		<official-title>To limit the amount of ammunition purchased or possessed
		  by certain Federal agencies for a 6-month period.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Ammunition Management for More
			 Obtainability Act of 2013</short-title></quote>.</text>
		</section><section id="idA7BDA46271084828AA11DF3C99AE96DD"><enum>2.</enum><header>Prohibition on
			 purchasing ammunition</header>
			<subsection id="id07714B6337EA4CB39BF035E6D690B8DE"><enum>(a)</enum><header>Definitions</header><text>In
			 this section—</text>
				<paragraph id="id23E310B92F1642DA9A7FD82FA37E97E9"><enum>(1)</enum><text>the term
			 <term>agency</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5,
			 United States Code;</text>
				</paragraph><paragraph id="id4B5A23A482C04D4ABB3AAF9FF903A58E"><enum>(2)</enum><text>the term
			 <term>ammunition</term> has the meaning given that term in section 921 of title
			 18, United States Code; and</text>
				</paragraph><paragraph id="idFDB95B55F5AF440B957004587BE30882"><enum>(3)</enum><text>the term
			 <term>covered agency</term>—</text>
					<subparagraph id="idE47EE0D2273748D7B9BBA9039661B125"><enum>(A)</enum><text>means an agency;
			 and</text>
					</subparagraph><subparagraph id="idB03CE055AF544795B700B027FE6CB0A3"><enum>(B)</enum><text>does not include
			 the Department of Defense.</text>
					</subparagraph></paragraph></subsection><subsection id="id2E5E0433653441F7B37DBA50CE38A419"><enum>(b)</enum><header>Prohibition</header><text>During
			 the 6-month period beginning on the date of enactment of this Act, a covered
			 agency may not purchase during any month or possess, at any one time, more
			 rounds of ammunition than the monthly average of the number of rounds of
			 ammunition purchased by the covered agency during the period beginning on
			 January 1, 2001 and ending on December 31, 2009.</text>
			</subsection><subsection id="id3D6920400ECA446C9CFC721010F7BDA0"><enum>(c)</enum><header>GAO
			 report</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Comptroller General of the United States shall submit to Congress
			 a report regarding the purchasing of ammunition by agencies, which shall
			 include an assessment of the effect of the purchasing of ammunition by agencies
			 on the supply of ammunition available to the public.</text>
