			<paragraph id="idF4050E0E4528467DB7F58198D2A2BBEE"><enum>(1)</enum><header>Red River
			 Conveyance Map</header><text>The term <quote>Red River Conveyance Map</quote>
			 means the map entitled <quote>Town of Red River Town Site Act Proposal</quote>
			 and dated April 19, 2012.</text>
			</paragraph><paragraph id="id9a7e440f9e0a414799f35120521c3b54"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Agriculture.</text>
			</paragraph><paragraph id="id24740000995F4F2CBA57517140DF3F38"><enum>(3)</enum><header>State</header><text>The
			 term <quote>State</quote> means the State of New Mexico.</text>
			</paragraph><paragraph id="idba51c8f69f7944dcbf43ba9d58cbe47c"><enum>(4)</enum><header>Town</header><text>The
			 term <term>Town</term> means the town of Red River, New Mexico.</text>
			</paragraph><paragraph id="id75506bac99ec425484d22f4049db836d"><enum>(5)</enum><header>Village</header><text>The
			 term <term>Village</term> means the village of Taos Ski Valley, New
			 Mexico.</text>
			</paragraph><paragraph id="idF7B30966651E4B3EAA0AD5E90C754CEC"><enum>(6)</enum><header>Wilderness</header><text>The
			 term <quote>Wilderness</quote> means the Columbine-Hondo Wilderness designated
			 by section 101(a).</text>
			</paragraph><paragraph id="idE4DF1DD5C61F4C71ACA2BAA7F3A9792B"><enum>(7)</enum><header>Wilderness
			 map</header><text>The term <quote>Wilderness Map</quote> means the map entitled
			 <quote>Columbine-Hondo, Wheeler Peak Wilderness</quote> and dated April 25,
			 2012.</text>
			</paragraph></section><title id="idD25A65D46F7F4E61B079A78D231A7C21"><enum>I</enum><header>Addition to the
			 National Wilderness Preservation System</header>
			<section id="id4A11B269E3954629BDE90906DDB7C469"><enum>101.</enum><header>Designation of
			 the Columbine-Hondo Wilderness</header>
				<subsection id="id4fcce73443484ed78da81fcdd1de2367"><enum>(a)</enum><header>In
			 general</header><text>In accordance with the Wilderness Act (16 U.S.C. 1131 et
			 seq.), the approximately 45,000 acres of land in the Carson National Forest in
			 the State, as generally depicted on the Wilderness Map, is designated as
			 wilderness and as a component of the National Wilderness Preservation System,
			 which shall be known as the <quote>Columbine-Hondo Wilderness</quote>.</text>
				</subsection><subsection id="idda42eeb73d214900896e86c12d7ee410"><enum>(b)</enum><header>Management</header><text>Subject
			 to valid existing rights, the Wilderness shall be administered by the Secretary
			 in accordance with this Act and the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>),
			 except that any reference in that Act to the effective date of that Act shall
			 be considered to be a reference to the date of enactment of this Act.</text>
				</subsection><subsection id="id41b097e8361a4e4d804a5f0557669a15"><enum>(c)</enum><header>Incorporation
			 of acquired land and interests in land</header><text>Any land or interest in
			 land that is within the boundary of the Wilderness that is acquired by the
			 United States shall—</text>
					<paragraph id="id39bd0051fd214239a3113269b09ec67a"><enum>(1)</enum><text>become part of
			 the Wilderness; and</text>
					</paragraph><paragraph id="idbac766529c0246c1a01804bcf5c83be4"><enum>(2)</enum><text>be managed in
			 accordance with—</text>
						<subparagraph id="id89955b07ebf14de4bc4b6bd1bbd948cd"><enum>(A)</enum><text>the Wilderness
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>);</text>
						</subparagraph><subparagraph id="id9c4be56436e74e86b9dbedd92bfc6fee"><enum>(B)</enum><text>this section;
			 and</text>
						</subparagraph><subparagraph id="idd1b58549a627439c9944922f3aa9c1bd"><enum>(C)</enum><text>any other
			 applicable laws.</text>
						</subparagraph></paragraph></subsection><subsection id="idcade41096f33414c8896b37989b9c496"><enum>(d)</enum><header>Grazing</header><text>Grazing
			 of livestock in the Wilderness, where established before the date of enactment
			 of this Act, shall be administered in accordance with—</text>
					<paragraph id="id0f0dd8c6609645a58c4044f53cc0c345"><enum>(1)</enum><text>section 4(d)(4)
			 of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text>
					</paragraph><paragraph id="id10c1929074c3446c86ae40448cbc75f9"><enum>(2)</enum><text>the guidelines
			 set forth in the report of the Committee on Interior and Insular Affairs of the
			 House of Representatives accompanying H.R. 5487 of the 96th Congress (H. Rept.
			 96–617).</text>
					</paragraph></subsection><subsection id="idc7123903ba0547e4806d6bde5c076f96"><enum>(e)</enum><header>Columbine-Hondo
			 wilderness study area</header>
					<paragraph id="id1393fb87123f4a6a9bc2d0ea50ea2a43"><enum>(1)</enum><header>Finding</header><text>Congress
			 finds that, for purposes of section 103(a)(2) of <external-xref legal-doc="public-law" parsable-cite="pl/96/550">Public Law 96–550</external-xref> (16 U.S.C.
			 1132 note; 94 Stat. 3223), any Federal land in the Columbine-Hondo Wilderness
			 Study Area administered by the Forest Service that is not designated as
			 wilderness by subsection (a) has been adequately reviewed for wilderness
			 designation.</text>
					</paragraph><paragraph id="id05a46039af564cf48857925cabd8792c"><enum>(2)</enum><header>Applicability</header><text>The
			 Federal land described in paragraph (1) is no longer subject to subsections
			 (a)(2) and (b) of section 103 of <external-xref legal-doc="public-law" parsable-cite="pl/96/550">Public Law 96–550</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 94
			 Stat. 3223).</text>
					</paragraph></subsection><subsection id="id0ab0fb997d844ecfa69a279e7b3697f1"><enum>(f)</enum><header>Maps and legal
			 descriptions</header>
					<paragraph id="id76206e8441144d6e94031c196f6487a9"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall prepare maps and legal descriptions of the
			 Wilderness.</text>
					</paragraph><paragraph id="id2a84dae464194664b7ee245f840418dd"><enum>(2)</enum><header>Force of
			 law</header><text>The maps and legal descriptions prepared under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary may correct errors in the maps and legal descriptions.</text>
					</paragraph><paragraph id="id978345fe97c54060a41979da76dc580f"><enum>(3)</enum><header>Public
			 availability</header><text>The maps and legal descriptions prepared under
			 paragraph (1) shall be on file and available for public inspection in the
			 appropriate offices of the Forest Service.</text>
					</paragraph></subsection><subsection id="id56bc61e6e11145ba84227bacef84b9d8"><enum>(g)</enum><header>Fish and
			 wildlife</header><text>Nothing in this Act affects the jurisdiction of the
			 State with respect to fish and wildlife located on public land in the State,
			 except that the Secretary, after consultation with the New Mexico Department of
			 Game and Fish, may designate zones in which, and establish periods during
			 which, hunting or fishing shall not be allowed for reasons of public safety,
			 administration, the protection for nongame species and associated habitats, or
			 public use and enjoyment.</text>
				</subsection><subsection id="ida0979331ba504c9587a7ae0b7aba552e"><enum>(h)</enum><header>Withdrawals</header><text>Subject
			 to valid existing rights, the Federal land described in subsections (a) and
			 (e)(1) and any land or interest in land that is acquired by the United States
			 in the Wilderness after the date of enactment of this Act is withdrawn
			 from—</text>
					<paragraph id="id35ca890c27824f9f8523c7bfa38cf11c"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
					</paragraph><paragraph id="id10ba31db82744962a63f95f546ade35c"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph id="id3fc4ce46fc1a46ca8bae4bb6a940af0a"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
					</paragraph></subsection></section><section id="id90549839a9984cd3bea0dda5eec8b55b"><enum>102.</enum><header>Wheeler Peak
			 Wilderness boundary modification</header>
				<subsection id="idc3d8bdd51c7c4d72b9d3f46a28485af3"><enum>(a)</enum><header>In
			 general</header><text>The boundary of the Wheeler Peak Wilderness in the State
			 is modified as generally depicted in the Wilderness Map.</text>
				</subsection><subsection id="id3313858a2ecf48f9a0a751194f48471d"><enum>(b)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, any Federal land added to or excluded from the
			 boundary of the Wheeler Peak Wilderness under subsection (a) is withdrawn
			 from—</text>
					<paragraph id="idfbfcae05a164492bb9a82243f0c79bc2"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
					</paragraph><paragraph id="ide2bd674fb5b94b18b2fcd497b5a43ea9"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph id="id63495c2914c247a39b5f0f7daaaa7105"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
					</paragraph></subsection></section><section id="id5ebc64a7a87f48108c32c73167494765"><enum>103.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 title.</text>
			</section></title><title id="id64256a78fcfc46e1855f5d6f2f11a5da"><enum>II</enum><header>Land conveyances
			 and sales</header>
			<section id="id31F6173703324EDF8F6910BA4ADB8EB3"><enum>201.</enum><header>Town of Red
			 River land conveyance</header>
				<subsection id="id21f72cecfd63411d9b5a309fa3b14f84"><enum>(a)</enum><header>In
			 general</header><text>Subject to the provisions of this section, the Secretary
			 shall convey to the Town, without consideration and by quitclaim deed, all
			 right, title, and interest of the United States in and to the one or more
			 parcels of Federal land described in subsection (b) for which the Town submits
			 a request to the Secretary by the date that is not later than 1 year after the
			 date of enactment of this Act.</text>
				</subsection><subsection id="idd04f17b89c974459a247e1f0574d6c79"><enum>(b)</enum><header>Description of
			 land</header><text>The parcels of Federal land referred to in subsection (a)
			 are the parcels of National Forest System land (including any improvements to
			 the land) in Taos County, New Mexico, that are identified as <quote>Parcel
			 1</quote>, <quote>Parcel 2</quote>, <quote>Parcel 3</quote>, and <quote>Parcel
			 4</quote> on the Red River Conveyance Map.</text>
				</subsection><subsection id="id68632ab3dfe34152954e006ad7156f1b"><enum>(c)</enum><header>Conditions</header><text>The
			 conveyance under subsection (a) shall be subject to—</text>
					<paragraph id="idccdd7fe8cd2b4c079814ec2307fdb8ae"><enum>(1)</enum><text>valid existing
			 rights;</text>
					</paragraph><paragraph id="idc48849c1aa7740b8b322f97d665806a3"><enum>(2)</enum><text>public
			 rights-of-way through <quote>Parcel 1</quote>, <quote>Parcel 3</quote>, and
			 <quote>Parcel 4</quote>;</text>
					</paragraph><paragraph id="idEA48C8CCE6674AA79A2607A8DE623D09"><enum>(3)</enum><text>an administrative
			 right-of-way through <quote>Parcel 2</quote> reserved to the United States;
			 and</text>
					</paragraph><paragraph id="id6d850a20ecdb4e49b9c7c642a159c174"><enum>(4)</enum><text>such additional
			 terms and conditions as the Secretary may require.</text>
					</paragraph></subsection><subsection id="idbe80963048874d1abf4435c03346ebcf"><enum>(d)</enum><header>Use of
			 land</header><text display-inline="yes-display-inline">As a condition of the
			 conveyance under subsection (a), the Town shall use—</text>
					<paragraph id="id4133a705e5634d9880955dc273a4366a"><enum>(1)</enum><text><quote>Parcel
			 1</quote> for a wastewater treatment plant;</text>
					</paragraph><paragraph id="ida260c8669fd84de783c3579b9498b876"><enum>(2)</enum><text><quote>Parcel
			 2</quote> for a cemetery;</text>
					</paragraph><paragraph id="idd3de1e97b99f467387b1ca0fd46e64ca"><enum>(3)</enum><text><quote>Parcel
			 3</quote> for a public park; and</text>
					</paragraph><paragraph id="id54c1dae804264e9d96990e7383031e25"><enum>(4)</enum><text><quote>Parcel
			 4</quote> for a public road.</text>
					</paragraph></subsection><subsection id="id6edb8f059bdd4118959324d20c5d7cf2"><enum>(e)</enum><header>Reversion</header><text display-inline="yes-display-inline">In the quitclaim deed to the Town under
			 subsection (a), the Secretary shall provide that any parcel of Federal land
			 conveyed to the Town under subsection (a) shall revert to the Secretary, at the
			 election of the Secretary, if the parcel of Federal land is used for a purpose
			 other than the purpose for which the parcel was conveyed, as required under
			 subsection (d).</text>
				</subsection><subsection id="idb3c75cddc90e49c6885ed9159de41e73"><enum>(f)</enum><header>Survey;
			 Administrative costs</header>
					<paragraph id="id47146a7442074116af6c0a370dfd638c"><enum>(1)</enum><header>Survey</header><text>The
			 exact acreage and legal description of the National Forest System land conveyed
			 under subsection (a) shall be determined by a survey approved by the
			 Secretary.</text>
					</paragraph><paragraph id="id5d2f420edef6416db0eb44e59ec6a1f0"><enum>(2)</enum><header>Costs</header><text>The
			 Town shall pay the reasonable survey and other administrative costs associated
			 with the conveyance.</text>
					</paragraph></subsection></section><section id="idA0FE8209469E46E78B27DBA62FF1B0D0"><enum>202.</enum><header>Village of
			 Taos Ski Valley land conveyance</header>
				<subsection id="idab2cda5b72254465a0a7119845c1302a"><enum>(a)</enum><header>In
			 general</header><text>Subject to the provisions of this section, the Secretary
			 shall convey to the Village, without consideration and by quitclaim deed, all
			 right, title, and interest of the United States in and to the parcel of Federal
			 land described in subsection (b) for which the Village submits a request to the
			 Secretary by the date that is not later than 1 year after the date of enactment
			 of this Act.</text>
				</subsection><subsection id="idca98561711c04ec18edaa3549eb91fa7"><enum>(b)</enum><header>Description of
			 land</header><text>The parcel of Federal land referred to in subsection (a) is
			 the parcel comprising approximately 4.6 acres of National Forest System land
			 (including any improvements to the land) in Taos County generally depicted as
			 <quote>Parcel 1</quote> on the map entitled <quote>Village of Taos Ski Valley
			 Town Site Act Proposal</quote> and dated April 19, 2012.</text>
				</subsection><subsection id="iddfe29cbf619441b3a6e0cdbca42ed08f"><enum>(c)</enum><header>Conditions</header><text>The
			 conveyance under subsection (a) shall be subject to—</text>
					<paragraph id="id4e56235668774042846fceb736c5a08e"><enum>(1)</enum><text>valid existing
			 rights;</text>
					</paragraph><paragraph id="idaa28b53ba8ea4ff787ec0e3b90d9fb2e"><enum>(2)</enum><text>an administrative
			 right-of-way through the parcel of Federal land described in subsection (b)
			 reserved to the United States; and</text>
					</paragraph><paragraph id="idffabdba426fa4dd7bf0a949e5f774f4f"><enum>(3)</enum><text>such additional
			 terms and conditions as the Secretary may require.</text>
					</paragraph></subsection><subsection id="idf9bdf350442b4bcfb4e833c4814aa1fa"><enum>(d)</enum><header>Use of
			 land</header><text>As a condition of the conveyance under subsection (a), the
			 Village shall use the parcel of Federal land described in subsection (b) for a
			 wastewater treatment plant.</text>
				</subsection><subsection id="ida333ba89a9a243d6bda9e4708a9bb83a"><enum>(e)</enum><header>Reversion</header><text>In
			 the quitclaim deed to the Village, the Secretary shall provide that the parcel
			 of Federal land conveyed to the Village under subsection (a) shall revert to
			 the Secretary, at the election of the Secretary, if the parcel of Federal land
			 is used for a purpose other than the purpose for which the parcel was conveyed,
			 as described in subsection (d).</text>
				</subsection><subsection id="ida72dac610f284eb599b0a45ed3bcc780"><enum>(f)</enum><header>Survey;
			 administrative costs</header>
					<paragraph id="idf686ebe4afc24392abab30f069969cc8"><enum>(1)</enum><header>Survey</header><text>The
			 exact acreage and legal description of the National Forest System land conveyed
			 under subsection (a) shall be determined by a survey approved by the
			 Secretary.</text>
					</paragraph><paragraph id="idd4936d6c83c645e2ba730353b5dffed8"><enum>(2)</enum><header>Costs</header><text>The
			 Village shall pay the reasonable survey and other administrative costs
			 associated with the conveyance.</text>
					</paragraph></subsection></section><section id="idD7A5A75A285948F5BF309E700D2DD882"><enum>203.</enum><header>Authorization
			 of sale of certain National Forest System land</header>
				<subsection id="id187f1119d90b42c198e87a6bc5e6881b"><enum>(a)</enum><header>In
			 general</header><text>Subject to the provisions of this section and in exchange
			 for consideration in an amount that is equal to the fair market value of the
			 applicable parcel of National Forest System land, the Secretary may
			 convey—</text>
					<paragraph id="idcfa2681cb85d43a49dc8a6ff023d5fe1"><enum>(1)</enum><text>to the holder of
			 the permit numbered <quote>QUE302101</quote> for use of the parcel, the parcel
			 of National Forest System land comprising approximately 0.2 acres that is
			 generally depicted as <quote>Parcel 5</quote> on the Red River Conveyance Map;
			 and</text>
					</paragraph><paragraph id="idadffa61f13db4b4c8b291cf6c954647f"><enum>(2)</enum><text>to the owner of
			 the private property adjacent to the parcel, the parcel of National Forest
			 System land comprising approximately 0.1 acres that is generally depicted as
			 <quote>Parcel 6</quote> on the Red River Conveyance Map.</text>
					</paragraph></subsection><subsection id="id827afa1a0bcf49faafc4521652de8464"><enum>(b)</enum><header>Disposition of
			 proceeds</header><text>Any amounts received by the Secretary as consideration
			 for a conveyance under subsection (a) shall be—</text>
					<paragraph id="idc1a1420db6c842a2b8407233a407e478"><enum>(1)</enum><text>deposited in the
			 fund established under <external-xref legal-doc="public-law" parsable-cite="pl/90/171">Public Law 90–171</external-xref> (commonly known as the <quote>Sisk
			 Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/16/484a">16 U.S.C. 484a</external-xref>); and</text>
					</paragraph><paragraph id="id611ee93fbde144378e4d81ecb43579f1"><enum>(2)</enum><text>available to the
			 Secretary, without further appropriation and until expended, for the
			 acquisition of land or interests in land in the Carson National Forest.</text>
					</paragraph></subsection><subsection id="id3d609bfa7d2845fd8b98b782271d4ba3"><enum>(c)</enum><header>Conditions</header><text>The
			 conveyance under subsection (a) shall be subject to—</text>
					<paragraph id="idc263200e79c046a19c502b86f9cea798"><enum>(1)</enum><text>valid existing
			 rights; and</text>

			 administrative costs</header>
					<paragraph id="idc94487516fad41ffac7866f7f14bee44"><enum>(1)</enum><header>Survey</header><text>The
			 exact acreage and legal description of the National Forest System land conveyed
			 under subsection (a) shall be determined by a survey approved by the
			 Secretary.</text>
					</paragraph><paragraph id="ida2546256ccbf482fb8f7504b3752f781"><enum>(2)</enum><header>Costs</header><text>The
			 reasonable survey and other administrative costs associated with the conveyance
			 shall be paid by the holder of the permit or the owner of the private property,
			 as applicable.</text>
