		<official-title>To amend the Federal Crop Insurance Act to provide for
		  crop production on native sod.</official-title>

		<section id="id2F938B3ED05842BCA49C8C84D6E6711D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Prairie Protection Act of
			 2013</short-title></quote>.</text>
		</section><section id="S1"><enum>2.</enum><header>Crop production on native
			 sod</header>
			<subsection id="HC3CD9B8BBD2649E7950FA08116B9B5AE"><enum>(a)</enum><header>Federal crop
			 insurance</header><text display-inline="yes-display-inline">Section 508(o) of
			 the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1508">7 U.S.C. 1508(o)</external-xref>) is amended—</text>
				<paragraph id="H7D1FA91DC76647AAB718F07AB0A8A200"><enum>(1)</enum><text>in paragraph
			 (1)(B), by inserting <quote>, or the producer cannot substantiate that the
			 ground has ever been tilled,</quote> after <quote>tilled</quote>;</text>
				</paragraph><paragraph id="H90144201E4364CE2B4F7165ACB25BF98"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)(A), by striking <quote>for
			 benefits under—</quote> and all that follows through the period at the end and
			 inserting “for—</text>
					<quoted-block display-inline="no-display-inline" id="H2AC62EBED2854FA48D842DCE48C27B91" style="OLC">
						<clause id="HF130D18A4C25466EAFDD8339F63DF1E4"><enum>(i)</enum><text>a
				portion of crop insurance premium subsidies under this subtitle in accordance
				with paragraph (3);</text>
						</clause><clause id="H4C6B77731D9B475291139D8B11A5BF09"><enum>(ii)</enum><text>benefits under
				section 196 of the Federal Agriculture Improvement and Reform Act of 1996 (7
				U.S.C. 7333); and</text>
						</clause><clause id="H36A2018D0B454FA08B6CC7E77700C728"><enum>(iii)</enum><text>payments
				described in subsection (b) of section 1001 of the Food Security Act of 1985 (7
				U.S.C. 1308).</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HB0FC524542D64471A56C4A1AFF383016"><enum>(3)</enum><text>by striking
			 paragraph (3) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H23C15C72AEF24E0D9C1D8044D1439E93" style="OLC">
						<paragraph id="HD01F81EE8ECE4D548BE76B290C936DAF"><enum>(3)</enum><header>Administration</header>
							<subparagraph id="H03791061B64C4C8984E3D8EDF3A90C23"><enum>(A)</enum><header>In
				general</header><text>During the first 4 crop years of planting on native sod
				acreage by a producer described in paragraph (2)—</text>
								<clause id="H1142A003EAD34C07B1F3807E63525781"><enum>(i)</enum><text>paragraph (2)
				shall apply to 65 percent of the applicable transitional yield; and</text>
								</clause><clause id="HD47C383CF2014B69996FBF85976C2365"><enum>(ii)</enum><text>the crop
				insurance premium subsidy provided for the producer under this subtitle shall
				be 50 percentage points less than the premium subsidy that would otherwise
				apply.</text>
								</clause></subparagraph><subparagraph id="HCB5AC24875314C588225FD2F302CBA2B"><enum>(B)</enum><header>Yield
				substitution</header><text>During the period native sod acreage is covered by
				this subsection, a producer may not substitute yields for the native sod
				acreage.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H9F43FB86B9DE4F0DA6CE64D166B9365A"><enum>(b)</enum><header>Noninsured crop
			 disaster assistance</header><text>Section 196(a)(4) of the Federal Agriculture
			 Improvement and Reform Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/7/7333">7 U.S.C. 7333(a)(4)</external-xref>) is amended—</text>
				<paragraph id="H59134C73AC2C428BBA3D214EAC4A498D"><enum>(1)</enum><text>in subparagraph
			 (A)(ii), by inserting <quote>, or the producer cannot substantiate that the
			 ground has ever been tilled,</quote> after <quote>tilled</quote>;</text>
				</paragraph><paragraph id="H9D6EED988D874999B04333C92A50FE71"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)(i), by striking
			 <quote>for benefits under—</quote> and all that follows through the period at
			 the end and inserting “for—</text>
					<quoted-block display-inline="no-display-inline" id="H4154835B962147FBAA85336F7648F400" style="OLC">
						<subclause id="H98DB8A9AC869465FA903DD8C3FB63DE5"><enum>(I)</enum><text>benefits under
				this section;</text>
						</subclause><subclause id="H6B01A0BEDA1C4852807F8CC7938CD22A"><enum>(II)</enum><text>a portion of crop
				insurance premium subsidies under the Federal Crop Insurance Act (7 U.S.C. 1501
				et seq.) in accordance with subparagraph (C); and</text>
						</subclause><subclause id="H9B686B95EB3A4D4B8E62CB34AFB7DFEF"><enum>(III)</enum><text>payments
				described in subsection (b) of section 1001 of the Food Security Act of 1985 (7
				U.S.C. 1308).</text>
						</subclause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H16F2E4CDCE9348C0B11BBBAE47742EB7"><enum>(3)</enum><text>by striking
			 subparagraph (C) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H4950B799F5004969A101632402E6DAFE" style="OLC">
						<subparagraph id="H935EAF01CBC241ECB62DD09FF6C63D71"><enum>(C)</enum><header>Administration</header>
							<clause id="H4D0CEB9C63014B4DBC53F2956EBA5CAA"><enum>(i)</enum><header>In
				general</header><text>During the first 4 crop years of planting on native sod
				acreage by a producer described in subparagraph (B)—</text>
								<subclause id="H8C01993098D74FDF8BB6AF4BDAB12410"><enum>(I)</enum><text>subparagraph (B)
				shall apply to 65 percent of the applicable transitional yield; and</text>
								</subclause><subclause id="H9112F89918064326BECADEBE7F1AB19A"><enum>(II)</enum><text>the crop
				insurance premium subsidy provided for the producer under the Federal Crop
				Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1501">7 U.S.C. 1501 et seq.</external-xref>) shall be 50 percentage points less than
				the premium subsidy that would otherwise apply.</text>
								</subclause></clause><clause id="H8075032CA2044E5FBEFDE2E44E2423B1"><enum>(ii)</enum><header>Yield
				substitution</header><text>During the period native sod acreage is covered by
				this paragraph, a producer may not substitute yields for the native sod
				acreage.</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H1ADAB7DC432F46169E643CA74A726989"><enum>(c)</enum><header>Cropland
			 report</header>
				<paragraph id="HD6C75A56E2594A44B5B99CD59B84458F"><enum>(1)</enum><header>Baseline</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Secretary of
			 Agriculture shall submit to the Committee on Agriculture of the House of
			 Representatives and the Committee on Agriculture, Nutrition, and Forestry of
			 the Senate a report that describes the cropland acreage in each county and
			 State, and the change in cropland acreage from the preceding year in each
			 county and State, beginning with calendar year 2000 and including that
			 information for the most recent year for which that information is
			 available.</text>
				</paragraph><paragraph id="HB39794D2FDF94B0DA7AD0240585A60A4"><enum>(2)</enum><header>Annual
			 updates</header><text>Not later than January 1, 2014, and each January 1
			 thereafter through January 1, 2018, the Secretary of Agriculture shall submit
			 to the Committee on Agriculture of the House of Representatives and the
			 Committee on Agriculture, Nutrition, and Forestry of the Senate a report that
			 describes—</text>
					<subparagraph id="H344144D4D1144CD3A6BB67630F21BCEF"><enum>(A)</enum><text>the cropland
			 acreage in each county and State as of the date of submission of the
			 report;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFE926A24DCE0471894279DBEF6898650"><enum>(B)</enum><text>the change in
			 cropland acreage from the preceding year in each county and State; and</text>
					</subparagraph><subparagraph id="id5d4f69a609ad4238b05ea178b99588bd"><enum>(C)</enum><text>the number of
			 acres of native sod that have been converted to cropland or to any other use in
			 the preceding year in each county and State.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
