		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Financial Literacy for Students
			 Act</short-title></quote>.</text>
		</section><section id="id0f1b0f63ab80444db0f216b8209a5207"><enum>2.</enum><header>Statewide
			 incentive grants for financial literacy education</header><text display-inline="no-display-inline">Part D of title V of the Elementary and
			 Secondary Education of 1965 is amended by adding at the end the
			 following:</text>

				<subpart id="id8B09CBA38C3B4AABA9AF5FECF0E5249A"><enum>22</enum><header>Financial
				Literacy</header>
					<section commented="no" id="id3b2917b6e5ac4c07aa770559004bc2a6"><enum>5621.</enum><header>Statewide
				incentive grants for financial literacy education</header>
						<subsection id="id54A2A2311C8A4D188FE99760CB4288B1"><enum>(a)</enum><header>Grants
				Authorized</header><text display-inline="yes-display-inline">From amounts
				appropriated under subsection (e), the Secretary may award grants to State
				educational agencies to enable State educational agencies, on a statewide
				basis—</text>
							<paragraph id="id37ed44d4cb764b28b0ab5e168803b32c"><enum>(1)</enum><text>to integrate
				financial literacy education into each public elementary school and public
				secondary school within the State that is eligible to receive funds under title
				I; and</text>
							</paragraph><paragraph id="id74330e79ea0f49c393981ab9a0bf909c"><enum>(2)</enum><text>to provide
				professional development regarding the teaching of financial literacy in core
				academic subjects to each secondary school teacher of financial literacy or
				entrepreneurship within the State.</text>
							</paragraph></subsection><subsection id="idef32f7c314a24ca7a5187ab179548648"><enum>(b)</enum><header>Permissible
				uses of funds</header><text display-inline="yes-display-inline">In carrying out
				the grant activities described in subsection (a), the State educational agency
				may use grant funds to—</text>
							<paragraph id="idE7C40A4DDBAC4A659568375EAE508F02"><enum>(1)</enum><text display-inline="yes-display-inline">implement school-based financial literacy
				activities, including after school activities;</text>
							</paragraph><paragraph id="id0D12C1DAC88142849CDA2E5EB291F2B1"><enum>(2)</enum><text display-inline="yes-display-inline">enhance student understanding and
				experiential learning with consumer, economic, entrepreneurship, and personal
				finance concepts; and</text>
							</paragraph><paragraph id="id24BE66826D94464D86E907B9CBB320C8"><enum>(3)</enum><text display-inline="yes-display-inline">promote partnerships with community-based
				organizations, financial institutions, local businesses, entrepreneurs, or
				other organizations providing financial literacy activities.</text>
							</paragraph></subsection><subsection id="idb609dcad84734b508f7f392621e274e4"><enum>(c)</enum><header>Limitation on
				uses of funds</header><text>A State educational agency receiving grant funds
				under this section shall not use more than 20 percent of such grant funds to
				carry out the following:</text>
							<paragraph id="idf0b89cc333444335b8eba9c5f47a5675"><enum>(1)</enum><text>Teacher
				professional development programs to embed financial literacy or personal
				finance or entrepreneurship education into core academic subjects.</text>
							</paragraph><paragraph id="idec9b22ece4cd48f7b9c1876899b5ccae"><enum>(2)</enum><text>Curriculum
				development.</text>
							</paragraph><paragraph id="idb7a7acac6f3049b2aaac758808fbdfb3"><enum>(3)</enum><text>An evaluation of
				the impact of financial literacy or personal finance education on students'
				understanding of financial literacy concepts.</text>
							</paragraph></subsection><subsection id="id50b2d0bccda549a2857d3e4d92ceb978"><enum>(d)</enum><header>Matching
				funds</header><text>A State educational agency that receives a grant under this
				section shall provide matching funds, from non-Federal sources, in an amount
				equal to 25 percent of the amount of grant funds provided to the State to carry
				out the activities supported by the grant.</text>
						</subsection><subsection id="id57d66534085940a79529eecfdc273ad6"><enum>(e)</enum><header>Appropriations</header><text>There
				are authorized to be appropriated to carry out this Act such sums as may be
				necessary for fiscal year 2013 and each of the 4 succeeding fiscal
				years.</text>
