		<official-title>To amend the Marine Mammal Protection Act of 1972 to
		  allow the importation of polar bear trophies taken in sport hunts in Canada
		  before the date on which the polar bear was determined to be a threatened
		  species under the Endangered Species Act of 1973. </official-title>

		<section id="idE8E8F964CA064B93B2583DCF20CE529A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Polar Bear Conservation and Fairness
			 Act of 2013</short-title></quote>.</text>
		</section><section id="id79E29394349445FFB2124EA250EDE641"><enum>2.</enum><header>Permits for
			 importation of polar bear trophies taken in sport hunts in Canada</header><text display-inline="no-display-inline">Section 104(c)(5) of the Marine Mammal
			 Protection Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1374">16 U.S.C. 1374(c)(5)</external-xref>) is amended by striking
			 subparagraph (D) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id6C6CB04756B043AF8CB7B11429278B59" style="OLC">
				<subparagraph id="id4E80CFF09E0047E68C20253C2452637E"><enum>(D)</enum><header>Polar bear
				parts</header>
					<clause id="idE66BFE6B906F43E4A4A0EDC81ADCBC38"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding
				subparagraphs (A) and (C)(ii), subsection (d)(3), and sections 101 and 102, the
				Secretary of the Interior shall, expeditiously after the date on which the
				expiration of the applicable 30-day period described in subsection (d)(2)
				expires, issue a permit for the importation of any polar bear part (other than
				an internal organ) from a polar bear taken in a sport hunt in Canada to any
				person—</text>
						<subclause id="id68311742436E43ABA9CB796E98128A39"><enum>(I)</enum><text display-inline="yes-display-inline">who submits, with the permit application,
				proof that the polar bear was legally harvested by the person before February
				18, 1997; or</text>
						</subclause><subclause id="id6BE196EA0E634D50864EB5AAA34EFD2E"><enum>(II)</enum><text display-inline="yes-display-inline">who submitted, with a permit application
				submitted before May 15, 2008, proof that the polar bear was legally harvested
				from a polar bear population from which a sport-hunted trophy could be imported
				before that May 15, 2008, in accordance with <external-xref legal-doc="usc" parsable-cite="usc/50/18">section 18.30(i)</external-xref> of title 50, Code
				of Federal Regulations (or a successor regulation) by the person before May 15,
				2008.</text>
						</subclause></clause><clause id="idAE989C7E6BAA436ABB8321C74594799F"><enum>(ii)</enum><header>Applicability
				of prohibition on the importation of a depleted species</header>
						<subclause id="id9F7267C66DA14C339F0E5355EDF281A2"><enum>(I)</enum><header>Parts legally
				harvested before February 18, 1997</header>
							<item id="idC55B223B66C4444AA341B9FC9B04A48D"><enum>(aa)</enum><header>In
				general</header><text>Sections 101(a)(3)(B) and 102(b)(3) shall not apply to
				the importation of any polar bear part authorized by a permit issued under
				clause (i)(I).</text>
							</item><item id="id44C10A7819E6486780C2D730FDEAED98"><enum>(bb)</enum><header>Applicability</header><text>Item
				(aa) shall not apply to polar bear parts imported before June 12, 1997.</text>
							</item></subclause><subclause id="id8B129BE0E20F451BB2D474216E70F1A5"><enum>(II)</enum><header>Parts legally
				harvested before May 15, 2008</header>
							<item id="idE391A87A7E274466A3E3362F993DA4B2"><enum>(aa)</enum><header>In
				general</header><text>Sections 101(a)(3)(B) and 102(b)(3) shall not apply to
				the importation of any polar bear part authorized by a permit issued under
				clause (i)(II).</text>
							</item><item id="idD2522501D9804EB889E6122161DC3EF7"><enum>(bb)</enum><header>Applicability</header><text>Item
				(aa) shall not apply to polar bear parts imported before the date of enactment
				of the <short-title></short-title><short-title>Polar Bear Conservation and Fairness Act of
				2013</short-title>.</text>
							</item></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
