(2)</enum><header>Approval of
				request</header>
								<subparagraph id="id983688A42285424EB9F7CFC1EBA9BB9E"><enum>(A)</enum><header>In
				general</header><text>A request under paragraph (1) shall be deemed granted
				unless the Secretary, not later than 90 days after the date of submission to
				the Secretary of such request, either denies such request in writing or informs
				the State in writing with respect to any additional information that is needed
				in order to make a final determination with respect to the request.</text>
								</subparagraph><subparagraph id="id83B4853BCB3D407BA12D31FD70F8FBDF"><enum>(B)</enum><header>Denial of
				request</header><text>The Secretary may deny such a request only if the
				Secretary—</text>
									<clause id="id85BB647056EA4FA485AD1E41701BB84A"><enum>(i)</enum><text>determines that
				the State plan under the waiver to be continued did not meet the requirements
				under subsection (b);</text>
									</clause><clause id="id666C126569984AA78FD89AF1475AEED7"><enum>(ii)</enum><text>notifies the
				State in writing of the requirements under subsection (b) that the State plan
				did not meet and provides to the State the information used by the Secretary in
				making that determination; and</text>
									</clause><clause id="id9C0E2D24070F49B8A3427182E266B8AF"><enum>(iii)</enum><text>provides the
				State with an opportunity to appeal such determination and provide information
				as to how such requirements were met.</text>
									</clause></subparagraph><subparagraph id="id7D4B2A8091494448A6DA398E2B2F287B"><enum>(C)</enum><header>Reconsideration
				of request</header><text>In the case of an appeal described in subparagraph
				(B)(iii), the Secretary shall consider any information provided under such
				clause and reconsider the determination made under subparagraph (B)(i), and
				shall issue a written decision on such appeal not later than 60 days after the
				date on which the Secretary receives notice of such appeal. The Secretary shall
				grant the request if the Secretary determines upon reconsideration that the
				State plan meets such
				requirements.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
