		<section id="id45A648B36DA5471082B8AA2A2E76CA3E" section-type="section-one"><enum>1.</enum><header>White sands missile range and
			 fort bliss</header>
			<subsection id="ID9bdd573b277a460788fc063dac4fff79"><enum>(a)</enum><header>Withdrawal</header>
				<paragraph id="ID0e2e5bb5fee047639986e37aae924df2"><enum>(1)</enum><header>In
			 general</header><text>Subject to valid existing rights and paragraph (3), the
			 Federal land described in paragraph (2) is withdrawn from—</text>
					<subparagraph id="ID8a2eae5b2f6749d188f183114225053e"><enum>(A)</enum><text>entry,
			 appropriation, and disposal under the public land laws;</text>
					</subparagraph><subparagraph id="IDeea291a3103a4bfa9800dc7014c2e222"><enum>(B)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</subparagraph><subparagraph id="ID6f1c718cb4234d208b255a303a355bd7"><enum>(C)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
					</subparagraph></paragraph><paragraph id="ID49cac1f8af8141149580f4be2225df31"><enum>(2)</enum><header>Description of
			 Federal land</header><text>The Federal land referred to in paragraph (1)
			 consists of—</text>
					<subparagraph id="IDc45dc90cc5e146cfb0fcd35f37bc801e"><enum>(A)</enum><text>the approximately
			 5,100 acres of land depicted as <quote>Parcel 1</quote> on the map entitled
			 <quote>White Sands Missile Range/Fort Bliss/BLM Land Transfer and
			 Withdrawal</quote> and dated April 3, 2012 (referred to in this section as the
			 <quote>map</quote>);</text>
					</subparagraph><subparagraph id="ID6c1413f6bae14991949406fa90b44c22"><enum>(B)</enum><text>the approximately
			 37,600 acres of land depicted as <quote>Parcel 2</quote>, <quote>Parcel
			 3</quote>, and <quote>Parcel 4</quote> on the map; and</text>
					</subparagraph><subparagraph id="idCFB70B63A93047D0A91B86BD58746A5B"><enum>(C)</enum><text>any land or
			 interest in land that is acquired by the United States within the boundaries of
			 the parcels described in subparagraph (B).</text>
					</subparagraph></paragraph><paragraph id="ID8367335c6a624181a87e23a0c136c99e"><enum>(3)</enum><header>Limitation</header><text>Notwithstanding
			 paragraph (1), the land depicted as <quote>Parcel 4</quote> on the map is not
			 withdrawn for purposes of the issuance of oil and gas pipeline
			 rights-of-way.</text>
				</paragraph></subsection><subsection id="ID6184160fd9094f0babdf4272267b0686"><enum>(b)</enum><header>Reservation</header><text>The
			 Federal land described in subsection (a)(2)(A) is reserved for use by the
			 Secretary of the Army for military purposes in accordance with Public Land
			 Order 833, dated May 21, 1952 (17 Fed. Reg. 4822).</text>
			</subsection><subsection id="ID7c02d04542dd42e58270108185cd9da2"><enum>(c)</enum><header>Transfer of
			 administrative jurisdiction</header><text>Effective on the date of enactment of
			 this Act, administrative jurisdiction over the approximately 2,050 acres of
			 land generally depicted as <quote>Parcel 2</quote> on the map—</text>
				<paragraph id="ID22e39e09b638448bb6e2dc27297063c2"><enum>(1)</enum><text>is transferred
			 from the Secretary of the Army to the Secretary of the Interior (acting through
			 the Director of the Bureau of Land Management); and</text>
				</paragraph><paragraph id="ID6c2f115b8e8b455d947ce9c09407171d"><enum>(2)</enum><text>shall be managed
			 in accordance with—</text>
					<subparagraph id="IDa4a01539f8e04163a76ca1ce0928e710"><enum>(A)</enum><text>the Federal Land
			 Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph id="IDa89672956c324951b731277750aa8907"><enum>(B)</enum><text>any other
			 applicable laws.</text>
					</subparagraph></paragraph></subsection><subsection id="IDbac8cc14bc9141ce95ed7c63e2b5e80f"><enum>(d)</enum><header>Legal
			 description</header>
				<paragraph id="IDd81b9a2aeffd404580ff3afe29110968"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary of the Interior shall publish in the Federal Register a
			 legal description of the Federal land withdrawn by subsection (a).</text>
				</paragraph><paragraph id="ID297349840de444e6ad704de1c9782555"><enum>(2)</enum><header>Force of
			 law</header><text>The legal description published under paragraph (1) shall
			 have the same force and effect as if included in this Act, except that the
			 Secretary of the Interior may correct errors in the legal description.</text>
				</paragraph><paragraph id="ID62b9c4cae163421cb2aff043c39dd3d0"><enum>(3)</enum><header>Reimbursement
			 of costs</header><text>The Secretary of the Army shall reimburse the Secretary
			 of the Interior for any costs incurred by the Secretary of the Interior in
			 implementing this subsection with regard to the Federal land described in
			 subsection (a)(2)(A).</text>
